SUBJECT Conduct of the Supreme Pupil Government {SPG) and Supreme Student Government (SSG) Division Federated Election SY 2019-2020
1. Pursuant to DepEd Order No. 11, s. 2016 entitled Additional Guidelines on the Constitution and By-Laws of the Supreme Student Govemmenf (SSG) and Supreme Pupil Govemment (SPG) in Etementary and Secondary Schoo/s, this Office through the School Governance and Operations Division-Youth Formation announces the conduct of SPG and SSG Division Federated Election for SY 2019-202A on June 28,2A19 at the Schools Division Office, Conference Hall.
2. Participants to this activity are all newly-elected SPG and SSG Presidents and Advisers regardless if they are going to run for Division Federated positions or not"
3. All interested SPG and SSG Presidents and Advisers shall file their Certificates of Candidacy together with the signed parental consent (for SSG and SPG Presidents only) to be submitted on or before June 21 , 2O1g at the School Governance and Operations Division. Strictly no filing of candidacy shall be entertained during the Election Day.
4. The Division Federated Election shall be divided into two parts, the Division Federated Election for SPG Officers and Adviser-Officers in the moming, and the Division Federated Election for SSG Officers ff#hAry,aer-Officers in the aftemoon. The oath taking ceremony shall be done immediately elected Officials.

ELECTION RULES AND PROGEDURES
ln the intention of ensuring a systematic, honest and fair ccnduct of elections for the Division Federated Supreme Pupil Govemment (DFSPG) and Division Federated Supreme Student Government (DFSSG), the following rules and procedures are hereby promulgated:
l. The conduct of the election of the Division Federated SPG and SSG Officers and Advisers for SY 2019-2O2A shall be facilitated by the Division Youth Formation Coordinator (YFC) and COMELEC,

1 . Each official candidate for a given position shall be given a maximum of one ) minute ('t

No candidate shall give, offer or promise any benefit andlor pose a threat to his fellow candidatelpupil/student in order to influence his/her votes. 2. Each participant is entitled to cast hislher vote provided, that hislher name appears in the Registry of Participants (Attendance Sheet) duly verified by the YFC.

J, As soon as the casting of votes for a particular position is finished, the COMELEC shall immediately start csunting the votes. 4. ln case of a tie, the participants will again vote for the competing candidates until a winner is elected. ln case that only one candidate runs for a particular position, heishe only needs one vote to assume the position. 5. The COMELEC shall present the results of elections in a report certified by atl its members containing the names of candidates and the number of votes received by each candidate. 6. The COMELEC shall then officially proclaim the winners of the election. 7. The COMELEC shall have the sole responsibility for validation of elections. Any decision
to invalidate should be based on fraud or gross unfaimess/dishonesty as supported by
the findings of fact from the same body.
