0. FOREWORD

0.1 Responsibility for preparation, compilation, approval and issue of various


technical publications for Electronic / Electrical are specified in DDPIL Procedure issued
by the Ministry of Defence.

0.2 This specification stipulates the format/contents and procedure to be followed in


preparing the documents which are to be supplied in respect of Electronic & Electrical
Equipment procured by the services.

0.3 This specification has been approved by the Ministry of Defence and is
mandatory for use by the Defence services.

0.4 This specification is revision of JSS 0251-01:1987 and supersedes the same.

0.5 The documents to be prepared by the services/technical authorities of the services


or are peculiar to a service are not covered by this specification. Special requirements of
Technical publications specific to the service (s) not covered by the JSS, will be
negotiated between the manufacturer and the service(s) concerned. Also format may be
mutually agreed to during the vetting of the documents by the users.

0.6 Quality Assurance Authority for the item covered by this specification is CQA(L),
Bangalore for Army, DQA(N), New Delhi for Navy and DGAQA, New Delhi for Air
Force. Enquiries regarding this specification relating to any contractual conditions, shall
be addressed to the Quality Assurance Authority named in the tender or contract. Other

SECTION 1

GENERAL INFORMATION

1. SCOPE

1.1 This specification describes format and Procedure for Preparation and Production
of Technical publications for Electronic and Electrical equipment, required to be supplied
by Design Authority (DA) / Manufacturer of Defence equipment.

1.2 Other publications / documents required by the services will be prepared by the
Department concerned and are not covered in this specification.

2. PUBLICATIONS

2.1 The technical publications normally to be supplied by Design


Authority/Manufacturer are :

(i) Design Specification


(ii) User Handbook (UHB)
(iii) Technical Manual (TM)
(iv) Procurement Drawings
(v) Packaging Specification (Wherever necessary)
(vi) List of Components
(vii) List of Carried Spares

For Naval Requirement

a) List of Onboard Spares


b) List of Installation Spares

(viii) Engineering Support Package


(ix) List of Accessories
(x) List of Special tools, Test equipment, Jigs & Gauges.
(xi) Training Package

Note:- Documents other than the ones listed above, if needed, may have to be derived
by the user departments concerned from the above documents as they
generally contain the data. If not, such documents have to be obtained /
procured from DA / Manufacturer through separate arrangements e.g.
Software documentation, System Handbook, Draft recommended schedules
for HAT. SAT etc.

2.2 The full range of these publications are not required in case of simple equipment
in which case some of the publications can be combined, e.g. UHB & TM can be

combined into one document and similarly Lists of Components, Carried Spares &
Engineering Support Package can be combined into one document if desired by the
Service HQ/Quality Assurance Authority.

2.3 Similarly, TM for a complex system / equipment can be divided into several TMs
at the rate of one TM for each major equipment or subsystem. In such cases TM for the
system will indicate all the cross references.

Note : Equipment whose components are assembled in a single housing are termed as
simple equipment. In all other cases the equipment are termed as complex
system/equipment.

3. DESCRIPTION OF THE DOCUMENTS

3.1 Design Specification – It describes the technical characteristics of the equipment


as a whole and those of the Assemblies/Sub-Assemblies which have to be provided as
spares. It prescribes the acceptable limits of performance based on the measured
performance of the Models B/C and early production models. It includes specific tests to
be carried out and environmental requirements. In case the specification for Assembly
and Sub-Assembly or their test procedure cannot be given in the Design Specification for
the main equipment, this will then be supplied by Design Agency (DA) as and when
required or when these Assemblies and Sub-Assemblies are ordered separately as spares.

3.2 User Handbook – This book accompanies the equipment at all times. It contains
all the information that would be required by the operator to understand the functioning
of the equipment, to operate it, carry out routine maintenance and checks and simple fault
diagnosis and rectification. It lists out all precautions that should be observed while using
the equipment. It also contains the list of accessories, carried spares and tools that form
part of the complete equipment and are used with it.

3.3 Technical Manual

3.3.1 It contains all the necessary information required by the technicians in the
Maintenance Organisations to service, repair and overhaul the equipment. It also contains
circuits, block diagrams and pictorial views to explain various parts of the equipment.

3.3.2 Part IV of the Technical Manual shall include identification of all active &
passive electronic components by means of layout diagrams. It shall also include
identification of mechanical/electrical components of all electrical and mechanical
assemblies by means of blow-ups, photographs, isometric views or line diagrams, taking
into consideration the cost effectiveness.

3.4 Procurement Drawings – The procurement drawings consist of the minimum


number necessary to specify what is required as a finished product (including accessories
for various roles) and are supported by written specification where necessary. The
drawings should contain sufficient information, for the purpose of procurement,

acceptance inspection, identification and allotment of Cat No. to the equipment,
accessories and separately demandable components.

