Steam Regulation of 1930
Considering that for the implementation of the Steam Ordinance of 1930 (State Gazette No.
225), it is necessary to determine the following:
CHAPTER I
GENERAL PROVISIONS
Article 1
The steam boiler meant in article 1 of the. Steam Ordinance, 1930, are categorized into:
a. steam boilers where in the pressure to be produced by steam more than half a kilogram
per square centimeter, exceeds the atmospheric pressure, and
b. steam boiler wherein the pressure to be produced by steam no more than half a kilogram
per square centimeter exceed the atmospheric pressure (low pressure boilers).
Article 2
The steam apparatus as meant in article 1 of the Steam Ordinance, 1930, are:
a. Water pre-heaters, which through combustion products serve to increase the temperature
of the feed water of a steam boiler;
b. super heaters, which through combustion products serve to increase the temperature
steam. If these apparatus are directly connected with a boiler they are regarded as
forming a unitary whole with the latter;
c. evaporators, serving to produce distilled water by the use of steam, and;
d. steam vessels, excepting those mentioned under c. above wherein steam enters from a
boiler, directly or indirectly.
Article 3
1. Connecting steam-pipes are only regarded as belonging to steam vessels if their internal
diameter is over 450 millimeters.
2. Cylinders and steam jackets of steam engines are not regarded as steam vessels.
3. Steam pipes serving to heat a liquid are not regarded as belonging to steam vessels.

CHAPTER II
ON THE EXAMINATION OF DESIGN DRAWING OF STEAM APPARATUS
Article 4
1. A person requiring approval for a design drawing of a steam apparatus as meant in article
5 of the Steam Ordinance, 1930, to be used in the Indonesia shall present for this purpose
and applications on sealed paper to the Directorate for the Development of Safety
Standards, and Occupational Health in the Indonesia, or in the Netherlands to the
Delegate of the said official in the Colonial Department, submitting a trace drawing with
two reproductions on a scale of not less than 1:12 giving all measurements and a list of
the materials to be used in the construction of the steam apparatus.
2. In case of the application being approved, the trace drawing and one of the two
reproductions, duly authenticated, shall be returned to the applicant.
3. Such approval granted either in the Netherlands or in Indonesia can at any time be
withdrawn by the Director for the Development of Safety Standards, and Occupational
Health.
Immediate notification of such withdrawal shall be given to the said applicant or person
concerned, together with a statement of the reasons leading to such withdrawal does not
apply to steam vessels already under construction at the moment of the aforementioned
notice reaching the person concerned.

Article 5
1. The dues payable to Government for examination** in the Indonesia of the drawing
concerned shall be for :
- a steam boiler - Fl. 30 guldens,
- any other steam apparatus - F1. 20 guldens,
- an equipment, being part of the appurtenances of a steam
apparatus, the drawing of which has not been submitted
together with that of the steam apparatus - F1. 20 guldens.
2. Design drawings are not returnable to the applicant until after proof has been provided to
the Chief of Safety Inspection that the fees due under this article have been paid to the
Treasury or at one of the offices of the Safety Inspectorate.

CHAPTER III
ON PERMISSION FOR THE OPERATION OF STEAM APPARATUS
Article 6
1. A person requiring permission to operate a steam apparatus, as meant in article 6 of -the
Steam Ordinance, 1930, shall present for that purpose an application on sealed paper to
the Director for the Development of Safety Standards, and Occupational Health to which
shall be attached an authenticated reproduction of the approved design drawing as meant
in article 5.1. of the said Ordinance, or if an examination as referred to in the preceding
article has not been carried out, a work design of the vessel on a scale of not less than 1 :
12, giving all measurements and the time during which the vessels is to be walled-in,
accompanied by a design of all brickwork, giving all measurements necessary for
calculations of the heating surface.
2. An application shall contain detail of :
a. the name of the manufacturer and the location of this factory, the year built as well as
the production number of the steam apparatus;
b. the mean use the steam apparatus,
c. for steam boiler, the area of the heating surface and of the total grate area, in square
meters; for water pre-heaters, super heaters and evaporators, the heating surface in
square meters; for steam vessel, not being evaporators, the smallest diameter of the
steam supply pipe and the volume in cubic decimeters and, if they serve to heat liquid
under pressure in an enclosed space separated from the steam, also of the heating
surface of the enclosed space (it being understood that what is meant by heating
surface is the surface in tough with combustion products or the steam heating);
d. the maximum actual pressure in kilograms per square centimeter at which the vessel,
for which a permit is being sought, is to be operated (it being understood that what is
meant by actual pressure is the difference between pressure exerted against the walls
of the vessel by steam and that of vapor, whereby one atmosphere equals a pressure
of one kilogram per square centimeter);
e. the materials out of which the vessel, in all its several parts, is constructed unless this
is evident from the afore mentioned work design;
f. the safety valves and their measurements, any other appurtenances of the steam
apparatus;
g. the place in which the vessel is set up, or will be set up, and the time when it will be
available for inspection and testing in accordance with the provisions of article 7 of
the Steam Ordinance of 1930.

