Eleven people were killed in


several places on Tuesday in
landslides. Three died in
Gorkha district, the epicentre
of the magnitude 7.8 earthquake last year.
Eight people were killed in
Rajbara and Punja villages in
Phythan district after a landslide buried two houses while
the victims were sleeping on
Tuesday morning. Five members of a family were killed

when the rain-triggered landslide buried the house belonging to Durga Malla.
Malla and his wife, along
with three children, were
crushed when their house collapsed after being hit by the
landslide at around 2:45am on
Tuesday morning, according
to Ranjit Singh Rathore, the
Gorkha district police chief.
In Pyuthan, three family
members were killed after the
landslide hit the house they
were sleeping in at Punja-3.
Hom Bahadur Sunar, 65, his

wife Satya Devi Sunar and sixyear-old granddaughter Sima


Sunar died in the disaster on
Tuesday morning. Another
family of three escaped the
disaster in the same area with
minor injuries. The Pyuthan
District Disaster Relief
Committee released Rs5000
for each of the deceased for
the funeral. We have decided
to provide Rs40,000 for each of
the dead in compensation on
Wednesday, said Janak Raj

The first meeting of the


Eminent Persons Group
(EPG)
on
Nepal-India
Relations (NIR) concluded on
Tuesday with the two sides
having different approaches
if not completely divergent
viewsat redefining age-old
ties between the two countries.
While the Nepali side
remained focused on reviewing the Nepal-India Peace and
Friendship Treaty of 1950 and
taking immediate measures
for trust building, its Indian
counterpart looked keen to
explore broader areas in
terms of
specific programmes. The Nepali side
believes the 1950 agreement
underpins the asymmetry
between the two countries
and that the mother treaty
needs revision in view of the
changed political and regional
context. Indian EPG members, in the meantime, want to
discuss economic cooperation
like connectivity, infrastructure, energy, trade and commerce, information and communication to take the bilateral ties to new heights.
Giving the broader outline
and mandate of the EPG and
agenda of the meeting for the
next two years, Bhekh
Bahadur Thapa, co-chair and
member of the Nepali side,
said there was enormous zeal
in both sides to take the bilateral ties to new heights.

of its articles have been criticised by many, who say the
treaty is not only outdated but
absolutely irrelevant in the
changed context.

made a pitch for revision of
treaties, it did face slight criticism for failing to come up

less interested to talk
about reviewing treaties
and lays stress on exploring a strong model of
future cooperation. The
Indian side looked keen to
explore broader areas in
terms of specific programmes. Indian EPG
members want to discuss
economic cooperation like
connectivity, infrastructure, energy, trade and
commerce, information
and communication to
take the bilateral ties to
new heights
Koshyari, also the co-chair
and a member of the Indian,
told reporters after the conclusion of the EPG meeting
that the Nepali side has not
come yet about what kind of
changes it wants in the [1950]
treaty. However, he said that
India was ready to replace or
update the treaties.
Three Indian EPG members stressed that the EPG
should be more forward-looking one and that bilateral relations should be based on cooperation in development sectors, economic exchanges,
infrastructure and connectivity. We want to come up with a
visionary paper that caters to
the aspirations of our peoples
after 35 years, said Mahendra
P Lama, a member from the
India side.
The eight-member group

has been entrusted with the


responsibility of putting
together a mutually agreed
document within two years to
suggest ways to strengthen
bilateral ties in view of evolving regional dynamics and
world order. The EPG has the
mandate to look into five
broad areas of the NepalIndia tiespolitical relations,
government-to-government
ties, development cooperation, economic exchanges and
social and cultural relations.
Our relations start with
people-to-people ties and go all
the way to partnership, connectivity, infrastructure and
development, said Jayanta
Prasad, an EPG member and
former Indian ambassador to
Nepal. We need to expand the
habit of cooperation and
friendship.
Some of the Nepali experts
agree that the EPG should
focus on trade and investment. Political relations are
fine, but our modality of
future cooperation with India
should be based on trade and
investment, said Govinda
Raj
Pokhrel,
former
vice-chairman of the National
Planning Commission.
The next meeting will take
place in India after three
months where the two sides
will come up with respective
five agendas.
Despite different approaches from the two sides, the EPG
meeting, however, itself was
an achievement, as it has
brought the much-talked
about and widely debated
issue on the table.

The Local Body Restructuring


Commission (LBRC), which
was formed in March to determine the number of village
and municipal councils, has
hinted that it might not be
able to complete its task by
Augustthe time by which
the Election Commission (EC)
will need its report if local
body elections were to be conducted in December.
The commissions recommendation is key to drafting
laws for holding local body
elections.
On
Tuesday,
LBRC
Chairman Balananda Poudel
informed the State Affairs
Committee
(SAC)
of
Parliament that the commission has formed eight different working groups and completed first round of work.
However, he stressed that the
commission would not be
working to complete its work
in a hurry.
Delay in finalising the
report by the LBRC could hit
the governments plan to hold
local body elections in
December.
As per Article 56 (5) of the
Constitution of Nepal, the
Local Body Restructuring
Commission is mandated to
delineate the number, boundary and economic potential of
village councils, municipalities and special, protected and
autonomous regions.

Technically, the commission should have submitted its


report in March.
The commission is mandated to recommend restructuring of local bodies; it is not
authorised to divide the existing districts.