3.5 Packaging Specification – This specification gives the data relating to the
packaging requirements of the equipment for long time storage in addition to the
protection against transportation hazards.
3.6 List of Components – The list should contain all separately demandable
components with adequate data for the purpose of identification and allotment of Defence
stores catalogue numbers to the components and to initiate Qualification Approval
activities.

3.7 List of Carried Spares – It contains recommended list of essential spares which
are required to be issued along with each equipment to the user.

For Naval equipment only the list of carried spares will be in two parts :
(a) Onboard spares.
(b) Installation spares.

3.8 Engineering support package – The Design Authority is required to recommend


a list of spares for two years maintenance and one overhauling of 10 equipment based on
their knowledge and experience of the design and development of the equipment.

3.9 List of Accessories - This contains list of accessories and ancillary stores which
are required for installation/operation of an equipment or system in the desired role.

3.10 List of Special Tools, Test Equipments, Jigs and Gauges – It contains list of
tools, test equipments, jigs and gauges peculiar to the equipment which are required for
alignment, repair and maintenance of the equipment but are not normally available in a
workshop.

Note :- When manufacturers are not in a position to supply jig equipment or any
of these equipment, full details including drawings will be supplied by
manufacturers to enable the users to fabricate the item.

4. FORMATS AND CONTENTS

4.1 The format and contents of Design Specification are given at Appendix ‘A’.

4.2 The format and contents of User Handbook are given at Appendix ‘B’.

4.3 The format and contents of Technical Manual are given at Appendix ‘C’.

4.4 The format and contents of Procurement Drawings are given at Appendix ‘D’.

4.5 The format and contents of Packaging Specification are given at Appendix ‘E’.

4.6 The format and contents of List of Components are given at Appendix 'F'.

5. COVER PAGE (GUARD COVER) / BINDERS

5.1 Cover page for Design Specification & Packaging Specification should be as
shown in Appendix ‘L’. Cover & Title pages of TM shall be as shown in Appendix ‘N’.

5.2 In case UHB and TM are supplied loose leaf, they should be inserted into
‘Anonymous’ loose leaf binders (i.e. binders not printed with the name or number of
publication) with clear plastic pocket on the spine or on the front with suitable
identification slips inserted.

Identification slips include :


- Code No and date of publication, if any
- Title of publication
- Title of Equipment with DS Cat. No., if any.

5.3 Code Number for UHB shall be allotted by AHSP or authorised agency. Code
Number for TM shall be allotted by MA or authorised agency.

PREPARATION, APPROVAL AND PRINTING OF DOCUMENTS

7. PREPARATION OF THE DOCUMENTS

7.1 The following documents in approved formats will be prepared by Design


Authority at the stages shown against each :

Document Stage

(a) Provisional Design Specification ‘B’ Model Phase

(b) Draft User Handbook ‘B’ Model Phase

(c) List of Accessories ‘B’ Model Phase

(d) List of Components


i) Draft List of Components Users Trial Stage

ii) Final List of Components 3 months prior to First Off


Production

(e) Recommended List of Carried Spares Users Trial Stage

(f) Recommended Engineering Support Along with ‘B’ Model or within 6


Package months of submission of ‘B’ Model.

(g) Packaging Specification 3 months prior to First Off


Production.

(h) Procurement Drawings & Supporting 3 months prior to Main Production


Specifications Phase.

7.2 The manufacturer should prepare the following documents in approved formats at
the stages shown against each.

7.2.1 Technical Manual

Document Stage

(a) Draft Technical Manual Within three months of the acceptance of


Parts I & II the early production models.

(b) Technical Manual Parts I Within six months of the approval OR


and II – Printed copies receipt of indents for TMs whichever is
later.

(c) Draft Technical Manual Within nine months of the acceptance of


Part III the early production models.

(d) Technical Manual Parts III Within six months of the approval OR
receipt of indents for TMs whichever is
later.

(e) Draft Technical Manual Within six months of the acceptance of


Part IV - Volumes 1 & 2 the early production models.

Note : Draft of Volume 2 will give the types of illustrations proposed for
inclusion in the manual. Actual illustrations will not be included at
this stage.

(f) Technical Manual Part IV Within six months of the approval OR


Volumes 1 - Printed copies receipt of indent whichever is later

(g) Technical Manual Parts IV Within nine months of the approval OR


Volume 2 – Printed Copies receipt of the indent whichever is later.
For Complex equipment, the delivery to
start may be up to 18 months

Notes :-
a) For Saleable Prototypes and Complex/Large Equipment procured in small
quantities, sufficient documents in the form of provisional manuals for
maintenance purposes may be supplied. The preparation and supply of
documents as per this scheme however should be in mutual consultation with
the indenting authority.

b) The budgetary quotations for TM Parts I, II, III & IV - Volume 1 will be
submitted at least six months earlier to supply of early production models and
for TM Part IV - Volume 2 within six weeks of the approval of the draft.

c) For R & D designed equipment all details required to prepare TMs will be
furnished by R & D establishments to manufacturers six months before
commencement of first off production.

