SCOPE OF WORK

1.0 INTRODUCTION
Unless expressly stated otherwise, all costs for the fulfilment of the requirements of this SCOPE
OF WORK shall be included in the rates and prices set forth in EXHIBIT II - SCHEDULE OF
COMPENSATION.
The activities listed for the above scopes are purely indicative and shall not be interpreted
restrictively; PCIHBV shall have the right at all times to instruct the CONTRACTOR to
perform any activities within its capabilities, which shall be considered to be WORK under
this SERVICE AGREEMENT.
The PCIHBV REPRESENTATIVE shall monitor and audit the progress, technical content
and quality and safety of the WORK at each WORKSITE(s). The PCIHBV
REPRESENTATIVE shall be the sole PCIHBV focal point in respect of any matter related
to the WORK.
It is the duty of the CONTRACTOR to structure its organization such that the
requirements of the SERVICE AGREEMENT are strictly fulfilled without PCIHBV
needing to be engaged in the performance of the WORK. The CONTRACTOR shall be
fully responsible for the performance and quality of the WORK, and shall not therefore
rely on PCIHBV to check and/ or verify the WORK. The CONTRACTOR shall inform
PCIHBV in a timely fashion, of any significant departure from agreed plans, compile and
make available statistics/ trends to support the performance of the WORK, and provide
for PCIHBV to inspect all aspects of the WORK. The CONTRACTOR is required to
nominate a Contractor Representative to whom PCIHBV may address issues related to
CONTRACT for effective resolution.
1.3.1 Introduction
The CONTRACTOR shall be responsible for obtaining, maintaining and renewing all
permits and approvals required for the proper performance of the WORK from all relevant
GOVERNMENTAL and other regulatory authorities. All costs and expenses (including
fees and contributions) required to obtain, maintain and renew such permits and approvals
shall be, and shall be deemed to be, included in the lump sum SERVICE AGREEMENT
PRICE.
For those matters which are CONTRACTOR’s responsibility under the terms of the
SERVICE AGREEMENT, it is PCIHBV’s intention that, after initial introduction by
PCIHBV and agreement of procedures between PCIHBV, the CONTRACTOR and the
necessary authorities concerned, the CONTRACTOR shall continue to liaise with the
necessary authorities without the involvement of PCIHBV. However, all communications
between CONTRACTOR and any GOVERNMENTAL or semi-GOVERNMENTAL
authorities shall be copied to PCIHBV.
The CONTRACTOR shall engage a full time dedicated Authority Coordinator to manage
all relationships and dealing with GOVERNMENTAL or semi-GOVERNMENTAL
authorities.
1.3.2 Permits
1.3.2.1 Permits to be obtained by PCIHBV for which CONTRACTOR
Assistance is required
For all other permits not covered in Sub-Section 1.3.2.1 above, unless
PCIHBV at its discretion decides to take all or part of the responsibility
for a given application, the CONTRACTOR shall be fully responsible for
obtaining all permits, matching its schedules, and furnishing all necessary
information required by the authorities concerned. PCIHBV will only be
involved in introductions as stipulated in Sub-Section 1.3.1. The
CONTRACTOR shall be responsible for all costs of obtaining permits
and associated fees or royalties.
2) PCIHBV shall have the right at its sole discretion to extend this
SERVICE AGREEMENT for a further period of one (1) year by
giving written notice to the CONTRACTOR thirty (30) days prior to
the expiry date of this SERVICE AGREEMENT. During such
extended period of the SERVICE AGREEMENT, all terms and
conditions of this SERVICE AGREEMENT shall continue to apply.
2.0 GENERAL
2.1 The purpose of this Section is to provide the CONTRACTOR with a description of WORK
to be performed.
2.2 PCIHBV cannot and will not guarantee the quantity or volume of WORK.
2.5 The CONTRACTOR shall absorb all the Local Iraq Staff current working for the same
service agreement with previous contractor.
2.6 Save in so far as it is legally or physically impossible, the CONTRACTOR shall execute,
complete and maintain the WORK in strict accordance with the requirements of the
SERVICE AGREEMENT and to the satisfaction of PCIHBV REPRESENTATIVE and
shall comply with and adhere strictly to PCIHBV REPRESENTATIVE's instructions and
directions given pursuant to the SERVICE AGREEMENT on any matter (whether
specifically mentioned in the SERVICE AGREEMENT or not) concerning the WORK.
2.7 The CONTRACTOR shall give all necessary notices and obtain necessary PTW (Permit
to Work) before starting any WORK. Permits / certificates of fitness / equipment passport
for the CONTRACTOR's equipment or personnel to enter a restricted area shall be obtained
from PCIHBV. PCIHBV will at its discretion examine any equipment or search personnel
entering or leaving this area and any equipment and/or personnel will be prohibited from
entering if found necessary by PCIHBV.
2.8 The CONTRACTOR shall be responsible for the licensing of materials, chemicals and
equipment used or purchased on behalf of PCIHBV.
2.9 The CONTRACTOR shall follow up and execute the request specified in PCIHBV Work
Order. Works execution and time specified in Work Order to be discussed and agreed with
PCIHBV representative. Any delay in works execution to be justified in writing. Work
Order form to be provided by PCIHBV.
The CONTRACTOR shall ensure that the quality of the WORK is performed to a standard
acceptable to PCIHBV.
a- To ensure the number of people is constant on daily basis; the contractor responsible
to provide replacement should there is any absenteeism.
b- PCIHBV reserves the right to assign day or night shift to any of the Contractor staff
without any cost impact as and when required.
c- The leave, medical and any other administrative matter must be accounted and
replacement provided by contractor.
Note:-
a) CONTRACTOR shall absorb and employ local existing staffs that working on-site.
b) Minimum salary for Rollover Staff is USD 600 per pax per month. Any changes to the
minimum salary is subjected to PCIHBV’s agreement.
The CONTRACTOR shall perform, as a minimum, the following activities under this
particular WORK scope:-
a. De-sludge grease trap once every two (2) weeks or as and when required.
b. Sewerage disposal (Black Water, minimum 10 times / Month) for all PCIHBV
Facilities Located within Garraf Contract Area (GCA) excluding Garraf Base
Camp (GBC) and Garraf Integrated Camp (GIC).

