COMMON WEALTH GAMES-REPORT

It is the 19th common wealth game to take place.they is


scheduled to happen in Delhi between oct 3rd to oct 14th of
this year. It is to be held among 72 countries which will
compete against each other in 17 events. The common
wealth game is under a lot of speculation and controversy. A
must know for any person who feels its necessary to be
informed.

Bidding

The 2 principal bid for the 2010 common wealth games were
from Delhi, India and Hamilton, Ontario, Canada. Delhi bid
won by 46 votes to 22 votes. India’s bid motto was “NEW
FRONTIERS AND FRIENDHIPS”. The balance was shifted in
Delhi’s favors in second round with the help of a promise
that it would provide US$100,000 to each participating
country, along with its air tickets, boarding, lodging and
transport. Must have seen a triumph the way Delhi won the
bid, nobody could guess the future.
Cost
The total original budget estimated for hosting the common
wealth was US$1.6 billion which excludes non sports -related
infrastructure cost in the city like airports, roads and other
structures. The budget of common wealth has made it the
most expensive common wealth to be ever held (ousting the
2006 Commonwealth games hosted by Melbourne with a
budget of US$1.1 billion).

AIRPORT
The airport is being modernized, expanded and upgraded
costing us nearly US$1.95 billion; Terminal 3 has increased
the passenger capacity by 37 million. A new runway is also
being constructed which would be Asia’s longest and shall
allow 75 flight an hour.
The airport will be connected to the city via a six -lane
expressway (that was so needed!) and the US$580 million
Delhi Airport Metro Express line.

Transportation and Communication

The average budget in 2004 specified was RS40 crore but
currently it stands double at RS80 crore for the year 2010.
The fleet of DTC buses has increased with the introduction of
low floor buses which are in both ac and non ac version. The
fair of these buses is marginally higher but these buses
suffer technical handicaps as there have been incidents
when they have caught fire and also have higher
maintenance cost.
Delhi Metro

The capital cost of two phases of metro has been RS 14,430


crore (US$3.13 billion) at
2004 prices. However, more recent have placed the cost of
construction at RS200 crore(US$43.4 million) per
kilometre.36% of the total investment for 2 phases has been
raised through equity capital and Government of India. The
other share has been through short term or long term or
subordinate debt, through soft loans from the Japan Bank for
International Cooperation. The rest of the investment is
proposed to be recoverd from internal revenues through
operations and proper development. The Metro also received
RS1,914.3 crore(US$415.4 million) as grant-in-aid from
various agencies in the year 2009.
Good news-Financially speaking it fairs in the list of world’s
top 5 profitable metros. It is well received by the Delhi
commuters and has changed the way Delhi travel.

Roadways

Everybody would have noticed the changing Delhi roadways


scenario. The scenario comprises of the flyovers and the
reconstruction of roads. To nobody’s surprise it is quiet a
expensive task and .The government claims to have
invested around Rs5, 464 crore for the 26 flyovers. The
signature bridge project on the Yamuna river is revived at
the cost of RS1,131 crore.Also,Rs473 crores have been spent
on parking lot and Rs198crore on street light.
And still we get stuck in the traffic jams, rains are a painful
experience and many projects like the BRT corridor which
have made the commuting more difficult infact.

REVENUES
The state govt plans to earn revenue from various sources
like merchandising, advertisements, sponsorships, donations
etc all to amount a grand total of RS1708.00 crore. The
breakup of the revenue is as follows:
1.International/Domestic Broadcasting :RS 298.70 crore
2.Sponsorship:Rs 960.00 crore
3.Ticketing:RS 100 crore
4.Licensed Merchandise:RS 50.00 crore
5.Donations:300 crore
Initially when the expenditure to be accrued was RS2394
crore the net expenditure assumed was 6860 crores but
which has been mammoth overshot.