7.2.2 List of Special Tools, Test Equipment, Jigs & Gauges - This will be supplied
immediately before start of First Off Production.

7.3 Parts List – Quality Assurance Authority will prepare and supply Parts List
(Changes / additions to TM Part IV - Manufacturer's Parts List) as detailed in DDPIL
Procedure (2000 issue) Part 1, Section 7, Sl. No. 9 (Page 26) within 24 months after
acceptance of the early production models.

7.4 Quality Assurance Authority shall provide guidelines and specimen copies of
similar publication to the agency responsible for preparation of the publications, where
necessary.

8. APPROVAL

8.1 Design Specification

8.1.1 For equipment designed and developed by private sector, this will be initially
scrutinised by Quality Assurance Authority and after incorporating the changes, where
necessary, the finalised draft specification will be forwarded by the Quality Assurance
Authority to Technical Directorate for obtaining approval of TCA/Service HQ.

8.1.2 For R & D /PSU developed equipment, approval of Design Specification will be
obtained from TCA by the Design Authority.

8.2 User Handbook

8.2.1 Manufacturer in Private Sector will submit the draft document to the Quality
Assurance Authority for scrutiny and comments. The finalised draft will be issued along
with prototype for trial. The Quality Assurance Authority will obtain approval of the
Service HQ through their Technical Directorate.

8.2.2 For R&D/PSU designed equipment approval of the documents by Service HQ


Will be obtained by the Design Authority. The Quality Assurance Authority may forward
their comments on the draft documents, where necessary, to Service HQ through their
Technical Directorate.

8.2.3 In case the equipment is supplied to more than one service, then the approving
authority of the first indentor will vet and approve the draft, and the same will be
accepted by the other customers.

8.2.4 In case no comments are received from the approving authority within three
months of the date of submission of the draft, it will be presumed that there are no
comments and the UHB is approved for printing. Quality Assurance Authority shall
accept such printed copies.

8.3 Technical Manual

8.3.1 The draft Technical Manual prepared and submitted by the manufacturer in
private sector will be initially scrutinised by the Quality Assurance Authority who will
forward the finalised draft to the Maintenance Authority for approval.
8.3.2 The draft Technical Manual prepared by PSU will be sent to Maintenance
Authority for their comments and approval.

8.3.3 In case the equipment is supplied to more than one service, then the approving
authority of the first indentor will vet and approve the drafts and the same will be
accepted by the other customers.

8.3.4 In case no comments are received from the approving authority within three
months from the date of submission of the draft it will be presumed that there are no
comments and the Technical Manual is approved for printing. Quality Assurance
Authority shall accept such printed copies.

8.4 Procurement Drawings

8.4.1 Procurement Drawings will be examined by Quality Assurance Authority and


changes / amendments, where necessary will be communicated to Design Authority at
early production stage. The Design Authority will finalise the procurement drawings after
incorporating the changes / modifications carried out in the production model of the
equipment.

8.5 The Packaging specification where required will be finalised by Design Authority
/ Production Agency in consultation with Quality Assurance Authority.

8.6 List of components will be finalised by Design Authority/Production agency.


Quality Assurance Authority on examination of the list may indicate to the Design
Authority / Production Agency suitable substitutes where known.

8.7 Lists of Carried Spares and Engineering Support Package prepared by the Design
Authority will be scrutinised by Quality Assurance Authority and forwarded to
Maintenance Authority / Service HQ for approval. So far as R & D and PSUs are
concerned, the list will be forwarded directly to Maintenance Authority and
simultaneously copies endorsed to Quality Assurance Authority.

8.8 The List of Accessories prepared by the Design Authority will be forwarded to
users along with prototype for trial. Two copies of the List will also be forwarded
simultaneously to Quality Assurance Authority. The User/Service HQ and Quality
Assurance Authority will examine the List and indicate changes where necessary.

8.9 Recommended List of Special Tools, Test Equipment, Jigs and Gauges prepared
by the manufacturer will be sent to Maintenance Authority and Quality Assurance
Authority to enable Maintenance Authority to procure the same from the manufacturer
where necessary. For Air borne equipment Regional Centre for Military Air Worthiness
(RCMA) will be approving and certifying authority.

9. PRINTING

9.1 User Handbook and Technical Manual

9.1.1 User Handbook and Technical Manual as approved will be printed and supplied
by the manufacturer in required quantities to the satisfaction of Quality Assurance
Authority as stipulated in the contract.