Election
For
Commission to hold local
body elections in December, it
will require the report of the
LBRC by August, as it has
already said it will need at
least 120 days after the law for
holding the local body elections comes into force for the
preparatory works.
In an interview early this
week, Election Commissioner
Ila Sharma told the Post that
the EC is waiting for the
Local Body Restructuring
Commissions report to finalise the Local Level Election
Procedure Act.
When
asked,
LBRC
Chairman Poudel categorically told the Post that it was
impossible to complete its
task and prepare the report by
August.
Ours is not some routine
desk work that can be accelerated as per the need, Poudel
told the Post, in an oblique
reference to the pressure the
commission has come under
following the government
announcement to hold local
body polls in December. We
have to work closely with the
political parties and the governmentsomething that is

Objecting to the Commission


of Investigation of Abuse of
Authority (CIAA)s intervention in one of Kathmandu
Universitys examinations,
Kedar Bhakta Mathema on
Tuesday stepped down as
member of the KU Senate, the
apex body of the varsity.
In his resignation letter
addressed to the KU chancellor, Mathema has said the university failed to issue a public
statement either rebutting or
rejecting various allegations
that the university has
faced in relation to CIAA
intervention.
I have arrived at this difficult decision of stepping
down as member of the Senate
of this esteemed university,
reads the resignation letter by
Mathema. In the past few
weeks, there have been lots of
reports in the media and elsewhere regarding CIAAs role
in the examination of KUs
School of Medical Sciences,
he has added, referring to the
post-graduate entrance examination of KUs School of
Medical Sciences on May 28.
Two days prior to the
entrance examination, the
CIAA and police had stormed
into the university in
Dhulikhel and later taken
over the entire examination,
claiming that questions had
been leaked.
Later when the results were
published, son of Dr Bhagwat
Nepal, a member of the examination committee, had topped
the entrance test.

victims, monsoon-triggered
landslides and flooding, issues
related to bridges and irrigation canals, construction of
dams and the issues concerning the Tarai-Madhes.

pardon to a notorious culprit
who had been doing time for
attempted murder.
Rudra Prasad Parajuli, who
was slapped a jail term of over
seven years, was convicted of
shooting at a businessman in
Arghakanchi. A statement
released by the Presidents
Office said Parajuli was
exempted from his additional
jail term on the Cabinets recommendation. Parajuli had
shot at Tara Sunar and robbed
him on February 18, 2013. The
police had confiscated a pistol
and the loot while arresting
Parajuli and two of his aides.

criminal offences. The article
states: The President may, in

RAJBIRAJ: Police have


arrested a man who on
Monday threw acid on
his wife, leaving her seriously wounded. Amal

arrested on Tuesday for

Betani Devi, with acid.
Betani Devi is receiving

road obstructed

(NRA) has announced to provide housing reconstruction
aid to only those people who
have land titles. Many victims
of the April 2015 earthquake
had been living in houses
built on the land owned by
their parents and grandparents. After the quake toppled
their houses, the only way for
them to receive the housing
reconstruction aid from the
NRA is to change the land
titles to their names.

Gurung said he and his
brothers transferred the land
ownership from their grandfathers name after spending
three days in Dhadingbesi.
An official at the land revenue office said up to 150 applicants show up daily to change
land titles. Most of the applicants come from northern
region of the district, where
the earthquake had caused
the most damage.
Bhola Gautam, information
officer at the District
Development Committee, said
the reconstruction works have
been delayed, because many
victims do not have land ownership documents in their
names. So far, the NRA has
completed signing the aid
agreements with the earthquake victims in only 10
VDCs, he added.

Vegetable vendors
attack inspection team

A group of vendors on
Tuesday hurled vegetables
and water bottles at a market monitoring team led by
Supplies Minister Ganesh
Man Pun at the Balkhu
Agriculture and Vegetables
Market.
The vegetable vendors
reaction followed after the
monitoring team seized
weighing machines of some
of the traders suspecting
that they had tampered with
the instruments to cheat
customers.
The irate vendors complained that the government
team did not inform them
before
conducting
the
raid.
The government team had
carried out the surprise
market inspection amid
growing complaints from

different quarters. After an


hour of discussion, traders
offered their apology and
allowed the monitoring
team to certify their
instruments.
Government officials said
many vendors were unaware that the weighing and
measuring
instruments
should be certified from the
Nepal Bureau of Standards
and Metrology (NBSM).
A misunderstanding led
to the incident, said Roshan
Kunwar, director at the
Balkhu Agriculture and
Vegetables Market. We
immediately sought an
apology and said we were
ready to comply with the
guidelines.
During the inspection, out
of the 250 traders, 46 were
caught using instruments
that were not certified by the
NBSM.
Stinky and dirty environ-

ment, mismanaged shops


and unhygienic practices
have turned the market into
a dumping site, the inspection team said.
According to the inspection team, both Kalimati and
Balkhu vegetable markets
are in a sorry state.
During the inspection,
Minister Pun expressed serious concern over unhygienic environment of the market and directed the concerned authorities to carry
out pesticide checks.
He also directed the
authorities to inspect the
markets regularly and force
traders to follow the market
code of conduct.
Although
there
are
numerous vegetable markets in the country, only
Kalimati
Fruits
and
Vegetable Market has an
equipment to run pesticide
check.

Complaints of
irregularities
Some earthquake victims
have claimed that they had to
bribe the officials at the land
revenue office to change the
land titles. Laxman Ramtel,
an earthquake victim from
Sunaulabazar, said he and his
brothers had to pay Rs 10,000
to get the land titles. Tarak
Bahadur Gurung of Marpak
VDC also revealed that he had
to pay Rs 10,000 to get the job
done on time. The money,
according to Gurung, was
charged as paralegal fee.
Senior Land Revenue Officer
Rewati Prasad Dhakal denied
the claims, saying he has not
received any complaints from
the clients so far.

