Availability of Prospectus & Application Form

i) Prospectus is available only as PDF document on GMCH Website


www.gmch.gov.in for viewing/downloading. It is not available in printed form.
ii) Application form is available online only at GMCH Website i.e.
www.gmch.gov.in. Candidate has to fill this online application form and submit it
online once completed. It is not available in printed form.
iii) Application fee can be paid online only. It cannot be paid in the form of
cheque, demand draft, cash or any other physical mean.
iv) All candidates have to fill application form online, available at GMCH Website
www.gmch.gov.in. Candidate has to fill single form for MBBS, BDS and
BHMS and select multiple courses within the same form. Additional
application fee is payable for each course selected and added, as courses
are selected while filling the online application form. Candidate has to pay
the total fee online in a single transaction. Only those candidates who
successfully submit online application form along with specified annexures and
fees by due date will be included in the list of candidates eligible to appear for
counselling subject to fulfilment of other eligibility criteria specified in the
prospectus.

v) Candidate must bring separate set of printout alongwith necessary annexures


for each course at the time of counselling, he/she has applied for. Printout for
each course for which candidate has applied can be obtained by selecting
the course in PRINT APPLICATION page of online submitted application
form after logging in.

vi) Candidate must bring original certificate/documents at the time of


Counselling.

Application fee

The application fee will be paid online only as per detail given below:-

General Eligibility Criteria

1. Only candidates whose names appear in the NATIONAL ELIGIBILITY CUM


ENTRANCE TEST (SESSION 2019-20) FOR ADMISSION TO MBBS/BDS
COURSES (NEET (UG)-2019) merit list of successful candidates prepared by
NTA (National Testing Agency) for MBBS/BDS will be eligible to apply for
MBBS/BDS/BHMS. The merit list of NEET will also apply to Foreign Indian
Student/NRI/PIO category candidates for admission in MBBS/BDS /BHMS
courses.
2. Every candidate seeking admission should have attained the age of 17 years
on or before 31st December, 2019.
3. ONLY INDIAN CITIZENS are eligible to apply under the categories of UT
Chandigarh Pool & All India Quota.
4. A candidate must have passed in the subjects of Physics, Chemistry,
Biology/Bio-technology & English individually in the qualifying 12th standard
examination or other equivalent qualifying examination.
5. A candidate must have secured following minimum percentage of marks in the
aggregate of Physics, Chemistry and Biology/Biotechnology taken together in
12th standard examination or other equivalent qualifying examination:
General category: not less than 50%
SC/ST category: not less than 40%
Person with Disability category: not less than 45%
6. A candidate appearing/appeared in the qualifying 12th Standard examination or
other equivalent qualifying examination in 2019 where result is awaited can also
apply. However he/she shall not be eligible for admission, if he/she does not
pass the qualifying examination with the required pass percentage of marks
prior to the first round of counseling. He/she will be allowed to attend first
counseling only if detailed marks certificate of the above said examination is
submitted prior to or at the time of first counseling, failing which he/she will be
declared ineligible for admission year 2019 and his/her application will be
rejected.
7. The candidates (including Foreign Indian Student/NRI/PIO category candidates)
must have come in the merit list of NEET (UG)-2019 for MBBS/BDS by securing
following minimum marks in Physics, Chemistry, Biology/Bio-technology taken
together:

General category: not less than 50th Percentile
SC/ST category: not less than 40th Percentile
Person with Disability category: not less than 45th Percentile

8. Admission will be made strictly on the basis of rank/merit obtained in NEET


(UG)-2019.

Important Note: The examination conducted by the undernoted Institute is not


recognized by the Panjab University for admission purposes. Hence students of
the following institution are ineligible for admission to this course:
Mahila Gram Vidyapeeth, Allahabad.

Procedure for Applying

1. Prospectus is only available as PDF document on GMCH Website


www.gmch.gov.in for viewing/downloading. w.e.f. 10.06.2019 (Monday). It is
not available in printed form.
2. Application form is available online only at GMCH Website w.e.f. 10.06.2019

to 24.06.2019. It is not available in printed form.


3. Before applying, candidates are advised to go through the admission notice
published in the newspapers and instructions given in the prospectus carefully
and then fill in the online Application Form.
4. All candidates have to fill application form online, available at GMCH Website
www.gmch.gov.in. Candidate has to fill single form for MBBS, BDS and
BHMS and select multiple course.
5. Additional application fee is payable for each course selected and added
as courses are selected while filling the online application form.
Candidate has to pay the total fee online in single transaction.
6. The candidates should fill all the relevant fields in the form. No field/Column
should be left blank.
7. Category of reservation should be entered in the prescribed column of the online
application form. No addition or change of category of reservation will be
allowed once form has been submitted.
8. The candidates belonging to General/ SC/ ST/ BC/ Jaj/ PwD for
MBBS/BDS/BHMS course should upload the following documents at the time of
filling up the application form online:-
i) NEET (UG)-2019 Result card.
ii) Matriculation certificate showing the date of birth or birth certificate issued
by Govt. Authority.
iii) Passing certificate of 10+1 or other qualifying examination.
iv) Detailed marks sheet of 10+2 or other qualifying examination.
v) Reserved category certificate as applicable (Appendix C)
vi) Person with Disability (PwD) certificate as applicable (Appendix D) and for
BDS (Appendix I)
vii) Proof regarding ward of Defence Personnel, if applicable.
viii)Applicable Certificate for candidates applying against UT Chandigarh Pool
Seats for MBBS/ BHMS (Appendix B1 / B2 / B3 as applicable)
ix) Undertaking /affidavit that the candidate has not opted and claimed benefit
of residence in any other State/UT other than Chandigarh (Appendix B4)