9.1.2 Where the equipment are directly imported and supplied and / or manufactured
under licence, User Handbook/Technical Manual/other publications are reproduced and
supplied in the same format/size as they are received from collaborators.

9.1.3 Printing will be done only in Black ink except for the following which will be
printed in Red ink :

(a) Security classification & Repair/Replacement Instructions on Title &


Cover Pages and

(b) Safety Warnings/Hazards in the preliminary pages

9.1.4 Paper used for printing shall be 80 gsm (nominal) or more.

9.1.5 Where the quantity on order for UHB/TM is small, i.e. about 100, any viable
method may be used to supply printed copies.

9.2 Design Authority will supply Design Specification, Procurement Drawings,


Packaging Specification in required quantities to the concerned agencies. Design
Specification and Packaging Specification need not be printed. Typed / Cyclostyled /
Ammonia / Xerox copies will do for the same. Cloth negative or any other transparency
of original size of drawing which can be amended and maintained and suitable for
reproduction in ammonia printing machine of the procurement drawing will be supplied
by the Design Authority to the Quality Assurance Authority along with 3 or 4 Blue print
copies as desired by Quality Assurance Authority.

9.3 The following documents may not be printed. These may be typed/cyclostyled/
Xeroxed in required quantities :

(a) List of Components


(b) List of Carried Spares
(c) Engineering Support Package
(d) List of Accessories
(e) List of Special Tools, Test equipment, Jigs and Gauges.

10. GENERAL REQUIREMENTS FOR UHB & TM

10.1 General requirements and editorial practices, viz., division & subdivision within a
UHB/TM, titling, paragraphing, pagination, type faces, illustrations, printing, binding,

etc. shall conform to the respective manufacturer's standards for Indian manufactured
equipment or shall be in line with handbooks of collaborator or vendor for collaboration
equipment or purchased equipment respectively. Copies of such standards/specimens will
be shown to the Approving Authorities, on demand, by manufacturer/Design Authority.

10.2 Level of Information - The information shall be addressed to personnel who have
been basically trained and/or have knowledge and experience of material similar to that
covered by UHB/TM.

10.3 Reference Information - Information included in text books, standard works and
general publications covering basic principles, theory, and standard procedures shall be
excluded, cross-references shall be made to such documents where necessary. However,
when an equipment incorporating a new technology is inducted, brief principles may be
given as appendix to UHB/TM, if the approving agency so demands, but not included in
the main text.

10.4 Descriptive Details - Functional or constructional details shall be given only if


they are relevant to the operation, handling and / or authorised maintenance.

10.5 Nomenclature - Only the first time an item having a lengthy nomenclature is
referred to by its complete nomenclature along with abridged terminology in parenthesis.
Subsequently abridged terminology only is used and it shall be consistent throughout the
publication. Same practice may be adopted for long words and phrases also. If such items
are more in number then the complete nomenclatures along with abridged terminologies
are tabulated in the beginning of the book. This avoids cluttering of text with
designations, part numbers, etc. and makes the reader understand the context moreclearly.

10.6 Warnings, Cautions, etc

10.6.1 It is not appropriate that UHB/TM should be cluttered unnecessarily with


information regarding Warnings, Cautions, etc. for which, other more suitable means of
promulgation are available with Services. There should be proper use of and reliance
upon personnel discipline, training, training publications and other appropriate channels
of information (e.g. wall posters, warnings on equipment and standing orders). Thus,
subject to adequate coverage of this nature, the contents of hazard warning notices in the
UHB/TM should correspondingly be minimised.

10.6.2 Drills or similar procedural instructions should generally not include warnings of
hazards likely to arise from departure from the laid-down procedure.

10.6.3 A Warning notice is inserted to denote a danger to personnel of serious injury


and/or death by improper use of equipment. A Warning shall be preceded by a heading
that includes the word WARNING, for example LETHAL WARNING or WARNING
RADIOACTIVITY or SAFETY WARNING, and shall precede the relevant text. The
entire Warning notice is enclosed in a box. A Warning applicable to the material in
general or to the whole of the publication may warrant inclusion in the preliminary pages
of the publication.

10.7 A Warning in the preliminary pages shall provide a clear presentation of the
required information. In addition to enumerating any special precautions that should be
taken the Warning notice is to state that the work is to be undertaken only by persons
who are fully aware of the danger involved. It shall be printed in Red colour for greater
effect. Format is given in Annexure VIII.

10.8 A Caution is inserted to denote a possibility of damage to material but not danger
to personnel. A Caution shall be preceded by a heading that includes the word CAUTION
and shall precede the relevant text. The entire Caution notice is enclosed in a box. A
Caution applicable to the material in general or to the whole of the publication may
warrant inclusion in the preliminary pages of the publication. Format is given in
Annexure IX.

10.9 List of Related Publications - When the support information for an


equipment/project is required to be divided into a large number of publications, details
may be included in the preliminary pages in the form of a list entitled Associated
Handbooks. Format is given in Annexure X.

