“CREATION OF LOCAL YOUTH DEVELOPMENT COUNCIL OF BISLIG CITY”


WHEREAS, a local Youth Development Plan, which shall be called City Youth
Development Plan (CYDP) is a participation-focused plan, to be develop with the participation
of various stakeholders to enable, promote, and ensure the rights and welfare of the Filipino
youth, and approved by the Sangguniang Panlungsod;
WHEREAS, a local Youth Development Council, which shall be called City Youth
Development Council (CYDC), is a multi-sectoral youth association composed of
representative of youth and youth-serving organizations and headed by the SK Federation
President;
WHEREAS, Section 24, Rule III of Republic Act No. 10742, otherwise known as the
“Sangguniang Kabataan Reform Act of 2015” mandates that the local City Youth
Development Council shall be created, to be headed by the SK Federation President, to
ensure wide and multi-sectoral youth participation in local governance;
WHEREAS, the Sangguninang Panlungsod recognizes the vital role of the youth in
nation-building and the City Government shall promulgate and protect their physical, moral,
spiritual, intellectual and social well-being, and let them participate in local governance;
WHEREAS, the Sangguniang Panlungsod through Resolution No. 2019-805 otherwise
known as “Resolution requesting the local chief executive for the creation of local youth
development council to formulate and approve the local youth development plan.” grants
the City Mayor the power to issue this executive order;
NOW THEREFORE, I FLORENCIO C. GARAY, City Mayor of Bislig City, Surigao del Sur,
by virtue of the power vested in me by law, do hereby order the creation of the Local Youth
Development Council of Bislig City, Surigao del Sur, to wit:
Section 1. COMPOSITION. The council shall be composed of a minimum number of
eight (8) to a maximum of nineteen (19) mebers. The council composition shall be the
following:

1. City Mayor – Chairperson


2. Sangguniang Kabataan Pederasyon President – Co-chairman
3. Sangguniang Kabataan Pederasyon Vice-President – Member
4. Elected representative of student leaders from SUC – Member
5. Elected representative of student leaders from private colleges – Member
6. Elected representative of student leaders from public high schools – Member
7. Elected representative of student leaders from private high schools – Member
8. Two (2) youth representative from church-based organizations – Member
9. Other members of the youth sector as may be required by the council in
accordance to R.A. No. 10742.

Section 2. POWERS AND FUNCTIONS. The Council shall perform the following powers
and functions, to wit:
1. Serve as the core of the advocacy on youth participation in nation-building and
youth empowerment;

2. Finalize the three (3) year City Youth Development Plan that is anchored in the
Provincial Youth Development Plan and the development plans of the local
government units.

The City Youth Development Plan shall be initially drafted by the respective SK
Pederasyon and shall be finalized by the City Youth Development Council. This
shall be submitted to the LCE for inclusion in the Local Development Plan and
subsequently endorsed to the Sanggunian of the local government unit for
approval. These plans shall give priority to the programs, projects and activities
that will promote and ensure the meaningful youth participation in nation-
building, sustainable youth development and empowerment, equitable access
to quality education, environmental protection, climate change adaptation,
disaster risk reduction and resiliency, youth employment and livelihood, health
and anti-drug abuse, gender sensitivity, social protection, capability building
and sports development;

3. Monitor and evaluate the implementation of the Local Youth Development


Plan; and

4. Perform such other functions as may be prescribed by law or ordinance;

Section 3. MEETINGS AND QUORUM. The council shall meet quarterly (every three
(3) months) or as often as maybe deemed necessary. The chairman or his duly
designated convener shall preside in all council meetings.
The presence of the majority of all members of the City Youth Development
Council shall constitute a quorum.
Section 4. APPROPRIATIONS. The local government unit shall incorporate in its annual
budget such amount as may be necessary for the operation and effective functioning
of the City Youth Development Council.
Section 5. REPEALING CLAUSE. If any provision of this Executive Order, which are
deemed inconsistent herewith, are hereby superseded.

Section 6. SEPARABILITY CLAUSE. If any provision of this Executive Order is declared


invalid, the other provisions not affected thereby shall remain valid and subsisting;

Section 7. EFFECTIVITY CLAUSE. This Executive Order shall take effect immediately
upon signing hereof and shall remain in force unless sooner revoked or amended.