9. Documents to be uploaded by the NRI students for MBBS/ BDS course at the
time of filling up the application form online :-
i) NEET (UG) – 2019 result card.
ii) Matriculation / High/ Higher secondary school certificate showing date of
birth or birth certificate issued by government authority.
iii) Certificate of having passed 10+2/pre-medical/of 10+2+3) system
showing equivalent examination from any university/board showing
detailed marks/explanation sheets of grade. The candidate must
preferably provide the % marks obtained in each of the subjects viz.
Physics, Chemistry, Biology, English in 10+1 and10+2 separately.
iv) Eligibility and Equivalence certificate from Panjab University and
Association of Indian Universities (AIU), if applicable
v) Passport/ relevant document (e.g. PIO Card, OCI Card) of
NRI/PIO/Foreign Indian Student status from a competent authority.
vi) Applicable Certificate for candidates applying against category I / II of NRI
seats
10. Last date of submitting completed application form online is 24.06.2019

Procedure for filling application form online and Deposit of Fee online :-

each page of already filled before final submission.
Visit GMCH website i.e. “www.gmch.gov.in”

Go to “Admission”

Register by clicking on “Candidate Registration”. Candidate will receive a


confirmation on email including his/her Registration ID and password on
registered email address.

Login by clicking on “Candidate login”.

Fill Online Application Form for MBBS/BDS/BHMS/ MBBS(NRI)/ BDS(NRI)/


COURSES – 2019. Click on “SAVE DETAILS”. An Application ID will be
displayed on the screen. Please note down this application ID. ( A message will
be sent automatically through email). Click on “NEXT”.

Enter Educational Qualification. Click on “SAVE DETAILS”. Click on “NEXT”

Select “COURSE”. Click “ADD COURSE” to enter single or multiple courses.
This screen will show the amount of fee to be paid according to the number of
courses selected. Please note the exact amount of application fee to be paid.
Click on “SAVE DETAILS”. Click on “NEXT”.

Upload Photo and Signature in JPG format (<20KB). Click on “NEXT”.

Upload Certificates as per clause mentioned at 8 [(i.e. for General/ SC/ ST/ BC/
Jaj/ PwD)] and 9 [for NRI] in PDF format. Click on “NEXT”.

To preview filled application form, select “COURSE” and click on “SHOW”. If


satisfied, then click on “ACCEPT TERMS AND CONDITIONS”.

For final submission click on “SUBMIT”. After this user cannot change or alter
application form. Click on “NEXT”

To take print out of filled application form/forms, click on “SELECT COURSE”


PAYMENT OF APPLICATION FEE:
Click on online payment for application forms for
MBBS/BDS/BHMS/MBBS(NRI)/BDS(NRI) COURSES-2019.

Accept Terms and Conditions mentioned on State Bank Collect Page and Click
“PROCEED”

Select Application Fee MBBS/BDS/BHMS/NRI. Enter Application ID, Candidate’s


Name, Father’s Name and Category (i.e. General/SC/ST/BC/NRI/Jaj/PwD).
Candidate has to deposit fee collectively once for all the courses applied for.
Ensure that amount of fee to be deposited and Application ID entered is correct
and matches the fee calculated while filling the application form. In case of any
discrepancy in the fee amount and application ID, application is liable to be
rejected.

“Verify details” and confirm this transaction by clicking on “CONFIRM”.

Select Payment method i.e. Credit Card/ Debit Card/Payment Wallet/ Internet
Banking etc. and make payment (State Bank of India will levy transaction
charges)

Take Print of Receipt of payment (candidate should bring receipt of payment of


application fee at the time of counselling.
NOTE:-

Counselling

Important:
i) The candidate should bring with them all the requisite original
Certificates / documents for verification at the time of counseling.
ii) The attested copies of the certificates or similar other documents will
not be entertained for granting admission to a candidate to the
MBBS/BDS/BHMS course.

1. Final list of provisionally eligible candidates according to their rank/merit in NEET


(UG)-2019 and category will be displayed on Website of Government Medical
College & Hospital, Sector 32, Chandigarh on 02.07.2019 (Tuesday).
2. Final eligibility for admission against various categories will be determined
after scrutiny of original documents at the time of counseling.
3. All eligible candidates, except in the Foreign Indian Student/NRI/PIO category, will
be considered for admission against general category seats according to their
rank/merit in the combined list, in addition to the category/categories they have
applied for.
4. Candidate(s) belonging to a reserved category who fulfills all the criteria for general
category (own merit candidates) and on the basis of his/her rank/merit in the NEET
(UG)-2019 obtains admission in general category shall not be counted towards the
seats earmarked for the reserved category concerned.
5. It is further clarified that SC candidate(s) who obtain admission in the general
category on the basis of his/her rank/merit will continue to get all the benefits such
as fee concession etc. available to SC candidates admitted against seats reserved
for Scheduled Castes.
6. Personal appearance of the candidate before the Counseling/Admission
Committee is MANDATORY for claiming seat as per rank/merit determined and
displayed.
7. Mere attending the counseling for a course does not confer any right to admission
in that course. Admission will be strictly according to the rank/merit in NEET (UG)-
2019.
8. Sequence of counseling will be for General Category seats first, followed by
reserved category seats.
9. If an eligible candidate reports late for counseling when his/her turn according to
his/her rank/merit has already been passed over, he/she will be considered as per
available seat at the time of his/her actual reporting in the counseling.

