his letterdated.2.11.2017 firstreadabovehas statedthatthe Government of India
havedecided,aftertakingintoconsideration the recommendations madeby the pay
ReviewCommittee (PRC),constituted by the UniversityGrantsCommission (UGC),
and decisionof the UGC taken at the meetingof the Commission held an 22nd
February,2017, to revisethe pay scalesof teachersi officers in the Higher
Educational Institutions
underthe purviewof the UGC. The revisionof payscalesof
teachersand equivalent academicstaffshallbe subjectto variousprovisions of the
Schemeof revisionof payscales,as contained in the letterand Regulationsissued
by UGCandamendments thereoffromtimeto timein thisbehalf.
2. Accordingly,
the Government haveexaminedthe aboverecommendation
of the Pay Review Committee(PRC), constitutedby the UniversityGrants
Commission (UGC)in detailand passthefollowing
orders:-
(A) Desiqnation
Thereshallbe onlythreedesignationsin respectof teachersin Universities
and Colleges,namely,AssistantProfessors,AssociateProfessorsand
Professors.Also,thereshall be no changein the presentdesignations in
respectof Libraryand Physical
Education
Personnelat variouslevels.

(ii) Principalswouldcontinueto havelienin theirmainacademicpostwherethey
would continueto get notionalpromotionswhile they are functioningai
principals.Aftercompletionof theirtenureas principals,
theywouldgo back
to their academicpost and draw salarydue in such respectiveacademic
posts,andwouldnotcontinue to havethe principals'
pay.
(D) Increment
(i) The annualincrement is givenin the Pay Matrixat3%, witheachcell
beinghigherby 3a/ooverthe previouscell in the same level,rounded
off to nearest100. The annualincrements to each employeewould
move up in the same academiclevelwith an employeernovingfrom
the existingcellin the academiclevelto the immediate nextcell in the
sameacademic level.
(ii) The dateof increment
in the revisedpay structure
will be on par with
StateGovernment Employees.
( E) Op ti o n
(i) An employeemay exerciseoptionto remainin the existingscaleof pay
until the date on which he / she earns his / her next or any subsequent
increments in the existingscaleof payor r-rntil
he i she vacateshis/her post
or ceasesto drawpay in that pay scale;Provided that,if an employeedoes
not exercisehis/her optionwithinthe periodspecified below,he / she shall
be deemedto haveoptedfor the revisedscalesof paywith effect from the
01.01.2016.
(ii) The option shall be exercised in writingin the Form as given in
Annexure-ll,within threemonthsfromthedateof issueof thisorder.

(F) Allowances
Allowancessuch as Leave Travel Concessions, House Rent Allowance,
TravellingAllowance,DearnessAllowance,City Compensatory Allowance
etc., shall be on par with the allowances
applicable
to State Government
Employees with effectfrom 01.10.2017.
(G) Aqe of Superannuation
and Re-emplovment
The presentsystemof retirement age shall be continuedi.e. 58 vears
-be for
CollegeTeachersand 60 yearsfor University
Teachers.Thereshall no re-
employmentbeyondthe aEeof superannuation.
(H) Pension.Familvpen-sion.Gratuitvand encashmentof Le,ave,
Ex-qratiacompensationand ProvidentFund
As regards,
the revision
of Pension,
Familypension,
Gratuityandencashment
of Leave,Ex-gratiacompensation and ProvidentFund to the teachersand
equivalentcadresgovernedby UGC shall be as applicableto the State
Government Employees.

(l) Applicabilitvof the Scheme

(a) Thisschemeshallbe applicable


to teachersand otherequivalent
cadres
of Government
colleges/ Government Aidedcollegesand Universities,
governedby UGC.
( b ) ThisSchemedoesnotextendto theAccompanists,
Coaches,
Tutorsand
Demonstrators and to the Postsof Professionalslike SystemAnalysts,
SeniorAnalysts,ResearchOfficersetc.,who shallbe treited on par-with
similarlyqualifiedpersonnelin research/ scientific
organizationsof the
state Government. Pay of the said categories of employeesshallbe
fixed in the appropriate relativeLevelto their existingPay in each
Universityi Institution
correspondingto suchfixationin respectof state
Government employeeson the basrsof the recornmendations of 7th
CentralPayCommission.
(J) Dateof effect
The revisedpay in the relevantacademicleveltogetherwith the applicable
allowancesas mentioned aboveshallbe paidto all eligiblebeneficiaries
underthis
scheme,pendingissueof Regulations by the UGC.The revisedscaleof pay shall
take notionaleffect from 01"t January 2016 and with monetarybenefii from
01"t October,2017.

(K) Pav Scalesfor Pro-ViceChancellorand Vice Ghancellorof


Universities:
(i) Pro-ViceChancellor: The pay of the Pro-ViceChancellorof a
presently
University, at existingAGP of Rs 10,000in pB Rs.37,400 -
67,000/-HAG scale,shallbe fixedat AcademicLevel14 / Academic
Level15, as the case may be, with the existingspecialallowanceof
Rs.4000/-permonth.
(ii) Vice Ghancellor: The pay of the Vice Chancellor shallbe fixedat
Rs.2,10,000/-(fixed)(Figuresobtainedby usingthe tOR of 2.g1 on
Rs.75,000/-and roundingoff the figuresto nearestfivethousand),with
theexistingspecialallowance of Rs.50001- per month.
(L) (i) Resistrar/ Financeofficer/ Gontrollerof Examinations:-
The pay of Registrar/Controllerof Examination
shall be fixed with
referenceto their pay in their primarycadre. FinanceOfficerwho is a

(N) Promotion
When an individual gets a promotion,
his new pay on promotionwouldbe
fixedin the Pay Matrixas follows:
On promotion,he would be given a notionaiincrementin his existing
AcademicLevelof Pay,by movinghim to the next highercell at that levei.
The pay shownin thiscellwouldnow be locatedin the new Academicievel
corresponding to the postto whichhe has beenpromoted.lf a cell identical
with that pay is availablein the new level,that cell shallbe the new pay;
otherwisethe next higher cell in that ievel shall be the new pay of ilre
employee.lf the payarrivedat in thismanneris lessthanthe firstcellin the
newlevel,thenthe payshallbe fixedat thefirstcellof thatlevel.

3. The Directorof Collegiate Education / Headof Officesin L,iniversities


are
directedto issuenecessaryinstructions to all the Drawingand Disbursing Officers
undertheircontrolto fix the payof the teachersandequivaient cadresin the revised
scalesof payand makepaymentin the manneras orderedabove.
4" The Directorof Collegiate Education / Headof Officesin Universities
are
also directedto issue necessaryinstruction to ail the Drawingand Disbursing
Officersundertheircontrolto obtainan undertaking fromeverybeneficiary underthis
Schemeto the effectthat any excesspaymentmadeon accountof incoriectfixation
of pay in the revisedPay Levelor grantof inappropriatePay Leveland PayCellsor
any otherexcesspaymentmadeshallbe adjustedaEainstthe futurepaymentsdue
or otherwiseto the beneficiary in the same manneras providedin Ministryof
Finance(Department of Expenditure)oM No:1-slza16-lc, dated:2gth July2016. A
