pakistan and South Korea have agreed on the need for closer international
cooperation against the pandemic.

1 International appeals
Prime Minister Imran Khan had on April 12 launched an international appeal
for debt relief

Pakistan’s total external debt is $107 billion and in the last fiscal year (2018-
19), $11.6 billion was paid to service these loans.

1.1 Result of appeal


A meeting of the finance ministers and officials of G-20 countries on
Wednesday agreed to suspend repayments of principal and interest for poor
and least development countries for almost a year. Countries with debt service
payments to the World Bank and the IMF are eligible to benefit from
the relief. The initiative, which is being backed by Paris Club of creditors,
would be effective from May 1.
2 Problems of legislative gaps
According to WHO’s 2017 Report on the Joint External Evaluation
of IHRs Core Capacity, while Pakistan has a substantial legal framework in
place for most technical areas of health, crucial legislative gaps exist in the
areas of directing emergency responses and implementing containment
measures during a public health crisis.

Following the 18th Amendment to the Constitution, the responsibility to


legislate on the subject of ‘health’ falls under the purview of provincial
governments-DUE TO THUIS FEDERAL POWER IS HELPLESS

2.1 HOW PROVINCES FALED/?


 The Khyber Pakhtunkhwa Public Health (Surveillance and
Response Act) 2017, for instance, was the first legislation at the
provincial level to put in place mechanisms for surveillance, detection
and reporting to prevent and control diseases. Despite this, the
provincial government had failed to establish the stipulated ‘disease
surveillance centres’, which were set up as recently as March in
response to reported COVID-19 case
 The Government of Punjab passed The Punjab Infectious Diseases
Prevention and Control Ordinance last month, putting in place
necessary protocols identical to China’s LPTID. Though a step in the
right direction, it fails to mandate measures for the general public
during an epidemic, such as lockdowns or blockades of epidemic
struck areas.

expects to cater to 2.2 million people during the crisis.
3) he third pillar deals with the economic side of the crisis, where
the PM promised the provision of soft loans for those private
businesses who would not lay off their employees. 

 While the NDMA and the NCA are involved in coping with
the pandemic crisis, the army has established the National
Command and Operation Center (NCOC) to deal with
Covid-19. 
  The Prime Minister’s Fund for Overseas Pakistanis,
which was established to mobilise resources to help around
50 million people
 Contact tracing via phones has been made possible by the
government’s Digital Pakistan team which is helping the
Ministry of National Health Services to send text messages to
potential contacts through the PTA, which sends specific phone
numbers to telecom companies who provide geo-fenced location
data regarding concerned citizens and send them and people in
their vicinity these alerts_government accessed information from
airlines, immigration authorities and the Nadra database
 the Ehsaas Emergency Cash Programme has been
launched to save the poor from starvation during the
lockdown.
The present legal framework must be substantiated with protocols
for containment and emergency health measures. It must include
adequate and unified procedures to ensure coordination,
regulation, and implementation of the same.

Long term problems I.e population growth , gender-based roles and


work exploitations need to be fixed

5 Two-fold nature of the problem government has to deal with


a)Since 2018, Pakistan’s economy has been declining in terms of
growth rate. Responsible quarters who keep an eye on Pakistan’s
economy have predicted that it will shrink to around 2% in the
coming year because of a huge decline in exports, collection of
taxes and revenue. the depleting foreign exchange
reserves, low income from taxation and revenues, low foreign
investment, remittances and the shrinking growth rate will
make things miserable for the economy. The benefit from falling
oil prices at the international market will not reach Pakistan’s
economy because of a sharp decline in transportation, businesses,
and industrial production during the lockdown.

b)Social and psychological frustration generated due to


lockdown is another problem the government has to deal with.
Crammed in small houses and makeshift accommodation, millions
of families cannot protect themselves from the virus because they
can neither keep a safe distance from each other nor do they have
adequate water to wash their hands several times a day.

The International Monetary Fund (IMF) has clarified that the $1.4 billion it has approved for Pakistan to
help it address the economic impact of the Covid-19 crisis is additional to the $6 billion Extended Fund
Facility (EFF) that was approved for the country last year

7.2 World Bank


 World Bank has quickly put together a Pandemic Response
Effectiveness Project (PREP) of $200 million in new financing and $38
million diverted from eight existing projects
7.3 Asian Development Bank.
The Asian Development Bank also repurposed $50 million from
existing projects and provided a grant of $2.5 million.

8 Opportunities for Pakistan post covid 19


 1)In the face of economic crisis, the consumers are willing to buy less
expensive luxury goods. It will create sustained opportunities for
Pakistani suppliers, since their traditional strength has been the lower
to lower-middle product segment.

2) due to the disruption in global supply chains, companies across the


globe have realised the risks of over-reliance on limited nodes of supply
chain, especially China, for essential supplies. The enterprises will
diversify their supply chains, creating opportunities for Pakistani
enterprises to penetrate some of the hitherto-impermeable
global supply chains

3)FAO forecasts the rise of food prices due to disruption of


global food chain system.Rice is the second biggest export of
Pakistan and is likely to get a positive impact on average food
unit price
4) Pakistan can benefit from its comparative advantage in textiles and
leather products to diversify into new product range — fabric masks,
protective gear, footwear and personal care products -due to increase
in long term demand of these products .
