MANDATE, MISSION, AND VISION

MANDATE

Executive Order No. 128 mandates the Department to provide central direction,
leadership and coordination of scientific and technological efforts and ensure that the
results therefrom are geared and utilized in areas of maximum economic and social
benefits for the people.

MISSION

To direct, lead, and coordinate the countrys scientific and technological efforts geared
towards maximum economic and social benefits for the people.

LONG-TERMVISION

The DOST is the provider of world-class scientific, technological and innovative


solutions that will lead to higher productivity and better quality of life.

INTERMEDIATE VISION

The DOST as a leading ASEAN Science, Technology and Innovation Hub by 2022.

MANDATE

The Metals Industry Research and Development Center (MIRDC) provides both the
government and the private sector in the metals and engineering industry with professional
management and technical expertise on training of engineers and technicians, information
exchange, trade accreditation services, quality control and testing of metal products, research
and development, and business economics advisory services.

VISION STATEMENT

"Center of excellence in science, technology and innovation for globally competitive metals,
engineering & allied industries by 2025."

MISSION

To provide both government and private sectors in the metals, engineering, and allied
industries with professional management and technical expertise on the training of engineers
& technicians; information exchange; quality control & testing; research & development;
technology transfer; and business economics advisory services.

The Philippines' Department of Science and Technology (abbreviated


as DOST; Filipino: Kagawaran ng Agham at Teknolohiya), is the executive department of the
Philippine Government responsible for the coordination of science and technology-related projects in
the Philippines and to formulate policies and projects in the fields of science and technology in
support of national development.

History[edit]
The DOST was formed as the National Science Development Board in June 13, 1958, during the
administration of President Carlos P. Garcia. The science body was formed as a result of a law
passed in the Congress upon the recommendation of Dr. Frank Co Tui, who was tasked by Garcia to
conduct a survey regarding the state of science and technology in the country. It was reorganized as
the National Science and Technology Authority (NSTA) in March 17, 1981 and was given broader
policy-making and program implementing functions.[2][3]
In January 30, 1987, during the administration of President Corazon Aquino, the NSTA was elevated
to cabinet-level status with the signing of Executive Order 128, and was renamed as the Department
of Science and Technology.[3]

Functions of DOST[edit]
1. Formulate and adopt a comprehensive National Science and Technology Plan, and monitor
and coordinate its funding and implementation;
2. Promote, assist and, where appropriate, undertake scientific and technological research and
development in areas identified as vital to the country's development;
3. Promote the development of indigenous technology and the adaptation and innovation of
suitable imported technology, and in this regard, undertake technology development up to
commercial stage;
4. Undertake design and engineering works to complement research and development
functions;
5. Promote, assist and, where appropriate, undertake the transfer of the results of scientific and
technological research and development to their end-users;
6. Promote, assist and, where appropriate, undertake the technological services needed by
agriculture, industry, transport, and the general public;
7. Develop and maintain an information system and databank on science and technology;
8. Develop and implement programs for strengthening scientific and technological capabilities
through manpower training, infrastructure and institution-building;
9. Promote public consciousness in science and technology; and
10. Undertake policy research, technology assessment, feasibility and technical studies.

DOST, DEPED TO OPEN 500 SCIENCE AND


TECHNOLOGY EDUCATION SCHOL

PASIG CITY, 05 August (PIA)--The Department of Education (DepEd) in
partnership with the Department of Science and Technology (DOST) is set to
open 500 scholarship slots to 3RD year college students.

This came after the recent signing by the DepEd and DOST of the Implementing Rules
and Regulations (IRR) of Republic Act No. 10612 (RA 10612) or the Fast-tracked
Science and Technology Scholarship Act of 2013.

The signing was witnessed by Former AGHAM party-list representative Angelo


Palmones, Department of Science and Technology (DOST) Assistant Secretary
Oswaldo Santos and DOST Science Education Institute (SEI) Director Josette Biyo.

Director Josette Biyo said, We are opening 500 slots for those who are already in 3rd
year college who are willing to teach. These will be offered to students in science,
technology, math, and engineering courses.

Biyo stressed that the scholarship aims to aid in the economic development of the
country through the promotion of research, innovation, as well as utilization of the said
fields of study.

DepEd Secretary Br. Armin Luistro FSC on his part underscored the importance of the
teachers to be fully immersed in the subjects they are teaching. This program is
important as it encourages students to be teachers in science, technology and
mathematics courses, Luistro said.

The education chief mentioned the importance of the signed IRR as an avenue for
practitioners in science, math, engineering, statistics and the like to share their own
experiences in their respective fields of expertise as teachers in the Senior High School
Program. This will in turn provide for more comprehensive, extensive, and holistic
lessons for the students.

Meanwhile Agham representative Palmones said, We need passionate individuals to


push for careers in science and math, especially in developing the mindsets of the
Filipino youth.

He added that the implementation of the RA 10612 is the realization of Section 8 of the
K to 12 law, which pushes for the hiring of graduates of science, math, statistics,
engineering and other specialists as teachers.

The DOST-SEI, as the main implementing body of the act, shall formulate and prescribe
timely and relevant guidelines to monitor and evaluate the academic performance of the
scholars. As the partner of DOST-SEI, DepEd will ensure job placement and hiring of
qualified graduates under this program as secondary school teachers in science,
mathematics and related technology courses, as well as the monitoring and evaluating

Make S&T your future! The Department of Science and Technology
(DOST) is calling all qualified 4th Year High School students to apply
for its undergraduate scholarship program offerings.

The DOST through the Science Education Institute (SEI), announces the
opening of the Science and Technology (S&T) scholarships for School
Year 2015-2016.

Application forms for the 2015 Science and Technology Scholarship Program are now
available to graduating senior high school students here who intend to pursue a degree
in science, technology, engineering and mathematics.

The DOST-SEI offers two scholarship programs, which are the Republic Act 7687
otherwise known as the Science and Technology Scholarship Act of 1994 and the Merit
Scholarship Program.

The R.A. 7687 is open to poor, talented and deserving students while the Merit
Scholarships Program is for qualified applicants whose families socio-economic status
exceeds the indicator.
The applicants must be a senior high school student belonging to the upper five percent
of the graduating class and natural-born Filipino citizens of good moral character and
must not be applying for resident or immigration status in any country.

Application forms and scholarship brochures can be obtained at the DOST regional
office at DMC Compound, Davao City; and at the Provincial Science and Technology
Centers in USEP Apokon, Tagum City; NICO Bldg., Nabunturan City; Lim St., Digos
City; and, Sto. Nio St., Mati City. It can also be downloaded through http://science-
scholarships.ph. Deadline for filing of application is on August 22, 2014. Examination
date is on September 21, 2014. Online reviewer is also available at
www.dostseireviewer.org.

Qualified applicants are given opportunities to pursue four-or five-year baccalaureate


degrees in priority science and technology fields in geology, mathematics, physics,
chemistry, biology, statistics, computer science, food technology, robotics, mechanical
engineering, among others.

Science and technology oriented foundations are certified for tax exemption purposes
as mandated by the R.A. No. 2067 (Science Act) and pursuant to the National Internal
Revenue Code and Tax Reform Act of 1997.

If requirements are complete, this transaction can normally be completed in 22 working


days.

proposed budget of three (3) years covered by the application signed by the
Executive Director or equivalent officer of the Foundation, together with a
description of the specific Science and Technology project, whenever required

Certification by the treasurer of the foundation that it has an initial capital of at
least One Million Pesos (Php 1,000,000.00)
