1. Introduction
Thank you for using the NISHISHIBA ELECTRIC CO., LTD. generator panel.

To use this generator panel correctly, carefully read both this instruction manual and the
separately provided approval drawings and instruction manuals for the device/
equipment before using this equipment.
After reading these instruction manuals, store them in a safe and convenient location.

This instruction manual covers installation, operation, and maintenance and inspection
procedures for this generator panel.
The illustrations used in this instruction manual are used to explain our standards.
The materials that are used may differ depending on the product.
In such cases, do operations according to the instruction manuals provided separately
for your device/equipment.

2. Safety Precautions
The instruction manual and the labels affixed to the product describe important information
designed to ensure its safe use and prevent property damage and injury to yourself and others.

• This instruction manual is written for electrical chief engineers and those who are
knowledgeable about generator panels.
Operation, maintenance and inspection should be done according to the instructions of an
electrical chief engineer who has thoroughly read and understood the contents of this
instruction manual.
• Protective gear (including hard hats and safety shoes) must be worn during the transport,
installation, maintenance and inspection of this equipment.

3. Structure of the Generator Panel


This section describes a typical generator panel. Refer to the approval drawings and instruction
manuals, provided separately, while reading this section.

3-1. Names of Parts

4. Receipt and Storage


4-1. Receipt

When the product arrives, open the packing and check the following.
• That the product matches the contents of the transport list
• That the accessories match the contents of the accessories list that was provided separately
• That there are no damaged, deformed, or missing parts
If there are any damages or missing items, contact your local representative or store.

4-2. Storage
■ Inspect the equipment during and after storage.
Failure to inspect the equipment and find abnormalities may lead to
overheating, decreased performance, and breakdowns.

condensation do not get into the equipment while it is in storage.

Do the following if the equipment is to be stored immediately after receipt, if it is not to run
immediately after installation, or if it has not run in a long time.
• Periodically inspect the equipment and check that there are no abnormalities, such as the
ingress of condensation, moisture, rust, corrosion, or insects.
• Put on the dust cover (you can use the cover used as packing).

5-2. Laying the Foundation


Anchor the foundation base to the bottom side according to the foundation diagram for the
generator panel.

5-3. Transport
■ Transport must be done according to the specified methods.
Transporting this equipment in ways other than the specified methods
may result in injuries or overturning or dropping the equipment.

Lift or haul the generator panel to transport it to the installation location.

(1) Condition of floor when transporting the equipment


Before transporting the equipment, confirm that the floor meets the following conditions.
• That the path is level with no bumps
• That there is no incline
Prevent overturning while moving the equipment.

(2) When lifting


• Use a crane to lift the equipment with hoisting equipment capable of carrying its weight and at
the sling-to-load angle noted in the diagram below.
• Keep the equipment upright and be careful not to crush your hands. Use grips and specialized
hoisting tools on your hands when doing hoisting work so that the guide ropes do not come
undone when you start hoisting.
• Connect wire rope to all of the hoisting rings.

Check the following items before transport. Sling-to-load angle


• That the equipment can stand by itself of more than 60°
• That the shipping conditions are met: such draw-out
type apparatus as the vacuum circuit breaker and
auxiliary equipment drawer must be in the connected
position and the doors must be locked
• Workers must be wearing protective gear (hard hats,
safety shoes, etc.)

(3) When hauling


Put a skid under the equipment and transport by hauling it on rollers.

5-4. Layout
(1) Remove the fixing bolts of the generator panel from
the foundation base.
• Remove the fixing bolts from the generator panel that is
attached to the foundation base.
These bolts are used in step (2).

(2) Anchor the bottom side to the foundation base


• Anchor the metal-enclosed switchgear to the foundation base
using the fixing bolts from the generator panel (removed in
step (1)).
• Refer to the foundation diagram for the number of
positions and bolts. Work

(3) Linking the sides


• If there are adjacent panels to be anchored, link between the sides of the metal-enclosed
switchgears using the provided link bolts.

5-5. Installing Devices Sent Separately from the Generator Panel


If there are devices (large-type voltage transformers, series reactors, etc.) sent separately from
the generator panel, refer to the instruction manual for those devices when installing them in the
generator panel.