10. A candidate once granted admission cannot re-appear in subsequent counseling
for the same course.
11. An otherwise eligible candidate who did not appear in the first counseling is allowed
to appear in the second or subsequent counseling and will be offered the available
course/seat as per his/her rank/merit in that counseling.
12. The second counseling will be conducted for the vacant seats, if any.
13. In case of any seat remaining unfilled in any reserved category due to non-
availability of an eligible candidate, the same will be de-reserved and filled from
amongst general category candidates as per merit/rank in NEET (UG)-2019.
14. No separate counseling letter will be issued.
15. No TA/DA will be paid for attending counseling.
16. Eligible candidates should report at the following venue by 9.30 AM for marking
their attendance and scrutiny of the original documents:

17. The candidates should report with any one of the following photo identification
proofs:

Important instructions for the candidates

18. The candidate should bring separate set, for each course he/she applied for, of
printout of online submitted application/form alongwith self attested photocopies of
the following documents alongwith two passport size photographs to the scrutiny
committee at the time of counseling and also bring and keep ready original
documents/ certificates for submission:
I. NEET (UG)-2019 Result card as applicable.
II. NEET (UG)-2019 Admit card as applicable.
III. Matriculation certificate showing the date of birth or birth certificate issued
by Govt. Authority.
IV. Passing certificate of 10+1 or other qualifying examination.
V. Detailed marks sheet of 10+2 or other qualifying examination.
VI. Character certificate. (Appendix A)
VII. Applicable Certificate for candidates applying against UT Chandigarh Pool
seats. (Appendix B1 / B2 / B3 as applicable) (for MBBS / BHMS)

VIII. Undertaking /affidavit that the candidate has not opted and claimed benefit
of residence in any other State/UT other than Chandigarh (Appendix B4)

19. Candidates after scrutiny of original documents will be escorted to the


venue of the counseling.

Admission

1. The selected candidates will have to undergo medical examination by the


constituted Medical Board on the same day or succeeding day of their
admission to the course. Only those candidates who are found to be medically
fit shall be granted admission.
2. The candidates who do not appear before the Medical Board or are found
medically unfit shall not be allowed to join the course.
3. Fees are to be paid on the day of the medical examination if the candidate is
found to be medically fit. The candidature of the eligible candidates, who do not
deposit the prescribed fees in full, shall stand automatically cancelled and
vacancies so caused shall be offered to the candidates next in order of merit. No
correspondence or appeal in this connection will be entertained by the
Admission Committee.
4. Admissions shall be made strictly in accordance with the rules/criteria
mentioned in this prospectus. However, in all matters which need interpretation
or for which no provision exists in the prospectus, the decision of the Admission
Committee shall be final. No correspondence will be entertained regarding
rejection or disqualification of any candidate.
5. In case the information furnished or certificates/documents submitted by the
candidate are found to be fake or the candidate is found to have withheld or
concealed information in the print out online application form, his/her admission
shall stand cancelled and the fee deposited shall be forfeited. In addition he/she
may also face legal action under the law of the land.
6. All admissions to MBBS/BDS/BHMS courses shall be provisional and subject to
the approval by Panjab University, Medical Council of India/Dental Council of
India/Professional regulatory bodies of the concerned courses.
7. All legal disputes relating to admission of students will be subject to courts
having jurisdiction in Chandigarh.
Important:
a) Any directions/order governing admissions to any of the course from the
Government/Hon’ble Courts/Regulatory bodies will be binding on all
candidates.
b) The Rules and Regulations, including fee to be charged, are subject to
revision and amendment from time to time and the revised decision will
be applicable irrespective of those given in this prospectus.

1. The candidates must fulfill relevant General Eligibility Criteria (Page 7-8)
2. With reference notification No. GMCH/TA-1(4/E)/2018/45819-27 dated
31.10.2018 issued by Principal Secretary Home-cum-Medical Education &
Research, Chandigarh Administration reproduced as under:-
In pursuance of judgment dated 31.08.2018 passed by the Hon’ble Panjab
& Haryana High Court at Chandigarh in CWP no. 18240, 17407, 19851,
21558, 21742 of 2018 (O & M) titled as Ashu Hooda Vs. Union Territory
Chandigarh & Others, the Administrator, Union Territory, Chandigarh is
pleased to frame the following eligibility criteria for admission to State
Quota Seats in MBBS course in Government Medical College & Hospital,
Sector-32, Chandigarh:-
i) Candidates who had completed 10th, 10+1 and 10+2 from schools/colleges
recognized by the Chandigarh Administration and situated in the Union
Territory of Chandigarh, as regular student of the said school/college.
However, this criteria shall be implemented in a staggered manner i.e. in 2019,
the eligibility criteria would be only 10+2, in 2020 it will be 10+1 & 10+2 and in
2021 it shall be 10th, 10+1 & 10+2.

ii) Candidates whose parents are residents of Chandigarh for the past 05 years
immediately preceding the date of application even if they do not satisfy the
criteria as laid down in condition No. 1 above, The requisite residence
certificate issued from the office of Deputy Commissioner will be taken as
proof for this purpose.
OR
iii) Candidates whose parents are employees of Central Government/State
Government who are on deputation to U.T., Administration, including
government employees of Chandigarh Administration / employees working in
autonomous bodies/ companies in which Chandigarh Administration has 20%
or more share, for the past 03 years immediately preceding the date of
application even if they do not satisfy the criteria as laid down in condition
No. 1 & 2 above.

However, candidates of all three categories above will have to submit an


undertaking /affidavit that the candidate has not opted and claimed benefit of
residence in any other State/UT other than Chandigarh after the declaration of
NEET result.

