Abstract

The Researchers conducted this study to know if grade12 students of Gov. Juanito Reyes
Remulla Senior High School is familiar or well oriented in the policy of Department of Education which
aim is to lessen the population of discrimination in school interms of gender.

Study employs an administrative survey data to assess the students awareness in Gender-
Responsive Basic Education Policy of DepEd. Opinions of other studies differs when it comes to
discussing the Gender equality in school. Almost all students who participated in the study found that
needs to be aware in this policy to avoid discrimanation in gender differences.

It was revealed in the study that most of the grade12 students in Gov. Juanito Reyes Remulla
Senior High School is not yet oriented on this issue. The researchers had provide recommendations
such as tarpaulines, and brochures which give more information about this policy, discussing this policy
to students for them to be aware in their limitations, applying it even in teaching, and patronizing the
policy by the school. Moreover, Encouraging the school departments to have a depth research
regarding to the study.

CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

The term ‘Gender Equality’ in education refers to the equal achievement, treatment and
opportunities of both men and women to provide a equal participation in their performances in both
academic and vocational courses in school. In response of goverment in this issue, the Department of
Education provided the ‘Gender-Responsive Basic Education Policy’ which mandates every school In
the philippines to integrate the following principles; gender equality, gender equity, gender sensitivity,
non-discrimination and human rghts that education should be ensured and access by all different
genders.

Moreover, the Department of Education (DepEd) issues the enclosed Gender-Responsive Basic
Education Policy in line with its Gender and Development (GAD) mandate as stipulated in the 1987
Philippine Constitution, Republic Act (RA) No. 9710 or the Magna Carta of Women (MCW), RA 10533
or the Enhanced Basic Education Act of 2013, and the Philippines’ International Human Rights
Commitments to the Universal Declaration of Human Rights (UDHR), Convention on the Elimination of
All Forms of Discrimination Against Women (CEDAW), and the Convention on the Rights of the Child
(CRC) among others. Through the policy of DepEd, the schools are commited to integrate the principles
of gender equality, gender equity, gender sensitivity, non-discrimination and human rights, in the
provision and governance of basic education.

Nevertheless, The researchers want to know if the Grade 12 students of Gov. Juanito Reyes
Remulla Senior HighSchool are aware about the Gender-Responsive Basic Education Policy of
Deped.More over, this research would be able to increase the awareness in gender equality policy of
DepEd in school of Gov. Juanito Reyes Remulla Senior Highschool and also grade12 students inorder
to lessen discrimination of different sexes and provide fair treatment inclosed with the policy of DepEd
as well as being a role model of gender inclusive culture. Lastly, the study aims to know the population
of students that are aware and the population of the students that are not much aware in line with the
policy by DepEd in Gender Equality.

Background of the study

Gender Inequality may considered a social problem due to lack of awareness of the students.
Therefore, classroom participation of different sexes are influenced and gender inclusive environment
should generally applied (Mägia, E. 2016).

So that the researchers conducted this study to know the percentage and frequency of the awareness
of Grade12 students in the policy of DepEd.

This framework explain the value of fairness inside the classroom interms of teaching and learning,
performance and participation. The words inside the figure above is much explain and understand

This fig 2 represents the summarized figure concept of this research which is the awareness on deped
gender-responsive basic education policy of grade 12 students of gov. Juanito reyes remulla senior
high school. Base on the figure, The DepEd Gender Responsive Basic Education Policy manipulates
the treatment of different genders in school. More over this research will measure the Awareness of
Grade 12 students S.Y 2017-2018 in Gov. Juanito Reyes Reyes Remulla Senior High School through
understanding the level of awareness of students in facilities, Treatment, and Opportunities.

As shown in the frame work map, the researchers conducts how to fully give equal treatment to
different genders in school and suggest some strategies by promoting gender equality in teaching and
learning of teachers and students of Gov. Juanito Reyes Remulla Senior High School.

Statement of the Problem

This study aims to know the percentage and frequency of students that is aware in the Deped
Gender-Responsive Basic Education Policy.Specifically, it sought to answer the following questions.

1. What are the demographic profile of the students……


2. What are the level of awareness of grade12 students in terms of treating the issue of gender
equality in school
3. What are the perception of Grade 12 Students of Gov. Juanito Reyes Remulla Senior High
School according to gender equality in terms of
-Facilities
-Teaching
-Treatment
-Opportunities

Assumption

The researchers assume that the students of Grade 12 students in Governor Juanito Reyes
Remulla Senior High School are not much aware or not yet oriented about the policy Department of
Education about Gender Equality which may bring unrespect to the behaviors of both gender of the
students and worst, the students may continously discriminate each other in gender differences of both
male,female and LGBT ( lesbian, gay, Bisexual, Transgender).

Scope and Delimitation of the Study

This study focuses on the current grade 12 students school year 2017-2018 in school of
Gov.Juanito Reyes Remulla Senior Highschool only. Its main purpose is to identify the awareness of
grade 12 students towards the DepEd policy about gender equality and propose possible solutions
regarding gender inequality,discrimination other related problems because of less awareness about
gender equality of the different gender in grade 12 students. This study considers every aspect of
students’ personal information that has an impact on their daily activities such as their personal
background and their personal needs as a student . Each of the respondents are given same questions
during the given time to answer and a survey form.

