Subsidiary is an adjective which best describes something or someone that serves

to help beneficiaries or someone in need. This mostly deals with regulations treat
subsidiaries as distinct legal entities.

overdependence) and “not too little” (standing back and watching people thrash about,
thereby increasing frustration and perhaps hopelessness). “Instead of ‘the less

Role of Government and Subsidiarity The state has a positive moral function.
It is an instrument to promote human dignity, protect human rights, and build the common
good. All people have a right and a responsibility to participate in political institutions so
that government can achieve its proper goals.

The principle of subsidiarity holds that the functions of government should be performed
at the lowest level possible, as long as they can be performed adequately. When the
needs in question cannot adequately be met at the lower level, then it is not only
necessary, but imperative that higher levels of government intervene according to loving

SNAP is a food program for low-income individuals and families [i]. SNAP stands
for Supplemental Nutrition Assistance Program and was formally called the food stamp
program. It is run by the United States Department of Agriculture (USDA). Participants
receive a monthly debit card (Electronic Benefit Transfer - EBT Card) that can be used
to buy food in most grocery outlets. The cards are generally not good for non-food
items.

Families and individuals qualify for the program if they are participants in
the SSI or TANF programs or if they have qualifying low-income. This means
gross income below 130% of the poverty threshold or net income below 100% of
the poverty threshold. Gross income includes wages and salaries, but excludes most
government and charitable benefits. Net income is calculated with a complex formula
deducting items such as a standard deduction, child support, medical deduction and
other items. In addition to low-income, participants must also have “Resource” value of
below $2,250 per household unless at least one member of the household is over 60
years old whereby the value is raised to $3,250. Resource value generally includes cash
and investments but excludes retirement savings, educational savings, a house and a
car.

Negative Income Tax – Two tax credit programs are administered by the Internal
Revenue Service (IRS) to distribute money to low-income Americans. The tax credits
include a “refundable” portion which is paid to individuals and families that owe no
income tax for the year. Therefore, this portion of the tax credits act as “negative income
tax”. The two programs are the Earned Income Tax Credit (EITC), and the Child Tax
Credit.

RICE SUBSIDY
Beneficiaries of the government’s conditional cash transfer program follows the
guidelines that DSWD incorporated which is the rice subsidy.

This means that any beneficiary of the government can expect to receive rice subsidy
regularly along with their health and education subsidy.

Rice Subsidy is a great way to help government workers to provide their family in terms
of goods. This also helps the economy to raise awareness on the farmers who works
hard in the fields to provide the whole country the right supply of rice.

libreng lugaw na pinamahagi naman ng BNS sa pangunguna ni City Nutrition Action
Office Faith Terones. Ang programang ito ay dinadala sa mga malalayong lugar upang
abutin ang mga mamamayang higit na nangangailangan.
Naging tagumpay ang serbisyong ito sa pamamagitan ng tanggapan ng punong
lalawigan, mga doktor ng 9 na distrito ng Laguna, Public Affairs Office, GSO, PIO,
GMS, FAES, PNAO, P/Supt. Reynold Rocero, hepe ng SPC PNP at ni Kapitan Efren
Janolino ng Sangguniang Barangay ng San Gabriel, San Pablo City.

MDO extends Jesus’ invitation to those who are getting exhausted whether in
performing their tasks or as they pass through life’s trials. He said, “Come to Me, all who
you labor and heavily laden and I will give you rest.” Matthew 12:14.
Last October 6, 2017, the Moral Dev’t. Office (MDO), whose mission is to inspire and
uplift the spirits of everyone, visited patients who are confined at the Laguna Medical
Center and gave spiritual upliftment. Ms. Venancia “Tita Venie” Corcuera, MDO head,
shared with them a great word from God Himself saying, “I am the God Who heals your
diseases.” Exodus 15:26, and with the word from Apostle Paul saying, “And my God
shall supply all your needs according to His riches and glory in Christ Jesus.” Philippians
4:19.
Tita Venie also inspired inmates at the Provincial Jail last October 10, 2017. She inspired
them with words that said, “Every person who comes to Jesus receives a new life.” Jesus
specializes in taking wasted, ruined lives and save them by His grace and restore them
to usefulness. He gives them a second life and a second chance to be useful as they
only surrender their lives to Him.
The Budget Office and the Motorpool employees were also inspired by God’s Word
shared by Pastor Felix Ronquillo. He told them that the best antidote for our stress is to
read and meditate on God’s Word. He encourages employees to focus more on their
spiritual needs.
Last October 12, 2017 , the “Bless Our Cop” (BoC) program of the Philippine National
Police (PNP)-Calamba also had a visit from Pastor Ronald Abarro. He reminded them
of God’s will in their performance of their duties. And that they should become God-
fearing cops who shun evil and manifest an exemplary Christian behavior because they
are considered as God’s soldiers protecting the community from bad elements and
producing peace and progress for our country.
The Moral Development Office through our beloved Gov. Ramil Hernandez upholds
these spiritual upliftment activities as an instrument God uses in helping them feel the
love of God by assisting them not only in moral but also in financial matters.

Noong Setyembre 30 at Oktubre 1, sinimulan na ni Gobernador Ramil L. Hernandez

ang pamamahagi ng mga allowance na nagkakahalagang P5,000.00 sa bawat isang
Iskolar ng Laguna na nagmula sa Unang Distrito ng Laguna para sa unang semestre
ng AY 2017-2018 sa Lunsod ng Calamba.

Ang unang pamamahagi ay ginanap sa Alonte Sports Complex, Biñan City;

samantalang sa LLC Hall, Calamba Central 2, Calamba City naman ginanap ang para
sa mga taga-Calamba noong Oktubre 1. Personal na ibinigay ni Gobernador
Hernandez ang allowance sa mga kabataan na tinatayang may kabuuang bilang na
mahigit sa 3,000 iskolar.

Sa kaniyang mensahe, malugod na tinanggap ng Gobernador ang mga bagong

iskolar. Ipinaalala lang niya na hindi naman kailangan ang sobrang taas na marka para
manatili sa scholarship program. Aniya, “Basta walang bagsak”. Ito ay ginawa upang
makapagtapos ang mga iskolar at huwag masyadong mabahala sa kanilang marka.

Tinatayang mahigit 7,000 na mga iskolar pa ang kukuha ng allowance sa mga

susunod na linggo mula sa kabuuang bilang na 10,720. Ang iskedyul ay matatagpuan
sa Facebook account na Iskolar ng Laguna o sa opisyal na Facebook account na Gov.
Ramil Hernandez.

Conclusion:

The following subsidies that are provided by the local government/community do not
mean they would tolerate people to slack off. These subsidies focus to help others who
are in need to get back up and be independent. The local subsidy provides not too much
and not too little assistance to their beneficiaries. They provide enough aid to people to
get to their own two feet, it also provides institutional rights to address issues to be solved
as an equal community.
