Chapter I

Introduction

This day and age, overall population rate is increasing, and so with our wastes.

More goods are being produced and more natural resources are being used, and many are

wasted when we throw things away. Here are some of the most astonishing recycling

facts; some are alarming, and all of them should make us realize that we need to be more

aware of what we are throwing away. We need to preserve the planet and its natural

resources for future generations. 

The true cost of waste is not simply the cost of discarded materials - it

encompasses inefficient use of raw materials, unnecessary use of energy and water, faulty

products, waste disposal of by-products, waste treatment and wasted labor.

In technical note, the term ‘solid waste’ is used to include all non-liquid wastes

generated by human activity and a range of solid waste material resulting from the

disaster, such as general domestic garbage such as food waste, ash and packaging

materials; human feces disposed of in garbage; emergency waste such as plastic water

bottles and packaging from other emergency supplies; rubble resulting from the disaster;

mud and slurry deposited by the natural disaster; and fallen trees and rocks obstructing

transport and communications. Other specialist wastes, such as medical waste from

hospitals and toxic waste from industry, will also need to be dealt with urgently, but they

are not covered by this technical note (World Health Organization, 2011).

Solid waste management whose importance is directly related to public health,

resource management and utilization, and maintaining a clean environment, is necessary

in ensuring human development. Solid waste management benefits the population in

many ways.

Recycling has become a national habit, a daily ritual practiced by over 100

million people every day. Yet recycling alone will not end our dependency on landfills

and incinerators, nor reverse the rapid depletion of our natural resources. As world

population and consumption continue to rise, it is clear that our one-way system of

extracting virgin resources to make packaging and products that will later be buried or

burned is not sustainable. Instead of seeing used materials as garbage in need of disposal,

discards are seen as valuable resources. A pile of “trash” represents jobs, financial

opportunity, and raw material for new products. Other countries around the world and

some U.S. communities have begun to evaluate and redesign their current systems to

encourage resource recovery and to create a more materials-efficient economy.

In addition, Barangays are also mandated to the 100% collection of

biodegradable and reusable wastes, establish Materials Recovery Facility whether as a

sole barangay or cluster of barangays and to conduct information and education

campaigns within their jurisdiction (RA 9003). RA 9003 calls for the institutionalization

of a national program that will manage the control, transfer, transport, processing and

disposal of solid waste in the country. In line with these various researches, reports, news

articles, journals and books are published regarding on the assessment on the

implementation of RA 9003, case studies, success stories, perceptions/

knowledge/participation/attitudes of the people and the local government and their

practices of solid waste management in the country.

Environmental and Waste Management Division is mandated to the design &

implementation on effective Environmental Waste and Management System including

Solid Waste Collection and Disposal, to conduct regular monitoring and inspection of

different industrial and business establishment, design pollution and waste management

awareness program and design, improve and develop existing land fill area of the City

Government. Section 12 of RA 9003 requires each city or municipality to form a City or

Municipal Waste Management Board that shall prepare, submit and implement a plan for

the safe and sanitary management of solid waste generated in areas under its geographic

and political coverage (RA 9003 and its Implementing Rules and Regulations).

In the study conducted by Planas, Orong and Espaldon (2010) entitled The Solid

Waste Management Project of a Small Community in the Municipality of Bacoor, Cavite:

a Case Study. The case study was focused in a community of Phase 6, Molino V,

Bahayang Pagasa, Bacoor, Cavite. It was led by the Home Owners Association (HOA)

and among the successful community who pioneered solid waste management and a

supporter of RA 9003. They had adopted a solid waste management project that reduced

and maintained the waste accumulated around the neighborhood through segregation at

source and by establishing a MRF that served as a depository and sorting area of

collected waste. This MRF was launched on July 3, 2006

16 occupying 4000 square meters of the subdivisions open space with the assistance of

Mother Earth Foundation and Cavite Green Coalition. The Kanlungan ng Kalikasan

Materials Recovery Facility had 4 processing Eco Shed, Eco Shed 1 is for recyclables

and will be end for junk shops, 2nd Eco Shed is for residual waste that will be collected

by municipal garbage truck, 3rd Eco Shed is for hazardous waste that will also be

collected by the municipal garbage truck and 4th Eco Shed that is for the biodegradable

waste which will go to the composting area that will be used as soil conditioner in the

neighborhood’s eco garden.

