The draft STI and related switchover guidelines for the existing licensees and the applicants
have been circulated to all concerned by DLBO-EEE vide mail dated 18 12 2014.
The new/revised STI Doc: STI/694/11, Dec.2014 and the switchover guidelines alongwith
guidelines for sampling as per IS 694:2010 are enclosed for forwarding to all licensees and
applicants under their jurisdiction.

1.1All testing apparatus shall be periodically checked and calibrated. Records of such
checks/calibration shall be maintained.
2. TEST RECORDS - All records of tests and inspection shall be kept in suitable forms
approved by the Bureau.
2.1 Copies of any records and other connected papers that may be required by the Bureau
shall be made available at any time on request.
3.1In addition, effort should be made to gradually to introduce Quality Management System
in accordance with IS/ISO 9001
4.STANDARD MARK- The Standard Mark, as given in Column (1) of the First Schedule of
the licence, shall be either stencilled on the reel/drum on which cable is wound or contained
in a label attached to the packed coil, provided always that the cable to which the Mark is
thus applied conforms to every requirement of the specification. In addition to this, ISI mark
& CM/L No. shall be printed or embossed on the cable insulation/sheath on every metre. In
case of smaller size of cable IS 694 may be embossed or printed on one side of logo instead
of on the top.
4.1The Standard Mark shall be applied in such a manner that, as far as possible, the empty
reels do not retain the Standard Mark intact, as otherwise these might be fraudulently used by
any person so as to deceive that this product coiled on the reels carries the Standard Mark and
thus conforms to the specification.
4.2 IDENTIFICATION The manufacturer shall be identified throughout the length-of the
cable by manufacturers' name or trademark being printed, indented or embossed on the cable.
In case none of these methods can be employed, or if the purchaser so desires, colour
identification threads in accordance with the scheme to be approved by Bureau of Indian
Standards shall be employed. The distance between any two consecutive printing, indentation
or embossing shall not be more than one metre.
4.3 OTHER MARKINGS - In addition, the following shall be either stencilled on reel/drum,
packages of individual or contained in the label attached to the coil.

5.LEVELS OF CONTROL- The tests, as indicated in Table 1 attached and at the levels of
control specified therein, shall be carried out on the whole production of the factory which is
covered by this scheme and appropriate records and charts maintained in accordance with
paragraph 2 above. All the production which conforms to the Indian Standards and covered
by the licence shall be marked with certification mark of the Bureau.
5.1 On the basis of tests and inspection, the decision regarding conformity or otherwise of the
control unit to a given requirement shall be made.
5.2 CONTROL UNIT - For the purpose of this scheme, the cable of continuous length
manufactured/ extruded under similar conditions of production for one nominal cross
sectional area and class of conductor shall constitute a control unit.
5.3 All the samples taken for test shall satisfy the requirements of the specification for
acceptance of the control unit.
5.4 In respect of all other clauses of the specification the factory shall maintain appropriate
control and checks to ensure that their product conforms to the various requirements of the
specification.
7. SAMPLES - The licensee shall supply, free of charge, the samples required in accordance
with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently
amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from
the open market.

8. REPLACEMENT- Whenever a complaint is received soon after the goods with Standard
Marks have been purchased and used, and if there is adequate evidence that the goods have
not been misused, defective goods are replaced by the licensee free of cost in case the
complaint is proved to be genuine and the warranty period (where applicable) has not
expired. The final authority to judge the conformity of the product to the Indian Standard
shall be with the Bureau. The firm shall have own complaint investigation system as per
IS/ISO 10002.
8.1 In the event of any damages caused by the goods bearing the Standard Mark, or claim
being filed by the consumers against BIS Standard Mark and not "conforming to" the relevant
Indian Standard, entire liability arising out of such non conforming product shall be of
licensee and BIS shall not in any way be responsible in such cases.
9. STOP MARKING - The marking of the product shall be stopped under intimation to the
Bureau if, at any time, there is some difficulty in maintaining the conformity of their product
to the specification, or the testing equipment goes out of order. The marking may be resumed
as soon as the defects are removed under intimation to Bureau.
9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau
for any reason. The marking may then be resumed only after permission by the Bureau. The
information regarding resumption of markings shall also be sent to the Bureau.
10. PRODUCTION DATA - The licensee shall send to BIS as per the enclosed Proforma-l
to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and
exported by him and the trade value thereof at the end of each operative year of the licence.