5-6. Connecting the Busbar and the Auxiliary Circuit Crossover


Wire
■ Cut off the main and auxiliary circuits when connecting the
busbar.
Failure to cut off the main and auxiliary circuits may result in electric
shock.
■ Use a torque wrench to tighten bolts to the specified torque (see
Warning page 33).
Failure to tighten to the specified torque can lead to overheating
around the bolts and can cause a fire.
Tighten to the specified torque when connecting grounding busbars
and grounding wires.
■ Use the bolt types attached to the busbar connections.
If the nominal diameter or length of the bolt is not appropriate, a bad
Caution connection or insufficient insulation distance may lead to a ground
fault or short circuit.

After the layout of the equipment is complete, connect the main circuit busbar, grounding wire,
and auxiliary circuit crossover wire. The points of connection are the points marked by a ∇ in
the outline drawing of the generator panel for the parts that were taken apart for shipping.

(4) Assemble the connecting parts.


• Temporarily tighten the parts using the provided M12 bolts.

■ Connecting the auxiliary circuit crossover wire

(2) Pass the crossover wire through the through hole and connect it to the terminal block.
• Uncoil the coiled crossover wire and pass it through the through hole.

5-7. Connecting Cables


Do the following procedure to connect cables to the generator panel while using the single-line
diagram for the generator panel, schematic diagrams, connection diagram for the generator
panel, and the cable list to find the types, sizes, and number of cables.
■ When connecting power cables, use a torque wrench to tighten
bolts to the specified torque (see page 33).
Failure to tighten to the specified torque can lead to overheating
around the bolts and can cause a fire.
Tighten to the specified torque when connecting grounding busbars
Warning and grounding wires.
■ Take measures to prevent small animals from entering the
equipment after the main circuit, control circuit cable, and
grounding wire have been connected (see page 31).
Failure to do so may lead to short circuit accidents due to small
animals getting inside the equipment through gaps.
■ When connecting optical cables, do not dirty or damage the
terminal surface of the connectors.
Doing so may result in malfunctions or breakdowns.
■ When connecting optical cables, do not strongly pull, compress,
or excessively bend the cables.
Caution Doing so may result in malfunctions or breakdowns.
■ Optical cable layouts must be kept away from high voltage lines
and power lines. Do not lay optical cables in wiring ducts with
other electrical wiring.
Due to the effects of noise, doing so may result in malfunctions or
breakdowns.

(1) Open the door and the protective plate.


(2) Remove the partition plate that is mounted to the through hole for the cables of the
generator panel.
* Remount the mounted partition plate after connecting the cables.
(3) Pull in the cables from the openings.
(4) Connect the cables to the terminal conductor.
(5) Align the mounted partition plate with the cables and mount it to the notch and
through holes for the cables.

■ Connecting the power cable


• Follow the cable manufacturer's instruction manual regarding termination and insulation work.
• Anchor the cable to the generator panel using either a bracket or a metal fixture.
• Do not impose the weight of the cable on the terminal conductor.
• Connect the sheath of the cable to the grounding busbar of the generator panel as necessary.
(There are cases in which you ground the sheath cable, and cases in which you do not)
• If you have a zero-phase current transformer, ground the sheath cable so that the ground relay
can operate normally. (There are cases in which you pass the grounding wire through the
zero-phase current transformer and cases in which you do not)

5-8. Preventing the Ingress of Small Animals


■ Take measures to prevent small animals from entering the
equipment after the power cable and control cable have been

Failure to do so may lead to ground faults and short circuit accidents due to
small animals, dust, and moisture getting inside the equipment through gaps.

The following shows an example of a measure to prevent small animals from getting in past the
power cable.
Construct the auxiliary circuit cable in the same way as the power cable.

(1) Measure the diameter of the cable.


• Measure the diameter of the part of the cable that will
pass through the cable partition plates.

(2) Cut a hole in the cable partition plates.


• Set the diameter of the cables and cut the partition plates
(typically a PVC plate) with a jigsaw or similar tool.

