The conduct of a palarong bayan is a mandated activity for Municipalities as stated in Section
444 of the Local Government Code of the Philippines. This annual sports development activity is
to feature traditional sports as well as disciplines in local, national and international games.
In the promotion of unity, camaraderie, and healthy lifestyle among Irosinians, The Local
Government unit of Irosin will conduct a Inter-Barangay basketball tournament in the Irosin
Public Auditorium which will start on Marh 25, 2018.
In this lieu, we are inviting your respective Barangay to participate on the said activity for the
realization of our objectives.
Attached herewith are forms, Rules and Regulation of the said tournament.
Deadline of submission of entries will be on March 25, 2018.

1. A player to be eligible to play in Midget must be born in the year 2003 onwards
and a resident of the Municipality of Irosin. For Junior and Senior, he must be a
resident of the Barangay he represents, these players are required to present a
Certification from the Punong Barangay that indeed, he is a resident of at least 6
months of the Barangay he represents. For Inter-Office division, he must be a
bonafide employee of the team he represents and should have a legal Office in
Irosin, Sorsogon. However, Resident of Irosin working in the same office located
outside of Irosin are also eligible to play in the Inter-Office Division.
2. A Team to be admitted must comply with the following:
A. Official line-up with 12 players.
B. Certified true copy of birth certificate issued by LCR or NSO.
C. Twelve (12) set of proper Up & down Basketball uniform.
D. Photo Gallery of every team