Note-1: In case of non-availability of in-house test facilities. Test certificate from NABL/BIS
approved lab may be obtained. If the consignment of Copper (either rod or drawn wire) is
received along with the TC from original supplier whose lab is NABL approved, further
testing of Copper is not required, however, necessary records to be maintained.
Note-2: In case of failure, marking of that type and size shall be stopped and reasons for
failure shall be investigated. Marking shall be done only if the sample from the control unit
of improved quality meets the specified requirements. The original frequency shall be
restored only after five consecutive samples have passed the requirements.
Note-3: Wherever testing of two samples have been stipulated; samples shall be taken from
the beginning and the end of the control unit.

1. IS 694:1990 has been revised as IS 694:2010 – “Polyvinyl Chloride Insulated Unsheathed and
Sheathed Cables/Cords with Rigid and Flexible Conductor for Rated Voltages Up to and
Including 450/750 V.
2. In IS 694:1990, the type of insulation and sheath were specified as Type-A and ST1,
respectively, for all varieties of cables. Moreover, the cables were divided into Category 01,
C1 and C2 based on the ‘Improved Fire Performance’ characteristics.
3. In IS 694:2010, apart from the changes as indicated in the foreword, insulation Type D and
sheath Type ST3 have been specified for cables where conductor of flexibility Class 5 has
been specified for use for 70oC general application. Insulation Type C and sheath Type ST2
have been specified for cables with Heat Resistant properties (85oC).
4. Further, the cables have been classified into categories 01, 02, FR & FR-LSH based on the
environment in which they are intended for use.
5. Thermal stability test has been made mandatory for all type of cables.
6. Cold bend test & Cold impact test has been made mandatory for all types of cables.
7. The tolerance in thickness of sheath has been made as (0.1+0.15ts) in place of earlier
tolerance 0.2+0.2ts.
For Licensees
8. Additional infrastructure for manufacturing and testing shall be developed by the licensees.
9. The licensees shall submit factory test reports with the revised requirements for insulation and
sheath as per IS 694:2010, for different types (Cables for fixed wiring/Flexible Cable/Flexible
cord) and sizes of cables already covered in the scope of licence as per sampling guidelines,
along with the acceptance of revised STI, declaration of additional manufacturing and testing
facilities in the requisite proforma.Based on the same, endorsement in the licence for change
over to revised ISS & STI may be issued.
10. For all those new type and varieties of cable as per IS 694:2010, which are not covered in the
licence, inclusion of new varieties can be processed based on the request of the licensee as per
sampling guidelines and as per the existing procedure of OMPC.(Tatkal procedure, licensee
to submit report from independent lab not older than one month)
11. For existing Licences for flexible cords as per new version, type of insulation shall be PVC
(type-D) instead of PVC (type A) as in old version. In such cases, licensees intending to
continue with the present scope shall submit fresh Independent Test Report from BIS
recognized lab before 01 March,2015 to consider. Based on the same, endorsement in the
licence to be issued.
13. All fresh applications shall be recorded as per this revised ISS. All existing applications,
where PI is yet to be done, shall be processed as per the revised ISS after obtaining consent
from the applicant and ensuring availability of necessary manufacturing and testing facilities.
14. All application cases where samples are already drawn and testing is under process, GOL may
be considered as per the old version. Switching over to the revised ISS may be considered
after GOL as per the above procedure within stipulated period. consent from applicant to be
obtained.
The latest date for implementation of IS 694:2010 shall be 01 March 2015. In case of failure of
implementation of this revised ISS by any firm, further action as per provision of OMPC may be
taken.