In the City of Tabaco in Albay, City Council Resolution No. 55-2012 calls for

the creation and re-activation of the barangay solid waste management committee and to

formulate the solid waste management plan of its respective barangay. The resolution is

in connection with the Section 6 of the implementing Rules and Regulations of RA 9003

which mandates the creation of a Barangay Solid Waste Management Committee. It is a

call to the 47 Barangay of the City of Tabaco for a more effective and efficient solid

waste collection and disposal system and to formulate their solid waste management plan

suitable to their respective barangay.

According to the National Solid Waste Management Commission, what the

barangay needs to do is actually covered by what is called the “5 Es”- engineering,

education, enforcement, environment organization and equity. The 5 Es are components

of Ecological Solid Waste Management. Engineering covers setting up the support

systems, such as the 3 Rs and segregation. This also includes the necessary facilities such

as bins, weighing scales, MRFs, bags and three-sectioned receptacles including the

collection system. Education covers information dissemination, education and promotion

of the program. This includes printed materials such as brochures, flyers, posters,

newsletters as well as seminars. Enforcement covers the policy support and guidelines,

monitoring, compliance, sanction, rewards and incentives. Environment

17 organization covers the program’s organization, administration and delegation of roles

and responsibilities and equity which covers funds sourcing and generating revenues.

In the study conducted by Dr. Jean Faullimmel in 2011, it shows that open dump

approach remains the predominant waste disposal option in most developing countries

especially 18 in the Philippines primarily because it is the cheapest and most convenient.

Yet the community is aware that such types of waste disposal degrade the quality of life

and cause ecological harm (SOLID WASTE MANAGEMENT by Jean Faullimmel,

Ph.D.).

Acosta Michelle, Alamillo, Regine, Garcia Anna Michelle, Minto, Adreline of

De La Salle University Dasmariñas conducted a study in 2009 entitled the efficiency of

Republic Act no 7924 in relation to solid waste management and disposal in selected

barangays of Muntinlupa City. Included in the Researchers findings that the problem

arises in Muntinlupa City is the people cooperation, the closure of dumpsites and the

inefficiency of the contractors. The researchers also found out that there is efficiency in

the collection of garbage and its disposal if the resident concern will cooperate, that the

solution in the problems encountered by Muntinlupa City year 2005 to 2007 is to inform

people with policies and programs until they get used to it and protect the policy needs to

change the culture, lifestyle and habit of the public in terms of proper segregation and

disposal.

The search started July of 2012 until the end of the year. The contest is open to

all barangay of Davao City regardless of the financial status, area and the number of

residents. The Davao City Ecological Solid Waste Management Board will be the one to

supervise the contest and choose the panel of judges for the competition and ensures

fairness and judges will be outsourced not from Davao City. The search has the following

criteria: cleanliness and orderliness – 40%, innovations -- 35 %, and

20 initiative -- 25 %. A cash price of 1 million Pesos will be given to the major winner,

with the second winner getting 500,000 pesos and the third receiving 300,000 pesos.

May of 2012, the Japanese International Cooperation Agency (JICA) and

technical experts from the City of Yokohama are in Cebu City to help the City

Government address its problems on wastewater, flooding and solid waste management.

