I have attached my account and I give you permission to share what you need to with Commissioner Lee. I also want 'I>
make note that I went to the Commission Office today 'I> meet with Commissioner Lee. I waited and answered emails on
my phone for approxinately 30-40 minutes. During my wait tine, Commissioner Graves came and asked
about Turkey vouchers. I didn't look up while they talked. Commissioner Graves began whistling as he went back to his
office and at the top of his lungs sang, "Oh what a beautiful morning, oh what a beautiful day. I've got a beautiful
feeling, everything's going my way." I am trying not to read into things and be overty sensitive, but it made me feel so
awkward and intimidated.

On 13 OCT 2017, short ly after 8:00, I was in the IT Training room of the lower level of the county
Administration building. We had begun our second training session -- was
instructing. I saw Commissioner Graves approach the door to the training room in the company o f
- I went to the door way and stepped out to the hall.
Immediately, Commissioner Graves began to speak in a loud voice. He was very red-faced and appeared
agitated. He said he had there as a witness and that he (the Commissioner) had not received his
pay and that he wanted to be paid. He wanted to be paid now. He wanted a check. He was speaking in
the direction of the doorway an had to come from of the other end of the classroom to close
the door due to the Commissioner's disrupting the class. I responded that obviously I was unaware of
any issues with payroll but that I would head up and investigate. Mr. Graves interrupted me and began
shouting.

Graves said he would leave then before he said other things that he shouldn't. I directly headed
upstairs. The whole conversation tasted 4-5 minutes.

I responded to this by acknowledging I was aware of a message he left for me, and explained that I was
aware he had also spoken to - about the matter and that - and I had spoken about what

I attempted to explain that when banks merge there is typically a period they accept the original
banking number and we cannot change an employee's banking account Information without their
written consent. Before I could finish explaining the process & reasoning he responded by saying "surely
you guys aren't stupid (he emphasized the word stupid) enough to blame this on the employee." And he
complained about not making employees take an advance out o n a future pay."
I told him I am sorry, I am not aware of what steps were taken to make sure things were processed
properly for him since I was currently assigned to th -project and that is where I am focused

I returned to my office and reviewed the direct deposit file to confirm funds were sent to Commiss ioner
Graves account. I reviewed how many employees banked with Sank. There was one this pay
period. I reviewed Commissioner Graves account information to see where his funds were sent. There

Background: In January, Commissioner Graves had provided my office with lunch when we were
worti,_ arm. Commissioner Graves brought me a sandwich one day. He also brought me a soda one
day. I didn't ask him to do this and I offered to pay him and he said no and that he takes care of his
portfolio.
Commissioner Graves called me 6:56 pm, he asked me if I got the email about training, I said that I did.
He said he would call nd get this straightened out. I called -earlier that day and
asked if we should book our travel for the training. She said, "I would wait until Monday when you know
what classes you can get in to."

Commissioner Graves called me at 7:22 pm, 7:24 pm, and 8:22pm. I answered the last call and Greg told

guaranteed that we would get into the classes. He asked me to oome back o wor and re-book the
travel. I asked him if it oould wait until Monday and he said it could not. I met him on the second floor
and we went into his office. I sat across from him at his desk. One hotel he called informed him that they
had only one room available. He said, 'Well, the single lady I am sitting with wouldn't like that too
much." I responded, "No, I would not."
His wife called and I could hear what she was sayl,_ to Commissioner Graves on the phone. She asked
him where he was. He said he was at work. She asked him what he was doing and he said he was making
travel arrangements. She asked him why he oodn't do it at home and he raised his voice slighdy and
firmly said, "Because the card is here, unless you want to pay for all this travel."
After that he made the flight arrangements. He told the person on the phone that he wanted to upgrade
the flight to Chicago to first class. I told him that I didn't care to fly first class and tttat I didn't want it. He
purchased it anyway, with his personal credit card. I told him I didn't care about flying first class and that
I didn't think it was wonh the price. He said that once I have flown first class I would never go back to
ooach. I told him I would get him a check on Monday. He said, "Can't we just live in a world where
people do nice things for each other?" I said, "No, we can't. I don't let people pay for things for me, not
even my parents."
Commissioner Graves had previously purchased two seats to a baseball game in Chicago, from .
I think it was the Cubs? He kept asking me if I wanted to go with him. N. a later date
sched uled a -' training in Chicago. Commissioner Graves got baseball tickets for two