3. If the vessel has been in use before in the Indonesia this should be mentioned in the
application and whenever possible the former permit should be submitted.
4. An application must be submitted by the application to the officer in charge of the
supervision of steam apparatus in the area where the steam apparatus is to be used.
** In practice use is made of a subparagraph which does not occur in the original and which
reads as follows:
1. a. If the examination as meant in the above paragraph bring it about that an
examination of the materials shall be made, the applicant shall also bear the cost of
such examination.
Article 7
No permit is necessary:
a. for steam boilers, where the product of the number indicating the heating surface in
square meters and the maximum actual pressure in kilograms per square centimeter does
not exceed two-tenths, unless the said pressure is greater two atmospheres;
b. for water pre-heaters where the internal diameter of the tubes of which they are
constructed, is fifty millimeters or less;
c. for super heaters (not directly connected with the boiler) where the internal diameter of
the tubes of which they are constructed, is 25 millimeters or less;
d. for steam vessel, not serving to heat liquid under pressure such as a condenser, steam
accumulators and such like, of which the internal diameter is equal to or smaller than 450
millimeters, or where the number indicating the product of the volume in cubic
decimeters and the steam pressure in kilograms per square centimeter, does not exceed
the number of 600, as well as for similar steam vessels whose volume, irrespective of the
pressure, is less the 100 cubic decimeters;
e. for steam vessels, serving to heated liquid under pressure (initial evaporators, sap
preheaters and the like), where the product referred to in d. above does not exceed the
number 300, as well as similar pressure vessels with a capacity, irrespective of pressure,
of less than.75 cubic decimeters.

Article 8
A permit shall be granted only after inspection and testing Steam apparatus by the Director
for the Development of Safety Standards, and Occupational Health in accordance with
Directorate for the Development of Safety Standards, and Occupational Health regulations
referred to in the following article.
Article 9
Inspection of steam apparatus as meant in the preceding article includes all actions necessary
to ensure that the construction of the steam apparatus and appurtenances fulfill the
requirements of article 10 to 27 inclusive.
Article 10
1. The thickness of the plates of steam apparatus and the measurement of their components
should be such as to sufficiently guarantee on their operational of safety, relative to the
kind of material used and the nature of the work to he carried out.
2. The standard by which to judge fulfillment of these requirements shall be laid down by
the Director for the Development of Safety Standards, and Occupational Health and
published in the Netherlands as well as in the Indonesia, in a manner to be determined by
the said official. Changes thereto shall be made in the same manner.
If the changes involved are substantial, they shall not be applied earlier than one year
following their publication.
3. If it is apparent that a steam apparatus has been constructed in full conformity with a
design-drawing, approved in accordance with article 4, any inspection connected with
fulfillment of the standards (as referred to in 2 above) shall not be necessary.
Article 11
1. In the case of steam boilers, cast iron may only be used :
a. for boilers under an operational pressure of not higher than three kilogram per square
centimeter and with a volume not more than one hundred cubic decimeters;
b. for low-pressure boilers;
c. for steam jackets of cylinders of steam engine which are directly connected with, and
thus forming a part of the boiler, if these are attached to the boiler;
d. for small components where use of such cause no danger Such not to include
components which must periodically be disconnected (such as manhole covers and
sludge-holes, connecting joints of tube-ends of water-tube boilers and the like, cocks,