The City of Yokohama is also considers to extend financial assistance to Cebu City to

address environmental problems through JICA. Japan is also working to set up a group

which includes people from both governments, private sector, the academe and

nongovernmental organizations. Memorandum of Understanding (MOU) also provides

that Yokohama will offer technical advice to promote eco-city development and other

technical cooperation to promote ecological and sustainable urban development

In the report conducted by International Solid Waste Management (ISWA 2010)

in the City of Copenhagen in Denmark shows that the Capital of Denmark, the City of

Copenhagen has 467,000 inhabitants which live in a relatively small area of 88.2 square

kilometers. It is a densely populated city with 5,316 residents per square kilometer with

number of households is 265,850 in 2010. It is the seat of the Government and

Parliament, as well as of a number of supervisory institutions. It is also the center of

finance and commerce in Denmark. The good division of responsibilities concerning

waste management between the national government thru Danish Environmental

Protection Agency and the City Government of Copenhagen is observed.

The national government looks on statutory order on waste, recyclable waste from

industry and commerce (market driven), data collection and registration for waste

transporters and treatment facilities for recyclable waste on the other hand the City

Government looks on the local regulation, all aspects of household waste, including

packaging waste, assignment of waste for incineration and land filling from commerce

and industry, classification of waste, inspections of waste producers and treatment

facilities, ownership of incineration plants and landfills and waste planning. Because of

the proper division of responsibilities, waste management in Copenhagen is very

effective and efficient in 2010 with a total waste collected of 820,600 tons of waste; it

was successfully recycled 58%, incinerated 39%, land filling 2% and special treatment

1%.

This study aimed to evaluate the level of awareness in Ecological Solid Waste

Management and what extent of implementation of the Republic Act 9003 in Bangar

Public Market.

Specifically, it seeks to answer the following questions:

1.) What is the level of awareness of the market vendors and market goers

regarding Republic Act 9003 or the Ecological Waste Management Act of

2000?

2.) What is the extent of implementation of the Republic Act 9003 or the

Ecological Waste Management Act of 2000?

3.) Is there a significant relationship between the market vendors and market

goers’ level of awareness and the extent of implementation of the

Republic Act 9003?

This study affirmed on the significant hypothesis which states that:

1.) There is no significant relationship between the market vendors and

market goers’ level of awareness and the extent of implementation of the

Republic Act 9003?

The findings of this study will redound to the benefit of the market vendors,

market goers, students, school, community, and future researchers as this study will

broaden their awareness towards the extent of implementation of RA 9003 for purposes

of encouraging and facilitating the development of Public Market for solid waste

management.

Likewise, this study is significant to the students because this study serves as a

source of information to the students and help raise awareness of the efforts present in

their community especially those concerning the environment. Moreover, it provides

knowledge needed to reduce waste in the environment.

It is also significant to the school because this study will serve as the reference for

the enhancement of the curriculum that will help the school in teaching the students about

Solid Waste Management.

Moreover, this study is significant to the community since it serves as a reference

for the assessment of efforts in promoting solid waste management. It will also give

perception to the community about solid waste management and it will raise their level of

awareness and their role on the implementation of RA 9003 that will bring about success

of the program.

Lastly, the future researchers will be benefited by using this study as

references to future studies about Solid Waste Management and will give them

motivation to enjoy and pursue the same subject.

The main focus of this study is to evaluate the level of awareness of the market

vendors and market goers regarding Ecological Waste Management Act of 2000 (RA

9003) and what extent of implementation of the Republic Act 9003 in Bangar Public

Market. This study was conducted at the said Public Market last February 2018. The

respondents of this study are composed of 78 selected market vendors and 78 market

goers. Each of the respondents was given the same questionnaires to answer.

Chapter II

Methodology

The study used a descriptive-correlational method of research to determine the

significant relationship between the level of awareness of the market vendors and market

goers and extent of implementation of RA 9003 in Bangar Public Market.

The study used a survey approach for securing opinions and trends through the

use of questionnaires and interviews. It is also used in gathering accurate data from

institution, government and business to help in decision making regarding change

strategies, improving practices, analysis views on choice of products or market research.

The research study involved 78 market vendors and 78 market goers. The

Slovin’s formula at 10% level of significance was used to get the sample size of the

market vendors and quota sampling for the number of market goers for better

correlational treatment.

The researchers prepared questionnaire as data collection instrument to be

distributed to 156 respondents. A questionnaire is a printed self-report form designed to

elicit information that can be obtained through the written responses of the subjects.

