Course Description
In its April 2013 meeting, the Works Policies Coordination Committee (WPPC) of
HKSAR Government endorsed the proposal to adopt an incremental strategy in using BIM
technology in public works projects. In 2014, the WPCC endorsed the proposal to promote
wider use of BIM technology in different stage of public projects of any nature, scale or
complexity and explore the use of BIM technology for asset management so as to enable staff
of Works Departments (WDs) from senior management to frontline staff to appreciate the
benefits of the technology and to acquire the hands-on experience.
To cater for cases where small-scale consultants or contractors may not be very well
equipped with BIM expertise, provisions will be stipulated in the agreement or contract
allowing the consultant or contractor to engage a BIM sub-consultant or sub-contractor to
assist them. The agreement or contract shall also contain terms requiring the consultant or
contractor to train up a number of staff members of the employer / their staff members and
their sub-consultant / sub-contractor staff members.
This seminar will discuss the latest BIM government policies, applications of BIM,
latest developments in BIM and 3D Scanning and best practices of BIM in Hong Kong and
other countries which aim to help Engineer, Surveyor, Architect and Contractor to cope with
the BIM challenges and to explore practical ways for wider adoption of BIM in the
construction industry.
Instructors
Joe K.F. Wu is a Registered Professional Quantity Surveyor with over 30 years of quantity
surveying and cost control experience in consultant and property developers in Hong Kong.
He is one of the Co-Founder of QnS Consultancy Limited, an integrated professional
consultancy firm providing Building Information Modelling, BEAM Plus green building
certification, Quantity Surveying and Risk Management consultancy services in Hong Kong.
Joe is a fellow member of the Hong Kong Institute of Surveyors and Royal Institution of
Chartered Surveyors and professional member of the Hong Kong Institute of Building
Modelling, the British Computer Society and other professional institutes. He also holds
bachelor degrees and master degrees in mathematics, computer science, e-commerce, project
management, business administration, quantitative analysis and computational mathematics.
Thomas Lee is a Chartered Land Surveyor and the Managing Director of Star Vision Ltd., a
professional geographic information system and land surveying consultancy firm specializing
in hi-tech topographic surveying, digital photogrammetry, and satellite image analysis in the
Greater Bay Area. He is one of the representatives of the Hong Kong Institute of Surveyors
Land Surveying Division, promoting 3D UAS technology in China, Pakistan, Kazakhstan and
Sri Lanka under the Belt and Road initiative funded by the government under the
Professional Services Advancement Support Scheme (PASS).
Annie Cheng graduated from The Hong Kong University of Science and Technology with a
Bachelor of Engineering in Mechanical Engineering. She acquired professional knowledge in
mechanical engineering and gained some experience in software programming during her
study. Upon graduation, she started her work with BIM in A.C.I.D Hong Kong providing
BIM consultancy services to various clients and projects. Annie is a professional member of
Hong Kong Institute of Building Information Modelling.
