GP 07-10-01

Scope
1) [I] This Global Practice (GP) covers the design, fabrication and inspection of elevated, utility, steam
assisted and air assisted (excluding air supply facilities) flare tips and associated pilots and ignition
facilities.
2) [I] An asterisk (*) indicates that a decision by the purchaser is required, or that additional information
is furnished by the Owner.

2. Additional Requirements
[I] The following Practices and Standards shall be used with this GP as specified by the Owner's
Engineer.

3. Documentation
3.1. Proposal Information
[I] Vendor shall provide the following information:
1) Drawing of flare tip showing arrangement, materials of construction, details of flame retainer, steam
nozzles, lining, pilots, and sizes of all interconnecting flanges and piping.
2) List of valves, regulators, controllers and other instrument items.
3) Maximum flaring capacity and maximum smokeless firing capacity with specified range of flared
streams.
4) Steam/air rates for normal and maximum smokeless flaring required at grade for each steam/air
system at maximum normal and standby conditions.
5) Pilot gas consumption, gas pressure at grade and pilot orifice size.
6) Flare tip pressure drop, ground level radiant heat flux and noise level guarantee.
7) * If specified, automatic pilot relight procedures.
8) * If specified, pilot retractable thermocouple details.
9) Recommendations for thermal insulation of ancillary piping from grade.

3.2. Post Award Review


[I] Vendor shall provide the following design details for review:
1) Design calculations for all pressure parts.
2) Flare tip detail drawings showing all attachments.
3) Pilot drawing including orifice size, thermocouple, ignition system and strainer details.
4) Flare tip installation and removal procedures.

3.3. Final Records


[I] Vendor shall supply the following documents:
1) Complete set of "as built" drawings.
2) Mill test certificates and heat number for all pressure parts.
3) Operating and maintenance instructions for flare tip and all associated equipment.

4. Flare Tip Design


1) [R], [C] Minimum acceptable materials of construction shall be according to Table 1.

2) [R], [C] The top 10 ft (3 m) of the flare tip shall be Type 310 stainless steel or Incoloy 800 (fine grain
in shop annealed condition—grain size to be ASTM No. 8 or finer). All attachments to the tip shall
be the same as tip material. Tip thickness shall be the larger of 1/4 in. (6 mm) or thickness required
for 150 psig (1035 kPa) design pressure per ASME B31.3 at flared gas supply temperature.
3) [R] Separate steam connections shall be provided for each manifold. All manifolds shall be fully
drainable. Steam lines between flare tip and strainers at grade shall be Type 304 SS. Steam strainers
shall remove material larger than 25 percent of the diameter of the smallest downstream orifice or
hole.
4) [R] Flare tips which require refractory shall be lined with a medium weight castable (Type 5) with a
long-term use temperature rating of 2800°F (1538°C) minimum. Minimum castable thickness shall
be 1 in. (25 mm). Lining shall be installed and dried prior to shipment to site.
5) [R] Bolting detail design shall prevent potential loosening due to relaxation at temperature and
vibration.
6) [R] Tip design shall permit removal and cleaning of the pilot orifice from the platform location at the
tip mounting flange.
7) * [S] Aircraft warning lights will be specified by Purchaser if required.

5. Pilot System Design


1) [R] The minimum number of pilots shall be two. Vendor to advise need for additional pilots based on
flare diameter.

2) [R] Pilots, pilot gas/air tube, flame front generator tubes and thermocouple guide tube attached to the
pilot shall be Incoloy 800 or Type 310 SS from pilot to termination point at end of tip.
3) [S] Each pilot shall have two thermowells with one thermocouple in each thermowell for monitoring
the pilot flame. Thermocouples shall be Type "K," minimum wire size of 20 AWG (0.5 mm2), MgO
insulated, and Inconel 601 sheathed.
4) [R] Pilots shall have a 1/16 in. (1.5 mm) minimum diameter gas orifice.
5) [R] Pilots and specific tip and venturi orientation for the proposed application shall be shop tested for
ignition, stability and reliability under design wind and rain conditions on the pilot fuels specified.
Thermocouple monitoring is required during testing.
6) [R] Pilot gas lines between flare tip and strainers at grade shall be Type 304 SS. Dual parallel pilot
gas strainers shall be provided to permit cleaning without disrupting gas flow. Pilot gas strainers
shall remove material larger than 25 percent of the diameter of the smallest downstream orifice or
hole.
7) [R] A flame front generator shall be provided with an individual line from generator at grade to each
pilot. Each line shall have a low point drain. Electronic ignition systems, if proposed, must be
provided with a flame front generator as backup.
8) [S] Control room alarms shall be provided to indicate pilot status. In addition, locally mounted lights
shall be provided for operators to check pilot status.

6. Inspection and Testing


1) [R] All welds, including plug welds, shall receive 100 percent dye penetrant inspection.
2) [R] All butt welds shall be 100 percent radiographed.
3) [R] Steam piping and manifolds shall be shop hydrostatically tested per ASME B31.3.

Attachment: Purpose Codes Definitions


Code Description

C Assigned to paragraphs containing specifications whose primary purpose is reduced costs.


Reduced cost in this context refers to initial investment cost and does not include Life-Cycle
cost considerations. Life-Cycle cost considerations are captured under reliability,
maintainability, or operability purpose codes.
E Assigned to paragraphs containing specifications whose primary purpose is driven by
environmental considerations. Environmental considerations typically include specifications
intended to protect against emissions/leakage to the air, water, and/or soil. Deviations from the
specifications contained in such paragraphs require formal review and approval according to
local environmental policy.
I Assigned to paragraphs that provide only clarifying information such as Scope statements,
definitions of terms, etc.
M Assigned to paragraphs containing specifications whose primary purpose is to provide for
maintainability of equipment or systems. Maintainability provisions are those that facilitate the
performance of maintenance on equipment/systems either during downtimes or during on-
stream operations.
O Assigned to paragraphs containing specifications whose primary purpose is to assure
operability of equipment or systems. Operability is the ability of the equipment/system to
perform satisfactorily even though conditions are off-design, such as during startups, process
swings, subcomponent malfunction, etc.
R Assigned to paragraphs containing specifications whose primary purpose is to improve or
assure the reliability of equipment or systems. Reliability is a measure of the ability of
equipment/systems to operate without malfunction or failure between planned maintenance
interventions.
S Assigned to paragraphs containing specifications whose primary purpose is avoidance of
personnel or operational safety incidents. Any deviation from the specifications contained in
such designated paragraphs requires formal review and approval according to local safety
policy.
Personnel Safety: Refers to the avoidance of recordable personnel injuries; i.e., burns, cuts,
abrasions, inhalation, or exposure to dangerous substances, etc., that
could result in medical treatment, restricted work, lost-time incidents, or
fatalities.
Operational Refers to the prevention and control of process releases, fires, explosions,
