RESEARCH SUMMARY
Randy Perkins makes his money from wherever the wind blows houses down, and now he's
seeking to make his bones in the public arena by following the winds of political fortune.
Perkins has staked his career on capitalizing on peoples misery. He says his line of work is
needed and somebodys got to do the work. When a business competitor was down on his
luck, Perkins said the guy was just one good hurricane away from fixing his fortunes. After
Hurricane Wilma wreaked havoc on Floridas gulf coast, Perkins told Floridians affected by the
disaster who were concerned by Ashbritts slow clean-up pace, It couldve been worse and
urged them to be thankful and grateful the damage wasnt as severe as Hurricane Katrina.
Perkins comments did little to soothe the family members of the 62 people who lost their lives
in the aftermath of Hurricane Wilma.
As founder and CEO of Ashbritt, Perkins has repeatedly misrepresented his company as a smallbusiness and a minority-owned, women-owned company to give his firm an (unfair) advantage
in securing contracts. Ashbritt used this ruse to receive hundreds of millions of dollars in Gulf
Coast recovery work. When exposed by The Washington Post for this misrepresentation, Perkins
claimed it was just a clerical mistake.
Perkins will do anything to secure a contract for Ashbritt. He has personally relied on the counsel
of superlobbyist-lawyer Mike Moskowitz and disgraced lobbyist Scott Cowan. In 2000,
Cowan pleaded guilty and was sentenced to jail for campaign finance violations. Perkins
defended his hiring of Cowan by saying that he is extremely bright and knowledgeable.
Following the devastation of Hurricane Sandy, Perkins came under fire by the New Jersey state
legislature for charging nearly double what other companies were for debris collection.
Questions were also raised when it was discovered that he was increasing his profits from
Hurricane Sandy contracts by subcontracting cleanup work to a firm in which he owned a
majority stake.
Perkins demands to be paid for the work that Ashbritt performs, but has repeatedly failed to pay
contractors who do work for him. He was named as a party in a federal lawsuit for breach of
contract after he suddenly terminated a contract with Lewis Lucke, a former U.S. official that he
had hired to help secure contracts for disaster cleanup in Haiti. Multiple liens have been filed on
Perkins property for his failure to pay contractors for a kitchen remodel and landscaping work.
Perkins has also received a federal tax lien and multiple state tax liens for failure to pay his taxes.
On job creation, Perkins has over-promised and under-delivered. In the aftermath of a major
earthquake that struck Haiti, Perkins promised Haitis president that he would create 20,000 jobs.
Yet The New York Times quoted Perkins saying he had hired and trained only about 100 Haitians
nearly a year after making this false promise. Even though Perkins claims on the Congressional
campaign trail that he paid all of his employees a fair salary, he paid Haitians significantly less
than their American counterparts.

Perkins is extremely wealthy and touts his charitable contributions through the 4 Girls
Foundation. The 4 Girls Foundation was created by Perkins family to promote girls and women
so they may reach their full potential. Upon review of the Foundations charitable giving, 4 Girls
has doled out a meager $837,000 over seven years while having total assets in excess of $6
million. The foundation gave $20,000 to the Clinton Foundations Clinton Global Initiative, even
though the Clinton Foundation accepts contributions from foreign governments with deplorable
womens rights records.

Suing A Property Seller For Fraud
Randy Perkins has not hesitated to seek legal recourse over a property dispute with his neighbor.
In June 2005, Perkins purchased his Islamorada, FL vacation home with outlots 1 through 3 and
5 through 8 from Andres Cancela. In August 2008, Andres Cancela and Cancela Consulting
purchased outlot 4. The only access to outlot 4 is by going over a closed easement and Perkins
private road. Perkins maintained that Cancela did not have rights to cross the easement and use
Perkins private road to access the property. The neighborly dispute turned into a court battle
between Perkins, the City of Islamorada, and Andres Cancela. Perkins argued that Cancela
committed fraud by not disclosing the access easement. On August 3, 2009, Perkins purchased
outlot 4 from Andres Cancela, ending the dispute.
