    Dear Atty. Asi:

    This pertains to your letter dated January 7, 2020 regarding Audit Observation Memorandum
    (AOM) No. 2020-001-101 regarding the continued non-compliance by DOH-CHDs, Hospitals and
    TRCs on several issued Department Orders as to submission of monthly reports and subsequent
    non-monitoring and non-consolidation thereof by the DOH Central Office of required consolidated
    report on HFEP project status for the calendar years (CY) 2015-2018 with total expenditure of
    P38.711 Billion reflecting weak internal control on the monitoring of the implementation and fund
    utilization of HFEP.

    Relative to this, we are respectfully submitting our responses to each item (issue) being raised.

    For items # 7 and 8, Please be informed that we have submitted the HFEP 2008-2018 Physical
    and Financial Report of DOH Center for Health, DOH Hospital, Treatment and Rehabilitation
    Centers and Bureau of Quarantine on June 20, 2019 at 3:17 PM thru email (see annex a) and on
    August 27, 2019, a response letter was transmitted to your office re-iterating our compliance on
    the requested documents (see annex b).

    For items # 10, 11 and 15, the Guidelines for the Implementation of the Health Facilities
    Enhancement Program FY 2019 was posted on October 29, 2019 under Administrative Order
    2019-0048 (annex c).

    For item # 16

    c. There was an issuance of the Health Facilities Enhancement Program Implementation


    Guidelines FY 2019, it was posted in the last quarter CY 2019. The reason of the delayed issuance
    was due to late released of the General Appropriation Act CY 2019 and the approved HFEP budget
    was under Later Release Fund (LRF).

    On the issue of submission of monthly report from CY 2015-2018, as mentioned earlier


    (For item # 7 and 8) we have submitted the consolidated HFEP 2008-2018 Physical and Financial
    Report. The HFEP is starting to utilized the Research and Performance Management Unit
    (RPMU). This new HFEP system manage, collect, validate and provide regular up-to-date Physical

    and Financial Performance Data of all HFEP funded projects. It rectified and improved the
    previous years HFEP reporting system.