Manila lodged its suit

of negotiations it had exhausted all political and diplomatic
avenues to settle the dispute.
The tribunal will issue its
ruling on July 12, though
China has consistently rejected its right to hear the case
and has taken no part in the
proceedings.
At a regular briefing on
Tuesday, Chinese ministry of
foreign affairs spokesman
Hong Lei reiterated that
Beijing rejected all third-party resolutions of the dispute.
The hearing would in no
way help peace and stability
in the region, he said, adding:
We will not accept any settlement imposed on us.
The arbitration case had
been orchestrated by the
Philippines and the US to portray China as an outcast
from a rules-based international community, said an
editorial in the China Daily.
The newspaper, which is
published by the government,
added: It is naive to expect
China to swallow the bitter
pill of humiliation.

Severe flooding across central and southern China


over the past week has killed
almost 130 people, damaged
more than 1.9 million hectares of crops and led to
direct economic losses of
more than 38 billion yuan
($5.70 billion), state media
said on Tuesday.
Premier Li Keqiang traveled on Tuesday to Anhui,
one of the hardest-hit provinces, where he met residents and encouraged officials to do everything they
could to protect lives and
livelihoods. Li was also to
visit Hunan province.
Heavy rainfall had killed
128 people across 11 provinces and regions and 42 people
are missing, state news

agency Xinhua reported.


More than 1.3 million people
have been forced out of their
homes, it said.
Weather forecasts predicted more downpours during
what is traditionally Chinas
flood season.
Xinhua said more than 1.9
million hectares (4.7 million
acres) of cropland had been
damaged

295,000 hectares had been
destroyed, resulting in
direct economic losses of

prayer time, the sides of the vehicle open up and a small stage is
extended, from which the imam
preaches.
Prayer rugs are rolled out in
front of the van, with space for

up to 100 people, and a handful


can worship inside the vehicle. It
also provides special robes for
women and a tank of water for
the faithful to ritually cleanse

themselves before praying.


The mosque started operating
in Jakarta with a team of four in
the final week of Ramadan, a
month of fasting and piety, but

The van offers its services

The van is run by the
Archipelago Mosque Foundation,
an organisation that sets up and
maintains mosques, with funding
provided by Adira Sharia, a
group that provides Islamiccompliant financing for motor
vehicles.

was a lack of places of worship

concerts, festivals and football
games. Sometimes people intend
to pray, but because there are no
facilities, they skip it, said
Hamzah Fatdri, director of the
mosque foundation.
The Jakarta mosque-on-wheels
has hit the streets after the foundation launched a mobile place of
worship in the city of Bandung,
southeast of the capital on the
main island of Java.
The Bandung mosque proved a
success, offering prayer sessions
at 50 different locations in its
first year of operation, and the
foundation hopes the van in the
capital which is slightly larger
than the Bandung model can
do even better.
Indonesia is already home to
some 800,000 mosques, including
a large number in Jakarta and

other major cities.


But with many people stuck in
gridlock at prayer time particularly during Ramadan and
ad hoc festivals and sports events
typically failing to provide facilities for praying, the foundation
believes the mobile-mosque
will be a great help.
It is the latest innovation to
offer relief to residents of
Indonesias booming but overcrowded, traffic-choked cities,
where hundreds of new vehicles
are hitting the roads every day as
the middle class rapidly expands
due to strong economic growth.
Motorbike taxi-hailing apps
that whisk passengers quickly
through the gridlock have been a
chief beneficiary, and have
expanded their businesses into
other areas such as food delivery
and courier services.

The many and varied complexities of restructuring local bodies should be understood

Food for thought


Ration card for the poor is a good idea,
but it is the implementation that counts

s part of its welfare scheme the government is


planning to introduce a ration card system to protect the poor from spikes in market prices.
According to the plan, people living below the poverty linea person with an annual income of less
than Rs19,243will receive the card to buy daily essentials at subsidised rates from government-owned enterprises and cooperatives. The Supply Ministry has
declared that a committee would study similar schemes
implemented in other countries and recommend a suitable plan to the government. The process to form the
committee has begun.
With the country currently facing double digit inflation the proposed plan of the government is a welcome
move. According to the Nepal Living Standards Survey
2010-11, poor people spend 72 percent of their total consumption expenditure on food, implying that higher
food prices have a direct impact on households purchasing power, which increases the risks of food deprivation and malnutrition. A 2012 study titled The Impact
of Food Inflation on Poverty in Nepal, of the Nepal
Rastra Bank further reveals that increased expenditures on food lead to reduced expenditures on health
and education, and also squeeze investment in agricultural inputs required to boost the food production
resulting in unwanted impact on poverty and hunger.
Thus, there is no doubt that the ration card system will
help the poor immensely.
A public handout to ensure that the poorest citizens
are not left destitute is not a new practice for developing countries. Many countries have subsidies to keep
food prices low for their citizens, while many other
have policies aimed more directly at the needy to avoid
budget deficit. India has its ration card system in place
for decadesstate governments issue distinctive ration
cards to those above poverty line, below poverty line
and Antyodaya families (ten million of the poorest families in India). While giving cheaper food to the poor
might not be that difficult for a developing country like
ours, it is the administrative competence that actually
makes the difference to make such schemes effective
around half the money India spends on subsidising
food is thought to be wasted or stolen.
But given the poor record of successive governments in
Nepal in introducing such schemes in the past there is
enough room to doubt whether the ration card system
will actually be implemented. In 2008 the Maoist-led government had planned to introduce this scheme but things
failed to move accordingly. The Baburam Bhattarai governments bid in 2011 to implement a card system for the
distribution of liquefied petroleum gas (LPG) at subsidised rates has also ended in a fiasco two times already. So
just creating a fanfare for welfare schemes and not following through has been a trend for our governments.
The governments decision to study similar schemes
in other countries before drafting the programme is a
step in the right direction for the simple reason that the
needy need state protection. However, to implement
this policy effectively, there has to be a thorough study
of our budgetary capacity and the required administrative competency because once started the policy needsto be given continuity.