Candidates need to submit the following documents/ certificates to establish


their eligibility for UT Chandigarh Pool :-

(i) 10+2 Certificate from schools/colleges recognized by the Chandigarh


Administration and situated in the Union Territory of Chandigarh, as
regular student of the said school/college as per Appendix B1.
OR
(ii) Residence Certificate to be issued by the DC-cum-Estate Officer/Sub
Divisional Magistrate/ Tehsildar, U.T., Chandigarh in case of condition
No.2 of the eligibility criteria as per Appendix B2.
OR
(iii) Certificate to be issued by the respective Head of the Department in the
case of condition No. 3 of Eligibility Criteria for candidates whose parents
are working in Central Government/ State Government and are on
deputation to Chandigarh Administration/ employees of Chandigarh
Administration / working in Autonomous bodies/ companies in which
Chandigarh Administration has 20% or more share for the past 03 years
immediately preceding the date of application as per Appendix B3

AND
Candidates of all three categories above will have to submit an undertaking
/affidavit that the candidate has not opted and claimed benefit of residence in
any other State/UT other than Chandigarh after the declaration of NEET result
[as per Appendix B4]
3. This condition is waived off in respect of wards of serving defense
personnel/ex-servicemen vide letter no. 19/1/3-IH(3)-2007/18322 dated
14.09.2007.
4. Only those candidates whose names appear in the NEET (UG)-2019 list of
successful candidates, prepared by NTA (National Testing Agency), will be
eligible for admission in MBBS course.

5. The candidates must have passed in the subjects of Physics, Chemistry,
Biology/Bio-technology and English individually in the qualifying 12th standard
examination.
6. A candidate must have secured following minimum percentage of marks in the
aggregate of Physics, Chemistry and Biology/Biotechnology taken together in
12th standard examination:
General category: not less than 50%
SC category: not less than 40%
Person with Disability category: not less than 45%

7. The candidates must have come in the rank list prepared as a result of NEET
(UG)-2019 by securing following minimum marks in Physics, Chemistry,
Biology/Bio-technology taken together:
General category: not less than 50th Percentile
SC category: not less than 40th Percentile
Person with Disability category: not less than 45th Percentile

8. Admission will be made strictly on the basis of rank obtained in NEET(UG)-


2019.
9. Any seat(s) remaining unfilled from UT Chandigarh Pool SC category/ Person
with Disability (PwD) category on account of non-availability of eligible
candidates shall be filled from eligible UT Chandigarh Pool General Category
candidates. In case no candidate has applied in Disability category, the
conversion of seat reserved for person with Disability (PwD) will be converted
into General Category during the Ist counselling itself.
10. The original certificates of the selected candidates will be retained by the
college as per the instructions issued by the Director General Health Services,
Ministry of Health & Family Welfare, New Delhi vide letter No. F.No. U
12021/33/2209-MEC (Pt.II) dated 03.02.2010.
11. The original certificates of the selected candidates shall be returned only if the
seat is surrendered in writing by the candidate, as per the instructions issued by
the Director General Health Services, Ministry of Health & Family Welfare, New
Delhi vide letter No. F.No. U 12021/33/2209-MEC (Pt.II) dated 03.02.2010.
12. All relevant clauses of Counseling and Admission (Page No. 13-16) will be
applicable to the candidates admitted against UT Chandigarh Pool seats.

A-4):Eligibility Criteria for UT Chandigarh Pool seats reserved for Scheduled
Castes
1. The candidates must fulfill relevant General Eligibility Criteria (Page7-8).
2. The candidates must fulfill relevant Eligibility Criteria for UT Chandigarh Pool
seats.
3. The candidates belonging to Scheduled Castes have to submit a
certificate to this effect issued by the Tehsildar/Magistrate 1st
Class/Deputy Commissioner of UT Chandigarh and bearing the seal of the
issuing authority. (Specimen copy of the certificate is appended as
Appendix C).
Important: Certificate not bearing the seal of the competent authority will not be
accepted.

Scheduled Caste Category candidates who otherwise fulfil the eligibility criteria
for UT Chandigarh Pool, but submit Scheduled Caste category certificate issued
by State / UT other than UT Chandigarh, will not be considered eligible for
admission against seats reserved for Scheduled Caste candidates in UT
Chandigarh Pool. Such candidates will be considered for General Category of
UT Chandigarh Pool only.
4. Any seat(s) remaining unfilled from UT Chandigarh Pool SC Category on
account of non-availability of eligible candidates shall be filled from eligible UT
Chandigarh Pool General Category candidates, as per merit/rank in NEET
(UG)-2019, as per reservation policy of Chandigarh Administration applicable to

A-8): Eligibility criteria and admission procedure for Foreign Indian Student
(NRI category seats):
1. The candidates must fulfill relevant General Eligibility Criteria (Page7-8).
2. The Candidates must be of Indian origin. These seats are not open to foreign
nationals who are of non-Indian origin.
3. Admission for Foreign Indian Student (NRI Category seats) will be based on the
guidelines issued by Panjab University, Chandigarh vide letter No. ST/1817 dated
13.02.2017. The candidates meeting any of the following criteria will be eligible to
apply for admission under this category:
i. Persons of Indian origin who are citizens of countries other than India
and hold the passport of the country concerned.
ii. Overseas Citizens of India.
iii. Children i.e. sons/ daughters of persons of Indian origin (who may, or
may not be citizens of countries other than India), or of Overseas Citizens
of India, provided they have resided in a country other than India for a
minimum period of three years immediately preceding the year of
admission in the University.
iv. The eligibility of entitlement under clauses (ii) and (iii) above would
extend also to grandchildren, whose parents are not alive or, atleast,
whose father is not alive at the time of seeking admission in the
University, and who can, therefore, be treated as being “wards” of their
grandparent who are persons of Indian Origin (who may, or may not, be

