“REQUESTING THE SANGGUNIANG BAYAN OF THE MUNICIPALITY OF PANITAN TO


DECLARE THE TWENTY SIX BARANGAYS AND THE WHOLE MUNICIPALITY OF
PANITAN UNDER THE STATE OF CALAMITY”.

WHEREAS, Tropical Storm Bolaven, known in the Philippines as Tropical


Depression Agaton, a tropical system that affects not only the southern Philippines in this
early January of 2018 but also the Panay island due to sustained moderate to heavy rainfall
that resulted high flood water level in the Municipality of Panitan.

WHEREAS, Tropical Depression Agaton also spanned two calendars, making it part
of both the 2017 and 2018 seasons. Forming as the first named storm of the 2018 Pacific
typhoon season, Bolaven formed near Palau on December 30, 2017.

WHEREAS, the Municipality of Panitan is a land block and low-lying municipality,


and serves as catch basin when water run-off from upstream municipalities during long-
heavy rains prior to its exit to Tinagong Dagat and Hamul-oaon River. Flood water usually
lasts for 5 to 7 days because of the silted river beds and the narrow flood ways which
caused low lying areas submerged in water that subsequently brought damaged especially
to agricultural crops.

WHEREAS, the Municipal Agriculturist’s report on damage assessment for rice crop
which is on ripening, reproductive and vegetative stage caused by flood as an effect of
Tropical Depression Agaton generated total losses amounting to SIXTY SEVEN MILLION
SIX HUNDRED SEVENTY SIX THOUSAND EIGHT HUNDRED FIFTY PESOS (PhP
67,676,850.00) based on farm gate price of PhP 15.00 per kilo of a total losses of 4,511.79
metric tons which will endanger the food security of the people and the municipality of
Panitan as a whole;

WHEREAS, the MDRRM Consolidated Monitoring Report as of January 3, 2018, at


about 8 A.M. total estimated affected number of persons were FORTY ONE THOUSAND
(41,000), with an estimated total partially flooded houses of 570 and totally flooded
houses of 30 dwellings, and a total number of evacuees of 1,742 persons, of which 504
individuals have stayed in various Evacuation Centers, and 1,238 stayed in the disaster
resilient houses of their neighborhood;

WHEREAS, LGU Panitan shall adopt measures to protect the inhabitants of the
municipality from the harmful effects of continuous moderate to heavy rainfall that
resulted to high flooding and to provide rehabilitation and recovery initiatives caused by
the aftermath of the said calamity;

WHEREAS, relief and recovery operations render the available funds of the
municipality which the declaration of the August Body of the State of Calamity will enable
us to mobilize more funds from local and other sources for us to respond to the needs of
our constituents for rehabilitation and recovery program of the municipality, i.e. provision
of food packs, Good/Certified Seeds, Farm Inputs to farmers and Repair/Rehabilitation of
Farm-to-Market Roads, and other infrastructure and lifeline utilities and critical point
facilities.

WHEREAS, such declaration is a requisite for us to fully respond and serve our
people during this hard times of our life in which we are undergoing devastation caused by
flooding;
NOW THEREFORE, on motion of Salvador D. Alba, M.P.D.C and MDRRMC Member,
duly seconded by Mr. Micle Haguisan, NGO, ACTCAD, MDRRMC Member, and the members
of the Municipal Disaster Risk Reduction and Management Council, be it;

RESOLVED, as it is hereby RESOLVED to request the Sangguniang Bayan for the


declaration of the Municipality of Panitan under the State of Calamity.

Let copies of this Resolution be furnished the National Disaster Risk Reduction and
Management Council, Office of the Civil Defense, Department of Social Welfare and
Development Office - Region VI, Department of Agriculture – Region VI, Department of
Health – Region VI, Office of the 1st Congressional District of Capiz, Office of the Provincial
Governor and Office of the Provincial Disaster Risk Reduction and Management Council.
