CHAPTER 1
One of the most alarming concerns today is the declining health of our
environment due to various reasons such as overpopulation, overconsumption, and
pollution. Nowadays people are creating new programs to battle this issue and one of
them is Waste Management. Waste management is one of the concerns that needs
attention for this can be the root of risk that might affect the community or worse, the
whole country. Many impacts can happen in terms of waste management that can be
decipher as either positive or negative depending on its effect. According to [ CITATION
Ben18 \l 1033 ] the Philippines is consist 42,000 barangays with an average of 2,500
Filipinos each consist of, in this data there are thousands of barangay that the
Government needs to keep in track to mandate a proper waste management that is why
there are barangay officials that are elected and are authorized to take in charge of the
betterment of the community they are assigned with, and waste management is one of
the components that they need to look and as much as possible improve if needed.
Stated by [ CITATION Yaz18 \l 1033 ] the Philippines has a terrible waste management,
given the idea most underprivileged urban communities lack the proper education in
terms of saving the earth just like the classic 3R’s- Reduce, Reuse, Recycle, that should
be learned and passed on but the growth became stagnant. The Department of the
Interior and Local Government (DILG) one of the Government agency that is ensuring
the effective delivery of service towards citizens of the country, in this case, it is the
agency that mandates rules and regulation in terms of public safety and needs.
[ CITATION Chi18 \l 1033 ] stated that the DILG as part of the governing body ask the
barangay official to initiates the proper waste management in each of their respective
bodies, idea is that in order to properly regulate the waste management in the country
the DILG take in to consideration that since there are authorized people under each
barangay it will be better if each one will take into responsibility each of their designated

duties. Now, the barangays with the responsibility vested upon them need to implement
plans to ensure that a solid waste management will be at place.
According to the Republic Act 9003 or the Ecological and Solid Waste
Management Act of 2000, the proper solid waste management should be conducted by
the barangay levels specifically the biodegradable, compostable and reusable wastes.
The law gave the notion that barangay officials should take note certain activities to
strengthen the knowledge of its people not only on waste disposal but also in recycling
and composting that will also be a big help in the whole concept of proper waste
management. In order to have a solid waste management a household can adopt;
proper implementation should first consider and strongly be emphasized. Given that
each barangay needs to have a plan to successfully the question that usually arises is if
the Barangay effectively implement the plan for waste management but the researchers
wanted to know the other side, given the plan does the residents or each household
inside the barangay properly follow the given or implemented plan the barangay outlays.
This research was purposively conducted to determine the awareness of Barangay
officials on the waste management plan they had implemented base on their own
analysis and observation. This study will significantly show the level of awareness the
designated authorities had on certain plans they had implemented, if it is effective or
not.
The researcher conducted this study for the purpose of knowing if waste
management became either effective or ineffective on Barangay San Isidro, Pasay City
base on the level of awareness the head of sanitation (Ryan)r of the barangay council
had on the certain plans or programs that they implement, to be able to determine at the
end of this paper if the awareness of those authorities who implement certain rules base
on how their people properly and orderly follows it affect the implementation and the
process of solidifying proper waste management.

Statement of the Problem
This study is conducted to determine the level of awareness Brgy. officials from
Brgy. San Isidro has on the Effects of Waste Management.

6. Based from the findings, what may be proposed to address the results?
Waste Management is one of the most important plans that needs to be prioritized
for the safety and betterment of a community. The research focused on evaluating the
level of awareness of the Barangay officials to help determine the effectiveness of the
waste management plan being implemented. This study helped determine if the
awareness of the authorities is one of the factors that affects success of waste
management plan.
The result of this study could be beneficial to the following:

Barangay Official. It can help them to determine if the program and plan
they are implementing are effective or not thus giving them an assessment on
what has to be done or to be maintained.
Barangay Residents. Since the residents are considered the benefactors
of the program being implemented, this would give way to a better environment
and community in the long run.
To the future researchers. This study could be the basis of their own
questions or observations and would be their gateway to fill the gaps in this
study.
The Assumptions for this study are that the barangay officials all contributed to
the implementation of waste management practices in the barangay thus giving them
awareness regarding the topic. Furthermore, assumptions in this study includes the
following:

FOREIGN LITERATURE
Waste Management Practices
In china they are practicing a managing waste electrical and electronic
equipment (E-WASTE). This research gathers information about E-waste management.
Recycling is not only associated of environment and health impacts but it can be supply
and recycling to a new products and safety of a remanufactured products. China's e
waste management reduce the improper recycling. Stated by Chi, X. and Reuter, M., A
(2011)
According to Rodic, L. and David, W. C. (2017) In this research 2 billion people are
currently lacking of solid waste management is an issue that linked to 12 out of the 17
UN sustainable Development goals. This research focuses on governance issues about
solid waste management. Solid waste management were iteratively subjected by a
large group of stakeholders. New services require behavioral change of the people,
citizens and municipal waste alike exchange of stakeholders.
According to Tocdo, J. (2009) They found up four cases studies at the barangay and six
case studies on development of final disposal facilities. On solid waste management

they see that income represents the internal revenue allotment (contribution of the
national government to local governments’ sources of funds) on the other hand on case
studies of disposal facilities represents the sanitary landfills based on the net residual
value of LGU'S.
According to Aquino, A. P., Et al. In this study Human contributes the waste
management improper. And they want to practice the waste characterization proper and
segregation at source, proper collection and transfer, and they want to prevent by
practicing recycling all waste as mandated by law.
LOCAL LITERATURE
According to Galarpe (2017), the waste generation of the Philippines from 2012
to 2016 increased. The growing economy, population growth and changing lifestyle
caused a high solid waste generation. Metropolitan cities in key Regions are mostly
affected by the high solid waste generation. Sanity landfill had decreased since some of
the landfill is slowly converted into dumpsite. The sanitation of the landfill is not
maintained causing it to become an open dumpsite. This is very alarming since the total
number of sanitary landfills is however lower as compared to open dumpsites. Waste
disposal sites affected the environment by contamination of water, soil, plants and
scavenging animals which can affect the health of the community surrounding the area
or people working on the area. Although open dumpsites have a high risk of having
diseases, community tends to continually settle with present options owing to perceived
economic dependence through employment and resources.
The Philippines generates and estimated 43,684 tons of garbage daily, including
4,609 tons of plastic waste, according to government data, and proper disposal facilities
are lacking for much of it (Samiento, 2018). Philippines failed in improving the waste
management that is signed into law 18 years ago. Trash had piled up on land, clogging
away coastlines, spilling into the sea and traveling around the globe. The government
claims that they have done all they can to remind the people to dispose their garbage
responsibly and get their garbage in order. Environmental advocates disagree to what

the government had said. They say that the government can do more like pressuring
multinational corporations to change their products.
“Saving the environment is most effective if all sectors of society work as a team”
DENR Secretary Roy Cimatu said at the 2018 Zero Waste Month celebration. The
country’s top waste-generating region Metro Manila produces nearly 8,300 tons of
waste per day or about three million tons of waste per year, said NSWMC.
Environmental pollution and illness are the effects of unsanitary conditions in solid
waste-littered areas (Teves, 2018).