10.10 Illustrations

10.10.1 The purpose of illustrations is to support the textual information in the


publication. Illustrations should present essential information clearly and directly without
ambiguity. Illustrations and text should be planned in parallel to complement but not
duplicate each other. An illustration shall be provided wherever it can present
information more cogently than words, or when necessary to clarify the text, but if
information can be understood from text alone, text is preferred on the grounds of
economy.

10.10.2 Illustrations shall be produced in the most cost-effective manner. Wherever


possible an illustration should be prepared to serve more than one purpose, to support, for
example, assembly/dismantling procedures, description, and a parts list for reasons of
economy and avoiding duplications.

10.11 Positioning of Illustrations and Tables

10.11.1 Small tables and illustrations shall be placed as nearly as possible to and
preferably immediately following the related text. It is undesirable for them to be earlier
to associated text.

10.11.2 The following illustrations may be positioned at the end of the UHB/TM as fold
outs in such a way that one should be able to refer to the text and illustration
simultaneously:

(a) Illustrations bigger than page size.

(b) Illustrations which are extensively referred throughout the text.

(c) Illustrations/group of illustrations which may be required for reference
during operation or servicing of the equipment.

10.11.3 In case such foldout illustrations are more in a book they may be bound into
separate books titled 'Drawings' or 'Illustrations' in which case foldout format is not
necessary.

10.12 Record of Changes - Record of Changes is intended to provide a continuing


record of the Change Notices issued, i.e. amendment state of each individual copy of the
publication. Format of Record of Changes is shown in Annexure XI. It is inserted next to
the Title page of each publication.
10.13 Security Marking - The security classification of the publication for equipment
classified ‘Confidential’ and above shall be printed at the top and bottom of each page.
This classification shall be the same as that of the main equipment. In case of unclassified
equipment the word ‘RESTRICTED’ shall be printed at the top and bottom of the form
cover page and title page only.

10.14 Sequence of Contents - User Handbook or Technical Manual is assembled and


inserted into plastic folder or stitched and bound. Each UHB/TM contains a number of
preliminary pages, text, etc., depending on the applicability, in the following sequence :-

(a) Front Cover Page (Printed on a thicker paper or card) includes

- Code No and date of publication, if any


- Title of Publication
- Title of Equipment with DS Cat. No, if any

11. CHANGE NOTICES

11.1 After printing of User Handbook/Technical Manual Parts I to III as per the draft
approved by the competent authority all further changes to them will be issued as
CHANGE NOTICEs and not Addendum, Amendment, Supplement, Corrigendum,
Errata, etc. Format of the same is shown in Appendix P. It incorporates the Title of the
Publication, Code No. and Date, Previous Change Notice No. and Date and the Current
Change Notice No. and Date, followed by the description of changes. This Notice will be
printed on light coloured yellow or blue or green or pink paper. However, enclosures to
the Notice will be printed on white paper used for printing of the UHB/TM.

11.2 CHANGE NOTICE leaflets describe modifications to an equipment or the


contents of a UHB/TM which may be defined as follows :-

(a) A change by the designer or collaborator or manufacturer which results in


improvement of performance or maintainability of the equipment.

(b) A change caused due to obsolescence of a purchased part of a maintenance


spare.

(c) A change based on the feedback information to overcome an inherent


defect in the equipment.

(d) A change which is of interest to the user.

(e) A printographic error.

11.3 CHANGE NOTICE leaflets will be forwarded to the consignee of the UHB/TM.
Quantity of CHANGE NOTICE leaflets will be equal to the number of UHB/TM already
supplied.

11.4 CHANGE NOTICE leaflets will be inserted by the manufacturer in the copies of
UHB/TM held by the manufacturer and Change Notice numbers entered in Column 1 or
Record of Changes sheet, before supply.

11.5 In both the cases stated at clauses 11.3 and 11.4 above the competent authorities
on the customer side shall incorporate all the changes indicated into the UHB/TM and
endorse in the Record of Changes sheet.

FORMAT AND LAYOUT OF DESIGN SPECIFICATION

GENERAL INFORMATION

(a) Type Script Layout

The Security Classification of the document shall be printed at the top and the
bottom each page. This classification shall be the same as that of the main equipment. In
case of unclassified equipment the words "RESTRICTED" shall be printed on the top and
bottom of the facing page only.

(c) Disposition of Text

The disposition of the text shall be such as to leave a clear margin of not less
than 20 mm on the binding edge and not less than 5 mm on the remaining edges.

(d) Part, Section and Clause Numbering

The specification shall be divided as appropriate into parts, sections, clauses, sub-
clauses and sub-sub-clauses. Each part, section and clauses shall be numbered in Arabic
numerals and suitably headed. Sub-clauses shall be given number in decimals and may
where desirable be suitably headed. Sub-Sub-clauses shall be numbered similarly. There

rather than the physical description. The type of description used for the EMER data
sheet will often serve the purpose well.