The questionnaire is in both English and Filipino to enable those who did not

understand English to complete them in Filipino.

Questionnaires were personally distributed by the researchers to the respondents

from the market vendors and market goers of Bangar Public Market. More specifically,

the researcher came in touch with and asked them to participate in the research after

explaining the nature and the scope of the study. They were given a respondent’s consent

to inform them about their rights to participate or to decline at any time without penalty.

At the same time, they were informed about the purpose of the study, the procedures that

would be used to collect the data, and assured that there were no potential risks or costs

involved.

The conducting of research requires not only expertise and diligence, but also

honesty and integrity. This was done to recognize and protect the rights of human

subjects. To render the study ethical, the rights to self-determination, anonymity,

confidentiality and informed consent were observed.

Written permission to conduct the research study was obtained from the

Secondary School Principal IV of Regional Science High School for Region I, Dr.

Amerfina D. Nelmida. Respondent’s consent was obtained before they completed the

questionnaires. They were informed of their rights to voluntarily consent or decline to

participate, and to withdraw participation at any time without penalty. They were also

informed about the purpose of the study, the procedures that would be used to collect the

data, and assured that there were no potential risks or costs involved.

Anonymity and confidentiality were maintained throughout the study. When

subjects are promised confidentiality it means that the information they provide will not

be publicly reported in a way which identifies them .In this study, confidentiality was

maintained by keeping the collected data confidential and not revealing the subjects’

identities when reporting or publishing the study. Scientific honesty is regarded as a very

important ethical responsibility when conducting research. Dishonest conduct includes

manipulation of design and methods, and retention or manipulation of data. The

questionnaire which was analyzed by the researcher was also checked by the supervisor

for confirmation of credibility.

Statistical Treatment of Data

The data gathered was tabulated, computed and analyzed. Weighted mean and

ranking were used for treating sub-problem 1 and 2. For sub-problem 3, the Pearson

Product Moment Correlation using SPSS software was used to determine the significant

relationship between the level of awareness and extent of implementation of Republic

Act 9003 of the market goers and market vendors.

Results and Discussions

In this chapter, the data gathered from the research instruments based on

the objectives of the study as incorporated in the statement of the problem are hereby

discussed.

Level of Awareness of the market vendors regarding Ecological Solid Waste

Management or RA 9003

Table 1.1. displays the level of awareness of the market vendors. As shown in the

table, almost all indicators are described as very highly aware except indicators 1 and 2

with a descriptive equivalent rating as “very aware”.

The level of awareness of the market vendors has an overall mean equal to 4.21

with a descriptive equivalent rating of “very highly aware”.

The finding implies that the market vendors of the municipality of Bangar are

very highly aware of the Ecological Solid Waste Management Act of 2000 (RA 9003) of

the government. Observation and interviews done by the researcher support the findings

of the study since the market vendors are preparing for their garbages on the scheduled

day when the municipal truck is coming to collect garbages. Further that indicator

number 3 rank as number 1 which states that “I am aware that the municipality has a

garbage truck that collects our waste” and with a mean of 4.45.

NEMA (2007) as cited by Lopez (2015) states that one of the major factors that

has contributed to a better waste collection and management in the Philippines is the

active participation of the community. As revealed in the result of the study, the market

vendors are very aware of the Ecological Solid Waste Management Act of 2000 as

indicated by the mean of indicator 1 equal to 3.78. This is a precedent for the market

vendors to participate in the said program.

Table 1.2. depicts that market goers of the municipality of Bangar are very highly

aware of the Ecological Solid Waste Management act of 2000 as indicated by the mean

of 4.21 described as “ very highly aware”. All indicators show that market goers are very

well informed about RA (9003).

