While in Hong Kong, he proposed a project to colonize landless Filipinos in British Borneo but his brother-in-law objected and the Governor General did not approve the project. Rizal decided to return to Manila to discuss the project with the Governor General, establish the Liga Filipina society, and prove critics wrong about abandoning the Philippines. However, the Spanish government was plotting against Rizal and filed a secret case against him for sedition upon his return.

    were willing to give the Filipino colonists 100,000 acres of land, a beautiful harbor, and a good government for
    999 years, free of all charges; friends inEurope endorsed his Borneo
    colonization project; Lopez Jaena (May 26, 1892): I have a greatdesire of joining you. I shall go
    there to dedicate myself to the cultivation of sugarcane and themaking of sugar. Brother
