Performance.

This issue mainly consists of information on benefits provided under welfare


schemes of the Federal Employees Benevolent Fund on different occasions, how the
benefits are claimed and which information is required to provide with the claim. The
Federal Employees Benevolent & Group Insurance Funds (FEB & GIF) presently covering
500,000 employees pays following benefits under its welfare schemes.

1 Monthly benefit
 Monthly benevolent grant defrayed over life of the
spouse.
2 Lump sum benefits
 Group Insurance on death of an employee during
service.
 Lump sum grant on invalid retirement of an employee.
 Farewell grant on retirement after 25 years’ service.
 Burial charges on death before 70 years age of
employee.
 Marriage grant on marriage of one child of recipient of
Benevolent grant.
Benefits paid on 2. a) If
 Educational stipends for outstanding children of
death during service serving/retired employees. an
employee
dies during service his/her spouse is paid monthly benevolent grant from Rs. 1,120 to Rs.
4,000 according to different pay slabs as per column 4 of table “A” at annex-A, for whole
life. In case spouse re-marries or dies, the monthly benevolent grant is transferred to
eligible family members for a maximum period of fifteen years. The period of grant is
worked out from the date of death of the employee. Unlike family pension the amount of
grant is not reduced.
b) Family of deceased employee is also paid lump sum group insurance ranging from
Rs. 131,000 to Rs. 700,000 according to pay slabs as per column 4 of table “B” at annex-A.

c) The family of deceased employee is also paid burial charges of Rs. 5,000.

d) The families who are receiving monthly benevolent grant are eligible to claim
marriage grant of Rs. 10,000 on marriage of one child irrespective of gender.

Benefits paid on 3. If an employee retires from service on medical grounds
medical retirement with atleast 80% disability, he is paid following benefits:-

a) A monthly grant from Rs. 1,120 to Rs. 4,000 per month according to pay slabs as per
column 4 of table “A” at annex-A.

b) A lump sum grant ranging from Rs. 57,500 to Rs. 260,000 according to pay slabs as per
column 3 of table “C” at annex “A”.
c) If the invalid retired employee dies before the age of seventy years, his monthly grant is
transferred to his/her spouse for life. Unlike family pension the amount of grant is not
reduced. If there is no spouse or the spouse dies, the grant is transferred to other eligible
family members for remaining period of 15 years or upto the age of seventy years of
the employee, whichever is earlier.

d) The family is also paid burial charges of Rs. 5,000 on death of the invalid retired
employee.
e) The invalid retired employee, his spouse or the eligible family member receiving
monthly grant is also eligible to claim marriage grant of Rs. 10,000 on marriage of one
child irrespective of gender.

Benefits paid on death 4. a) The employees covered under the schemes of the
after retirement FEB & GIF contribute to the funds upto their retirement. If
any employee dies after retirement before the age of seventy
years, his spouse is paid monthly benevolent grant for life
according to the rates mentioned in column 4 of table A at annex-A. In case there is no
spouse the monthly grant is paid to other eligible family members for a period of fifteen
years or upto the age of seventy years of the employee, whichever is earlier.
b) The family is also paid Rs. 5,000 as burial charges.

c) The family receiving monthly grant is also eligible to claim marriage grant of Rs.
10,000 on marriage of one child irrespective of gender.

Payment of burial charges 5. If an employee dies before seventy years of


age and there is no family member eligible for any
benefit under provisions of the Law; burial charges of Rs. 5,000 are even payable to the
family.

Farewell grant on 6. A farewell grant equal to one month basic pay


retirement after 25 years’ is paid if an employee retires from service after twenty
service five years continuous service in Federal Govt. This
grant is payable with effect from 01.01.2006.

Educational stipends for 7. The FEB & GIF has introduced a scheme of
outstanding children educational stipends for post matric studies, excluding
M.Phil and P.H.D. for outstanding children of serving,

retired, and deceased employees. A student who has obtained at least 80% marks in the
last held Board/University examination can apply. Maximum two children of an employee
are paid the stipend. Seventy five percent of the budget is meant for non-gazetted
employees while 25% is allocated to gazetted employees. During 2006-07 four hundred
students were paid Rs. 5.3 million as stipends. Every employee whether serving, retired or
family of a deceased employee can apply for the stipend.

Increase in grant rates for 8. The benevolent grant rates for families
beneficiaries prior to drawing monthly benevolent grant on 30.11.2003 were
01.12.2003 increased by 20% w.e.f., 01.12.2003. In case any
beneficiary who was receiving benevolent grant on
30.11.2003 has not obtained this increase, may approach the branch of National Bank of
Pakistan where from monthly benevolent grant is being drawn by him/her. In case of any
difficulty, respective Regional Boards may be approached or a reference may be made to
the Director Planning FEB & GIF Block C-II, BF Building, Zero Point, Islamabad
providing a photo copy of the sanction memo.
Measures for prompt settlement of claims
9. In order to settle the claims and pay the benefits to bereaved families in a minimum
possible time, it is necessary that the relevant documents are sent with the claims. In this
context different forms have been prescribed to claim following benefits:
1. Form for claim of monthly benevolent grant, sum assured, lump sum grant
on
invalid retirement and burial charges.
2. Form for claim of Marriage grant
3. Form for claim of Farewell grant
4. Form for educational stipend
5. Nomination form
These forms are available on website of the FEB & GIF under Establishment
Division.

10. All claims except claim for marriage grant are to be submitted to the FEB & GIF
through parent departments of employees. [SUBMISSION OF CLAIMS IS THE
RESPONSIBILITY OF THE DEPARTMENT OF THE EMPLOYEE].
11. Representations are being made by the
Representation to increase the
employees to increase benefit rates because these are
benefits structure/rates
less than other Benevolent Funds launched by various
organizations. In this context it is clarified that Benevolent and Group Insurance Funds are
self-contributed schemes. Higher the amount contributed by the members, better would be
the benefits structure. It would be seen from the figures shown in the performance table
that the FEB & GIF is paying higher than the contributions being received from the
employees. The Federal Employees Benevolent Fund schemes, in fact, are cheaper from
contribution point of view as explained below:-

 The contribution rate of Federal Benevolent Fund is 2% of pay subject to a


maximum of Rs. 155 while in the Punjab Employees Benevolent Fund, the
employees have to contribute @ 3% of pay without cap. A BS-2 employee, with

basic pay of Rs. 2,501 has to contribute towards the Federal Employees Benevolent
Fund at Rs. 51 per month; while in the Punjab Employees Benevolent fund, such
employee has to pay Rs. 75 per month.
 The FEB & GIF also pays sum assured on invalid retirement ranging from Rs.
57,500 to Rs. 260,000 within the same contribution rate. No other Benevolent Fund
scheme has introduced this benefit so far.

 The FEB & GIF pays “Farewell grant” to all the employees irrespective of status of
the employee while the Punjab Govt. caters to gazetted employees only.
 Maximum amount of Group Insurance in the FEB & GIF is Rs. 700,000 on
payment of monthly contribution of Rs. 182 while in the Punjab it is Rs. 1,120,000
and the contribution rate is Rs. 437 per month.