The World Bank 2012 reported that Solid Waste Management (SWM) is the most

important service a city should provide adding that municipality that fail to manage waste

end up failing to provide related services like education health and roads. World Bank

recommends that public education should be conducted to inform people of other options

in waste management. It also advocates for an integrated solid waste management plan

which should involve all stakeholders including the poorest of the community so that

waste management may be improved. The underlying feature is that there is urgent need

for community participation in solid waste management to make meaningful progress in

societies.

It can be gleaned from table 2.1. that the extent of implementation of RA 9003 of

the market vendors is highly implemented as evidence by a 3.92 overall mean. “I am

disposing my waste properly” rank as number 1 is very highly implemented with a mean

of 4.47. The indicator “I am attending seminars about proper waste disposal” rank as the

last with a mean of 2.95 described as “moderately implemented”.

Based from the observations and interviews of the researchers, the local

government unit of Bangar seldom conducts seminars on the implementation of solid

waste management because this is already disseminated per barangay through community

meetings conducted by the barangay officials.

The findings imply that in the municipality of Bangar, solid waste management is

highly implemented.

These findings are parallel to the study of Lopez (2014) that waste management

collection is highly implemented in the municipality of Suyo.

“I am segregating my waste” is described as highly implemented with a mean of

4.04. Crispino (2004) as cited by Lopez (2014) revealed that once one provides the

proper receptacle for the various components of waste, one could be able to increase the

retrievability of all useful materials minus contamination. The secret is to encourage the

use of several receptacles at the households where the pre-segregated materials are

generated. Retrieval and collection of garbage is made efficient and hygienic if all dry

non-biodegradable and organic wastes are properly contained in separate containers.

As shown in table 2.2., the extent of implementation of the solid waste

management of the market goers is described as “highly implemented” with a mean of

3.80. This implies that market goers of the municipality of Bangar are implementing the

solid waste management act 0f 2000. The indicator “I am disposing my waste properly”

with a mean of 4.45 describe as “very highly implemented” is rank number 1. The

findings imply that market goers are properly disposing their waste. These findings

deviate with that of Telecas (2009) that the students of the laboratory high school of

Ilocos Sur Polytechnic state college are not properly disposing their waste.

The present study supports that of Lamadrid (2007) as cited by Lopez (2014)

when she found out that garbage disposal in the municipality of Tagudin is highly

implemented. There is a systematic and well-organized collection and disposal of garbage

as reflected by the indicator “I am complying with the schedule of garbage collection

with a mean of 3.73 described as “highly implemented”

Correlation Between level of Awareness and extent of implementation of market

goers and market vendors

As shown in table 3, level of awareness of both market vendors and market goers

is significantly related to extent of implementation at 10% level of significance which

leads to the disconfirmation of the null hypothesis.

This means that the awareness of the respondents regarding Solid waste
management helped in the implementation of Republic Act 9003 in the municipality of
Bangar. This implies that the LGU of Bangar is educating the community as to the
significance of disposing and segregating waste properly. If the market vendors and
market goers are not very highly aware of the Republic Act 9003, its extent of
implementation could be poorly implemented. Further that, the higher the level of
awareness of the respondents the better the implementation of the Republic Act in
Bangar.

Chapter IV

Conclusions and Recommendations

Based on the result of the study, the researchers conclude that:

1. The market vendors and market goers in the municipality of Bangar are well

informed and educated about the Republic Act on Ecological Solid waste

management.

2. The Republic Act on Ecological Solid Waste Management is successfully

implemented and maintained by the market vendors and market goers.

RECOMMENDATIONS

In the light of the above conclusions, it is recommended that the Local

Government of Bangar will conduct seminars-workshop on how solid waste are to be

recycled and generate income out of recycled materials and tap linkages for the market of

recycled products that pass the environmental compliance and quality standards.

part of this research endeavor entitled “Ecological Solid Waste Management (RA
9003) of Bangar Public Market”
The purpose of this study is to foster a healthier and less wasteful community.
The results of this study will be tabulated, computed, analyzed, and interpreted and the
findings of this study will redound to the benefit of the market vendors, consumers,
students, school, community and future researchers.

If you give your approval to cooperate in the study, the researchers will give you
