1. Objective of Event:
The objective of this event was to deliver training to Tehsil Council Members of
local government Khyber Pukhtunkhwa in the locality of Mansehra regarding
Transparent Budgeting and Resource Management as per the guidelines of KPK
Local Government Act 2013, Tehsil Municipal Administration Budget Rules 2016,
and Byelaws 2015. The detail objectives of this event are as follows;
Resources of Local Government and their Management
Steps in the preparation and approval of Budget
Properties of Local Government and their use and disposal
Sources of the Local Government Funds
Establishment of Local Funds and Public Accounts
Local Government Taxation
Functions of the officers relating to budget
Functions, responsibilities and powers of the Tehsil Council Members in
accordance with rules of Local Government Act 2013
Roles of Local Council members in budget preparation and resource
management
2. Proceedings of event:
The training started at 9:00 am at Evergreen Hotel, Taranna, Balakot, after arrival
of the participants. The participants included Mr. Nazar Naqvi from CVP, Tehsil
Council members, and project team members that included Dr. Abrar Ahmed
(Project Manager) and Maqsood Anwer (Project Coordinator) from Feeder
Organization.
The training was started from the introduction of the trainer and project team.
Thereafter, a member of trainees was invited for the recitation of the Quran. An
orientation of Tehsil council members was done thereafter and the participants
were briefed about the objectives and agenda of the training.
After imparting objectives and agenda of the training, a pre-test was held in order
to evaluate the knowledge of the participants regarding resource management
and budget preparation. After completion of the pre-test, some norms were set
for the smooth deliverance of the training.
Norms for the training:
The following norms were set unanimously by the trainer and participants;
Abstinence from political and religious discussions
Creating a learning environment
Ensuring active participation of all members
Provision of equal opportunity to all members during discussions
Appreciating opinions and views of other participants
Abnegation from cross-comments

Agenda of the Training:


The main aim of this training is to build capacities of local council members by
increasing their knowledge, improving their competencies and skills in order to
ensure their active participation in budget preparation process. This would make
sure budget transparency and accountability of the respective officers immediately
responsible for budget preparation, execution and implementation. In this respect,
the following contents have been added in the agenda of the training;
1. Definition of Resources, Types of Resources, and Resource Management
2. Local Government Finance; Establishment of Local Government Fund and
Public Account
3. Local Government Property; its use and disposal of Properties
4. Local Government Taxation; its imposition, notification and enforcement
5. Provincial Finance Commission and Fiscal Transfers
6. Definition of Budget and its importance
7. Budget Cycle
8. Types of Budget and Expenditures
9. Role and responsibilities of Tehsil Municipal Administration officers in Budget
Preparation Process
10.Role of Tehsil Council Members in Budget Preparation Process
11.Bookkeeping, Internal and External Audit, Transparency and Accountability
12.Whistle Blower Act 2015, Right to Information Act 2013, Right to Services Act
2014
13.Byelaws 2015 in relation to Budgeting process
14.Finance and Accounts Committees and the role of Tehsil Councilors in these

Training was divided into four sessions on the consent of the Tehsil Council Members.
Session one: In the first session, Tehsil council members were given an overall
review of the content. Thereafter, trainees were asked some questions regarding
their experiences in budget preparation and the resources required to prepare
budget. After taking inputs from trainees, they were imparted with the knowledge
regarding resources and budget preparation process. At first, definition of resources,
types of resources, disposal of local government resources and the means of
financial resources were discussed with them. Next, types of funds such as local
government fund and public account were discussed. Thereafter, Local government
properties, their use and disposal were discussed. Local government taxation, its
imposition, notification and enforcement were also discussed with them. A short oral
quiz was taken from them in order to ensure if they have learnt and gained
something from the topics discussed. The participants were given a short tea break
at the end of this session.

Session Two: In the second session, participants were asked about the definition of
budget and its importance. After taking their inputs, we discussed definition and
importance of budget in detail. A complete process of budget preparation was
explained to them with the help of pectoral diagram given in the manual. Thereafter,
participants were asked to read budget preparation process on page 74 turn by turn,
so they could elaborately understand the budget process. Thereafter, roles and
responsibilities of Tehsil Municipal Administration officers and Tehsil Council
members in the budget preparation and approval process were discussed with them.
Participants were asked to share their practical experiences in the budget
preparation process. Participants were then divided into 4 groups and asked with a
group activity. Each group was assigned with a topic already discussed whereby they
were required to make charts on their assigned topic. Each group was required to
present their topic in front of the whole quorum. After presentations of all groups, a
break was given to the participants for lunch and afternoon prayers.
Session Three: The third session was started about 2:00 PM. In this session,
participants were asked that how could budget transparency and accountability of
responsible persons be ensured and what role could they be performed in it. After
listening to their views, they were imparted with the knowledge regarding budget
transparency and accountability. Lessons such as audit of accounts, Whistle Blower
Act 2015, Right to Information Act 2013, and Right to Services Act 2014 were
discussed in this part which are directly related to budget transparency and
accountability. At the end of this session, participants were divided into equal groups
and were assigned with an activity whereby they were asked to identify and write
their roles and responsibilities in budget transparency and accountability.
Participants were then asked to present their topics in front of the whole quorum.
Session Four: In the last and fourth session of the training, LG byelaws 2015 were
discussed in relation to budget. Types of Budget committees and the role of Tehsil
Municipal members in these committees were also discussed in the last. In the last
section, participants were assigned with a task of filling budget forms. It was a group
activity. Participants made charts on their respective forms and then presented it in
the front of the whole class. At the end of this session, a post-test was conducted in
order to re-evaluate the knowledge gained by the participants from the training
session.
3. Achievements:
In this training session, we have trained ------ number of Tehsil Council Members. The
participants were given a complete overview of Resource Management and Budget
Preparation at Tehsil Council Level. This training would enable them to participate
actively in the budget preparation process. This training would also enable them to
utilize their resources efficiently and effectively to gain maximum advantage of them
for the welfare of the community. With this training, they have come to know about
their roles and responsibilities in the budget preparation and budget approval

processes. They would now be able to participate actively in identifying different


schemes for their Tehsils by doing mutual consultation with their communities. They
would now be able to bound their nazims and Tehsil municipal administration officers
to make and approve budget in accordance with the budget calendar. They have
also come to know about different rules and regulations regarding budget. For
example, Whistle Blower Act 2015, Right to Information Act 2013, and Right to
Services Act 2014 have empowered them that would build their confidence. This
would enable to ensure budget transparency and accountability.
