Enhanced Junket Operation -is a supplementary service similar to

the PAGCOR based regular junket operations where PAGCOR shares


on the table winnings except that the junket operator provides their
own manpower, facilities and high tech equipments while PAGCOR
has only monitoring team to assess transactions in the gaming
operations.

 The Cagayan Economic Zone Authority (CEZA) is a
government owned and controlled corporation
that was created by virtue of Republic Act 7922,
otherwise known as the “Cagayan Special
Economic Zone Act of 1995″.
 It was authored by Senator Juan Ponce Enrile, a
native of Cagayan Province, and approved by then
President Fidel V. Ramos. It has been tasked to
manage and supervise the development of the
Cagayan Special Economic Zone and Freeport
(CSEZFP).
R.A. 9487 – AN ACT FURTHER
AMENDING THE P.D. 1869
This special economic zone covers the municipality of Santa
Ana and surrounding islands and is called the "Cagayan Special
Economic Zone and Free Port (CSEZFP)".

The zone is managed by the Cagayan Special Economic


Zone (CEZA) a government-owned corporation. RA 7922 provides
investors in the zone with special investment incentives similar to
other Philippine special economic zones.

What makes the CSEZFP different from almost all other


special economic zones, however, are the provisions in RA 7922
that allow gaming and casino enterprises and activities to be
established in the CSEZFP. Such gaming activities are outside the
jurisdiction of the Philippine Amusement and Gaming Corporation
(PAGCOR).
 Within the scope provided under the law, CEZA has entered into license
agreements with:
 1. First Cagayan Leisure and Resorts Corporation (FCLRC) and
 2. North Cagayan Gaming and Amusement Corporation (NCGAC).

Under its license agreement with CEZA,


FCLRC -serves as master licensor for interactive gaming.
 NCGAC- has been licensed to directly or indirectly conduct a wide
variety of gaming activities to include "land-based, online and virtual
games of chance.

wagering, sports betting, other sports books activities, poker and other
skilled games and their derivatives, bingo, lotteries and other games that
may be wagered upon, golf and such other tourism related facilities and
activities."

The primary purposes of First Cagayan are:
To operate, manage, supervise, establish, own, acquire, purchase,
lease tourism-related facilities and activities which shall
include games, amusements, recreational sports, internet
games, casinos, golf courses and others at the Cagayan Special
Economic Zone and Freeport in the Municipality of Santa Ana
and the neighboring islands in the Municipality of Aparri,
Province of Cagayan; and other areas that may hereafter be
included as part of the Zone.

To establish and set up a Network Operation center/Hub with its


internet server including web sites, gaming software,
application programs, administrative software, hardware,
internet, as well as telecommunication connections, collection
payment system and toll free telephone operations, all in
connection with the development, operation and conduct of
internet and gaming enterprises and facilities.
To regulate and monitor on behalf of CEZA all activities pertaining to
the licensing and operation of all
interactive games.

under the laws of the Republic of the
Philippines.

 NCGAC has been licensed by the Cagayan


Economic Zone Authority (CEZA) to establish
and operate all forms of gaming enterprises
and gaming support service facilities in the
Cagayan Special Economic Zone and Freeport
(CSEZFP).

 Under its license agreement with CEZA,


NCGAC is also authorized to appoint suitable
operators and/or agents and supervise their
gaming and gaming-related activities.
The Midas E-Junket operation is a supplementary service of
Prime Investment Korea Inc. (PIKI) and in partnership with
Oriental Casino duly approved by PAGCOR to operate @
Midas Satellite Hotel & Casino (SOG-2).

E-JUNKET PERSONNEL
•Junket operator shall maintain large, clear and updated
photos of its employees as well as those who have resigned ,
or terminated for quick identification of PAGCOR Personnel

•All gaming employees (Casino Manager, Casino Shift


Manager, Pit Supervisors, Inspectors, Dealers, etc) should
secure Gaming Employment Licenses (GEL) from PAGCOR
prior to employment.

•In order to qualify and deal in the E-Junket Operation,


Dealer is required to undergo validation conducted by
PAGCOR.