nights and asked if I would go with him one night if nt the other night. I continued to decline
the invitations and he kept asking. After several invitations, I told him no and that my back wouldn't
allow me to sitthrough a baseball game.
4/Z3/'1JJ17: I had been worriedabout traveling alonewith Commissioner Graves, all night and the next
day. I c at 4:28 pm to see if I could switch my ticket to another coworker. I wanted
to send- with Commissioner Graves. The airline confirmed that the tickets are non
transferrable. I felt sick about it.
4/24/2017: I went down to talk wit d told him about the first-class upgrade and that it
made me uncomfortable and that I was goin missioner Graves a check. I wrote him a check
on Monday for $200.00 and gave it to him i office. Commissioner Graves said the upgrade
was only $192, so he gave me back $8.00 cash later that day.
4/16/2017: Commissioner Graves was in the - and it was getting close to lunch time. I asked him
if he was taking a lunch break and he said, ''Yes, let's go.n I said, HI was actually wondering if I had time
to meet a friend for lunch. He said, "Oil, I thought you wanted me to buy you lunch, you know I would
buy you lunch anytime."
4/30/'ll.7: I sent him an email stating that I thought it would be a better long-term decision to ha
- trained onl .1 rather than him. He called me at 8:48 pm to discuss the email. He stated that
he thought that he could do the work of rrt{ entire staff. He stated that if I choose not to send him, he
would stick me with al the travel costs that he had already booked fa himself. I told him I would rather
talk about it in the morning.
S/1/2017: Commissioner Graves came into my office during the nine o'clock hour (am). He asked me if I
had made a decision about - I stated that I had given it some more thought and I still felt it was

5/2/2017: Commissioner Graves came into my offiice and said that he thinks this move to a new
would be really good for me. I stated that I agreed. He asked me if I was still
going to come to the portfolio meetingat the golf oourse. I told him no and reminded him of the
conversation that hat he told me about. He told me he was only kiddingand that I was
still invited. He sai s going and that he (Commissioner Graves) would drive all of us. He
said that they could drop me off at my house on the way to change into golf clothes.
5/4/2017: Commissioner Graves and ffice t> pick him up. We left. office
I went t
and walked to our cars. Commissioner Graves said he would follow me to my house, so I can get
changed. He said tha -ould meet us there. I was nervous that he would ask to come in my house,
but he did not. He changed in his car, on the street. I changed and came out and we drove to Hobble
Creek. On the way, we talked about ho came to b He told me that
she used to be in the school system, but she was fired because of rumors that she had slept with
someone. I asked him, "How does that even happen?" He said, "That would be like someone saying, 'I
saw Greg and having sex on the golf course." I said, "Please don't spread rumors about me."
I got out of the car and went to rent clu de and got ommissioner Graves
asked me if I wanted to ride with him or or walk wit- I said I didn't care
and I got in the cart dosest to me. I rode with Commissioner Graves. While we were in the cart
Commissioner Graves rubbed my leg (just above the knee) and laughed as he said, "Don't show it if you
don't want it touched." He was making reference to a discussion that Bill Lee and I had while inthe
parkinggarage. Commissioner Lee told me about the standards he told his youth to abide by. I discussed
with Commissioner Graves the difficulty of putting modesty language into a dress code.
While we were waiting for our tum, Commissioner Graves told me a story about how one time he was
golfingwith a realtor and some other people. The realtor said she would catch up with the group in a
moment. He said that when she came back she was winded and had leaves in her hair. He laughed and
said that they all knew what she had been doing.
When we were putting he told me how he was unhappy in his marriage and wanted to get divorced. He
asked me about the type of guys I have dated. He asked me if I date men who are divorced. I told him
that most of the men my age are divorced and that the last two guys I dated were divorced. He told me
that once you're married ''"It's harder to stop once you start making out." He told me that if he got
divorced he would date and never look back. He said that he would never date a -r-old and that
there is a huge difference between a Id and a _-old. He said that he would have thought
I YJ4, but he knows, ''because I told him" that I was He said that year old would be ok with

that he wanted me to know that he didn't hire me for my looks and that he is sure that I have been
hired for the way I look in the past. He also stated that if he wouldn't talk to me
like this because he "knows his place." He apologized to me, dll"ing the conversation, for saying things
that were out of line. He called me that night again, a littte before seven to again apologize for speaking
out of line to me.
I met with -the week of the 3th.12th and shared a lot of my concerns. He expressed that we
would make sure that the portfolio commissioners were changed and we would see if that changed the
dynamic.

During the week of the S'h -1211t Commissioner Graves came into ffice. I was

6/28/2016: I ran into ming into the building around 12:30pm. She apologized for not
answering when I called. I told her I was just returning a call from my phone log. She said that she didn't
call me, Commissioner Graves had used her phone to see if I would answer. l explainedto her that I was
at the dentist's yesterday when she called. She said he complained about me not answering and she said

she told him that maybe I wasn't at my desk. She said, "It's just easier not to say no to Commissioner
Graves."
ApptOK 6/23/2'117 - left me two voicemails apologizing and stating that Com missioner Graves
had talked to him and that he asked a question about - nd Commissioner Graves took it as an
opportunity to state that I am not doing my job and he was upset with me. alled and
stated that he doesn't know why Commissioner Graves was so upset, but that he is not
upset and that he - made sure to call Commissioner Lee and express that heas
not upset about anything in my department and he was simply asldng Commissioner Graves a question. I
can't remember a date, bu an speak to this event. This event corresponds to the email on
Monday 6/23/2017.
8/14/1.fJ17: Commissioner Graves came to the . ffice and told me that he is offering the
department (and family) free tickets to the County Fair. I emailed

