BACKGROUND
The Government of India has been extending support to Youth Hostel Movement since
1966. The Youth Hostels Scheme was formulated as per the guidelines prescribed in the
manual of the International Youth Hostel Federation.
Youth Hostels Scheme has been functioning as a joint venture between the Central and
the State Governments. While the Central Government bears the cost of construction, the
State Governments provide fully developed land free of cost, with water, electricity and
approach road. After construction the Hostels are handed over to the State Governments
for management. The Youth Hostels are looked after by a Warden and the Assistant
Warden, usually, a husband – wife team, who are paid an honorarium of Rs.5,000/- for
both and conveyance allowance of Rs.500/- per month. A special allowance of Rs.500/-
per month is also paid to the team of Warden/Assistant Warden working in the Youth
Hostels located in North-Eastern Region of the country.
The 9th Five Year Plan (Vol-2) under the heading Performance Review of Eighth Plan
mentions that 50 Youth Hostels have already been commissioned by then and 23 were
under various stages of construction.
Further to this, the year-wise financial and physical achievements of Youth Hostels
during the 10th Five Year Plan may be seen in the following Table-1:

The above Table shows that by the end of 10th Five Year Plan, 72 Youth Hostels have
been constructed.

1.2 FINANCIAL ALLOCATION DURING 11TH FIVE YEAR PLAN
The Planning Commission has allocated only Rs.12 crores (annex.I) during the 11th Five
Year Plan for the completion of ongoing projects of Youth Hostels and has desired to
discontinue the scheme thereafter.
Since, the Government of India has been spending funds on setting up of Youth Hostels
in various States for the last many years. It was decided to evaluate the working of the
existing Youth Hostels so that necessary steps can be taken to bring in improvements
wherever necessary and to decide whether the Youth Hostels Scheme is to be continued
or not. Department of Youth Affairs and Sports, Government of India, entrusted this task
of evaluation of Youth Hostels to Youth Hostels Association of India (YHAI), New
Delhi. However, no funds were released to YHAI to undertake this study.

CHAPTER 2
2 TERMS OF REFERENCE
The broad terms of reference for the evaluation of the study are as under:
2.1 To review the existing approach, strategy, priority of the scheme and suggest changes if
any, for its greater relevance to the youth in present day context.
2.2 To evaluate the outcome of the implementation of the scheme and suggest new areas of
programmes/activities, which may include addition, deletion or merger of the on- going
programmes and activities to make more employable skill oriented.
2.3 To examine the functio ning of the existing administrative structures and mechanisms,
both at central and state levels, and suggest restructuring, if necessary to delivery
proposed outputs and outcome under the scheme.
2.4 To suggest whether the Scheme needs to be continued in XI Plan or dissolved forthwith.
2.6 While framing its recommendations, the Evaluating Agency shall be guided by a realistic
assessment of the resources than can be made available by the Government.

METHODOLOGY
3 The following methodology was adopted to carry out this evaluation study of the Youth
Hostels:

Copies of these two structured questionnaires are placed at Annex.II & Annex.III at the
end of the report. In addition to the questionnaire Mystery Shoppers were asked to take
photographs of the hostel building, entrance, reception area, dining area, kitchen,
rooms/dormitories, bathrooms/toilets, lobby etc. Mystery Shoppers faced the risk of
reaching some hostels in North East India. It also required patience and dedication on
their part as traveling after a long distance they faced the problem of getting
accommodation or found the hostel locked.
The documents of the Government of India indicate that 72 Youth Hostels were set up till
2006-07 which later rose to 78. Out of which 12 hostels are not commissioned yet.
Efforts were made to contact all the 66 Youth Hostels, but only 64 of these could be
reached by the Mystery Shoppers. Mystery Shoppers filled-up information about these
64 Youth Hostels in Questionnaire – I without the knowledge of Warden and staff of
Youth Hostels. This exercise involved a lot of time and expenditure but was worth it as
the information collected has been valuable for the purpose of this study.
Questionnaire -2 was sent to the Wardens of Youth Hostels for completion. In all 43
questionnaires were received back duly completed by the Wardens/Assistant Wardens.
Based on the information, collected through these two questionnaires, the analysis have
been done for each Youth Hostel, State-Wise in the following Chapter.

Conclusion in Brief:
Questionnare could not be filled up. Although the Hostel is ideally located, but it was
found locked. Even a Chowkidar was not there. After enquiring from the neighborhood
of the hostel, it was revealed that the Warden Lt. Col Lama does not stay there and visits
the hostel when some body is staying there.

building was occupied by the extremists with the knowledge of the State Government.
They have full control of the Hostel and they are armed also, so nobody can enter the

Questionnaire could not be filled up, as the Hostel of Dimapur is non – functional. On
enquiry, it was found that since April 2007 “The Global Open University, Nagaland” is
having its office in the hostel premises.