(3) Mount the cable partition plates.


• Mount the cable partition plates after adjusting the position
of the cables.

• If there are gaps between the cables and the cable partition plates, fill them in with putty.

5-9. Inspecting after Installation and Storage


■ Inspect the equipment after both installation and storage.
Failure to inspect the equipment and find abnormalities may lead to
overheating, decreased performance, and breakdowns.
■ Remove objects used to improve the storage environment before

Remove objects, such as protective sheets and silica gel, that were
used to improve the storage environment.
Failure to do so may result in overheating or breakdowns.

Inspect the following items after either installing and storing the generator panel.
• Bolts and screws are tightened securely
• There are no tools, bolts, or screws that have been left inside the equipment
• There are no unnecessary objects, such as scraps of cables or electrical wires
• There is no dust inside or outside the equipment
• No condensation, rust, corrosion, or insects have gotten inside the equipment

Along with checking the items above again before starting to run the equipment after on-site
adjustment tests, remove the protective sheets, silica gel, etc. used to improve the storage
environment.

5-10. Dielectric Strength Test


Do a withstand voltage test for power circuit according to the Guide Book of Electrical
Equipment (Article 14, Paragraph 3) and the Power Plant and Substation Regulation
(JEAC5001).
<Details of the on-site dielectric strength test>
• Apply a voltage equal to 1.5 times the rated voltage for 10 minutes, and verify that the
equipment can withstand this voltage.
• When doing the dielectric strength test, disconnect all devices that should be excluded, such
as the grounded voltage transformer, surge absorber, and lightning arrester.

5-11. Tightening Torque for Bolts


■ When connecting busbars and power cables, use a torque

■ Before loading or unloading the vacuum circuit breaker or auxiliary

floor height, insert the pin for the lifter of the bottom side of the
equipment in the hole at the front of the platform, and lower the
floor lock (or wheel lock).
Failure to do so may cause the vacuum circuit breaker or auxiliary
equipment drawer to fall from the platform and result in injuries.

the contact of the panel when removing the vacuum circuit
breaker or auxiliary equipment drawer.
Doing so may cause the vacuum circuit breaker or auxiliary equipment

■ Remove the control circuit plug before removing the vacuum
circuit breaker or auxiliary equipment drawer.
If you place it on the lifter without removing the plugs, the wires may
catch on something while it is being transported and cause it to overturn

■ Before connecting or disconnecting the control circuit connector
of the vacuum circuit breaker or auxiliary equipment drawer, put
them in the disconnected position.
Failure to do so may leave the circuit unprotected, which may result in
accidents.
■ Check the device number, model, and rating attached to the
device, and then store the device in the specified circuit.
Storing the device incorrectly may result in breakdowns or accidents.

To prevent accidents when installing, removing, and transporting the vacuum circuit breaker,
prepare the following interlocks.
• The vacuum circuit breaker cannot be pushed in or drawn out when closed.
• The vacuum circuit breaker cannot be opened or closed while being pushed in or drawn out.
• For specifications for plugs with interlocks:
• The control circuit plug cannot be removed while the vacuum circuit breaker is moving
from the connected position (running) to the disconnected position.
• The vacuum circuit breaker cannot be moved from the disconnected position to the
connected position if the control circuit plug is not plugged in.

After protecting the installation environment and confirming the storage location on the single-
line diagram and outline drawing, inspect the following items and check that there are no
abnormalities.
- There is no superficial breakage or damage
- There is no dust inside the equipment
• Coat the contacts between the vacuum circuit breaker and the main circuit disconnecting
switch, as well as the vacuum circuit breaker and the ground contact, with the specified
grease.
For more details, refer to the instruction manual for the vacuum circuit breaker.

- Remove the old coating of grease.
- Coat the grease thinly and evenly.

(2) Inspecting after installation


• After installing the equipment, check whether or not there is damage or dust.

• Raise the platform, and then remove the pin for the lifter of the draw-out mechanism from the
hole on the edge of the platform.
• Release the lifter's floor lock (or wheel lock), and move the lifter to a position that does not
contact the panel.
• Lower the platform of the lifter to the transport position. Move the lifter to the specified position,
anchor the floor lock (or wheel lock), and then lower the platform of the lifter to the floor.