2.1 Related Documents

These schedules are intended to cover the drawings and specifications required
for the inspection of equipment. In addition this includes information on identification
maintenance and packing. (The schedules are corrected up to the date of publication of
this specification, but are not amended subsequently to cover modifications to, or reissue,
of the documents subsequent quoted. If the current issues of these documents to the date
of the contract are to be made applicable to it, notification will be given to the contractor
in writing).

2.2 Associated Items

This list of drawings covers the equipment intimately concerned with the main
stores, viz. Connectors, Carriers, Calibration Plates, etc. It is included for the contractor's
information.

2.3 Marking

2.3.1 Equipment

Each equipment shall be clearly identified by the following indelible markings :

(a) Service Catalogue No.

2.3.2 Component/Sub-Assemblies

As far as practicable every item shall be marked with its DS Cat. No. or service
stores reference No. and every main item additionally with the source and date of
manufacture, using the approved joint service code, if such number and code have been
allotted.

2.3.3 Circuit References

The circuit reference of a Sub-Assembly or a Component must be marked on the


chassis or mounting adjacent to the Sub-Assembly or component, except where there is
limitation of space or there is a possible risk or wrong identification.

2.4 Specification for Sub-Assemblies

If specification for Sub-Assemblies of the main equipment exist, they should be


mentioned here.

2.5 Specification for Associated Equipment

This covers any specification for items in para 2.2. In addition, major
associated equipment should be covered where information contained in such
specification would give the contractor background information on the store he is
dealing with, e.g. the remote control unit for a Radio Set might be listed here.

2.6 Packaging Specification

If the packaging specification is known it should be included here otherwise the


packaging requirement quoted in the contract shall apply.

Note on Part II

The object of this part is to summarise all the references for dealing with the
specification and interpreting the drawings. It is likely that this part can be in the form of
a Performa specially in regard to para 2.5. Some of the information may be repeated
elsewhere but it is still most useful to have it in one accessible place. This part is intended
to be helpful and is therefore, worded as advice rather than requirement. Anything to help
the contractor or the technical documentary side of the job should be included in Para 2.2.

PART III : CONDITIONS OF USE

3.0 Conditions of Use

For these clauses the relevant Service Headquarters Policy Statement should be
consulted.

3.1 Climatic and durability requirements and Category

3.1.1 Test Conditions

The additional information required including the degree of severity is to be stated


as per JSS 55555.

3.2 Transportation Requirements

Based on relevant Service HQ QR the requirement may be laid down.

3.3 Associated Equipment

This covers the equipment with which the stores may be required to work.

PART IV : DESCRIPTION OF TESTS

4.0 General

The scope of the tests to be applied shall be adequate to ensure that the
equipment meets requirements in respect of Dimensions, finish, inter changeability of
sub-units and electrical performance. The climatic and durability test to Inter services
specification JSS 55555 or similar specifications should be selected and arranged so
as to give the maximum possible information as to the probable performance of the
equipment when used under the conditions for which it is designed.

These test should be grouped depending upon the tests required to be performed
prior to the production, during the production and sampling tests on the finished
equipment. Further sub-groups of the tests should be made so that the cumulative effects
of the sequence are brought out in order to determine the potential causes of failures.

Each test and group of tests should be on a sampling basis depending upon the
nature of performance under consideration. The sampling plan relevant AQLs and the
details required for the operation of plan should be clearly indicated.

In the absence of any tangible information, specifications for equipment of similar


nature may be consulted for specifying the details required for the sampling plans. It may
probably be desirable to conduct certain tests on 100% basis.

4.1 Technical Evaluation

Tests to be carried out on the B/C Models based on the QR under the instruction
of TCA should be specified here.

4.2 Acceptance Tests

Acceptance tests to be carried out on sub-assemblies and the equipment shall be


classified as follows :

(a) Pre-production tests.


(b) Acceptance inspection tests.

4.2.1 Pre-production Tests

These tests will be performed on about 2 or 3 pre-production samples of the


equipment and will consist of all visual, mechanical and exhaustive electrical
performance checks before, during and after the environmental tests, as specified later in
this specification, for Groups A, B & C inspections.

4.2.2 Acceptance Inspection Tests

This consists of testing of finished equipment, Sub-Assemblies and modules for


visual, mechanical, electrical and environmental tests.

In order to facilitate drawing of samples from the received lots and dividing them
into different test groups, information shall be furnished as follows. Whenever possible,
reference to the corresponding tables of JSS, MIL-STD or similar specifications may be
made.

