The specification outlines requirements for steam turbine design, fabrication, controls, and accessories according to industry standards with some modifications.

Steam turbines must comply with API standards 611 or 612 with exceptions defined in UOP project specifications. Designs must also meet additional requirements for items like lubrication, baseplates, and materials.

Hand operated nozzle control valves are required on turbines over 35hp with a single governor valve to allow manual control. Requirements vary based on turbine power rating.

1. GENERAL

1.1 Scope

a. This Standard Specification covers the general requirements for the design and
installation of steam turbines.

b. Exceptions or variations shown in the UOP Project Specifications take precedence over
requirements shown herein.

1.2 References

Unless noted below, use the edition and addenda of each referenced document current on the
date of this Standard Specification. When a referenced document incorporates another
document, use the edition of that document required by the referenced document.

a. American Petroleum Institute (API) Standard 611, “General Purpose Steam Turbines for
Petroleum, Chemical and Gas Industry Services”.

b. API Standard 612, “Petroleum, Petrochemical and Natural Gas Industries - Steam
Turbines - Special-Purpose Applications”.

c. National, state, and local governmental regulations and laws.

2. DESIGN AND FABRICATION

2.1 General

a. The design and fabrication of general purpose steam turbines shall comply with API
Standard 611 except where modified by either the UOP Project Specification(s) or the
UOP Standard Specification(s).

b. The design and fabrication of special purpose steam turbines shall comply with API
Standard 612 except where modified by either the UOP Project Specification(s) or the
UOP Standard Specification(s).

2.2 Hand Operated Nozzle Control Valves

Hand operated nozzle control valve(s) shall be provided on turbines over 35 hp (25 kW)
having a single governor valve as follows:

a. On turbines rated 35 hp (25 kW) to 75 hp (55 kW) provide a minimum of one hand
operated nozzle control valve.

b. On turbines rated 76 hp (55 kW) or more, provide a minimum of two hand operated
nozzle control valves.

2.3 The bearing housing on horizontal, general purpose, single stage steam turbines shall be
lubricated with pure oil mist and meet the requirements of API-611 Section 6.10.4.3.

2.4 Baseplate

The baseplate shall be furnished by the supplier of the driven equipment.

3. ADDITIONAL REQUIREMENTS FOR SPECIAL PURPOSE TURBINES

3.1 Turbine shall be capable of delivering rated power with normal steam supply and exhaust
conditions.

3.2 The exhaust nozzle on a water cooled condensing steam turbine shall be down connected.

3.3 Controls and Instrumentation

a. The contractor shall provide a digital turbine speed control system, with multiple inputs
and outputs, to control the speed of the steam turbine. The speed controller shall be
located near the turbine, in a housing suitable for the specified area electrical
classification.

The speed controller shall:

(1) Accept an external 4 to 20 mA process control signal for turbine speed regulation.
This signal will be the remote speed setpoint.

(2) Provide internal and external setpoint selection from an external contact input. With
the external contact open (labeled: REMOTE SETPOINT), the speed controller shall
be in automatic, accepting the process control signal as the speed setpoint. With the
external contact closed (labeled: LOCAL SETPOINT), the speed controller shall be
in manual, accepting a locally adjustable speed setpoint.

(3) Be programmed with an automatic startup sequence that will ramp the turbine speed
from zero to minimum speed setpoint. The controller shall then hold the speed at the
minimum setpoint. The controller shall be programmed to require startup in the
Local Setpoint mode only.

(4) Transmit a 4 to 20 mA signal to the control center. This signal shall be scaled such
that 4 mA (0%) corresponds to the minimum speed setpoint and 20 mA (100%)
corresponds to the maximum speed setpoint. This signal shall be used in the control
center for balancing the setpoints.

(5) Accept multiple speed sensor inputs.

b. Turbines shall be furnished with a two out of three voting logic electronic overspeed
shutdown system. The system shall store and display the peak overspeed during a trip
event. The system shall have on-line self-diagnostic capabilities and any of the three
devices shall be replaceable online. Each device shall be powered from a separate power
source.

c. Mechanical trip overspeed protection shall not be provided.

d. Turbines shall be furnished with a combined trip and throttle valve on the steam inlet.
The trip and throttle valve shall, as a minimum, have the provision for local manual
exercising.

3.2 Accessories

a. A motor driven turning gear shall be provided for the turbine rotor when any of the
following conditions are met:

(1) The inlet steam temperature is greater than 850°F (455°C).

(2) The number of stages is greater than 10.
(3) The bearing span is greater than 100 inches (2500 mm).
(4) The turbine power rating is greater than 13,500 hp (10 MW).
(5) Recommended by the turbine vendor.

A turning gear lube oil pressure permissive start shall be provided. Automatic turning
gear disengagement controls shall also be provided to prevent damage if steam is
admitted to the turbine.

b. A vacuum breaker shall be provided on condensing turbine power generation sets.

c. An instrument panel mounted on the base of the unit shall be provided.

3.3 Insulation and Jacketing

The turbine casing shall have removable insulation and metal jacketing. The jacket surface
temperature shall not exceed 140°F (60°C).