7. Moving the Vacuum Circuit Breaker within the Panel


Refer to the instruction manual for the vacuum circuit breaker while reading this section.
■ Take measures to prevent electric shock before moving
equipment (see page 57).
A charged main circuit may result in electric shock.
■ Do not remove the face plate of the vacuum circuit breaker.
Doing so may cause injuries or electric shock due to the energized
parts inside.
Medical devices, electronic devices, etc. may experience such effects
as malfunctions due to magnetic flux leakage.
■ Do not remove or disable safety equipment (interlocks).
Warning Doing so while the equipment is operating or running may result in
injuries or electric shock.
■ Do not operate equipment or plug or unplug the control circuit
plug with wet hands, and do not wipe the equipment with a wet
cloth.
Doing so may result in electric shock.
■ Do not plug or unplug the control circuit plug for the vacuum
circuit breaker while it is not in the disconnected position.
Doing so may result in breakdowns or electric shock. This may result
in accidents.
■ Check that the interlock lever is completely lowered when the
vacuum circuit breaker is set to the connected or disconnected
position.
Caution Failure to do so may result in stoppage or damage.
■ Follow the procedures in this section for moving the vacuum
circuit breaker within the panel.
Failure to do so may result in unnecessary movements or damage.

7-1. How to Insert the Vacuum Circuit Breaker


Insert the vacuum circuit breaker from the disconnected position to the connected position.
Preconditions
• The vacuum circuit breaker's open-close indicator must read "OPEN".

1. Open the door.



2. Check that the open-close indicator reads "OPEN" (the vacuum circuit breaker cannot be
inserted if it does not read "OPEN").

3. Plug in the control circuit plug (for specifications for plugs with interlocks, the vacuum circuit
breaker cannot be inserted if the control circuit plug is not plugged in).

4. Insert the vacuum circuit breaker into position.

Draw out the vacuum circuit breaker from the connected position and put it into the

1. Use a voltmeter to check that the current is cut off.



2. Open the door.

3. Check that the on-off indicator reads "OPEN" (the vacuum circuit breaker cannot be drawn
out if it does not read "OPEN").

4. Check the lock position of the remove stopper.

5. Draw out the vacuum circuit breaker into the disconnected position.

6. Check the disconnected position of the main circuit.

7. Unplug the control circuit plug.

8. Close the door.

9. Operating Instructions
■ Follow the electrical chief engineer's instructions for operations
related to installing/removing and opening/closing the vacuum
circuit breaker.
Warning Failure to heed the instructions may result in injuries or electric shock.
■ Do not plug or insert objects or any part of your body , such as
fingers, into the equipment.
Doing so may result in injuries or electric shock.

To prevent malfunctions opening and closing the vacuum circuit breaker, prepare the following
interlocks.
* The vacuum circuit breaker's open-close operations cannot be done while the vacuum circuit
breaker is moving.
■ Operate using your operating and running procedures.
Caution ■ Do not cover the vents while the equipment is running.

9-1. How to Do Open-Close Operations (Electric Operations)


Run/Stop and On/Off operations are done using the operation switch on the surface of the
panel.
Operational switches use methods to fit your conditions and requirements, such as central
operations enabling/disabling, systems for running all electrical installations, names for different
switches, etc.
Fully and thoroughly understand the running block diagrams and outline drawings and the
explanation of operations noted in the schematic diagrams for the switching settings for specific
switches.

10. Connecting Cables to Spare Circuits


■ When connecting power cables to spare circuits, be sure to cut off
the main circuit that includes the busbar.
Failure to do so may result in electric shock.
Due to electrostatic induction phenomena created by the intersection
of the vertical busbar and the conductor on the load side, induction
voltage may occur in the end of the cable if the busbar is charged,
when using the 3-stack format (see the following diagram).
■ Put the vacuum circuit breaker in the disconnected position.
If the power is accidentally left on, it may result in electric shock.
■ When connecting power cables, use a torque wrench to tighten
Warning bolts to the specified torque (see page 33).
Failure to tighten to the specified torque can lead to overheating
around the bolts and can cause a fire.
Tighten to the specified torque when connecting grounding busbars
and grounding wires.
■ Take measures to prevent small animals from entering the
equipment after the main circuit and control circuit cable have been
connected (see page 31).
Failure to do so may lead to short circuit accidents due to small
animals getting inside the equipment through gaps.