citizens of countries other than India), or Overseas Citizens of India,
provided such grandchildren have resided in a country other than India
for a minimum period of three years immediately preceding the year of
admission in the University.
Explanation:
(a) The aforesaid condition of residence for a minimum period of three
years in a country other than India prescribed in clauses (iii) and (iv)
above means actual/ physical residence on a regular basis. Notional,
Deemed or constructive residence of any kind shall not be considered
for this purpose. Accordingly, possession of a green card will ipso
facto not confer eligibility or entitlement for admission.
(b) The expression “Overseas Citizens of India” in clauses (ii) to (iv)
above refers to persons registered as such under Section 7-A of the
Citizenship Act, 1955 as amended up-to-date.
4. Only NEET(UG)-2019 qualified candidates can apply for admission against
Foreign Indian Student (NRI) category seats for admission year 2019.
5. The candidates must have passed in the subjects of Physics, Chemistry,
Biology/Bio-technology & English individually in the qualifying examination
(equivalent to 12th standard) securing minimum percentage of 50% marks in the
aggregate of Physics, Chemistry and Biology/Biotechnology.
Important Note: The candidates who have studied from the Foreign/International
Board should ensure that the qualifying examination passed by them are, in scope
and standard, as explained in CODE: 07 of the “Information Bulletin for National
Eligibility cum Entrance Test (UG)- 2019 i.e. as under:-
Code 07: Any other examination which in scope and standard (Last 02 years of
10+2 Study comprising of Physics, Chemistry and Biology/Biotechnology; which
shall include practical test in these subjects) is found to be equivalent to the
Intermediate Science Examination of an Indian University/Board, taking Physics,
Chemistry and Biology/Bio-technology including practical tests in each of these
subjects and English. Provided further that the students educated abroad seeking
admission into medical colleges in India must have passed in the subjects of
Physics, Chemistry, Biology/Bio-technology and English up to the 12th standard
level with 50% marks and their equivalency determined by Association of Indian
Universities (AIU) as per regulations of the Medical Council of India and the
concerned University [i.e. Panjab University, Chandigarh].

6. The candidate must provide the certificate of 10+2/pre-medical/of 10+2+3 system
qualifying examination from any university/board showing detailed
marks/explanation sheets of grade. The candidates must provide the percentage
marks in Physics, Chemistry, Biology/Biotechnology as well as English of both
Class 10+1 and 10+2 level.
7. Foreign Indian Student (NRI) candidates will have to obtain the eligibility and
equivalence certificates for the qualifying examination (equivalent to 10+2
examination) from Association of Indian Universities and Panjab University,
Chandigarh, if they have studied from the Foreign/International Board.
8. Foreign Indian Student (NRI) candidates who have passed 10+2 from
CBSE/PSEB/HPSE/HSEB or any other Board/University of India, need not obtain
eligibility and equivalence certificate from the Panjab University, Chandigarh.
9. Admission to Foreign Indian Student (NRI) category seats will be conducted in
accordance with the instructions/guidelines issued by the Chandigarh
Administration from time to time. These candidates will be divided into two
categories which are as follows:
Category-I: This category includes Foreign Indian Student (NRI)
candidates with ancestral background of Chandigarh. To be eligible for this
category candidate should fulfill one of the following criteria:
i. Grandparents/ parents/ self should have been a resident of
Chandigarh for a minimum period of 5 years at anytime since the
origin of Chandigarh.
ii. Own/owned immovable property in the name of grandparents/
parents/ self in Chandigarh for at least 5 years at anytime since the
origin of Chandigarh.
A certificate to the effect of either of the above mentioned criteria is required
from DC-cum-Estate Officer/Sub Divisional Magistrate/ Tehsildar, U.T.,
Chandigarh.
Category-II: This category includes Foreign Indian Student (NRI) candidates
who have ancestral background of States/UTs other than UT Chandigarh. A
certificate to this effect from competent Government authority of that State
has to be submitted.
9. First preference will be given to Category-I candidates.

10. If sufficient number of candidates under Category-I are eligible and available then
they will be admitted first even if candidates under Category-II are higher in merit.
11. In case a seat under the Foreign Indian Student (NRI) category remains vacant,
the same shall be filled from UT Chandigarh Pool General category candidates as
per merit/rank in NEET (UG)-2019.
12. All relevant clauses of Counseling and Admission (Page No.13-16) will be
applicable to Foreign Indian Student (NRI) category candidates.
A-9): Fee
Tentative fee structure for various categories will be as under:

The fee structure for Foreign Indian Student (NRI) students is as under:

Foreign Indian Student (NRI) at the time of admission which
will be refunded after completion of the course.
THE ABOVE FEE STRUCTURE IS SUBJECT TO REVISION BY PANJAB
UNIVERSITY AUTHORITIES AND SAME SHALL BE APPLICABLE
ACCORDINGLY.
1. Payment of fees can be made by debit card /credit Card/demand draft drawn
in favour of Director Principal, Government Medical College & Hospital,
Chandigarh
2. The payment by Foreign Indian Student (NRI) candidates will be accepted
through bank draft in favour of Director Principal, Govt. Medical College
Hospital, Chandigarh. Conversion charges will be borne by the candidate
only. The payment can also be made in Indian Rupees equivalent to US$
1,10,000 (admission fee) + US $1000 (registration charges) from an NRE
account only and certificate to this effect should be issued by the concerned
bank.
3. If Foreign Indian Student (NRI) candidate opts to pay fee in installments
instead of paying in lump sum, he/she will have to give a bank guarantee for
the balance fee at the time of admission with its validity as mentioned below:-
US $ 60000 (1st year) + US $1000 registration charges + other university
charges as applicable at the time of admission + Rs.50,000/- refundable as
security.
US $ 25000 (2nd year) valid upto December 2020
US $ 25000 (3rd year) valid upto December 2021