he government has tabled a one-year


roadmap at Parliament for the implementation of the constitution which
includes an ambitious plan to hold local
government elections in mid-December.
In line with this timetable, it has moved
forward the deadline given to the Local Body
Restructuring Commission to submit the
number and boundaries of the restructured
municipalities and protected, special and
autonomous regions from mid-March 2017 to
mid-September 2016. This article deals with
the complexities of the restructuring procedure. The country is divided into three ecological regions, mountains, hills and Tarai,
which are home to 7, 43 and 50 percent of the
population respectively. There are 3,157 village development committees (VDCs) across
the country, of which 16, 53 and 31 percent
are located in the mountain, hill and Tarai
regions respectively.
Existing complexities
The largest VDCs in terms of population are
Chaumala, Kailali (population 27,586) and
Katahari, Morang (population 24,395). The
smallest are Gharu (population 71) and Fu
(population 176), both in Manang district. In
terms of geographical area, Kanda VDC in
Bajhang has an area of 1,468 sq km while
Madhuri Jabdi VDC in Bara and Gamhariya
VDC in Parsa are 1.47 and 1.59 sq km in size
respectively.
Likewise,
Kathmandu
Metropolitan City has a population of almost
1 million while Karaputar Municipality in
Lamjung district contains a little more than
10,000 residents.
As per the new constitution, the exclusive
revenue rights of local governments include
property, commercial, rent and land taxes.
The data of the Local Bodies Fiscal
Commission (LBFC) show that 82 percent of
the VDCs are not economically viable. The
combined revenues of Bajura, Dolpa and
Rukum districts total less than Rs1 million.
Likewise, the economic situation of the
municipalities
is
not
satisfactory.
Kathmandu Metropolitan City accounts for
37 percent of the revenues collected by the 58
municipalities in the country. Kathmandu,
Pokhara, Bhaktapur, Lalitpur, Biratnagar,
Birgunj and Butwal account for 70 percent
of
the overall municipal internal
revenues. Based on this brief revenue analysis, it is confirmed that most of the new local
governments will not be viable. Like popula-

tion and geographical area, revenues cannot


be made the sole criteria for restructuring
local bodies.
There are no roads in Dolpa and Humla
districts. Life is difficult for people in the
mountains. The situation is not satisfactory
in some hill districts in the eastern region
and in nearly all the districts in the mid- and
far western regions. There are hundreds of
VDCs in the mountains and hills where it
takes days of walking to reach the district
headquarters.
Similarly, the per capita income in
Bajhang, Bajura, Achham, Darchula,
Kalikot, Mugu, Humla and Dailekh is below
the national average. In terms of literacy,
infant mortality and toilet facilities, the situation is very poor in Rautahat, Mahotari,
Saptari, and Siraha districts in the Tarai. In
Rautahat, 81 out of 1,000 infants die before
their first birthday. Only 32 percent the
women are literate. In Siraha and Saptari,
more than 80 percent of the households have
no toilet facilities. In Humla, 66 percent of
the children suffer from malnutrition.
Likewise, primary schools, primary health
posts, agricultural centres, banks and financial institutions, cooperatives, police stations, telephone, drinking water and bus
stations are located far from where the people live. In the mountains, these facilities are

available to only 20 percent of the population.
In the Tarai, 90 percent of the people can
obtain these facilities within half an hour.
Local governments are primarily responsible for providing social sector services like
education up to the secondary level and
basic health and sanitation. The restructuring commission should submit a comprehensive framework related to the functions of
local governments too.
Identity and viability
The issue of identity should also be
addressed by the Local Body Restructuring
Commission. Rural and urban muncipalities
cannot be designed based entirely on identity. However, restructuring at the ward level
can address identity issues. Along with political and economic rights, the Constitution
has tasked local governments with protecting linguistic, cultural and religious rights.

When friends steal weapon
keptics of American efforts to arm anti-government rebels in Syria have long worried
that weapons could be diverted to opposing
forces or terrorists. But they did not expect
diversion by members of Jordans vaunted
intelligence service, which was working with
the United States to train the rebels.
In a joint investigation, the news organizations found that Jordanian intelligence agents
had systematically stolen and sold on the black
market millions of dollars of weapons shipped
into the country by the C.I.A. and Saudi Arabia
for use by Syrian rebels.
The news is shocking in part because the
United States has long considered Jordan one of
its closest allies in the region. The country has
been an active partner in the American-led airstrikes against the Islamic State and has provided a critical staging ground for training, arming
and coordinating rebels fighting to overthrow
President Bashar al-Assad of Syria.
The C.I.A. helped Jordan establish its intelligence servicethe General Intelligence
Directorate, or G.I.D. Although the agency is
respected in Washington as a professional and
competent force, two of its recent leaders
have gone to prison for embezzlement, money
laundering and bank fraud. This latest case
suggests there is corruption throughout the
organization.
The revelations obviously shred the credibility of the Jordanian government and its intelligence service when it comes to fighting corruption. Yet they are also an indictment of the
C.I.A., which for three years has been responsible for training thousands of rebels considered
moderates to use weapons. President Obama in
2013 had authorized the covert program and
charged the C.I.A. with vetting the rebels and
controlling the flow of arms. The C.I.A. has
failed in its oversight of the weapons.
This scandal should be a warning to those,
including Hillary Clinton, who want to deepen
American military involvement in Syria.