valve, valve-body, and not the body of safety-valves, with a supply-opening having a
diameter of more than 105 millimeters and actual steam pressure over the ten
kilograms per square centimeter, it being understood regarding the above mentioned
parts, that what is meant by cast iron does not include materials which have been
toughened by special process. (malleable cast iron).
2. The use of pre-heaters and super heaters, entirely of partly made of a cast iron is
prohibited, except where the internal diameter of the piper which are in touch with the
combustion products, is two hundred millimeters or less. .
3. In the case of evaporators, the use of covers made of cast iron is prohibited if such covers
have double walls, within which steam is admitted.
4. Brass may only be used for the equipment of steam apparatus for which no other material
is prescribed, for the fire-tubes of boilers with a maximum internal diameter of ten
centimeters, and for heating pipes of steam apparatus.
5. When in this Ordinance the use of bronze is prescribed, other alloys may also be used, in
so far as it is certified by the Chief of Safety Inspection to be at least equally suitable for
the purpose.
Article 12
Each steam boiler should be equipped with the following appurtenances:
a. at least two efficient safety valves of good construction suitable capacity, fitted to the
itself, or to the steam collector;
b. at least one manometer;
c. at least two water-gauges or test-cocks and one water-gauge glass with steam penetrating
blow-through cocks, or two such water-gauge glass;
d. at least two non-interdependent feed apparatus each separately able amply to supply the
boiler with water, of which at are least one must be self-operating (it being understood
that what is meant by self-operating feed apparatus are steam-pumps, injectors and
appliances able to operate independently of the main source of power);
e. a self-operating instrument able to indicate a shortage of water in the boiler,
independently of the technical stoker;
f. a mark indicating the lowest permitted water-level;
g. a cock with a flange of forty millimeters diameter and of eight millimeters thickness, to
which it is possible to fit a control manometer a blow-down value or shut-off valve,
suitable linked up with the boiler, either directly or through a copper, bronze, steel or cast
steel pipe, which pipe may not be in contact with the brick-work;

h. the necessary man-holes and sludge-holes, and
i. a plate, fitted by four counter sunk copper-headed bolts with a diameter of at least ten
millimeters, on which clearly and durably are inscribed :
First * the highest permitted steam-pressure in kilograms per square centimeter , and
Second * the year and place of construction as well as the name of the manufacture.
j. Manhole, handhole and blowdown valve as required.
Article 13
Low-pressure boilers should be equipped with the following apparatus.
a. at least one water-gauge glass appliance;
b. at least one feed;
c. apparatus and open safety pipe with an internal diameter of at least fifty millimeters, and
vertical distance between both ends not exceeding five meters where end of it on the
lowest water level;
d. a blow down valve, and
e. a name-plate in accordance with this stipulations as laid down in article 12, (j).
Article 14
1. For steam boiler with a volume if less than hundred cubic decimeters intended to operate
under maximum steam pressure of three kilograms per square centimeter, one safety
valves as meant in article 12, (a), will suffice.
2. Two or more steam boilers with a common steam-collector, and connected in such a way
as to make it impossible for them to be operated separately, shall with regard to the
required number of safety valves, manometers and feed apparatus, be considered as one
boiler.
3. The manometer of such boiler should be fitted to the steam collector, unless each boiler
is provided with such equipment.
4. Each feed apparatus should separately, be able to supply the necessary quantity of water
to the whole boiler unit.
Article 15
Steam vessels other than steam boilers, should be equipped with the following attachments.
A. The Water pre-heaters with :
1st. a safety valve;
2nd. a blow down valve;

3rd. a non return valve on the feeding aperture, and
4th. the man-holes and smaller holes, necessary for carrying out inspection.
B. the super heaters with :
1st. a safety valve, if the appliance .can shut off from the boiler;
2rd. the necessary water-drain-valve, and
3rd. the man-holes and smaller holes, necessary for carrying out inspection.
C. the evaporators with :
1st. a safety valve;
2nd. a manometer;
3rd. a water-gauge glass appliance, and
4th. a blow of valve.
D. the steam vessels with :
1st. one safety valve, if the highest actual steam pressure permitted for the steam
vessel is less than the maximum allowable working pressure in the steam
apparatus from which the steam is supplied, and two safety valves. If the
pressure in the steam vessel is less than half of the maximum allowable
working pressure in the steam apparatus from which the steam is supplied, or
if a liquid be heated in an enclosed space not separated from the steam supply;
2nd. if necessary, a small cock to enable checking of any pressure in the steam
vessel, which may be cleaned while the steam vessel is under operation;
3rd. a manometer, and
4th. the man-holes and smaller holes, necessary for carrying out inspections.
The apparatus mentioned in A to D inclusive should, be provided with name-plates, in
accordance with the stipulations of article 12 (j).
Article 16
1. For steam vessels, in direct connected with a steam boiler, and intended to operate the
same pressure as the boiler, safety valves and manometers are unnecessary.
2. On steam vessels, safety valves should be fitted on the pressure vessel itself, or on the
steam supply-pipe, and the apertures should if possible, be protected so as to prevent
blockage caused by substances in the steam vessels.
3. If two or more steam vessels are joined by one steam-pipe, the location of one
manometer on the said steam-pipe is considered sufficient as is the location of one safety
valve, unless two safety valves are needed for one or more steam vessels, in accordance
with the stipulations in article 15D.