4. In case of surrender of seat, the fees and other funds deposited at the time of
admission will be refunded after deduction of Rs. 1000/- (in case of General /
SC/ PwD) and US$ 1000 or equivalent in Indian Rupee for Foreign Indian
Student (NRI) of total amount paid at the time of admission if vacated seat
gets filled up. If the seat so vacated is not filled up, the entire fee & funds
deposited at the time of admission shall stand forfeited and only the
security fee will be refunded after the written request by the student.

A-10): All admissions to MBBS course shall be provisional and subject to the
approval by Panjab University, Chandigarh and Medical Council of India.

1. Every candidate seeking admission to BDS should have attained the age of 17
years on or before 31st December, 2019.
2. Only candidates whose names appear in the NEET (UG)-2019 merit list of
successful candidates prepared by NTA (National Testing Agency) for BDS will
be eligible to apply. This condition is also applicable to NRI Category
candidates.
3. A candidate must have passed in the subjects of Physics, Chemistry, Biology/
Bio-technology & English individually in the qualifying 12th standard examination
or other equivalent qualifying examination.
4. A candidate must have secured following minimum percentage of marks in the
aggregate of Physics, Chemistry and Biology/Biotechnology taken together in
12th standard examination or other equivalent qualifying examination:
General category: not less than 50%
(Including candidates from Hoshiarpur District,

of Clause 4(a) iv (of regulations) (AS MENTIONED IN INFORMATION
BULLETIN NATIONAL ELIGIBILITY CUM ENTRANCE TEST (UG) (SESSION
2019-20) FOR ADMISSION TO MBBS/BDS COURSES) the minimum marks
shall be at 45th percentile for GEN-PwD and 40th percentile for SC-PwD, ST-
PwD& BC-PwD candidates.
7. All candidates will be considered for admission in General Category.

B-4): Eligibility Criteria for International / NRI Students

Only NEET (UG)-2019 qualified candidates can apply for admission against
NRI Category seats for admission year 2019.

A foreign national may seek admission in BDS being offered by the


University through the International Students Office under any of the
following categories-
(i) Candidates with nomination / sponsorship by any foreign State, Embassy
or authority in India under a Study in India / Exchange Programme, etc.
(ii) Foreign nationals or their wards who are self-financed students (not
seeking admission through a mode as mentioned in (i) above).
(iii) Non- resident Indians or their Wards (not seeking admission through a
mode as mentioned in (i) above).
The definition of the terms, “Foreign Nationals, Non-resident Indians and
Wards” be considered as under:-

1. Foreign Nationals: Foreign Nationals holding passports issued by


foreign countries including people of Indian origin who have acquired the
nationality of foreign countries are included as foreign students. Provided any
subsequent changes in the definition as may be notified by the Government of
India shall have the same latest meaning respectively assigned to them. The
other expressions not defined herein shall have the meaning as may be
assigned in any subsequent notification of the Government of India.

2. Non-resident Indians: A person shall be deemed to be Non-resident


Indian for seeking admission in Panjab University if s/he fulfils the criterion (as
amended from time to time) for status of NRI under Income Tax Act, 1961, in
the year in which he/she seeks admission in Panjab University.

As per Income Tax Act, 1961 the present criterion for determination of status of
NRI is as follows:-

‘Non-resident Indian’ is an individual who is a citizen of India or a person of


Indian origin and who is not a resident of India. Thus, in order to determine

whether an Individual is a non-resident Indian or not, his residential status is
required to be determined under Section 6. As per Section 6 of the Income-tax
Act, an individual is said to be non-resident in India if he is not a resident in
India and an individual is deemed to be resident in India in any previous year if
he satisfies any of the following conditions:-

(i) If he is in India for a period of 182 days or more during the previous year;
or
(ii) If he is in India for a period of 60 days or more during the previous year
and 365 days or more during 4 years immediately preceding the previous year.

However, condition No. 2 does not apply where an individual being citizen of
India or a person of Indian origin, who being outside India, comes on a visit to
India during the previous year.

A person shall be deemed to be of Indian origin if he, or either of his parents or


any of his parents or any of his grand – parents, was born in undivided India.

3. Wards of Foreign Nationals and NRIs:


a. A student who seeks admission as a ward of Foreign National or Non-
resident Indian should be in a first degree / blood relationship with foreign
national or Non-resident Indian. The term first degree / blood relationship
includes (a) spouse (b) children (natural / adopted / foster) (c) real brother and
sister of father i.e. real uncle and real aunt (d) real brother and sister of mother
i.e. real maternal uncle and maternal aunt (c) father and mother of father i.e.
grand – father and grand-mother (f) Father and mother of mother i.e. maternal
grand-father and maternal grand-mother (g) first degree-paternal and maternal
cousins.