Positive impact on Indian Tourism


Industry
The event will be a boon for the tourism of India as their will
be huge influx of tourist coming to India which will stir up
Tour and Travel, Hotel, Airlines, Industries. ASSOCHAM
(Associated Chambers of Commerce and Industry of
India)has estimated the influx of tourists may be higher than
10 million. The event will generate many job opportunities
temporarily. The current growth of Indian Hospitality
Industry is 12% which will surely rise to 70% and therefore
the occupancy rate of it would be 70%.Medical tourism will
also boom.

Employment
Both skilled and unskilled labor has been benefited by the
Commonwealth games. Also the large amounts invested in
the infrastructure have boosted the no of casual workers
finding job significantly. There are 4,15,000 workers working
on the games.

Findings
1. The commonwealth expenditure assumed to be RS655
crore has shot drastically to 11,494crore.
2. Security too has been an added expenditure with a
budget RS 370 crore.
3. Streetscaping is another unplanned expenditure with a
budget of RS 1,000 crore.
4. Work on flyovers have been altered mid way and now,
new unplanned additions have been made. The budget:
RS1,650 crore.
5. The budget for 11 stadiums was RS1200 crore in 2004,it
has risen to Rs 5000
6.Housing projects did not fare well. The govt was forced to
buy them off contractors.
7. Two Indian state run firms have withdrawn their
sponsorship of the games as a result of negative publicity
stemming from corruption and mismanagement. The
country’s biggest power producer, NTPC Ltd, has decided to
scrap its &million pound sponsorship deal while the Power
Grid Corp of India has also decided to back out of its
commitment of around 1.3 million pounds.
8. Darbari has alleged that the Kalmadi -headed committee
had sanctioned Rs 3.2 crore for transport and other services.
9. Cases of labor violation have been reported. There have
been sightings of children at work .Also as per the workers,
unskilled are paid RS 85 to RS 100 per day while skilled
workers are paid Rs 134 to RS 150 for 12 hours of work(8
hours of work and 4 hours of overtime).Both these wages
contravene the stipulated Delhi state wage of RS 152 for 8
hours of work.
10.Their have been problems of rehabilitation, for example
the Burali Redevelopment project worth RS 10 crore or a
slum rehabilitation project that has started in Patel Nagar.

Conclusion
Definitely everybody will agree the game is amidst
widespread corruption. The money eaten up is of nobody
else’s but ours, the taxpayers. But some of you shall also
agree that it has also brought some goodness with it. The
amount invested in Delhi due to the commonwealth games
within a time span of 10 years is beyond comparison with
any Indian city and to a large extent to any city in the world.
I do agree the result of this investment could have been
intensified if there was proper management. But there is a
general consensus for a common man the city has definitely
improved in the past 5 years. The commonwealth is good or
bad is seriously not an objective question. It is what you
think.

The little known facts of


the CWG Opening
Ceremony

New Delhi, Oct 3 (PTI) About 1,200 moving lights, 25 stacks


of speakers and about 2,700 shots of fireworks spread
across the roof of the Jawaharlal Nehru stadium combined
with a stage weighing 500 tonnes to create a spectacular
opening ceremony of the Commonwealth Games here today.
The gigantic main stage, inspired by the ''mandala'', a
sanskrit word for the geometric designs symbolic of the
universe in Hinduism and Buddhism, which is one of the
largest built for an opening and closing ceremony.

The stage was built within seven days by about 500 workers.
Weighing an approximately 500 tonnes.

The stage is large enough to hold 500 people under it. The
opening ceremony would have never been that spectacular
had it not been for the lighting arrangements.

1,200 moving lights, 120 space cannons and 16 follow spots


weighing approximately 75 tonnes was what it took to
enchant the about 60,000 spectators. The 25 stacks of
speakers produced 500,000 Watts of sound.

If one was impressed by the fireworks, it was because of the


2,700 shots spread over 88 locations on the roof of the
stadium. The crowd had erupted in joy as the firecrackers
went up in air heralding the beginning of the Games.