4. With regard to steam vessels, serving to heat a liquid in an enclosed space separated from
the steam supplied by the steam vessels, of which the vapor may produce a higher
pressure than half a kilograms per square centimeter, one safety valve shall be located in
the said enclosed space and to the extent necessary, also the appurtenances stated in
article 15, D2, D3 and D4.
The aperture of the valve should, if possible, be protected so as to prevent blockage
caused by substances in the vessel.
Article 17
1. The standards by which to judge the correct construction and fitting of the safety valves
mentioned in article 12 to 16 inclusive, and the adequacy of their dimensions, shall be
defined by the Director for the Development of Safety Standards, and Occupational
Health with regard to the said standards, all the provisions concerning standards as stated
in article 10 (2) shall apply.
2. Safety valves should be arranged and installed on a steam apparatus in such a way. as to
be easily lifted and inspected.
3. The load should be arranged in such manner, as to enable the steam to escape from the
valves as soon as the pressure in the steam apparatus exceeds, that maximum allowable
working of the steam apparatus.
4. If the seating do not constitute a unified part of the body proper measures should be
taken to prevent dislodgement.
5. If a safety valve is pressed down by two or more weights, the said weights should consist
of solid discs, which may only different from each other in thickness. They should be
removable section by section and be secured against sliding movement.
6. All safety valves should be constructed and fitted in such a way as to prevent movement,
on their levers, while the valves and levers should be easily removable.
Article 18
Steam apparatus, wherein the pressure to be exerted by the steam, not more than half a
kilogram per square centimeter, exceed atmospheric pressure, need only be provided with an
air-valve or other equipment through which air may enter the steam apparatus as soon as the
pressure in the apparatus is reduced to less than that of the atmosphere, if they are not able to
resist an external pressure of one kilogram per square centimeter.

Article 19
1. The manometer should clearly and correctly indicate the pressure of steam up to at least
two kilograms per square centimeters above the maximum allowable pressure for the
steam apparatus.
2. The maximum allowable working pressure should be indicated OIL the scale of the
manometer by a clear mark.
3. The manometer should be connected to the steam apparatus by a pipe containing water
which protects the manometer from overheating, and in the case of steam boilers be so
located as to be easily read off by the operator from his usual post.
Article 20
For land-boilers with a heating surface of less than five square meters, one feed apparatus
shall suffice, provided that such feed apparatus may also be operated by hand.
Article 21
1. With regard to steam boilers, each feed apparatus or each feed pipe should be located as
close as possible to the boiler and be provided with a valve-box; between the valve-box
and the boiler a turn cock or valve should be places, also a small test-cock between the
turn-cock and the cock valve.
2. With regard to low-pressure boilers, one valve-box shall suffice, for which the valve-box
of the feed-pump may serve.
Article 22
The mark indicating the lowest permitted water-level should be fitted on or near the water-
gauge glass with respect to land boilers, at least ten centimeters above the highest point in
contact with combustion products; with respect to marine boilers, at least fifteen centimeters
above that point.
Article 23
1. If the water-gauge glass and test-cocks are located on a common pipe, the internal
diameter of the said pipe as well as of the pipes connected to the steam apparatus, should
be at least fifty millimeters; if they are separately connected to such steam apps, the
diameter should be at least twenty-five millimeters except regarding small boilers, of
which the connecting pipes are very short and may be considered as connecting nipples.

