Topic : Human trafficking / Modern day slavery

General purpose : To persuade

Specific purpose : To persuade my audience to adopt a mindset against human trafficking in Malaysia.

Thesis statement : Discuss on the major problem, reason on why women and children are the main
victims of human trafficking and the solutions that we can take to against it.

1.1 INTRODUCTION

1.1.1 Attention grabber

Remember yourself as a child for a moment, you are twelve year old girl, stolen from her
family. Forced into prostitution for the past two years. You were locked up, tied and not given
a food or drinks for days. Time and time again you have tried to escaped, but your cries for
help have never been heard. And the strange men that force you to perform these sexual acts
only beat you into submission when you attempt to free yourself from this life. To be continue..

1.1.2 Establishing credibility

1.2 BODY

1.2.1 Point 1 : How big of a problem is human trafficking in Malaysia?

A. Human trafficking is a global phenomenon and has been identified as the third world largest
profitable organized crime after drugs and weapon trafficking. In the current years, women are
mostly vulnerable to become the commodities of global trade especially in sex exploitation. In
fact, Malaysia has been characterized as a country of origin, a profitable destination and also a
transit country for traffickers to transport their victims due to its strategic location and wide
economic opportunities. Home Affairs (2012) has also reported that the case of sexual
exploitation is on top of the list of human trafficking cases in Malaysia with 57.9 per cent
followed by forced labor with 26 per cent. In this case, the women are mostly being traded to
be exploited especially for the purpose of commercial sex or forced labor. Thus, besides
trafficking involving the male victims, trafficking among female victims also received widely
attention in the country. This phenomenon is actually a form of threat to Malaysia’s national
security and also indirectly affecting the socio-economic condition of the country.

B. According to Mapo’s statistics, a total of 543 human trafficking victims were placed at
shelters in the first half of 2019, compared to 1, 474 victims in 2018 and 2, 945 in 2017. From
the statistic, it is proved that the government did not demonstrate overall increasing efforts
compared to the previous year. The government identified far fewer victims than in previous
years and authorities investigated and prosecuted fewer cases. The government’s victim
protection efforts remained largely inadequate and some rehabilitation services such as medical
care, telephone calls, freedom of movement, and the issuance of work permits were
inconsistently implemented, if at all. The government stopped funding NGOs to provide
shelter. Corruption related to processes for foreign nationals to work in Malaysia remained
pervasive and the government did not report initiating new prosecutions or convicting any
complicit officials during the reporting period. Therefore Malaysia remained on Tier 2 Watch
List for the second year. Do you know what is Tier 2 watch list? Tier 2 Watch List is those
countries that do not fully meet the Trafficking Victims Protection Act’s (TVPA) minimum
standards, with three additional criterias, including the failure to provide evidence of increasing
efforts, or where the number of victims is significant or increased. Malaysia was classified as
Tier 2 Watch List nine times.
(Transition: Now that I have provided statistics concerning human trafficking, I will now
explain why human trafficking mainly revolves around women and children.)

1.2.2 Point 2 : why woman and children are the most common victims of human trafficking?

The demand for young girls and women has caused the increased of women trafficking cases
in Malaysia as to fulfill the clients’ need. According to Council of AntiTrafficking in Persons
and Anti-Smuggling of migrants (MAPO), there are many prostitution and entertainment
centers, and also massage parlor which caused a high demand and influx of young women into
the country. In addition, this is also suported by Kara (2009), that trafficked women are far
more profitable as a human female can be used by the customer again and again. Besides,
women trafficking involved cross border business which is also a global business which make
it very lucrative in the eyes of the traffickers. Most of the victims are trapped into trafficking
because of the promise of better employment at targeted destinations. Traffickers usually take
advantage over the women as they are weak, vulnerable and in an insecure condition. Thus,
they are easier to become the prey of sexual oppression. This is also supported by Wan Nur
Ibtisam (2014), where women then also trafficked for the purpose to conceive a baby and then
the baby will also being used to be sell to get profit. Thus, it is a chain business in nature which
is very profitable to the traffickers.

(Transition: Now that I have explained why human trafficking involves mainly women and
children, I will now discuss how Malaysia has addressed their problem of human trafficking
and the flaws that are present with these approaches to human trafficking.)

1.2.3 Point 3 : Solutions to combat human trafficing?
