Development plan is the starting point for planning decisions and the decisions
should be made in accordance with the plan. It is acknowledged that
development plan plays important roles in setting out policies and proposals in
order to guide the future development and use of land. From that point, it shows
the significant purposes of having development plan. Development plan also
provides guidance to a range of other responsibilities of local government and
other agencies in framing development proposals and to the planning authority
in assessing such proposals.
Development Plan System in Malaysia
In Malaysia, the hierarchy system of national development plan consists of

National Physical Plan (NPP), State Structure Plan (SSP), Local Plan (LP) and
Special Area Plan (SAP) (Development planning in Malaysia, 2004). All of these
development plans are important tool in the planning system for the control of
development. The main purpose of these development plan system is to guide a
range of other responsibilities of local government and other agencies.
Advantages of Development Plan

Planning facilitates management by objectives is also the advantages when
development plan was taken. This is because planning plan begins with
determination of objectives and it can make objectives more clear and specific.
For example, it will help to National Physical Planning Council in promoting within
the framework of the national policy, town and country as an efficient instrument
for the improvement the planning.
In addition, Planning minimizes uncertainties. This is because there are have
risks of various types due to uncertainties. With Planning helps in reducing
uncertainties of future as it involves anticipation of future events. Therefore, with
the help of planning, uncertainties can be forecasted which helps in preparing
standbys as a result, uncertainties are minimized to a great extent. For example,
in structure plan will suggests direction and approaches on how area in the
Malaysia could be developed in an appropriate way.
Besides that, development plant also will help Planning facilitates co-ordination
by integrated effort throughout the enterprise in various departments and
groups. For example, either one function of structure plan is Providing basis for
coordinating decision.
Encourages innovations it also one of the advantages. Planning is basically a
decision making function which involves creative thinking and imagination that
ultimately leads to innovation of methods and operations for growth and
prosperity of the enterprise.
Disadvantages of Development Plan

The main problem of the development plan system was the failure to tackle
issues lying at the boundaries between authorities and between policy sectors. It
maybe problem at functions of the Structure Plan when cannot highlighting the
main planning issues and decisions before the public and the SPC.
There are also other problems such as the unwillingness of politicians and
communities to accept new development. Occasionally, some of the politicians
and communities who did not have much knowledge about the planning will
merely reject the proposal without considering the benefits that they will get by
having a new development. Therefore, the rejections from the community will
slower the development process. This situation happens because local plans do
not explain conditions in terms of standards and other criteria so that the public
and private sector developers do not understand so much about that.
Moreover, the poor management will also become the disadvantages of the
development plan. For example, problem happen will affect local plan when
structure plan does not provide the framework. Sometimes, the development
plan is not being managed prudently. Therefore, it will affect the effectiveness of
the development plan.
Rigidity it also became disadvantages if some level using rigidity in their
management. For example, structure plan to much control and guidance in
development planning.