(e) Type of sampling plan (Whether single, double or multiple).
(f) Sample size, where necessary, alternatively, reference to sampling Tables
shall be adequate.

Inspection shall be carried out in test groups shown below :-

(a) Group ‘A’ inspection


(b) Group ‘B’ inspection
(c) Group ‘C’ inspection

4.2.2.1 Group 'A' Inspection

This comprises of all essential tests (Visual, electrical and mechanical) which are
required to be carried out on all the equipment drawn from the lots. The important tests to
be conducted comprise of the following and may be carried out in any order, which is
satisfactory, except that the ‘sealing test’ shall be next to last and the ‘operational
inspection’ shall be last.

4.2.2.1.1 Visual and Mechanical Inspection

This shall include a general inspection of assembly, workmanship, soldering,


finish, and engraving. Where it is essential that a particular dimension shall be
maintained within close limits it shall be specified that the dimensions be measured.
Limits shall be quoted.

4.2.2.1.2 Static Potentials and Currents

With nominal mains input voltage in the case of mains operated equipment or
with batteries of nominal voltage fitted in the case of battery operated equipment, static
potentials and currents shall be measured. Limits shall be specified when applicable.

4.2.2.1.3 Regulation of HT Supply

Where an equipment contains a stabilised HT or LT supply unit, the voltage


should be checked (a) with nominal input voltage (b) with mains adjusted to within limits
as specified.

4.2.2.1.4 Performance Tests

The performance tests specified in any particular instance shall be adequate to


ensure that the equipment complies with the design requirements. It is useful and in some
cases essential, to specify the type and accuracy of the test gear to be used for the
purposes of these tests. Impedance of test equipment devices such as signal generators,

attenuators, networks, delay lines, etc. should be specified. Where a signal source shall
have a low distortion or freedom from an unwanted mode of modulation is essential, this
fact should be specified with limits where possible. Impedance and accuracy of
Voltmeters, Ammeters, etc. shall be stated. With some equipment a certain stability
should be achieved within a certain period of Switching ON. The test specification should
cover these requirements.

4.2.2.1.5 Sealing

All equipment which are sealed against the atmosphere shall be tested for air
leakage. The test air pressure and maximum permissible rate of air leakage shall be
specified.

4.2.2.1.6 Drying-out of Equipment

For sealed equipment the test specification shall require that equipment are
thoroughly dried out and a freshly reactivated dessiccator fitted before despatch where
applicable.

4.2.2.1.7 Operational Test

This test shall be performed to determine that the equipment is operable prior to
packing and at such other times as required.

4.2.2.2 Group ‘B’ Inspection

Group ‘B’ samples are drawn from inspection lots that have been subjected to and
met the Group ‘A’ Inspection. As compared to Group ‘A’ tests, Group ‘B’ tests are more
comprehensive and will include all the Group 'A' tests together with such additional tests
(electrical as well as environmental) as are considered desirable as a check on quality of
production. Group ‘B’ inspection tests shall be performed in any order.

4.2.2.3 Group ‘C’ Inspection

The group ‘C’ tests shall consist of the exhaustive electrical tests and certain
environmental tests, which are destructive in nature. Samples for group ‘C’ inspection
shall normally be drawn from group 'B' but may for practical reasons be drawn from
Group ‘A’. As far as possible equipment found defective during the group ‘A’ & ‘B’ tests
shall not be included in group ‘C’ inspection.

4.3 Performance Check

During the course of mechanical and climatic tests, a performance check has to be
carried out on completion of each test. The parameters to be checked along with limits
shall be specified here.

FIRST AID IN CASE OF ELECTRIC SHOCK

1. SWITCH OFF. If this is not possible, PROTECT


YOURSELF with dry insulating material and pull the
victim clear of the conductor. DO NOT TOUCH THE
VICTIM WITH YOUR BARE HANDS until he is clear of
the conductor, but DO NOT WASTE TIME.

2. (a) Place the victim in the supine position.

(b) Keep the air passages clear by turning the head to one
side, opening the patient's mouth and clearing it of water,
saline, mucus or blood, a lot of which might have
accumulated in the back of the throat. (Figure 1)

3. If the jaw is rigid try to force the mouth open by pressure


on the gum behind the last molar tooth of the lower jaw.
When the upper air passages are thus cleared, tilt the head
backward and force the jaw forwards from the angles of the
jaw in front of the ears. This would prevent mechanical
obstructions to the upper air passages. (Figure 2-3)

4. (a) Then hold the chin up and forward with one hand and
pinch the nostrils of the victim with the other. (Figure 4)

(b) Take a very deep breath and apply your mouth to that
of the victim and blow into his mouth, until the chest of the
victim moves up indicating filling of the lungs. (NEVER
ALLOW THE CHIN TO SAG). (Figure 4)

5. When the chest has moved up, withdraw your mouth and
allow the chest to slink back. REPEAT this process every
three to four seconds until the victim begins to breathe
again or until he is taken over by a medical attendant. This
method can be continued in an ambulance during transit of
the patient from the site of accident to the nearest medical
centre.
HAVE SOMEONE ELSE AND SEND FOR A DOCTOR.
KEEP PATIENT WARM AND LOOSEN HIS
CLOTHING.
DO NOT GIVE LIQUIDS UNTIL THE PATIENT IS
CONSCIOUS.

