1. Lucknow Cantonment Board invites tenders for preparation of detailed project report and consultancy
services for the following work to be carried out in Lucknow Cantt area through Govt. E-Procurement Portal
http://eprocurement.gov.in/cppp/ .
The tender document including full details of the tender is available at portal address
http://eprocurement.gov.in/cppp/ . The tender document can we downloaded on payment on the prescribed
dates and shall be submitted through E-tendering portal only. The bids/tenders will not be accepted in any
other form. Bidders are advised to get themselves acquainted with the requirement for E-tendering at portal
mentioned above. Clarification needed if any may be obtained from the Office of the Cantonment Board
Lucknow on any working day during working hours. Cost of tender form and amount of earnest money are to
be paid through RTGS/NEFT/ECS through a Scheduled Bank to the following account.
A copy of the receipt of the payment made is to be uploaded with technical bid of the tender document
at the time of submission. The schedule of events of tender activities are as under.
The successful tenderer shall have to deposit the prescribed security for each work in the shape of
FDR/TDR duly pledged in favour of the Chief Executive Officer, Lucknow. Clarification needed if any, may be
obtained from the office of the Cantonment Board Lucknow on any working during working hours.

Should my / our tender be accepted, I/We hereby agree to abide and fulfill all the terms and conditions
of the tender annexed herewith and also execute the agreement embodying the terms and conditions here to
attached within 10 days from receipt of communication to do so. I/We further agree that in the event of my/our
failure to commence the work within 10 days after receipt of orders to the effect the full value of the earnest
money / security shall stand forfeited to the Cantonment Board or its successors in office without prejudice to
any other rights or remedies.

I, hereby accept the above tender on behalf of the Cantonment Board, Lucknow.
1. The Cantonment Board Lucknow reserves the rights to accept/reject any tender in whole or in part by
assigning reasons therefor.
2. Before tendering, the tenderers are advised to take into account the scope of work mentioned in the
tender document. No claim shall be entertained on this account during acceptance of the tender and
completion of the work.
3(B). Each page of documents submitted with the technical bid should be signed by the bidder.
4. Rates shall be quoted in figures as well as in words in the financial bid. In case of variation of rates
written in words and in figures, the lowest of the two shall only be considered.
6. In case of firms where there are more than one partner, tender must be signed by each partner or
member or by the person holding the legal Power of Attorney on behalf of another partners/members of
the firm. In the latter case, a copy of the Power of Attorney attested by a Gazetted Officer must
accompany the tender.
7. The tenderer must write their correct and complete mailing address and as well as their permanent
head office address along with e-mail ID in tenders and arrange to take delivery of all letters. If any
letter sent through registered post is received back undelivered it will be tenderers own responsibility
and he shall be bound for action required through the contents of such letters.
9. Cantonment Board reserves the right to extend the date of receiving/opening of the bid/tender.
10. Cantonment Board Lucknow is not responsible for any postal delay or delay due to link failure/internet
problem etc. in respect of submission/receipt of any documents or in submission of e-bid/tender. It is
the responsibility of the bidder to make sure that the required documents/e-bid is submitted in time. Any
failure in this regard shall be the responsibility of the bidder/tenderer.
11. The work must be completed within the time given in the work order or such extension of time as
allowed by Chief Executive Officer. In the event of delay in the completion of work beyond prescribed
period a penalty @ Rs. 1000/- per day shall be levied on the contractor and deducted from the bills of
the contractor.
12. SECURITY DEPOSIT: The successful tenderer will have to deposit prescribed security money
for each work separately in the form of FDR/TDR within 10 days from the date of acceptance letter or
as the time given by the Chief Executive Officer failing which his earnest money shall be forfeited and
his tender will be cancelled.
13. VALIDITY : The tendered rates shall remain valid for a period of 120 days.
14. Any Tax levied by law except Income Tax, such as Service Tax etc. contingent to professional services
rendered by the consultant, shall be payable by the Cantt. Board, over and above the gross fees
quoted by the consultant in addition to the service provided. Deduction of Income Tax at source shall
be made as per law.
15. The submission of tender by a tenderer implies that he has read and fully understood the tender
document and nature of works etc.

16.1. Preparation of DPR should be complete in all respects as per Guidelines for submission to
Central Govt. and the consultant shall assist Cantonment Board Lucknow in obtaining the
approval from the GoI within the specified period. Consultant will be responsible to reply to all
queries and comply with directions as required by the GoI for obtaining the approval of the
project.
16.2. After approval of the project, preparing the tender documents, providing consultancy for the
Proof Checking of the execution drawings and periodical supervision at site.
16.3. Consultant must study the existing conditions, making various required studies and based on
those studies as per requirement of the scope of the project & attend meetings, conferences etc
in connection with the Project and getting it approved from Government of India.
Following Works will be carried out by the Consultant for obtaining the object of the scope of work.
17.1. Reconnaissance:-
A reconnaissance survey will be carried out for identification of specific/typical problem areas
such as tight / encroached spots, appreciation of ground constraints/situation such as existing
buildings and other infrastructure.
The survey will be carried out by ETS/superior electronic survey or other methods and the
drawings shall be prepared using Auto CAD.
The Consultant shall study the basic need of project, existing infrastructure if any and
possibilities to incorporate the same in the proposed planning.
The Consultant shall, after taking instructions from the Cantonment Board/Client, render the following
services.
STAGE-A
For preparation of DPR as required by Cantonment Board, the Consultant shall render the following,
services:-
18.1. DESIGN
Ascertain Clients requirement, Examine site constraints & potential and prepare a design brief
for competent authority approval.
Prepare report on site evaluation, state of existing building, if any and analysis and impact of
existing and/or proposed development on its immediate environments.
Prepare all working drawings and documents to enable the DPR for approval and to get the
detailed survey and soil investigation done at the site of the project by the consultant.
Furnish report on measurements required to be taken to mitigate the adverse impact, if any, of
the existing and/or proposed development on its immediate environment. Prepare landscape

