    RE: APPEAL FOR PROPER PICKING UP/PICK UP AREA/PARKING


    AREA OF MOTORCYCLES USED AS PUBLIC UTILITY VEHICLE AND
    OTHER CONCERNS RELATED THERETO
    Dear Mr. SIR/MADAM:

    I am formally writing to you for reason that you are the focal persons to address the concerns of
    my client MR. RANDY MAGBANUA of Brgy. Sto. Rosario, Binabagan, Negros Occidental.

    This pertains to his real properties affected by the traffic sector in our municipality. The concerns
    are detailed below, viz:

    1. (NOVO ENTERPRISE AND AMAR EMPORIUM)

    Factual antecedent, Mr. Magbanua is the registered owner of the parcel of land covered by TCT
    Nos. 091-2018001813, 091-2018001816 and 091-2018001815 where NOVO Enterprise AND
    AMAR Emporium are erected. My client leased the said lot to the management of said enterprises.
    The predicament now is that, the front of said establishments is made as parking are/picking
    up/pick up are of motorcycles (PUV) without permission and approval coming from my client.
    The issue here is the obstruction being made by the unauthorized parking and picking up of
    passengers that has greatly affected the enterprises especially during the delivery of parcels and
    goods by their suppliers to them.

    2. (ULING ROSTER TO CHIRKS)

    Mr. Magbanua is likewise the registered owner of the parcel of land covered by TCT No. 921-
    2018001814 where Uling Roster and Chirks are situated. Same with the preceding paragraph, my
    client leased said properties with the owners of Uling Roaster and Chirks. The concern regarding
    this property is that, one of the driver’s associations of Hinigaran placed their canopy in front of
    the said properties and other establishments in between, taking up the intended foot walk for
    civilians and commuters (foot walk designed for the SAFETY of the people of Hinigaran so as not
    to walk in the middle of the road), made the area their parking and picking up space to the prejudice
    of the people of Hinigaran and the establishments concerned. To even highlight the ordeals of said
    establishments and their customers, since the service rendered by these establishments including
    the Uling Roster and Chirks is centered on food industry, every time that the motorcycles (PUV)
    will move out after their parking time lapsed, they emit smoke directly going to the food/product
    being sold by said establishments affected. Not only that, every time the weather is bad and the
    rain pours heavily, the waters that are dropping from their canopy go directly to the products of
    the establishments concerned. These dilemma compromised the quality of the product and service
    being offered to the public by these establishments.

    In relation to these concerns, my client is appealing to you to take the necessary action/s to protect
    the sectors greatly affected taking into the well-being and safety of the general public. My client