DEMOLITION OF MATERIAL TO PREVENT ENEMY USE

General
(a)
The demolition procedure outlined below will be used to prevent the enemy from using or
salvaging this equipment. DEMOLITION OF THE EQUIPMENT WILL BE DONE ONLY
ON ORDER OF THE COMMANDER.

Methods of Destruction
(b)
Use any or all the following methods to destroy the equipment.

(i) Smash – Smash the Crystals, Controls, Semiconductors, Coils, Switches, Transformers
and Headsets, use Sledges, Hand-axes, Pickaxes, Hammers crowbars or heavy tools.

(ii) Cut – Cut the Cords, Headsets and Wiring : use axes, hand-axes or hatchets.

(iii) Burn – Burn the Cords, Resistors, Capacitors, Coils, Wiring, Technical Manuals, use
Gasoline, Kerosene, Oil, Flamethrowers or Incendiary.

(iv) Bend – Bend the panels, cabinet and chassis.

(v) Explosives – If explosives are necessary, use firearms, grenades or TNT.

(vi) Disposal – Bury or scatter the destroyed parts in slits trenches, fox holes or other
holes, or throw them into streams.

INTRODUCTION

1. This Technical Manual Part IV - Manufacturer's Parts List is prepared as an aid


for identification of component parts or assemblies of parts of (Equipment)
. It provides the information necessary for demanding spares. All concerned will use the
Designation & part No. given in Columns 2 & 3 respectively of parts list pages of this
book while demanding parts from (Manufacturer's name) or when
referring in correspondence to any part of the equipment.

2. This Technical Manual Part IV is made up of two Volumes, Viz.,

(a) Volume 1 : Parts List


(b) Volume 2 : Illustrations

The Technical Manual Part IV-Volume 1 contains the list of all Electronic,
Electrical, Electromechanical and Mechanical Assemblies, Subassemblies and
Components used. It gives the circuit reference in addition to the Type, Value, Tolerance
and Parts Number of Electronic Components. The figure in Column No. 6 (No. Off')
specifies the quantity used in the unit (or Assembly, Sub Assemblies, etc.) concerned & it
does not indicate the quantity to be demanded.

3. This Volume is divided into several sections. Section I lists out the main units and
accessories. Section II thru (Write as applicable) list out the components
of the main units and accessories.*

(* Accessories are included only if they are peculiar to the main equipment and no
separate handbooks are available for the same.)

4. Paras /items are listed in a logical disassembly order. Entry in Column 7 ('See
Para') indicates any further elaboration of the item.

5. Network diagram (s) (family tree) of the main equipment is included in this
Volume 1 as Chart I/Charts I to (write as applicable) .

6. Technical Manual Part IV-Volume 2 contains the associated illustrations. The


Figure Number given in parenthesis in the para titles of Volume 1 refers to the illustration
number in Volume 2, the “Fig. Item” numbers given in Column 5 of Volume 1
corresponds to the markings made in the corresponding figure of Volume 2.

7. The electronic components are identified in the illustration mainly by means of


class designation letters (circuit references). Other items are identified by the “Figure.
Item” numbers given in Column 5 of Volume 1.

8. The various abbreviations used in Column 2 in Volume 1 and also class


designation letters used as circuit references in Column 4 in Volume 1 and in the figures
of Volume 1 are listed below.

9. The (Manufacturer's name) Part Numbers given in this list will


supersede any other (Manufacturer's name) Part Number that might have
been referred previously in any other part of the TM.

10. Items marked ‘P’ in Column (8) are provided by the holding depot for normal
maintenance.

11. Changes/additions which may have to be incorporated from time to time as


supplement to this TM Part IV - Volumes 1 & 2 (to be called as "Parts List") will be
issued by Quality Assurance Authority covering :

(a) Identification details of Sub-Assemblies which were not available at the


time of the publication of TM Part IV, may become available later, viz., items
procured by manufacturers from vendors ex-import, etc.

(b) Review of ‘P’ items by the MA, based on the experience gained.

(c) Allotment of DS/Service Catalogue and Part Nos. not included earlier in
TM Part IV.

(d) Changes in the equipment, due to modification/updating.

(e) Correlation list containing Manufacturer’s Part No. and DS/Service Part
Nos.

User should amend this book and record details of changes in the Record of Changes
Page.

their description depends on the manufacturer's practice.