Constitution has devolved state powerlegislative, executive and judicialto federal,
provincial and local governments. No such
governments have been formed till date. As
per the Constitution, all these governments
should be formed before January 21, 2018.
Further, most of the constitution related tasks
should be completed before this deadline.
The government is willing to hold local
government election. The Election
Commission and the opposition parties are
ready to do that. In this situation, the Local
Body Restructuring Commission should
submit its report as soon as possible. It needs
to concentrate more at the district level than
the central level. Clear guidelines and directions are required for each of the districts.
Separate policies and guideless have to be
designed for each district. These policies
should be formed based on criteria related to
socio-economic and infrastructure development, revenue collection patterns and viability, service delivery, composition of the community and so forth. Based on these variables, a composite index can be formed and
there should be political consensus too.

here are 121 political parties including


the newly-registered Naya Shakti Nepal,
601 lawmakers and at least 98,800 civil
servants in Nepal. After nearly 70 years
of democratic exercise, including transitioning into a federal republic in 2006, and
13 long-term national plans, there is little to
show by way of progress in the country. It
is still grappling with underdevelopment
and myriad socio-economic and geo-political problems. The constitutional bodies,
bureaucracy and political parties have not
been working at their full potential. Many
political leaders in successive governments,
secretaries, director generals, department
heads, officers, heads of legal bodies and
chief of commissions have been poor performers as shown by their track record and
the enormity of the problems.
Politics and bureaucracy
They have been keeping themselves in the
comfort zone with a complacent and laissez-faire attitude, only becoming active
when there is personal gain to be had. The
civil service has been politicised and trade
unionised. Feudalism, egotism and incompetence among many political leaders,
bureaucrats and technocrats have caused
serious setbacks to development. Moreover,
political instability, deadlock on critical
issues, blame game and a civil service
entwined with politics have become a fertile ground for bribery, corruption and
irregularities. This has led to inflation,
poor governance and loss of impunity, thus
defeating national objectives.

he youth of today are facing many


problems at present. One of these
problems
is
unemployment.
Thousands of young people are facing long-term unemployment. The
number of youths migrating to foreign
countries in search of work has doubled
in the past decade. They do not have jobs
in Nepal. Therefore, they are bound to go
to foreign countries for their livelihood.
If the government had created the
opportunities, they would not have gone
to other countries. Political instability,
falling economic growth, energy crisis,

changed or transferred mostly for political
gain which affects the bureaucracy and
administrative stability, impeding implementation of the annual budget and costbound multi-year development projects.
Proper handling of the responsibilities,
which is critical to forward-planned activities, is seldom seen. Team approach is

expecting. Slashing superfluous staff, demotions and dismissals are rare actions.
Last June, when the prime minister complained about the underperformance and
inefficiency of the supply and home ministers who belong to the CPN (Maoist Centre),
the party refused to recall them claiming it
to be an internal matter. More than 900 allopathic doctors holding fake certificates have
been identified so far, and among them only
36 are being scrutinised under Operation

The next burning problem being faced
by the youth is uncertainty. Their future
looks uncertain. They do not have a
clear-cut vision of their future. They are
in a great dilemma. There see chaos and
confusion at every step of their lives. In
spite of the availability of higher education in Nepal, youths prefer to study

their qualifications or expertise. There is

appraisal system has become like a ritual
and without objectivity, and the reward and
punishment system is misleading and politically motivated. Nepal could have devel-

complain of being harassed by the crowded and noisy environment of the city.
They claim that they are mentally harassed at work. The youth of the city have

to overcome many obstacles such as inflation, pollution, traffic jams and so on. On
the other hand, the youth of rural areas
face problems such as poor sanitation and
lack of easy access to the internet, transportation and health facilities.
Above all, most youths
face the problem of communication gap. They are not
in a position to express
their views freely. Due to some social
restrictions, they are bound to hide their
inner feelings. They have to behave
according to the norms and values of society. When they cannot express their inner
feelings, there could be violence such as

The Public Service Commission has been

wings such as trade unions. Nepals Civil
Service Employees Association has been
politicised and trade unionised with many
decisions landing in controversy.
It is not yet clear how the Personnel
Information System (PIS) about civil servants maintained by the Department of Civil
Personnel Records has been utilised effectively by the Ministry of General
Administration and the concerned parties.
Autonomy and impartial work of these vital
constitutional bodies is at stake if politicisation does not cease and intervention is
limited to mutual cooperation, facilitation
and feedback.
With the advancement of IT and office
management system, it has become of
utmost importance for the government to
organise video conference telecasts on TV
channels on subjects such as progress
reviews of annual and multiyear plans.
Projects at different levels of the government could be shared as appropriate.
Soliciting input for improvement has been
of utmost need, which could make the governments work more efficient and effective.
This will also save it from possible pitfalls.
Essentially, vigilance and participation of
the Ministry of General Administration,
Public Service Commission, Commission
for the Investigation of Abuse of Authority,
Central Investigation Bureau, judiciary,
human rights organisations, civil society
and the media also need to be intensified.