Conclusion in Brief:
This Hostel building has no facility. There is one Chowkidar who is staying with his
family in two rooms of the hostel. Cement was being stored by a local Contractor in the
hostel building for a nearby construction.

Conclusion in Brief:
From February 2002 to March 2007 the Youth Hostel was occupied by the
Security Personnel of the then Chief Minister, Punjab. Rent for this period and
electricity bills amounting to Rs 2.25 lakhs remained unpaid. There was no
furniture available in the hostel. Now a sum of Rs 2.25 lakhs has been borrowed
from the Youth Hostel, Sangrur and electricity has been restored. After getting
electricity, the Hostel has started on a small scale. After minor repairing of the
rooms and dormitories it has started functioning. Warden is trying to restore it but
money is a problem. No HMC and therefore no HMC meetings. Honorarium
insufficient.

5.1 As stated in Chapter-3, the Evaluation Committee constituted by the YHAI had taken the
decision to review the working of the Government Youth Hostels through two structured
questionnaires i.e. one to be completed by the Mystery Shoppers deputed by YHAI and the
second to be filled-up by the Wardens of the Hostels. While filling up the questionnaire the
Mystery Shoppers were instructed not to disclose their identity. Out of the 78 Youth Hostels
on record, Mystery Shoppers could fill- up 64 questionnaires, the data of which is interpreted
and concluded in Chapter – 4 under sub-heading 4.1. Only 43 Wardens submitted their
questionnaires; the information on which is appended and concluded in Chapter-4 under sub-
heading 4.2. In many cases the information has been found contradictory of each other when
the data provided by Mystery Shoppers and Wardens was analysed. This fact, however,
cannot be ignored because Wardens being in the supervisory control of Youth Hostels have
generally given positive replies on many aspects whereas the Mystery Shoppers by being on
the spot, have given the actual picture of the Youth Hostels, which is mostly negative.
5.2 Policy-wise there seems to be no flaw in present scheme of the Government of India to set-up
Youth Hostels all over India. The scheme should certainly continue in the 11th Plan period.
The scheme is well intended to provide low cost, budget accommodation and facilities to
traveling student groups and youth groups on excursions or study tours or individual traveler.
The scheme aims to encourage youth travel to know more about diversity of India’s culture
and its people and thus promote national integration and on a wider scale promote Peace and
International Understanding. However, the flaws which have come to notice through this
evaluation study are with regard to proper implementation of the policy and procedures laid
down for the functioning of Youth Hostels. Needless to say, that the scheme is essentially
required to be continued by bringing improvement in their functioning as per Youth Hostel
Manual.
5.3 The foremost step which is important with regard to the proper functioning is the constitution
of Hostel Management Committees and holding its meetings at quarterly intervals. At
present, most of the Youth Hostels are lacking on this functional aspect as there is not much
administrative intervention or supervision either by the Central Government or concerned
State Government Departments.
5.4 There is pertinent need to place the team of Warden and Assistant Warden in each and every
youth hostel with compulsory stay at the hostel. The present system lacks this arrangement.
They need to be paid well as most of them are not satisfied with the meager amount of
Rs.5,000/- being paid to them at present. The infrastructure and maintenance in most of the
youth hostels is in shambles. Youth Hostels lack in Kitchen/Food facilities which are most
essential for the hostellers. The staff position is bad. Some of the youth hostels are being
misused for other activities. Funding system/status is also required to be looked into
appropriately.
5.5 For the year 2009-10 and onwards, the policy decisions can be taken immediately i.e. in the
current year itself so that the funds can be released timely to complete proposed task of
completing ongoing project.
5.6 In any case, the complete activity will have to be planned out in terms of:
1) allotment of land, 2) construction of buildings, 3) provision of infrastructure, 4) staffing,
5) constituting Hostel Management Committees and finally the implementation of rules and
regulations as per the Youth Hostel Manual. This way all the funds will not be needed at one
time but would rather be required in a staggered manner depending upon the activity being
taken up.
5.7 Out of the 78 Youth Hostels in the list of the Ministry of Youth Affairs and Sports, 16 Youth
Hostels were constructed and managed by Department of Tourism before 1984. The hostels
were handed over to Department of Youth Affairs and Sports in 1985. These hostels are:

It may also be noted that 12 Youth Hostels are not commissioned yet. They are:
One Youth Hostel mentioned in Srinagar (J&K) does not belong to Central Government but
is of State Government. Chindri Youth Hostel is in Koraput Distt. These are not two
different Youth Hostels as mentioned in the Department’s list. It should be corrected for
future record.
We have no data on the ongoing projects for the construction of Youth Hostels.
We have reviewed 64 hostels out of 66 hostels commissioned at the moment. These hostels
are classified into four categories based on the information collected from Mystery Shoppers
and Warden’s reports. The information collected was checked and re-checked with the
officials of the State Branches of YHAI. The classification is done after careful analysis of
the data collected from the two questionnaires.