c. De-sludge Domestic Sewerage Treatment Tank minimum every three (3) months
or as and when required.
The CONTRACTOR shall perform, as a minimum, the following activities under this
particular WORK scope:-
Maintenance and Repair services shall be executed by the CONTRACTOR upon receipt
of a written request from PCIHBV. Formal requests approved by PCIHBV
REPRESENTATIVE will be compiled and submitted to Contractor’s Representative
either through email or by hard copy. Work request may include but are not limited to the
following activities:-
a. Civil Maintenance and Repairs
b. Mechanical Maintenance and Repairs
c. Piping and Plumbing Maintenance and Repairs
d. Electrical Maintenance and Repairs
e. Provision of competent personnel, tools and equipment to perform Maintenance
and Repair Services;
f. Purchase, spare parts, equipment, consumable, furniture items and services on
reimbursable basis.
Upon receipt of such instruction, the CONTRACTOR shall provide all required
CONTRACTOR PERSONNEL, tools and equipment to perform the requested WORK
within the time period stated in PCIHBV’s request.

Maintenance and Repair Services which require the purchase or rent/lease of any spare
parts, consumable items and specific services shall be performed by the CONTRACTOR
on a reimbursable basis.
The CONTRACTOR shall remain responsible for the licensing of materials, chemicals
and equipment used or purchased on behalf of PCIHBV.
PCIHBV shall submit the GARRAF CONTRACT AREA layout with requirements for
landscaping and gardening to the CONTRACTOR. Based on this plan and on PCIHBV’s
requirements, the CONTRACTOR shall develop a landscaping plan (including but not
limited to tree, flower bed and plants planting) for the areas specified by PCIHBV. The
landscaping plan shall be submitted to PCIHBV for approval no later than one (1) month
after the EFFECTIVE DATE. Once approved, the CONTRACTOR shall implement the
landscaping plan within two (2) weeks from PCIHBV’s approval of the landscaping plan.
The CONTRACTOR shall provide all required trees and plants as per specifications and
in amounts approved by PCIHBV.
In addition to the above, the CONTRACTOR shall also be responsible for general
landscaping and gardening within the GARRAF CONTRACT AREA, which shall include
but not be limited to the following activities:-
a. Planting trees/bushes;
b. Planting flowers;
c. Plants watering.
d. Uproot and replace affected or died plants and trees
e. Construction of flower bed.
f. Special weeds / grass cutting at river bank.