Tuesday night came as a
shock to many around the
world but for a country that
once prided itself as the
Middle Easts pro-western,
outward-looking beacon of stability, conflict and bombings are
starting to become the norm.
These were Turkeys fifth
major terrorist attacks in less
than a year, and came amid a
series of catastrophic policy failures at both home and abroad.
Turkeys government and its
president, Recep Tayyip Erdogan,
the head of the ruling Justice and
Development party (AKP), have
invested heavily in the continuing conflict in Syria, devoting
considerable resources to the toppling of the Bashar al-Assad
regime even when in recent years
the international community has
opted for a political rather than
military settlement to the conflict. Once Syrias rebellion
against the Assad regime became
dominated by Islamic fundamentalists, these groups became central to Turkeys foreign policy
objectives. Ankara acquiesced to
jihadi groups entering Syria
across its borders and enabled
them to establish a presence
in Turkey to arm and fund their
campaign.
Much of the focus in the international media has been on jihadis leaving Europe for Syria via
Turkey, and vice versa. But for
several years, Islamic State has
established deep roots in Turkish
society, with the city of Gaziantep
functioning as a key hub for
explosives and an important
launchpad for jihadi groups.

Suck at meditation?
For me, successfully meditating has involved letting go of the need to do it well

suck at meditating. Im one of those


perennially distracted people who
knows they need to meditate, has
meditated in the past with some success and who knows they should meditate more, but who finds it so much
easier to do things like dishes, laundry
and exercising than to schedule time to
do nothing.
When I read this Forbes article touting mindfulness meditation as the next
big business opportunity, my initial
impulse is to grind my teeth in frustration. Co-opting a centuries-old spiritual
practice as the engine of your hip new
startup strikes me as kind of like trying
to repurpose an astrolabe as a controller for your Xbox, but whatever, Silicon
Valley kids. You do you.
The science of the article is clear,
though, and multiple studies have
shown that people who meditate regularly experience improved focus, a
greater sense of wellbeing, reduced
stress and increased creativity.
So if a bunch of Soylent-swilling
bro-llionaire wannabes want to join the
rest of us on our yoga mats and
focus on their breathing, does their
motivation matter?
Like a lot of people, they most challenging aspect of meditating for me is

clearing my mind. After years of trying to sit and empty my thoughts and
giving up because my brain seems to be
persistently, irritatingly noisy, a friend
finally explained to me that no one can
entirely empty their mind. Thats a
myth. To really empty your mind, you
would have to be sedated or dead and
neither of those states is particularly
conducive to spiritual growth. Even

when were asleep, as our dreams show


us, were still thinking, feeling, worrying and having opinions.
The key is to detach from all that
mental noise and stop trying to direct
traffic. I try to imagine myself now on a
riverbank and the noise of my thoughts
and feelings and opinions is a river
flowing by, separate from me.
This morning during my meditation
sessionwhich, honestly, I mainly did
because I knew I had to write this
piecemy mind flitted from thumbprint cookies to a scrap of lyrics by the
punk band Au Pairs to what Im going to
make for dinner to how awesome it
would be to have an entire glacial crater
lake full of mint chocolate chip ice
cream. The key was to let go of all those
things and let them drift and stop
feeling that lurching sensation I get
in my gut when Im over-stimulated
and harried and some new outrage
comes spilling down my Twitter and
Facebook feeds.
Part of successfully meditating for
me has been letting go of the need to get
it right. I spent half my time before
thinking: Im not doing this right. Its
not going to work if Im not doing it
right. Am I doing this right?
My yoga teacher told me once when I
blew a pose and came crashing down on
to my mat giggling at how dorky I must

look, Laughing at yourself is good


yoga. The only way to get it wrong is if
youre not trying.
I would say the same thing about
meditating. Yes, I suck at it. Im not that
great at yoga either, but do I really want
to go through life as a spoiled Former
Gifted Child who only wants to do
things Im good at and which win me
praise? (Well, actually, thats exactly
what I want to do, which is why its
especially good for me to get out and do
things that Im not good at.)
I gave up on getting it right on a fall
morning at the beach. I took my earbuds down to the end of the board walkway leading to the water and sat down
to do a 15-minute guided meditation. It
was terrible. The wind was in my face,
the sun was beating down, the act of
trying to focus on my breathing was like
trying to thread a needle in a wind tunnel. After about 10 minutes, I gave up to
go inside. But when I stood up and
turned around to face the house, I was
exquisitely, almost hallucinogenically
aware of the hot, rough boards against
my feet, the high keening cries of the
seagulls and sand-pipers overhead and
the bright sun-blasted colors of the
shore at midmorning. I felt full of peace
and calm.
Damn, I said to myself. I guess I
did it right.