The connecting pipes should be as straight as possible, or be provided with a curve of
large radius; if they are bent at right angles, a small plug in the angle should be provided,
to permit cleaning.
2. The water-gauge glass should be provided with turn cocks and blow through cocks or
valves, the openings of the said cocks or valves should have a diameter of at least six
millimeters; they should be penetrable under pressure.
3. The length of glass of the water gauge glass should be such as to en able the water mark
to be observed, at least sixty millimeters above and at least forty millimeters below the
lowest permitted water level. The internal diameter of. cylindrical glass gauge should be
at least eight millimeters.
4. Steam boiler, stoked from the front as well as from the rear should be provided at each
stoke place with one water-gauge glass and two small test-cocks, or with two water-
gauge glass.
Article 24
1. The housing of turn-cocks and screw-cocks, the valve hoses and also the. body of safety
valves, and the housing of cocks and valves as referred to in article 23.2 should, to the
extent not otherwise stipulated, be made of bronze, malleable cast iron or mild steel.
The inside mechanism of turn-cocks, screw-cocks and valve-boxes as well as the valves
and the seating of safety valves, should be made of a suitable metal or alloy.
2. Packing glands with an access opening of more than thirty millimeters should be
provided with a guard to prevent discharge of the plug, in case the thread should strip or
the gland bolts break.
Article 25
Pipes connecting steam apparatus should be arranged in such a way as to prevent may
distortion caused by the expansion of the pipes; if necessary, they should be provided with
drain-cocks.
Article 26
In steamships, destined for the transportation of passengers, the space wherein the steam
boilers are placed should be adequately separated from passenger cabins by iron partitions.
This provision does not apply to steamships without a deck.

Article 27
1. The testing of steam apparatus as referred to in article 8 shall be performed by pressing
in cold water until the actual test pressure is achieved; with regard to steam apparatus
with maximum allowable working pressure five kilograms per square centimeter of
pressure gradually less; the pressure gradually to two times the Maximum allowable
Working Pressure steam apparatus with Maximum allowable Working Pressure more
than five kilogram per square centimeter, and but less than ten kilogram per square
centimeter; of five kilograms per square centimeter more than the maximum allowable
working pressure with respect to steam apparatus higher pressure : of one and a half
times the maximum allowable working pressure.
2. The steam apparatus should be held under test pressure for as long as is deemed
necessary to properly inspecting its various parts.
3. The steam apparatus should be able to withstand the actual test-pressure without leakage
and without showing a permanent distortion of its walls. The leakage be understood that
what is meant by leakage is that water, other than in the front of a few drops or of haze,
exudes through the seams.
4. In the application of this article with regard to the enclosed space for which the liquid is
destined, of steam vessels serving to heated a liquid in an enclosed space separated from
the steam, the words "steam pressure" in this article should be read as "dew pressure".
Article 28
1. If the person, who is to carry out the inspection as defined in article 9, considers it
necessary, he may demand that steam boilers be tested under steam pressure.
2. However, the test under steam pressure is obligatory, if the Chief of Safety Inspection,
by virtue of the provisions of article 31.3, grants a dispensation regarding the testing
under water pressure as defined in the preceding article.
Article 29
1. The first test of a steam boiler shall be carried out before the boiler is walled-in or
insulated.
2. If the insulation fixed by the manufacturer, and bearing his name and or factory mark, is
found undamaged the testing officer or expert is authorized to agree that such insulation
need not be removed.

Article 30
If, after inspection and testing, the officer or expert concerned is of the opinion that the steam
apparatus can be safety operated, he may on behalf of the Director of agree in writing and if
necessary under specified conditions for the temporary, operations of the steam apparatus
should the user make such request.
Article 31
1. The person, who carried out the inspection and testing should submit a report as soon as
possible on the results to the Chief of Safety Inspection, who after being satisfied from
such report that the vessel concerned meets the required conditions, shall grant the permit
applied for.
2. If the said Chief is of the opinion, that noted defects and deviations from the provisions
of article 10 to 26 inclusive, will not cause immediate operational danger, the permit
applied for should be granted on condition, that such defects and deviations, under
penalty of withdrawal of the permit will be remedied or discontinued within a period of
time to be determined by the Chief of Safety Inspection, not exceeding one year.
3. If it is evident from inspection of a steam vessel that because of its special construction
application of one or more of the provisions of article 10 to 27 inclusive, is partly or
wholly unnecessary the Chief of Safety Inspection may, accordingly disregard the said
pressure.
4. If the operation of a steam vessel of special construction results in conditions, not
foreseen in this Regulation, the Chief of Safety Inspection may add to the operating
requirements of the permit, as considered necessary.
5. When granting a permit, in accordance with the provisions of the preceding sub-
paragraphs of this article, the Chief of Safety Inspection may prescribe special
requirements to be observed in the operation of the relative vessel.
6. In case of a permit being refused, any provisional arrangement, as referred to in the
preceding article, shall automatically expire.
Article 32
The provisions of article 30 and 31 shall also apply to inspection and testing as meant in
article 12.3 of the Steam Ordinance of 1930.