According to the study conducted by (Unit, Urban Development Sector, 1999)
given that the responsible agency for solid waste are considered the Municipal
Government the magnitude of the problem is well beyond, means that even though the
resources is enough when there is a great numerator over it, they need help to properly
disseminate the idea and resources for a more effective implementation. In addition to
other levels of government, businesses and the general community need to be solid to
be more involved in waste management. The study that was conducted in England by
(Evison & Read, 2001) was conducted by identifying the loopholes and possible
omissions on the public awareness on some of the current waste reduction
promotion/publicity material, and the education and information policies provided by
Local Authorities, the study involved a contacting of the recycling officers and generated
a result of it is through analysis and awareness of the publicity campaigns and
authorities recycling practices to be able to identify the effectiveness of a waste
reduction promotion. Awareness of the implementing bodies made it possible to
determine the lapses a certain project or program has for the betterment of the already
implemented practices.
The strategy for solid waste management is failing, one of the reasons is it is
because the environmental management plan is not properly allocated into local
development plan because of weak resource mobilization this is due to fiscal
decentralization and lack of participatory approach to the decentralization process
(Okot-Okumu & Nyenje, 2011) this case states that because of the lack of proper task
dissemination from the national government to the local government this lack of proper
process usually causes the waste management strategy to fail.
LOCAL STUDIES
The Philippines had one of the worst cases of garbage disposal in south east
Asia as seen in areas before such as the Smokey mountain and Pasig River but the
issue regarding garbage had been long addressed by the government and now the
people are slowly shifting to a more environmentally friendly lifestyle.

A study conducted by Madrigal (2018) assessed the correlation between
students and employees in catholic schools with their awareness, attitude, and practices
in connection to the solid waste management in the Philippines. Results showed that
the respondents of the research have very high level of awareness and attitude when it
comes to solid waste management meaning they are well aware of the concept and has
a positive attitude towards it. On the other hand, differences in the results were later on
found once the respondents were grouped in different demographic profiles such as
gender, age, educational attainment, etc. It also stated the connection between attitude
and awareness when it comes to solid waste management. Since the results of the
attitude and awareness were significantly related to age and educational attainment,
they concluded how knowledge influences people’s attitude towards solid waste
management as a product of proper environmental education.
When it comes to issues this massive, it is only right that the government should
be the first to act. As leaders of the country, they should implement laws that would then
be disseminated to smaller branches of the government. But without proper
communication and cooperation, plans, laws, projects, and even more would be
useless.

A study conducted by Gador (2009) analyses the solid waste management
practices of Davao City wherein he found out that the top five waste being made in the
area were plastics, paper, food, kitchen waste, and metal in which five tons of garbage
is made weekly. He also stated how both industries and barangays manage the solid
waste management in the city including the sorting, dumping at dumpsites, composting,
selling, reuse and recycling as treatment for the garbage. In the end, barangays have
shown to be more efficient when it comes to waste management compared to
industries. But with that said, it simply dictates that different factors in the city such as
the technical, financial, organizational, and management all contribute to the solid waste
management in Davao City and in order to achieve proper waste management, the
whole lot must work accordingly with one another.
Another study by Corinthia & Tuscan (2006) focuses on government funds into
the solid waste management. In this research, it was stated how provinces in the
Philippines should have a more structurally sound solid waste management plan to
meet the goals of the nation. It recommends that they charge payment for waste
collection and disposal services and provided services that are customary to the
residents. Although, even with this, the local government fund would still not be enough
and may redirect 25% of development fund to it. Issues like this is hard to counteract
since sacrifices should be made in order to come up with the most efficient solution.
Even when a suggestion may sound effective, without enough resources, its still
improbable to happen.
Lastly, a study conducted by the Pagunsan and Shimada (2012) Evaluates the
efficiency of the Waste Management program in the Philippines. The researchers made
two approaches, the first one being relative efficiency evaluation to the implementation
of solid waste management within the Local Government Units. The second one uses
the Tobit Regression Analysis to analyze the results by correlating them with other
variables such as land area, waste disposal facilities, poverty, etc. In the end, LGUs
resulted to be inefficient when it comes to implementing solid waste management but it
doesn’t end there as the second test resulted to a positive correlation between local

governments and other variables as they seem there is a significant relationship. This
further proves that a community is a reflection of its officials.

a sample based on evidence the qualifies him/her as a respondent of the research. In
this study, the respondent would be the Head of Sanitations from Barangay San Isidro,
Pasay City as he would provide the data needed for answering the research questions.