9/2S/'ZD17: I sent an email to Commissioner Lee asking if he had any questions about my performance
review. I asked to meet with him.
9/29/2017: I met with Commissioner Lee and explained the good this that I have done for the County
and that I felt I was deserving of an increase. He said that he has been gettire grief from Commissioner

that it is possible to get more than a step in a year, if they wanted to.
I explained that it was within the rules. He said that he just hadn't had time to complete the review and
that he would be recommending a step increase. As of October 16, 2017, and I have not received a
or a step inaease.
10/4/2017: Commissioner Lee came nd stated that Commissioner Graves had gone
through my emails and found a draft report that iad submitted to me. I e><plained that
she had instructed me this was a draftand the numbers were going to change.She said that it was in
draft form, so I should take it out of the report I give to Commissioners. I explained to Commissioner Lee
that he can caU her and ask what happened.
over the last several months, when I have raised concerns about Commissioner Graves' behavior,

Commissioner Lee has made comments such as, "He is just trying to ruffle feathers, and admitting he is
aware of the way Commissioner Graves is treating me poorly. I think he (Commissioner lee) has done
his best to shield me from Commissioner Graves outbursts, but I have also been told that it has been
difficult to rein him in.
Jeff Buhman has stated he has had several direct conversations with Commissioner Graves, however I
have not noticed a change in the retaliatory actions by Commissioner Graves. He oontinues to make
inflammatory, damaging comments about me and my work that are not based on actual job
performance. I have not missed any deadlines and I work with the Commission to oontinually darify
expectations.
Since Commissioner Graves was told he would not be working on the - project and after being
informed about my sexual harassment claim, he has changed been hostile to me. He has made my work

he had a very uncomfortable conversation with Commissioner Graves in which Grav hat he "knows that
I am mad at him" and that he "knows" that I "confi . He allegedly told hat he better get me to
call him and that he is a vote to have me ired. T
he he back peddled and told him that it would be in
est interest to get me to call him because he is "potentially one of three" that can have me fired. I told him
that he can follow up with you is he has concerns.
I do not fee it is appropriate, but I guess it's not out of the realm to have him threaten tf'lem,
however due to the ongoing harassment I have previously discussed with you, levated level of
harassment. I think it may be appropriate to have a discussion and talk with you, me, and Commissioner Lee and set the
boundary that I am to wo will do everything I can to do what is asked of me. This
seems over the line to call and threaten to get to me. It makes me very uncomfortable.

As I was setting up my laptop and projector in the Commissioners conference room, at 8:40am on
Monday 9/11/2017, Commissioner Graves asked me what I was doin I told him that I was asked to
provide a simple demonstration o He let me know that it

continued to talk about how - is a failure and how he can't wait to show how it has failed and to

His tone then shifted to how he did not feel that could handle any

by now. He was suggesting the failure is with why the director would not fire an incompetent employee.
I did ask if there was still a lawsuit ongoing with one of th .employees and the county as a reason
that sensitivities about this may be in place currently. He did affirm there is a lawsuit but also added that
if asked he would 100% support the plaintiff in this situation as 'the county is in the wrong on this one'. I
tried to not discuss this topic any further as it was clear that Greg wanted to share his negative thoughts
abou - and the -epartment. I did acknowledge that we inherited poorly functioning
processes and systems but shared about how much improvement we have seen in our department since
the start of the year. And that we are continuing to see improvements and get themlidept headed in a
much better direction
I was Ve$V disappointed in his comments overall. I do feel that he shared negative information with me
as a way to scare or intimidate me. I don't fully understand his purpose in sharing that type of
information with me. I did not agree with most of his comments but felt that I could not speak freely or
possibly jeopardize my employment with Utah County or create a larger issue that would involv -

The most recent occurred on Friday, 29 SEP 2017. We spoke in the elevator and the Lobby area of the
Administration building. He said that the commission was going to privatize the .epartment and
that he and Bill Lee were making a trip to Georgia to see how it was done. He was careful to tell me that
my job would be protected.
Commissioner Graves has on a few occasions made angry references to wha has said or told
the other Commissioners "about me" (referring to himself}. Within the last three month alled me
at my desk and introduced the topic of conversation by prefacing his remarks by sayfng ' - This is

These events cause consternation among those who witness them-coming a5 they do on the heels of
the Commissioner a5 late a5 early this year making appearances in the office while loudly declaiming the
need for "a come to Jesus meeting." On one of those occasions he told me that 3 . mployees would
be terminated.

Comm. Graves came in through our back door and shouted angrily down the hall, "Everyone needs to
get in to the conference roan we could have a 'Come to Jesus' meeting!'" Most people were ct lunch
during this time, so he said he would be back in an hour. He came back an poke with him in the
conference room for about 45 minutes. I'm not sure what the outcome of the meeting was.