Article 33
The users of steam vessels to whom a conational permit has been issued in accordance with
the provisions of article 31, are obliged, as soon as the defects and deviations as described in
such permit are made good or corrected, to give notice thereof in writing to the Chief of
Safety Inspection through the Engineer at the appropriate office.
Article 34
Permit shall include:
a. the name and, as far as possible, the status as well as the residence of the user;
b. the name of the manufacturer and the location of his factory, as well as the production,
production and the year of its manufacture;
c. the kind nature and place of use the steam apparatus and, as accurately as possible, an
indication or description of the place or vehicle, whereat, or upon which the steam
apparatus is to be installed;
d. for a steam boiler : the design and measurements of the boiler and the grate surface, as
well as the area of the heating surface in square meters; for water pre heater, superheater
and evaporators: the heating surface, and for steam vessel not being evaporators, serving
to heat under pressure a liquid in an enclosed space separated containing the liquid, in
square meters; for other steam vessels, not being evaporators; the volume in cubic
decimeters, and the smallest diameter of the steam supply pipes;
e. the materials, of which the various parts of the steam apparatus are manufactured ;
f. the number, kind and most important measurement of the attachments, constituting the
safety devices of the steam vessel;
g. maximum allowable working pressure in kilograms per square centimeter;
h. the particular measures considered necessary shall be observed in operating the vessel, as
well as in respect of such circumstances as are referred to in article 31.2, and 3,
respectively;
i. the defect and deviations, which should be remedied or discontinued and the period of
time permitted for the purpose;
j. permitted deviations and any special operating requirements.
Article 35
1. The permit should be carefully kept, and on demand of the competent of official be
shown or place at his disposal.

2. Lost permits shall be renewed on request of the interested parties, or by recommendation
of the competent official noting the loss.
3. Regarding renewal of such permits, in addition to the stamp-duty in the case a steam
boiler, a sum of respectively f.25, f.30, f.35, f.40, f.45 or f.50** shall be charged,
depending on the measurements and rates as indicated in the first paragraph of the
following article, and concerning other steam boiler, a sum off f.25. in respect of the
matters, mentioned, if it is shown to the satisfaction of the Director that such loss was
caused by force majeure.
Article 36
1. The amount due to the Government from the applicant for the first in inspection and test
of a steam vessel, shall be :
a. for steam boilers with a heating surface of five square meters or less, and where the
ratio : of water and steam chambers in cubic decimeters,*** and the heating surface
in square meters, does not exceed fifty ...... f.37.50
b. for steam boilers with a heating surface of ten square meters or less, other than those
covered by a. above and electrically heated steam boilers ...... f.90
c. for steam boilers with a heating surface of more than ten to twenty five square
meters, inclusive ...... f.135 more than twenty five to fifty square meters,
inclusive....... f.180 more than fifty to seventy five square meters, inclusive....... f.225
more than seventy five square meters....... f.270
d. for steam vessels other than steam boilers ....f.37.50 except that if the heating surface
is more than five square meters where the capacity is more than one thousand cubic
decimeters, the fee shall be.........f.90
2. If the inspection meant in paragraph 1. above reveals that in inspection related thereto
shall be borne by the applicant.
3. (as amended by State Gazette No. 432 of 1934) The applicant shall pay the fees
prescribed in 1. above, regardless of whether a permits is granted or not.
4. If several of steam boilers, connected to each by means of steam pipes or other, and
intended to be used together, are to be inspected or tested during one the same visit of the
safety official or expert concerned to the enterprise, undertaking or establishment where
the boilers are installed, the said fees shall be based upon the tariff for the boiler with the
largest heating surface while for every other boiler not more than gulden 90 shall be
charged.

Article 37
1. The fees referred to in the preceding article shall be levied only once each steam
apparatus.
2. Further fess may, however, be charged in the case of :
a. transfer of fixed land boilers to a place other than the one mentioned in the permit as
the place of installation;
b. transfer of ships boilers, with the exception of boilers in small launches without
permanent decks, to a ship other than the one mentioned in the permit, or transfer to
the land, and
c. carrying out a further inspection or testing as referred to in article 12 of Steam
Ordinance 1930, if any objections raised turn out to be groundless.