6. What is the next step the Barangay usually does after disseminating to the
public the program about waste management?
In order to get the result, the researchers, through a close connection, ensured a
meeting with the Head of Sanitation of Barangay San Isidro, asking a consent for
approval to conduct an interview that will be needed as to gather the data for this study.
Once approved, the interview was conducted, in this case the researchers can
thoroughly ask the questions through discussion and will help them gather more data
that will be significant in the interpretation and analysis that will be conducted afterward.
Once the data was gathered, the researchers transcribed the answers of the
respondent and made a summary, conclusion, and recommendation.

6. What is the next step the Barangay usually does after disseminating to the
public the program about waste management?
-“we report during the general assembly so that they can know the
effectivity and improvement of the program.”

7. As a barangay official who implements rules to follow what can you say about
the residence's waste management?
“There is a big change after the cleanup drive started. Since there
is an ecological solid waste management council which includes school
representatives and representatives from business and religious sector,
the dissemination of information is wide and all can be informed. There is
a meeting twice every three months. In that meeting we conduct talks on
what are the things that need to be done, for example the R's, Reuse,
Reduce, Recycle, which I think very effective. There is a seminar also
conducted here, that we that teach self-irrigated planters using coke
bottles, so during that meeting I encouraged them to do it, actually it can
be used as a livelihood. Also, In the barangay the we take advantage of
the scavengers, those who looks through the garbage bags, and actually
they are very helpful in terms of waste management because they are the
ones who segregate the waste, like papers and plastics, and that is a big
help.”
8. What are the approach of the residences in the program?
“It has a positive effect and actually most of the people are following since
there is a law which means that there is a penalty. Law breakers are
blottered to teach them for the mistake and a way of disciplining them also,
considering there are many laws in terms of waste management. The slight
problem is the irresponsible dog ownership. The city is trying to consider a
dog impound where stray dogs are caught, the barangay on the other hand
will be giving away a letter to every household for them to be responsible in
terms of dog ownership and for them to be aware.”

This chapter contains the summary of the findings, the conclusion derived from
the findings and the researcher's recommendation, which are based on the findings and
the conclusions of the study.

made by weighing and reporting to the local government. The barangay is following a
strict implementation of segregation with the proper announcement that is being
conducted a day before the collection, most residents were able to practice segregation
since the barangay was the one who personally communicate with them in the said
practice. The non-bio degradable and biodegradable garbage in two separate bins is
also encouraged by the barangay on each of the household. The collection schedule is
given to every household. This had been a successful program with fewer amount of
trash collected as the weeks pass by. There is a meeting of the ecological solid waste
management council which composes of students and leaders living within the
barangay about how effective the implemented program was. additional programs like
seminars on how to make self-irrigating planters using coke bottles and responsible dog
ownership is also observed. All of their programs are communicated using public
announcement, house to house announcement and leaflets.
Conclusion
Recommendations
In line with the topic regarding the awareness of the importance of waste
management, these are a few suggestions in line with the results:

The respondent gave emphasis on the importance of participation to gain a more
successful results on the programs, although one problem may be the
dissemination of information regarding such programs. To address this issue,
exploring other forms of media may be useful such as the use of social media to
spread the details regarding a program.
While some members in the barangay are more participative than the others,
making the programs mandatory may ensure more partaking within the people
thus resulting more positively.
Since the programs are anchored with the law implemented in the country, a
firmer execution of the rewards and penalties regarding this law would ensure
more compliance of the members in the barangay to the programs.
The researchers recommend the barangay to provide at least two big trash bins
that will be placed on a specific landmark e.g. In front of the Barangay Hall. The
purpose of the said trash bins is for those residents who wish to bring out their
garbage earlier than the said collection, in that case those garbage will not be
hanging on the street waiting to be collected, they just need to throw it properly
on the said bins and it will be more organize system of waste disposal.