ascribe race-related disparities to
poverty, drug abuse and genetics. And
we blame higher rates of disease
among LGBTQ people to promiscuity.
But its actually a persons membership in a stigmatized minority that
exposes them over time to disproportionately higher levels of stress related to prejudice, harassment, discrimination, rejection, hostility, sexual
assault and hate crimes. That stress
leads to worse mental health and, in
turn, worse physical healthand
more healthcare spending.
Researchers reported in Jama
Internal Medicine this week that lesbian, gay and bisexual adultswho
comprise between 2 and 5% of adults

in the USare more likely to suffer


from physical and mental illness, and
more likely to drink and smoke heavily,
than their heterosexual counterparts.
The study included almost 69,000 people, providing some of the most robust
data on these disparities to date.
Gay and bisexual men are three and
five times as likely respectively to suffer from severe psychological distress,

transgender Americans, the most stigmatized sexual minority of all.
Healthcare providers need to be screening LGBTQ patients for mental health
and substance abuse issues, but first
they need to create a safe environment
to get patients in the door. As of now,
too many doctors are unfamiliar with
the distinct issues affecting the LGBTQ
population. Its a group less likely to

have regular access to care, or to care


that addresses crucial issues.
Men who have sex with men dont
get screened for anal cancer. Lesbian
and bisexual women are less likely to
get screened for breast or cervical cancer. Doctors are especially confused
when it comes to screening transgender
patients, especially if theyve received
hormonal therapy or undergone gender-affirmative surgery.
Yes, we need to ask about alcohol,
tobacco and drug use. We must counsel about safer sex. We should ask
about intimate partner violence, but
all too often neglect to do so when the
patient sitting before us appears anatomically male. We need to screen for
sexually transmitted infections,
including HIV. We should offer our
at-risk patients pre-exposure prophylaxis (Prep) to prevent HIV infection.
We should know how to counsel and
where to refer our patients who want
gender-affirming surgery.

Turkey has options if it wants
to move forward. It has betrayed
its friends and allies but has not
lost them completely. Turkey is
becoming increasingly inclined
to support a political settlement
to the conflict in Syria. In recent
weeks, it has sought rapprochement with Israel following the
severing of ties in 2010 after the
Gaza flotilla raid, and with Russia
after Turkey downed one of its
jets last November.
These tentative steps to repair
relations could help rebuild alliances and bring stability, but
questions remain as to whether
Turkey has accepted the realities
of a dramatically reconfigured
region. Turkey may yet refuse to
provide its full and active support
to a political settlement in Syria.
As a result, it may struggle to
contain the jihadi cells that have

flourished for so long, the individuals and groups that cause


immense destruction in Turkey
but which still constitute the forces equipped and dedicated to toppling the Assad regime.
Further, major allies such
as the US and other powers,
among them Russia and Iran, no
longer view Syria and the region
in the way Turkey still does. They
have, in many respects, moved
on. They may now see Syrias
future as a loose federation of
different regions.
Will Turkey accept and work
with the PYD and Syrias autonomous Kurdish region? As it
stands, that would be unlikely, at
least until it resolves its conflict
with the PKK. It may see endorsement of Syrian Kurdistan as
something that could empower
the PKK further.
But Turkey has been here
before. After initial reluctance, it
chose to work with Iraqs Kurds
and their autonomous region in
the 1990s. It has also negotiated
with the PKK on previous occasions and knows that the PKK,
unlike Isis and other Islamic fundamentalist groups, has negotiable objectives.
Turkeys problems, while tied
to the Syria conflict to a significant extent, are largely of its own
making. In other words, Turkeys
government can resolve the conflicts it finds itself embroiled in.
That requires clamping down on
the Islamic fundamentalist
groups Turkey has allowed to
flourish. It also requires returning to negotiations with the PKK
and adopting a conciliatory outlook and tone that remedies ethnic polarisation and restores the
friendships Turkey once enjoyed
with its neighbours and the international community.

But LGBTQ-sensitive healthcare is


much bigger than that. Physicians
need to develop greater familiarity
with LGBT bodies in a way that
affirms and encourages its members
to seek regular medical care. Theyre
at risklike the rest of usfor high
blood pressure, obesity, diabetes and
cancer. But if they dont see a doctor,
theyre less likely to have those conditions diagnosed and treated.
Heterosexual healthcare providers
need to understand that much of what
we take for granted still isnt by sexual
minorities, such as marriage and having children. Many of my LGBTQ
patients are older and approaching
retirement age. I know couples whove
lived together for decades but dont
both have both their names on a lease
(a big deal in New York City where
rent-controlled apartments are vanishing). And while things are getting
better, they may still not have access
to spousal and other benefits through
Social Security or employer-sponsored insurance.
LBGTQ patients are also less likely
to have children and other family and
social supports to help them in old age.
Meanwhile, many doctors dont know
how to counsel sexual-minority youth
about coming out to their friends and
family, eating and body image issues
or family planning and fertility.
While sexual minorities are gaining
wider acceptance, rights on paper
wont eliminate health and other
social disparities. Healthcare providers must educate themselves about the
medical needs, language and culture
of these communities.

Anti-terror policies
sound like war crimes
Many thought Trump would become more centrist
but he keeps advocating cruel and brutal tactics

a lot of pundits thought he would
when he became the Republican
nominee, Donald Trump seems
intent to double down on his moral
depravity, calling for outright
war crimes in his quest to become
US president.
On Wednesday he told a crowd of
supporters that to defeat Isis, the US
needs to fight fire with fire. As
NBC News put it, this seemingly
[made] the case for using similarly
brutal tactics as terror groups like
Isis have in the past. He once again
declared the US should return to
waterboarding terror suspects, a tactic that is obviously torture (and was
once prosecuted as such after the
second world war). And he has
repeated his calls for inventing
interrogation techniques that are
worse than waterboarding as well.
Trump, as you will remember, spent
much of the GOP primary spouting all
sorts of nonsense about how waterboarding works (even though we
know it doesnt), that he would happily bring back torture in the war on
terror fight (even though its blatantly illegal) and that he would kill
the family members of suspected terrorists (despite the general agreement across the political spectrum
that that is a war crime as well).
He shows no signs of stopping his
increasing descent into unhinged
lunacy since the Orlando terrorist
attacks, after which he immediately
said he appreciate[s] the congrats
for being right on radical Islamic
terrorism after 49 people were brutally murdered, even though theres
little evidence the shooter was radicalized, and then he went on to
absurdly suggest that Barack Obama
was secretly working with Isis.
Trumps attempts at qualifying his
proposals might be considered hilarious if they werent so appalling. In
March, he attempted to clarify his
calls for more torture by saying that
the US needed to broaden the laws