design with reference to requirements given and prepare complete detailed estimate of cost on
area basis.
Prepare the structural design, complete drawings, sketches etc. for the Cantonment Board/
Clients approval along with detailed estimate of cost on area basis.
Prepare drawings necessary for Clients statutory approvals and ensure compliance with codes,
standards and legislation, as applicable and to assist the Client in obtaining the statutory
approvals thereof, if required. Provide land acquisition advise, proposal for the land other than
Cantonment Board ownership.
Prepare the detailed estimates on the basis of MES, SSR (amended upto date) or CPWD
(DSR).
18.6. Incorporate any other details required as per Central Govt. guidelines & directions & submit the
complete DPR in sufficient numbers in hard copies & soft copies to the Cantonment Board for
the approval. The consultant will provide presentation of DPR as required in the specified time.
The consultant should be able to explain the DPR to the concerned officers for getting approval
from the competent authority. The DPR prepared by the consultant is subject to vetting by the
competent authority.
18.7. Modify the DPR as per directions of the Cantonment Board/ competent authority as soon as
possible within the specified time period for getting approval from the competent authority.
STAGE-B
After approval of DPR from the competent authority, consultant shall provide the following services.
Tender documents including code of practice covering aspects like mode of measurement,
method of payment quality control procedures on materials & works and other conditions of
contract shall be prepared by the consultant. Advise Client on appointment of contractors after
preparing of comparative statements.
18.9. CONSTRUCTIONS.
Consultant will provide following services during construction period to oversee the construction
work on behalf of the Cantonment Board Lucknow and will primarily provide services in respect
to advise the Cantonment Board in Construction method, Commissioning schedule submitted
by contractor and PMC Consultant (if any).
a. Quality control guidance to Executing agency as per specification laid down in tender.
b. Giving necessary Guide lines and explaining the drawing.
c. Proof checking of the shop drawings/Execution drawings submitted by Contractor for Execution.
d. Advising for action against the contractor as per terms of Contract.
Provide working drawings and details for proper execution of works during construction.

18.10. COMPLETION
Prepare and submit completion reports and drawings for the project as required and assist the
Client in obtaining Completion/Occupancy certificate from statutory authorities wherever
required. Issue two sets of as built drawings including services and structures.
The work shall not be assigned or sublet without the prior consent of the Cantonment Board.
Consultancy and preparation of Detailed Project Report for the Civil Project in Lucknow Cantonment.
The broad objective of the above assignment is to prepare DPR which includes.
STAGE-A
a. To conduct topographic survey for collecting all information inclusive of all necessary survey
details.
b. Preparation of detailed drawings of project.
c. Preparation of detailed cost estimate for the project.
d. To prepare Detailed Project report and submit the same to Cantonment Board duly vetted by
the competent authority.
e. Preparing for the social assessment.
f. To submit soft and hard copies of the DPR in sufficient numbers.
g. Any corrections observation, modifications given by the competent authority to be incorporated
and be submitted.
h. To present himself before the competent authority as and when required and explain the
technical details to applying agency.
STAGE-B
After approval of DPR by the Competent Authority, the Consultant/Architect is required to provide
services in respect of the following:
a. Taking Cantonment Board/Client instructions & prepare tender documents along with all details in
sufficient numbers for commencement of work.
b. Provide inspection for checking the specifications & quantity at site with minimum two technical
experts of the project.
c. Any other details required for construction & completion of the work.
21. The payment will be made by cheque/ digital mode only. No bank commission charges on realizing
such payments shall be borne by the Board.
The consultant will have to quote consultancy fees/charges in percentage of the project cost combined
for both the stages A and B as per the format given. The payment structure will be as per the
condition 22 given below:

The consultant shall be paid professional fees in the following stages consistent with the work done.

After approval of DPR by Competent Authority, the Consultant shall be paid professional fee in the
following stages consistent with the work done plus other charges and reimbursable expenses as
mentioned.
23. All the terms and conditions of the Notice Inviting Tenders (NIT) and the appendices. Annexure
referred to herein before will be binding on the consultants in addition to the conditions of the Contract
in the prescribed form.

TECHNICAL BID
1. Tender purchase receipt is to be uploaded along with technical bid at the time of submission of the
bid/tender document. Non submission of tender purchase receipt by the bidder/tenderer shall lead to
disqualification.
2. Each bidder/tenderer is required to fulfill the following criteria to be eligible to participate in bid/tender.
A scanned copy of the each document duly signed by the tenderer must be uploaded at the time of
submission Technical Bid.
3. EARNEST MONEY DEPOSIT: The tenderer shall have to deposit an earnest money through
RTGS/NEFT in following Account failing which tenders shall be rejected.
A copy of the receipt of the payment made is to be uploaded along with the technical bid of the tender
documents at the time of submission. Non submission of EMD shall lead to disqualification
4. Technical bids of the bidder shall be opened on scheduled date and time. Financial bids of technically
qualified bidders only will be opened. No hard copy of any document will be entertained by this office,
unless and until specifically directed to do so. The opening of the Financial Bids shall be done only
after the evaluation of technical bid in due course. Scanned copy of each page of tender document
duly signed by the tenderer/bidder or their authorized representative shall be uploaded by the
bidder/tenderer along with technical bid at the time of submission.
5. A pre bid meeting has been organized on the prescribed date and time in the chamber of Chief
Executive Officer, Cantonment Board Lucknow for open discussion on the issues related with tenders.
Interested Architect, consultants are expected to attend the same for their valuable suggestions,
observations etc. if any.
