1. Identify the bottleneck.
In the project undertaken by CIORL to set up a 9MMTPA grass root refinery in central India,
the cross country crude oil pipeline was at completion stage. The next sequence of
interdependent activities required to commission the refinery is shown below –
Although the project started in accordance with the plan, due to various uncertainties the project
was not going to be completed within stipulated time. As all the subsequent activities were
going to get delayed due to the delay of completion of charging of transformer, it became the
bottleneck for the whole project i.e. commissioning of the refinery.
The 4 different stakeholders involved in the completion of the project and their different
motives are shown below –

As the project was getting delayed and there was an urgency to complete the project before
the deadline, top management allotted INR 1 lakh for completing the project before rainy
season.
Action plan for the timely completion of project –
Identification of critical activities of the project
Determination of crash cost per day for each of the critical activities
Allocation of INR 1 lakh among the critical activities based on critical activity with
lowest crash cost per day to that of higher crash cost per day