•All Junket employees are required to wear PAGCOR issued


IDs whenever inside PAGCOR premises.
THE E-JUNKET GAMING AREA

•All gaming paraphernalia (gaming tables, table layouts,


forms, gaming chips, cards etc ) to be used in the E- Junket
operations shall have prior approval from PAGCOR.

•Only PAGCOR approved currencies and corresponding


playing chips shall be used in the gaming tables

•All electronic equipments/gadgets not included in those by


PAGCOR shall be prohibited inside the casino premises

•PIKI shall be responsible for the provision of necessary


personnel relative to the conduct of E-Junket operations.
THE E-JUNKET GAMING AREA

•For proper identification , all Junket personnel shall properly


wear Identification cards issued by PAGCOR.
Personnel without said IDs shall not be allowed entry.

The FORMS to be used in the Fills , Credits, Opener and Closer


in the Gaming areas shall:

- include the PAGCOR Monitoring Team (Pit


Supervisor) in the signatories, and:

- have at least four(4) copies, the Original for PAGCOR


Treasury Division, a carbonized copy for the PAGCOR CSMs
Office and the remaining for the Junket Cage and Junket
Internal Security.
PAGCOR MONITORING TEAM (PMT)

•PAGCOR shall provide its Monitoring Team initially


composed of but not limited to Pit Supervisors (PS),
Surveillance Personnel, Vault in Charge , Interpreter, and
Internal Security.

• The PMT (PS and Surveillance Personnel ) shall be provided


with wireless telephone to effectively communicate with
each other.

•The Junket Operator shall furnish PMT a copy of Guest


Manifest ,Junket Guest Names and valid foreign passport
prior to play.

•PIKI shall be responsible for the provision of necessary


personnel relative to the conduct of E-Junket operations.
THE DEALING PROCEDURES
• All PAGCOR prescribed Table Games procedures shall be applied
except on the following:

•PLACEMENT OF BETS
Proxy bettor/Dealer shall spread the bets on the
corresponding betting slot from the highest to lowest
denomination from the perspective of the
dealer.

Playing chips shall be spread in groups of five or less,


depending on the number of pieces per denomination.

Bets should be spread before the deal, but may remain un-
spread upon customers’ request. However, losing un-
spread bets shall be spread upon collection.
DUTIES AND RESPONSIBILITIES
•The Pit Supervisor shall be signatories to all table related
transactions and shall be provided with original and
duplicate copies of all FILLS, CREDITS, OPENER and CLOSER
Transactions.

•At the end of each shift, PS shall submit to the CSMs Office
the following

•Shift Win/Loss per Table


•E- Junket Shift Summary of Fills, Credit.
•Daily Operations Report and Table Occupancy
•The Operations copy of Table FILLS,CREDITS ,OPENER
and CLOSER transactions
• If possible, the significant Winners/Losers during the
day
•The Pit Supervisor shall submit the original copies of all Fills and
Credits to the Treasury Division while the duplicate copies to
Operations Office.

•The Pit Supervisor shall see to it that, when there are dealing errors,
all rectifications/decisions made by PIKI/Oriental Casino are within
PAGCOR Game Rules and Regulations.

•All infractions, Error rectifications/decisions that do not fall within


PAGCOR Game Rules and Regulations but were made to appease a
customer ,thus constitute a “GOODWILL DECISIONS” should be
reported to the PAGCOR Casino Shift Managers Office immediately.

•PS shall furnish PIKI with all PAGCOR CCTV discovered errors
FILLS/ CREDITS TRANSACTIONS

•Oriental Casino CSM shall inform PAGCOR Surveillance ,


PIKI Representative (if present), PS Monitoring Team on duty
the amount per denomination and Total Amount , before
accomplishing Fill/Credits/Closer/Opener.

•Oriental Casino IS personnel doing Fill/Credits from the


cage shall have a designated route from the table to the
cage and vice –versa as determined by PAGCOR.

•A special working space shall be allocated on the gaming


tables for Fills/ and Credits. All transaction forms and
gaming Chips used shall be displayed for distinct
monitoring by the PAGCOR Monitoring Team ( Surveillance
Team).
 First of all, know the rules. Know the system.
Read the IRG .
 Familiarize yourself with all the Junket chips.

 Double check FILLS/CREDITS for errors.

 Always check for the foreign passport.

 Work as a Team. Communicate and Cooperate.
