SICIS Demonstration results

 Demonstrations from September 2009 until May 2011


 Ports/Terminals involved:
 Shenzhen, Hong Kong
 Felixstowe, Rotterdam, Southampton
 Statistics
 17 trade lanes
 More than 5400 containers
 from which about 534 trips with CSDs
 Agreement with China Customs for the temporary
import of CSDs has finally been achieved in summer
2010
 CSDs used: Savi Networks, CIMC, LongSun
 Besides CSDs successful tests with RFID (eSeals,
container tags) were performed (EU-Project CHINOS)
 Successful joint demonstration with SmartCM

Vision - Concepts & Technology

Security concepts and Technology are existing (data bases,


interfaces, CSDs, …) - but hardly used in real life
 Develop methods to achieve acceptance and adoption of
concepts and technologies by the industry – create
awareness
 Develop measures for sustainable integration of industry
partners, especially SMEs (reduce administrative burdens!)
 Achieve agreements between industry and Customs on
quantifyable benefits (win-win situations)
 Research on new concepts for risk assessment for industry
and Customs
 Analyse legal implications of change from push- to pull-
principle
 Achieve multi-national agreements for import of security
equipment

Vision - Data accessability

Access to reliable data is still a problem


 Develop access to further data sources, e.g. for
consignment information
 Develop methods to improve the reliability of data sources
 Address legal issues, e.g. data ownership and data sharing
agreements (e.g. AIS data, border crossing information
exchange)
 Develop methods to improve willingness for data sharing

Vision - Harmonisation

Harmonisation is a must, but reality tells another story


 Develop concepts to map existing practices to standards in
order to harmonize the different approaches
 Networking and integration with existing initiatives
(security, single window, standardisation etc.)
 Address eCustoms, eMaritime, eFreight initiatives