Eligibility and Admission Criterion:

(i) The students who will be admitted against the NRI quota should have the
basic qualification fixed by the Dental Council of India for admission in Dental
courses.
(ii) A candidate once admitted as NRI candidate in an undergraduate course
shall be covered under the definition of NRI for subsequent admission to any
course at Panjab University.
(iii) Candidates who take admission under the NRI quota and are promoted
from Undergraduate to Postgraduate course in the Hons. School framework
(ongoing program) shall not be allowed to change their category.
(iv) A candidate admitted under NRI quota may change his/her admission to
a vacant seat provided the candidate falls within the merit of admitted
candidates in General or Reserve Category.
(v) NRI candidates shall have to comply with any other requirements
prescribed by the Govt. of India and Panjab University from time to time.
(vi) NRI candidates shall provide the following certificates / documents:-
(a) Academic certificates of passing the qualifying or equivalent examination
approved by the Association of Indian Universities (AIU) / Commonwealth
Universities / International Association of Universities (IAU) as equivalent to the
corresponding Indian Degrees/ Certificates.

4. NRI candidates will have to obtain the eligibility and equivalence certificates
for the qualifying examination (equivalent to 10+2 examination of
PSEB/CBSE/ ICSE) from Panjab University, Chandigarh.

B-5): Inter-Changeability and Transfer of Seats.


1. In the SC/ST reserved category the seats shall be regarded as
‘interchangeable’. That is to say, if a sufficient number of eligible candidates
are not available to fill up the seats reserved for Scheduled Tribes, seats may
be filled up from among the eligible candidates belonging to the Scheduled
Castes, and vice-versa.
2. In case sufficient number of eligible candidates, belonging to reserved
categories (SC/ST/BC/Person with Disability (PwD), Hoshiarpur District,
preferably Jaj (Judge) community / International / NRI Students /Central
Pool) are not available, the vacant seats shall be transferred to General
Category of All India Pool.
B-6) Medical Examination:-
1. All admitted candidates will have to undergo medical examination by the
Medical Board. The admission of those candidates who do not appear before
Medical Board or are found to be medically unfit is liable to be cancelled.
2. All admissions to the BDS course shall be provisional subject to approval by
the Panjab University.

2. Admitted students will be required to pay full fee (as due) at the time of admission.

5. The fee structure (including that for International / NRI Students) if changed by the

6. Candidates, who want to avail the hostel facility, are advised to bring the requisite
hostel fee to cover the initial hostel charges. Hostel shall be allotted strictly on
merit basis only as per availability.
7. Tuition Fee shall be payable annually in the form of Bank Draft in US dollar/
Pounds, Sterling/ Deutschmark or equivalent amount in Indian Currency payable
to the REGISTRAR, PANJAB UNIVERSITY, CHANDIGARH ALONG WITH A
BANK CERTIFICATE FOR ENCASHMENT OF FOREIGN CURRENCY OF THE
LIKE AMOUNT.
8. In addition to Tuition Fee all other dues and charges shall be payable to the
Panjab University as payable by other students of the same class belonging to
same category in foreign currency or in Indian Rupees as per University Rules
and Regulations.

Important Note:-
a) In addition to above fee, the students, joining from any Other
University/Board/Council, Rs. 800/- extra will be charged from them on
account of Migration Fee, Enrolment fee & Registration.
b) Students while depositing their fee should quote Course, Class and Roll

Number. Before leaving the cash counter, they should check the particulars
given on the receipt. The Office shall not be responsible for wrong adjustment
of fee, if correct and complete particulars are not given in the fee receipt.
c) The students partly defaulter of fee in excess of as prescribed in the respective
category (if applicable) shall be required to clear their dues by the date as
prescribed by Panjab University which will be displayed on the notice board of
the institute, failing which their Roll Nos. for the university exam shall not be
delivered to the students.
B-8): Post Matric Scholarship for the SC/ST students:- The Vice Chancellor with approval
of Syndicate meeting held on 01/15/28/29 May, 2016 and as per letter No. 2438-
2537/SC/ST Cell dated 04.07.2016, “THE SC/ST STUDENTS OF PUNJAB STATE
ONLY”, who are eligible for Post Matric Scholarship (i.e. whose family income is less
than or equal to 2.5 lac), studying or taking admission in Self Financing courses of
Panjab University, its Regional Centres and Panjab University Constitute Colleges, be
allowed to pay only 25% of total admission fee to the respective teaching departments of
Panjab University, its Regional Centres and Panjab University Constitute Colleges, from
the academic session year 2019-2020. The students claiming this benefit are required to
submit:
i. Income Certificate in Original (full detail of total family income from all sources
including the income accruing from agricultural land or any urban property/ shop/
business/ maintenance duly attested by the Competent Authority).
ii. Copy of SC/ST Certificate
iii. Copy of Residence Proof
iv. Copy of Bank Account Number Passbook showing IFS Code
v. Copy of Aadhaar Card
vi. Copy of last exam passed certificate.
Note:- The applicability of this scholarship is subject to approval by the Panjab
University authorities for the current academic session 2019-20.
B-9): Rules for Refund of Tuition Fee
1. In the event of a student/candidate withdrawing before the starting of the
course, the waitlisted candidates shall be given admission against the vacant
seat. The entire fee collected from the student, after a deduction of the
processing fee of not more than Rs.1000/- (one thousand only) shall be
refunded and returned by the Institution/University to the student/candidate
withdrawing from the programme. Should a student leave after joining the
course and if the seat consequently falling vacant has been filled by another
candidate by the last date of admission, the Institution shall return the fee
collected with proportionate deductions of monthly fee and proportionate hostel
rent, where applicable.