This study will be a significant endeavor in promoting gender equality in the school of Gov. Juanito
Reyes Remulla Senior Highschool. This study will also be beneficial to different gender of Grade 12

students and teachers in terms of treatment, facilities,teaching and opportunities. Also, this study will
be able to help the school to lessen the population of students who experienced discrimination in gender

inequality in school,By understanding the level of awareness of the students in treating the issue of
gender equality. Moreover, this research study will provide recommendation on how to lessen gender
discrimination and ways and strategies in promoting gender equality Lastly, this study will educate the
students, in terms of proper treatment in both women, men and LGBT.

Definition of Terms

Awareness - state of being aware : knowledge and understanding that something is happening
or exists.

CEDAW - Convention on the Elimination of All Forms of Discrimination Against Women

CRC – Convention on the Rights of the Child

Discrimination - the act of making or perceiving a difference : the act of discriminating.

Disseminated - spread or disperse (something, especially information) widely.

Endeavor - to at
tempt (something, such as the fulfillment of an obligation) by exertion of effort.

Equality - Females and males have equal rights, freedoms, conditions, and opportunities for realizing
their full potential in society

Equity - Strategies and processes that provide fair and equal chances for all to pursue and benefit from
educational opportunities

Fair - marked by impartiality and honesty : free from self-interest, prejudice, or favoritism

GAD - Gender and Development

Gender – the behavioral, cultural, or psychological traits typically associated with one sex

LGBT – Lesbian, Gay Bisexual and Transgender

REVIEW OF RELATED LITERATURE

This chapter contains information gathered from books, journals, other periodicals, on-line and
varied unpublished materials that provided the researcher within the exhaustive review of the topic and
the necessary background knowledge to pursue the study.

DEPED GENDER-RESPONSIVE BASIC EDUCATION POLICY IN THE PHILIPPINES

The Department of Education (DepEd) issues the enclosed Gender-Responsive Basic


Education Policy in line with its Gender and Development (GAD) mandate as stipulated in the 1987
Philippine Constitution, Republic Act (RA) No. 9710 or the Magna Carta of Women (MCW), RA 10533
or the Enhanced Basic Education Act of 2013, and the Philippines’ International Human Rights
Commitments to the Universal Declaration of Human Rights (UDHR), Convention on the Elimination of
All Forms of Discrimination Against Women (CEDAW), and the Convention on the Rights of the Child
(CRC) among others. Through the policy of DepEd, the schools are commited to integrate the principles
of gender equality, gender equity, gender sensitivity, non-discrimination and human rights, in the
provision and governance of basic education.

Through this policy, the schools in the Philippines mandates that different genders of students
and teachers should have equal opportunities, treatment and may have an access to different facilities
of schools. Also to avoid discrimination and made every school a gender inclusive culture through
applying gender equality, gender equity and gender sensitivity in every aspect of school such as in
class, offices and facilities.

GENDER EQUALITY IN EDUCATION

2012 Global Gender Report stated that Philippines are top of gender equality in education,
among countries in Asia, However this survey report is not totally an indication that all schools and
every students conducts a gender inclusive culture in the Philippines. Some schools and students are
still facing gender inequality and discrimination which is still a problem of students having different
genders including the LGBT ( Lesbian, Gay, Bisexual and Transgender).

According to Ryan Thoreson, a writer and author of LGBT rights in Human Rights Watch argues that
LGBT still face bullying and discrimination in schools, he also said that teachers and adminitrators also
participates in this kind of mistreatment.

Gender bias in education reaches beyond socialisation patterns, bias is embedded in textbooks,
lessons and teacher interactions with students Obiunu J. (2013). Base on Obiunu J. Argument, the
school may also had bias in gender, base on the lessons and as well as teachers interaction to different
genders of students in class. The Oxfam paper propose the curriculum of EFA(Education For All) that says:
EFA means enrolling and retaining all girls and boys in school. It is also about ensuring that girls and of all ages
develop their full potential through education and are able to ensure full equal participation.This may pertains
that education should be accessible to different genders. However, the Human Rights found out that some
schools reinforce different genders in their respective classes and pursue their assigned education. In
effect to this, female and male students who wants to pursue their desired course have no choice and
may limit the opportunities of different genders.

AWARENESS OF STUDENTS TOWARDS GENDER EQUALITY

The focus of this gender issue is the awareness of students towards gender equality aligned
with the policy of the gender basic education of DepEd.

CHAPTER 3

METHODOLOGY

This chapter presents the research method, population and sampling, respondents of the study,
research instruments, validation of the instrument, data gatheing procedure and data analysis.

RESEARCH METHOD

This research used a Descriptive quantitative research through random sampling is to collect
data which use to find out the level of awareness of grade12 students towards awareness to the policy
of Department of Education about Gender equality. The participants are all assigned to be a part of
answering the survey questionnaire.This method is chosen to met the objectives of the study.

POPULATION AND SAMPLING

The researchers preferred 50% of total population of grade 12 students of Gov. Juanito Reyes
Remulla Senior High School through random sampling. To know if the grade 12 students of Gov.
Juanito Reyes Remulla Senior High School is aware or not yet oriented of DepEd gender responsive
basic education policy

Research Instrument

A researcher-made questionnaire was disseminated to respondents. Questions on both positive


and negative side are the main point of the study to find out. The information gained will be used to
analyze the gathered data which help the researchers to answer the research question. The main
research question for this study is “Does Gender-Responsive Basic Education Policy of DepEd are
familiar or yet oriented among Grade 12 Students of Gov. Juanito Reyes Remulla Senior High School.”
and it will answered through questions answered by respondents.