6. Any team that violates the abovementioned provisions will automatically be
disqualified.
II.FORMAT OF THE TOURNAMENT
1. Elimination Round: Single Round Robin for every bracket in every division.
2. Semi Final Round: Top 2 teams for every division will advance to the semis; Cross-over
semi-final shall be applied (Knock-out game) (A1 vs. B2), (A2 vs. B1) Winners will
advance to the championship.
3. Finals: Championship – Best of 3 series, third place knock out.
III.TOURNAMENT REGULATIONS
1. All conduct unbecoming a sportsman will properly dealt with. Players or Teams
identified doing so will be slapped with a Technical Foul, Unsportsmanlike Foul or
worst disqualification.
2. No player will be allowed to play if not in proper uniform, under the influence of liquor
or worst drugs. For reason of hang-over, the player is considered under the influence
of liquor.
Any player shall only be allowed to play in One (1) Inter-Barangay division if he
qualifies the prescribed eligibility.
3. Entry fee. A team will not be admitted as an official entry team for non-payment of
their complete entry fee.
4. All Head coaches who fails to attend the scheduled solidarity meeting forfeits their
right to file any kind of protest. Deadline of submission of the required entry will be
on March 24, 2018 @ 3:00 P.M.
5. No team member must been seen smoking cigarette while in the Teams bench
(optional).
6. The first Team mentioned in the schedule of games (Team A) shall occupy the bench
left side of the table officials.
7. A legitimate team member who fails to play in the elimination or succeeding rounds,
but is ready for participation in the championship match only, will not be allowed to
play. This is strictly applied in all divisions and with no player exceptions.
8. No bond will be imposed in case of protests. All protests must be submitted by the
Head coach to the table officials, through a formal letter within 12 hours after the
game which they seek to file protests. He who alleged must prove their allegations
within 48 hours after submission of their letter of protests to the committee.
However, judgment calls of officials, as grounds of protests will be ignored. Referees
decisions are always final.
9. Violations of the abovementioned provisions will be slapped with a technical foul if
not disqualification.
1. Players’ injury. Any team member may enter the playing court, with the permission
of an official, to attend an injured player before he is substituted. Any team member
who enters the court without permission from the officials will be penalized with a
technical foul.
2. Coaches and Captain Duties. At least 15 minutes before the game is scheduled to
begin, each Coach shall give the scorekeeper list of team members who are eligible
to play in the game, as well as the name of the Captain, Coach and Asst. Coach. Only
the Coach is permitted to remain standing during the game. The team Captain may
act as a coach.
3. Playing time, Tied score and Extra period. The game is consisting of 4 periods with 6,
7, 8 minutes for midget - junior and senior division correspondingly. There will be an
interval of play 15 minutes before the game is scheduled to begin, 2 minutes between
1st and 2nd, 3rd and 4th and 5 minutes between 1st and 2nd half. If the game is tied at
the end of the playing time, the game shall continue with as many extra periods of 5
minutes as is necessary to break the tie.
4. Jump –Ball and alternating possession. Jump-ball occurs at the beginning of the 1st
period. The team does not gain control of the live ball on the court after the jump-
ball, which began the 1st period, will start the alternating possession. A violation by a
team during the alternating possession throws – in causes the team to lose the
alternating possession throw- in.
5. Charge Time-out/Substitution. 2 charged time-outs maybe granted to each team at
any time of the 1st half, 3 at any time during the 2nd half, and 1 at any time during each
extra period. Unused time-outs may not be carried over to the next half or extra
period. Time-out and substitution shall only be granted when opportunity for doing
so begins. During the last 2 minutes of the 4th period or each extra period, if a time-
out is granted, the throw-in following the time-out, shall be administered at the center
line extended, opposite the scorer’s table.
6. Games lost by forfeit and default. A team shall lose the game by forfeit if 15 minutes
after the scheduled starting time, the team is not present or is unable to field 5
players ready to play, the game is awarded to the opponent with 25-0 score and
forfeiting team receiving zero(0) points in the team classification. A team shall lose by
default if during the game; the team has fewer than 2 players on the court ready to
play. The score shall be recorded as two to zero in favor of the awarded team, or shall
stand still when the team awarded is ahead, the defaulting team to receive one point
in the classification.
7. Eight seconds and Twenty four seconds. Whenever the team gains control of live ball
in his backcourt, his team must cause the ball to go in its frontcourt within 8 seconds.
To constitute a shot for a field goal within 24 seconds, the ball must leave the player’s
hand before the 24 second device signal sounds, and, after the ball has left the
player’s hand, the ball must touch the ring or enter the basket.
8. Fouls, Technical foul, Unsportsmanlike foul, and Disqualifying foul. During the game,
when a player has established his legal cylinder position, he who causes contact is
responsible for the foul. A technical foul is a player non-contact foul of a behavioral
nature. Unsportsmanlike foul is player contact foul, which in the judgment of the
official, is not a legitimate attempt or directly play the ball within the spirit and intent
of the rules. A disqualifying foul is any flagrantly unsportsmanlike behavior by a player,
substitute, coach, assistant coach or team follower. Two free throws plus ball
possession shall be awarded to the opponent.
9. Classification of team. Teams shall be classified according to their win-loss record. For
any matters related herein, FIBA rules shall be applied.
TIE – BREAKS:
1. Double Tie – win over the other
2. Triple Tie – Asian quotient system.

WHAT: INTER-BARANGAY BASKETBALL TOURNAMENT

WHEREAS, the following provision of tournament ground rules are stated as follows.
I. TEAM COMPOSITION & ELIGIBILITY
1. A player to be eligible to play in Midget shall be 14 years of age or below and a
resident of the Municipality of Irosin.
III.TOURNAMENT REGULATIONS

complete entry fee.
4. All Head coaches who fails to attend the scheduled solidarity meeting forfeits their right
to file any kind of protest.

WHEREAS, Coaches of Bacolod A and Buenavista Aqua Warriors did not attend the Solidarity
Meeting which was conducted last April 1, 2017 in the LGU Irosin Municipal Compound.
Attached herewith is a photocopy of the attendance in the said Solidarity Meeting.
WHEREFORE, the game protest submitted by Buenavista Aqua Warriors is DISMISSED for being
NOT THE PROPER PARTY IN INTEREST.
HOWEVER, John Vincent Dolot of Bacolod A will not be allowed to play anymore in their
remaining games.