■ Maintenance and inspections (both daily inspection and periodic
inspection) must be done.
Failure to do maintenance and inspection and find abnormalities may
lead to overheating, decreased performance, and breakdowns.
Additionally, this equipment should have periodic inspections by the
manufacturer once every three years.
■ Follow the electrical chief engineer's instructions for
maintenance and inspection.
Failure to heed the instructions may result in breakdowns, injuries, or
electric shock.
■ Do not disassemble, modify, repair, or replace parts.
Doing so may result in injuries, electric shock, or fires. Request repairs and
replacement parts from your nearest representative.
■ Do not operate the vacuum circuit breaker or power on the
control circuit or main circuit outside the panel.
Doing so may result in breakdowns, injuries, or electric shock.
■ Take measures to prevent electric shock before inspecting inside
Warning the panel (see page 57).
A charged main circuit may result in electric shock.
■ Turn off the equipment before touching the terminals during
maintenance and inspection.
There is a risk of electric shock if a voltage is applied.
■ Tighten to the specified torque when retightening cable
connection bolts and busbar connection bolts (see page 33).
Failure to tighten these bolts to the specified torque can lead to
overheating around the bolts cause a fire. Also retighten the grounding
wire connection to the specified torque.
■ Execute safety measures.
High voltages are applied inside the generator panel.
Even if you can do work without removing the internal protective plate,
electric shock may result from parts that are adjacent or contacting
parts charged across gaps between the protective plates. After
checking the charged parts, take safety measures just in case so as
not to come close to the charged parts.

■ When connecting optical cables, do not dirty or damage the


terminal surface of the connectors.

Open the generator panel's door and do inspections approximately once a month.

(2) Inspections done by the manufacturer (periodic inspections)


Ask us to inspect the entire system once every three years, in alignment with when you do
your periodic inspections.
The following are the details of these inspections.
• Periodic inspection* :Inspection of the performance condition of the operation mechanisms,
lubrication condition of the sliding and rotating parts, and the
tightening condition of the tightened parts. (Once every six months to

• Detailed inspection* :Applying oil (or exchanging grease) to sliding and rotating parts and
doing adjustments. (Every three years)

If there is a lot of mounting and dismounting of optical cables on panels that compete with the
generator panel for optical signals, also measure the amount of light in the optical cables.

11-3. Measures to Prevent Electric Shock


■ Take measures to prevent electric shock before inspecting or
maintaining the inside of the panel.

Warning ■ Discharge test voltage, grounding, and residual charge, and only
touch the main circuit, capacitor, and cable connections after
there is no voltage.

wraparound power.

vacuum circuit breaker off.

(3) Turn off the power source inside the generator panel or the wraparound power.

(4) Draw out the vacuum circuit breaker to the disconnected position or put the
disconnecting switch on open.

(5) Prevent accidents with the operation lock of the vacuum circuit breaker and the
disconnecting switch, or by placing indicators that read "Undergoing inspection.
Operations prohibited".

(6) When there is a wraparound, even for relevant switches, do maintenance of (4) and
(5).

(7) Open the door, remove the main circuit's protective plate and partition plate, and
ground test the voltage of the busbar and inspected parted for each circuit.

(8) Place indicators that read "Grounded" for each grounded circuit.

*After inspection, remove any indicators and grounding wires that were set up for safety during
inspections.
*After inspection, return the protective plates and partition plates that were removed during
inspection to their original position.

14. Disposal Procedures


When disposing switchgear equipment, we recommend the equipment be disposed of as
follows.
• Separate the metallic materials from insulating materials and discard the insulating materials.
• Those metallic materials that can be reused, should be recycled as valuable resources. Other
metallic materials should be scrapped.