2. For the purpose, he/she must apply for refund on the prescribed refund
application through the Head of the Institute to the Assistant Registrar
Accounts-II.
3. For those cases in which the seats may not be filled by the University from the
waiting list and the candidate leaving the course after the last date of
counselling, or due to shortage of time it is not possible to conduct counselling,
the fee would not be refunded to the candidate, withdrawing from the
programme.
4. But in all other cases of the students continuing their studies, the Library
Security will be refunded if he/she will apply within six months from the date of
leaving the Institution after completing the full course of studies.
5. Refund of Fee for International / NRI Students:
In case, the candidate is admitted in the NRI Category category and leaves the
course & the seat vacated by such candidate is filled by granting admission to
another eligible applicant in the same category against the vacated seat, the
tuition fee may be refunded to the person after deduction of 10% of the tuition
fee as administrative charges. In case a seat vacated by such a candidate is not
filled as mentioned above, the tuition fee may be refunded after deduction of
25% of the tuition fee as administrative charges. This will be applicable only in
the case where the candidate has left the University Department/Institute/
Centre/Regional Centre & did not join any other course in the Panjab University.
For this purpose, he/she must apply for refund on the prescribed refund
application form through the Head of the Department to the Asstt. Registrar
Accounts-II. However, all other funds & charges including development fund,
shall not be refunded under any circumstances, except refundable Library
Security.
Important Note
The rules of refund of fee shall be subject to the change/ approval of
Competent Authorities of Panjab University.

B-10): Cancellation of Admission


· Admission of all such students who fail to attend at least 33% of the total
lectures/tutorials/practicals etc. delivered/held in all the papers during the first
ten working days from the start of teaching work shall be cancelled by the
Board of Control/Joint Admission Cell after following the procedure given
below:

a) By the 12th day after the start of classes for a particular course, the
names of those students who fail to attend at least 33% of the total
lectures / tutorials / practicals etc. shall be put up on the Notice Board and
online Notice Board of the Institute and also send a copy of the same to
the office of the DUI. Within 4 days of the date of such notice, a student
who is short of attendance may give in writing the reasons for his
absence from the classes.
b) If a student does not submit an application in writing within the prescribed
time as stated above, or the reasons adduced by the student in his
application are not found to be sufficient and justified in the opinion of the
Board of Control/Joint Admission Cell, his admission shall be cancelled.
c) All the seats thus falling vacant shall be filled strictly in the order of merit
from the waiting list or through subsequent counseling before the expiry
of the last date fixed for admissions by the University.
d) When the admission of the student(s) is cancelled as stated above, the
Institute shall display on the Notice Board and online Notice Board, the
list of the person(s) next in the waiting list and make admissions
accordingly.
e) The cancellation of admission and permission to fill up the cancelled
seat(s) shall be done in accordance with the Rules & Regulations
provided in the Handbook of Information 2019.

B-11 Discharge from the BDS course:

As per Dental Council of India (DCI) Notification No.


DE-87(1)-2015 dated 27.04.2015 and passed in Senate of Panjab University
vide para R-55 dated 27.09.2015:

“any Student who does not clear the BDS course in all
the subjects within a period of 9 years, including one year
Compulsory Rotatory paid Internship from the date of admission
shall be discharged from the course. This Shall be effective from
the academic session i.e. 2015-16 onwards”.

Important Note:- It is obligatory on the part of students to keep in touch with


the institute for the possibility of the seats to fall vacant.

not older than 25 years on or before 31st December, 2019. However, the upper
age limits be relaxed by five years to the students belonging to Scheduled Caste
(SC) and Person with Disability (PwD).
3. Only Indian Citizens are eligible for admission.
4. A candidate must have passed in the subjects of Physics, Chemistry, Biology/
Bio-technology and English individually in the qualifying 12th standard examination
or other equivalent qualifying examination.
5. A candidate must have secured following minimum percentage of marks in the
aggregate of Physics, Chemistry and Biology/Biotechnology taken together in 12th
standard examination or other equivalent qualifying examination:
General category: not less than 50%
SC category: not less than 40%
Person with Disability category: not less than 45%

6. A candidate appearing/appeared in the qualifying 12th Standard examination or
other equivalent qualifying examination in 2019 where result is awaited can also
apply. However he/she shall not be eligible for admission, if he/she does not pass
the qualifying examination with the required pass percentage of marks prior to the
first round of Counseling. He/she will be allowed to attend first counseling only if
detailed marks certificate of the above said examination is submitted prior to or at
the time of first counseling, failing which he/she will be declared ineligible for

7. The candidates must have come in the merit list of NEET (UG)-2019 for
MBBS/BDS by securing following minimum marks in Physics, Chemistry,

2. NEET (UG) – 2019 result card.
3. Photocopy of certificate of having passed 10+2/pre-medical/of 10+2+3)
system showing equivalent examination from any university/board showing
detailed marks/explanation sheets of grade. The candidate must preferably
provide the % marks obtained in each of the subjects viz. Physics,
Chemistry, Biology, English in 10+1, 10+2. Please See the relevant
information as mentioned in A-8 i.e. Eligibility Criteria and admission
procedure for Foreign Indian Student (NRI Category seats).
4. Eligibility and Equivalence certificate from Panjab University and Association
of Indian Universities (AIU), for the candidates who have studied from the
Foreign/International Board, as per NEET UG Information Bulletin-2019.
5. Photocopy of Matriculation/ High/ Higher secondary school certificate
showing date of birth or birth certificate issued by government authority..
6. Photocopy of certificate of good conduct from the concerned school/
universities as well as the institute last attended.
7. Three copies of recent colour photograph (passport size).
8. Photocopy of the passport/ relevant document of NRI/PIO/Foreign Indian
Student status from a competent authority.
9. Proof of residence as per the instructions in A-8 for Category I and II.