3. In case of an increase in the heating surface of steam apparatus, if not covered by one the
provisions referred to in the preceding paragraph of this article, the difference between
the fees relative to the new those of the original heating surface shall be paid.
Article 38
If the inspection or testing of Steam vessel is carried out abroad, the applicant shall be
charged expenses for the voyage and lodging of the official or expert assigned for such
inspection or test, the amount of which shall be determined by the Director for the
Development of Safety Standards, and Occupational Health.
CHAPTER IV
ON THE SUPERVISION OF STEAM APPARATUS
Article 39
1. The users of steam apparatus must ensure :
a. that the steam apparatus and all component thereto, are in proper conditions ;
b. in the steam boiler and evaporators, water-gauges glass and pipes replacement should
be available
c. that the steam pressure in the steam apparatus never exceed the maximum mentioned
in the permit, and
d. that the water level in a steam boiler never drops below the mark stipulated in article
12.f

2. Considered by component steam boiler, include the firebox, the furnace or flues, all
appurtenances serving to ensure smooth operation of the steam apparatus.
3. Users should have the steam apparatus attended to by persons having appropriate
occupational and technical knowledge.
4. In case of a defect in a steam apparatus being, discovered by the user, he shall give
notice thereof to the Safety Inspection Engineer concerned who, if the considers it
necessary, may carry out an inspection on the spot, and indicate the manner in which
repairs are to be made. Should the user object thereto the matter shall be referred to the
Directorate for the Development of Safety Standards, and Occupational Health for a
decision.
Article 40
1. Internal inspection of ship boilers shall be carried out at least once a year and that of land
boilers at least once every two years.
2. Locomotive Boilers as used by tested railways and tram ways shall be tested at least
every three years, as from the date of commencing operation, following the. last in
inspection or test.
A similar test shall be carried out after every important overhaul:
Besides the internal inspection referred to in the preceding paragraph of this article, a
detailed and careful internal and external Inspection of the boiler of every locomotive,
following removal of the flame pipes and linings, shall be performed after a maximum of
nine years of operation.
Such an inspection shall thereafter be performed every six years, commencing from the
day of being returned to service following the preceding inspection.
The Director of Safety Inspection may grant the Managers of Railways and Tramways a
postponement of such inspection for a period of time to be determined by him.
3. Apparatus, other than steam boiler shall, in so far as is practicable, be inspected
internally at least once every four years.
Article 41
1. The fees payable to Government by the user of a steam apparatus for the inspections and
testing as meant in article 16 of the Steam Ordinance 1930, regardless of the number of
inspections and testing, shall be f. 10 for each steam boiler annually, to which shall be
added 10 cent per square meter of heating surface, and f. 5 for every other steam
apparatus.

2. The fees payable shall conform with paragraph 1 above and cover a full calendar year of
operation of the steam apparatus.

In deviation from the regulation in the preceding paragraph, exemptions from the
regulation in the preceding paragraph, exemptions from the levy shall be granted by the
Director for the Development of Safety Standards, and Occupational Health to:
a. a person who in the course of the calendar year either permanently, or for a period of
a least one year ceases to become the user of a steam apparatus, in respect of three
months following that during which he ceases to be the user of the steam vessel, it
being understood that in special cases to be judged by the Director deviations can be
made regarding the said minimum period;
b. a person who in the course of the calendar year became the user of a steam apparatus,
in respect of those months preceding the one during which he become the user of the
vessel, it being understood that having already paid for the first inspection and testing
as meant in article 36, such shall apply-also to the months following the one in which
he become the user of the apparatus.
Article 42
The annual inspection of the steam boilers of steamship should take place preferably during
the docking of the ships, of which the official in charge of the supervision should be notified
in time.
Users of steam boilers, installed in river steamers, steam launches and steam boats should
ensure that their boilers are made available at the stated time for the annual inspection and at
the place indicated for the said inspection.
Article 43
When a steam apparatus need to be turn off for the requirement of inspection, the user must
ensure:
a. that the apparatus is completely empty and that all its parts, internal and external,
together with the smoke holes, have been adequately cleaned;
b. that all parts of the apparatus are sufficiently cooled off, so as to make possible the
inspection, and
c. that in case of the apparatus being connected to one or more apparatus under steam, the
common steam blow-off and feed pipes of the apparatus to be inspected, should be