5.9 It may be candidly pointed out that none of the hostels in Haryana and Punjab are running
according to any norm, standard or remotely as a Youth Hostel. For example: Amritsar Youth
Hostel is used as a bus stand for buses going and coming from Lahore.
5.10 It is pertinent to mention that the Department of Youth Affairs discontinued the recognition
of YHAI Membership Cards in the Government Youth Hostels after the last Central Policy
Committee meeting in May, 2002, although it was not the decision of the said Committee.
This resulted in the decline of YHAI members using the government youth hostels for their
stay which inter-alia affected the occupancy vis a vis financial growth. Prior to this the
Youth Hostels Association of India was actively involved in the growth of these Youth
Hostels and it used to regularly conduct training programmes and seminars for the new and
regular wardens. International Trainers were called by the YHAI at its own expenses to
inspect the hostels and hold the seminars. Regular visits of the Chairman and other
officials of the YHAI were used to be made and Department of Youth Affairs was regularly
given the feed back. Some of the hostels collaborated with YHAI to organize Youth
Programmes at Mussoorie, Dalhousie and Nainital thereby
resulting in their growth of occupancy and financial position. YHAI was promoting
Government Youth Hostels by publishing Youth Hostel Directory.
5.11 A Youth Hostel Manual, a document prepared after detailed deliberations by the
Department of Youth Affairs in 1991 was the basis to effectively run Youth Hostels in
the country. Some parts of the Manual such as composition of Hostel Management
Committees were re-drafted in the Central Policy Committee meeting in 2002. There is a
need to revise this document again. The Manual was not at all followed in letter and
spirit in last decade.
5.12 Government Youth Hostels in existence are spread all over the country. It is not possible
to Department of Youth Affairs officials to have an effective control on the working of
these hostels through the Hostel Management Committee. This has resulted in the
deterioration and misuse of many hostels.
Hence, we fully endorsed the recommendations of the Working Group of the 11th Five
Year Plan for Youth Affairs, an Apex body namely National Youth Hostel Authority
(NYHA) should be immediately formed. NYHA should work in close cooperation with
the Youth Hostels Association of India to achieve the requisite standards and should also
undertake steps to make all these Youth Hostels financially viable. This Apex Body
should have members as under:
5.13 NYHA should have a small Working Secretariat which should be headed by a paid
National Coordinator and supported by Administrative and Financial staff. NYHA
should be responsible for the appointment of Wardens, their training, maintenance and
financial viability of A, B and C categories hostels. It should also undertake many other
functions mentioned in the Youth Hostel Manual.
5.14 The 11th Five Year Plan document while allocating Rs.12 crore under the scheme has
recommended that the scheme should be closed after the completion of the ongoing
projects of Youth Hostels. We agree with the decision of the Planning Commission in
this regard. Every Youth Hostel should be self generated which would not only allow its
own maintenance but generate a central capital fund which in due course of time
promotes more Youth Hostels in the country.
5.15 International Youth Hostel Federation consists of about 80 Member and Associate
Member countries running 4200 hostels throughout the world. It is estimated that it has
3.5 million members and create 35 million bed nights in a year. India’s share is very
small in these statistics. However, India is looked as a popular youth traveler destination
with China in Asia. Chinese Youth Hostels have made a rapid progress in the last
Decade. Similarly many smaller Nations who have taken to the Youth Hostel Scheme in
the last few years in Eastern Europe and Latin America have also made the similar
progress. Unfortunately in India, where the scheme started in 1966 is still lagging behind
many countries of the world.
5.16 India is the only country in the world where Youth Hostels Scheme has been given such
an importance that Five Year Plans allocated budget for the construction of Youth
Hostels and its expansion. It may be mentioned that all Arab countries have Youth
Hostels Scheme under their Ministry of Youth Affairs and Sports similar to India but
their number is very small. Their Youth Hostels are well established and of good
standards. In many other countries Youth Hostels Scheme is supported by the Ministry
of Education, Municipal Corporation or local governments.
5.17 The National Chairman of Youth Hostels Association of India was the President of
International Youth Hostel Federation for 8 years and was responsible for promoting the
movement throughout the world.
5.18 YHA of India was totally depending for all these years on the Government run Youth
Hostels for the promotion of youth travel and activities in India. However, in the absence
of tangible results in all these years Youth Hostels Association of India has formulated a
scheme of Franchisee Youth Hostels. It has already given license for 40 Youth Hostels
and plans to expand it to 200 Youth Hostels. Franchisee Youth Hostels are located or
may be located where government run Youth Hostels exist. This will give a healthy
competition between the two thereby improving the standards of both types of hostels.
YHAI website and its National and International Booking Network can be very useful in
promoting Government Youth Hostels as young travelers worldwide like to book their
accommodation online through website. This will boost the growth of these Youth
Hostels.
It is running New Delhi International Youth Hostel which has come to ISO standards. As
an NGO, it has its own limitations.