3.5 PCIHBV may require CONTRACTOR to purchase parts, materials, and consumable items at
its own cost, which will be reimbursed later by PCIHBV. CONTRACTOR shall perform such
purchase service under written agreement of PCIHBV Representative.
3.6 Prior to purchase material requested by PCIHBV, the CONTRACTOR shall provide a
quotation with price from at least three shops. Price quotation to reflect clear information on
the shop location and contact details. PCIHBV to have a right to check information stated in
quotation by communicating with shop’s personnel or sending PCIHBV representative to the
shop. Upon material purchase proven shop receipt to be provided by Contractor with shop
stamp and salesman’s signature. Any price mark-up more than stipulated in contract is
considered violation of contract.
3.7 CONTRACTOR shall hold in readiness all the resources including personnel, consumables,
materials, equipment, machinery, services and facilities necessary to provide on-call
maintenance services at Garraf FCP Facilities.
3.9 CONTRACTOR shall have its own workshop and storage area for storing materials and
equipment required for the WORK. PCIHBV shall bear no responsibility or liability over the
handling or storing of CONTRACTOR's materials and equipment while at PCIHBV premises.
3.11 HOUSEKEEPING
The CONTRACTOR shall clean all working areas daily. There should not be any
debris, tools, or CONTRACTOR EQUIPMENT left at the working area after working
hours unless permitted in writing by PCIHBV REPRESENTATIVE.
All scrap and debris must be segregated accordingly, secured safely and loaded into
CONTRACTOR furnished containers by CONTRACTOR. Disposal of scrap or any

3.12 SAFETY
If the nature of the WORK necessitates its being submitted to tests as the WORK
proceeds, or its submission to specific tests or inspection according to the Contract, the
CONTRACTOR shall notify PCIHBV opportunely (never less than 48 hours in
advance) that the WORK is ready for the test, and no WORK shall be covered up or
put out of view until inspected or tested by or in the presence of PCIHBV
Representative, who shall attend at the time specified in the notice or such other time
as the parties may agree.
Unless an agreement to the contrary has been made, all tests necessary for the WORK,
in view of the nature thereof, according to good practice, shall form an integral part the
carrying out of the WORK and shall be carried out at the cost and responsibility of the
CONTRACTOR.
All test or calibration equipment used by the CONTRACTOR to perform the WORK
shall be certified or traceable. The CONTRACTOR shall keep updated records of the
certificates. Where certification has due, the CONTRACTOR shall seek re-
certification, and update the relevant records.
The CONTRACTOR shall at the CONTRACTOR's cost make good and repair with all
due diligence any and all defects in the WORK and the consequences thereof due to
faulty or poor design, workmanship or MATERIALS for which the CONTRACTOR
is responsible and which become apparent within six (6) months for workmanship and
twelve (12) months for material purchased so that the WORK shall at the end of the
Maintenance Period be in all respects as specified and generally provided for in the
CONTRACT.

3.1.20 POLLUTION
The CONTRACTOR shall not under any circumstances dump, throw or dispose of any
waste, or any other substances used in the WORK, in such a manner as to cause
pollution to the atmosphere, land, or any other place. The CONTRACTOR shall
properly dispose of such waste in accordance with existing laws and PCIHBV
regulations, and at no expense to PCIHBV.
In the event of any pollution caused by the CONTRACTOR, the CONTRACTOR shall
remedy such pollution as may be instructed by PCIHBV REPRESENTATIVE at the
CONTRACTOR’s sole cost. In the event that the CONTRACTOR fails or refuses to
clean or retrieve the pollutants, all costs associated with the cleaning or retrieval of
such pollutants shall be charged to CONTRACTOR.
To the fullest extent possible, the CONTRACTOR shall ensure that all maintenance of
CONTRACTOR EQUIPMENT on board PCIHBV facilities is continually carried out,
the cost of which shall be, and shall be deemed to be, included in the lump sum
SERVICE AGREEMENT PRICE.