disconnected or cut-off from the steam supply by means of a blind flange to be inserted
between the shut-off cock and the apparatus.
Article 44
1. Testing of steam vessels following that performed prior to its coming into operation,
shall be performed under a maximum pressure of three kilograms in exceed of the
maximum allowable working Pressure.
2. Should the person testing the apparatus be of the opinion that the said apparatus cannot
safely be operated further under the provisionally permitted pressure; the user shall be
notified given reasons together with the permitted pressure for further operation. The
user shall immediately with such decision.
3. If the user desires to operate the apparatus under a given lower pressure, the Director for
the Development of Safety Standards, and Occupational Health shall order the official
concerned to make the necessary changes in the permit on his behalf.
4. If the user object to the decision as referred to in 1 above, he may appeal within the
period of time and in the manner stipulated in article 12 of the Steam Ordinance, 1930.
5. If the decision referred to in 2 above by reason of confirmation following and appeal, or
expiration of a stipulated period of time, becomes irreplaceable, the permit must then be
amended as stipulated in 3 above.
6. If the user, whether immediately or following a decision taken on appeal, notifies the
Director through the official concerned, of his willingness to carry out the necessary
changes to restore the capability of the apparatus to with-sand the originally permitted
steam pressure, the said Director shall then grant him a period of time within which to
carry out these changes. Following these changes the apparatus shall not be put into
operation until after re-inspection and re-testing.
Article 45
1. The person carrying out the inspection and testing shall make a record of such in the
permit, mentioning the results of the inspection and the practical measures to be taken to
ensure its safety during further operation.
2. If the inspection has been carried out by an expert as meant in article 13 (2) of the Steam
Ordinance 1930, the said expert shall immediately send a copy of his findings to the
Inspection Engineer within whose official jurisdiction the apparatus belongs.

Article 46
1. Should movable steam apparatus be transferred from the place, the vehicle or ship, stated
in the permit as being its place of installation, the user are, in the case of steam apparatus
belonging to establishment or undertaking whose activities necessitate frequent transfers,
such as marry-grounds cinema etcetera, to modify the Safety Inspection Engineer within
whose jurisdiction the apparatus was before the transfer, within one month following the
said transfer, and in other cases, to notify the Director, within a similar period of time.
2. With regard to steam apparatus, installed in vehicles and required for their operation, the
said notification need only be given if such transfer should be for longer than eight
consecutive weeks.
Article 47
(as mended by State Gazette No. 432 of 1934).
1. When a steam apparatus under whatever circumstances is in a condition which differs
from the description given in the permit as well as when the user thereof is other than as
indicated in permit, whether by reason of sale of the steam apparatus or otherwise, the
user in the first instance and in the second instance the person in whose name the permit
was issued, are obliged to notify the Director accordingly through the official who in the
region concerned is responsible for the supervision of steam apparatus.
2. If in the second instance, as meant in 1. above, the person at whose disposal the
apparatus in place decides to make use of it he shall as soon as possible but ordinarily
within one month of becoming the user, notify the Director accordingly, in the manner
described in 1. above and in the form of a written application on sealed paper requesting
transfer of the permit in his name.
3. If the official in charge of supervision finds a steam apparatus in a condition as
mentioned in (1) above, the user not having notified such condition in the manner
described above, he should immediately notify the Director for the Development of
Safety Standards, and Occupational Health accordingly.
Article 48
1. If a steam apparatus has been modified as meant at the beginning of the preceding article,
or removed to another location, vehicle or ship, than is mentioned in the permit, the
apparatus may not be put into operation again, until after the user has been authorized to
do so by the Safety Inspection Engineer concerned.

2. In case of transfer of fixed land boilers, the permit should always be withdrawn, and the
boiler be subjected again to inspection and testing.
3. In case of transfer of other steam apparatus the Director shall decide whether the permit
shall be amended or withdrawn.
Article 49
If a steam apparatus has been out of operation for more than three successive years, the
Director for the Development of Safety Standards, and Occupational Health may withdraw
the permit.
Article 50a
(State Gazette No. 234 of 1937)
1. If desirous, the Director for the Development of Safety Standards, and Occupational
Health to be entitled to commandant carry out the inspection, and testing the steam
apparatus which it’s not apply regulation from steam Ordinance 1930.
2. For inspection and testing as mentioned in (1), applicant must fees payable to
Government, fees payable inspection said article 41 (1), with meant the fees to one
inspection or testing.
CHAPTER V
FINAL PROVISION
Article 50
Any person who does not fulfill the obligations imposed by the provisions of this regulation
shall punishable by imprisonment of up to three months or a fine of up to 500 gulden.
CHAPTER VI
TRANSITIONAL PROVISIONS
Article 51
Decisions made by the Director of-Civil Public Works, the Chief of the Steam Engineering
Service and the Director for the Development of Safety Standards, and Occupational Health
under former regulation shall remain in force without alteration.

CHAPTER VII
FINAL PROVISIONS
Article 52
The Government Regulation may be quoted as the "Steam Regulation 1930" and shall come
into force on 1 January 1931.
In order that nobody pretends ignorance, this shall be placed in the State Gazette of the
Netherlands Indies.