on the books that make it illegal


instead of just immediately violating
them. (He could also just radically
re-interpret the laws on the books
just like the Bush administration
did.) Last week, he claimed that his
ban all Muslims policy proposal
really only meant that he wanted to
ban all Muslims that come from
Muslim majority countries, as though
that wasnt just as bigoted and offensive as his original proposal.
The amount of damage an
unchecked Trump could do with the
national security infrastructure in
placethe CIA drone program, NSA
warrantless spying, the ability to
conduct unilateral war with no congressional approval, etcis truly
extraordinary. We learned Thursday
from BuzzFeed that Trump allegedly
listened secretly to the phone calls of
employees at his Florida resort MarA-Lago. And this headline from a
month ago should send chills down
the spine of anyone worried about
constitutional rights and the separation of powers: Trump Orders
Surrogates to Intensify Criticism of
Judge and Journalists.
All of this once again points to the
extreme dangers of the incredible
expansion of executive power under
the Bush and Obama administrations,
and the failure to prosecute those who
engaged in torture a decade ago. It has
now turned into political football and
a policy dispute rather than what it
actually is: a clear crime.
But instead of Trump proofing
our national security apparatus,
Congress is in the midst of attempting
to expand it. Democrats want to
expand and entrench the secret and
due process-free terror watch list, and
Republicans are attempting to dramatically expand the FBIs ability to to
conduct electronic surveillance completely free of any court oversight.
Trumps statements should be yet
another reminder of the terrifying
powers of the US president, and we
should be doing everything we can to
curtail that power, rather than
expand it.

each area. The Ilam regional poetry
slam was held on May 28 and Dhangadi

assigned a coach from Word Warriors
who will coach the team throughout
August in preparation for the final event.

Kiarostami, master of post revolution Iranian cinema, dies

bbas Kiarostami, the writer-director who showed that Iranian


cinema was one of the most original and emotionally engaging in
the world, died in Paris on
Monday from complications related
to cancer, according to Iranian state
media. He was 76.
Part of a new wave of Iranian cinema that started in the 1960s and
known for realist stories focused on
the lives of ordinary people,
Kiarostami was one of the few film
makers to stay and prosper in Iran
after the 1979 Islamic revolution.
Despite their very local, Iranian
themes, his movies struck a chord
with
global
audiences,
and
Kiarostami won the Palmes dOr at
Cannes in 1997 for Taste of Cherry,
about a middle-aged Iranian man
planning to commit suicide and looking for someone to bury him when he
is dead.
What is peculiar about his art is
that hes both a rootedly Iranian artist in terms of his landscape, his
urban sensibilities, his cinematography, said Hamid Dabashi, a professor of Iranian Studies at New Yorks
Columbia University.
But hes also managed to raise

Gender equality, feminism:

Man-hating?

Bhuwan Chand had been a civil servant with the Nepal


Electricity Authority (NEA) for 33 long years. A bibliophile
from an early age, as his long career with the NEA drew to a
close, Chand decided to try his hand at writing. Ten years
later, he has four books to his name including Engineer ko
Clinic and Aahuti, a biography of martyr Dashrath Chand.
With his latest offering Atitko Poko, a collection of memoirs,
hitting the shelves earlier this month, the Posts Alisha
Sijapati spoke to the author about his craft and his love for
books. Excerpts:

n September 2014, at the premises of the


United Nations, well known British
actress Emma Watson gave a speech on
gender equality. She defined feminism
as: The belief that men and women
should have equal rights and opportunities. It is the theory of the political, economic and social equality of the sexes. She
also said, Fighting for womens rights has
too often become synonymous with
man-hating. If there is one thing I know for
certain, it is that it has to stop.
Fast forward to march 2015 a video name

Deepika Padukone galvanised the public
by stating about the individual choices of
women on sensitive topics like motherhood, sex, and love. It also emphasised on
women making their own choices and
going against men.
Above mentioned figures are the two
different proponents of feminism from the
film industry. When we compare their
ideas, the topic is the only thing that is
similar, their ideologies are completely
different. The former one insists on
mens involvement for equality while the
second one pleads for the individual choice
of female.
From my perspective, the female world
should go with the thoughts of Emma
Watson to achieve the greatest level of
equality. There should be coordination
between male and female. Except for the
materialistic things like clothing, eating
and shelter, emotional and spiritual things
should not be compromised and there
should not be the feeling of my choice in
sensitive topics like sex, love, and motherhood since they are directly connected
with our existence in this planet.
One should never forget that Nature has
given a priceless responsibility to women
to give birth to young ones. They have the
responsibility to develop a baby inside

Having worked in a technical


field for past three decades,
how, why and when did you
decide to jump into the literary
world?
I have always had a passion for
reading and I was encouraged
by many people to write about
my experiences and the people I
have crossed paths with. At
first, I was doubtful if itd work
but after my first book received
good feedback, I was encouraged to write more. Now I have
four books to my name. I feel
everybody lives interesting lives;
it is the writers who can narrate
it in a way that is interesting
to readereven if what they are
describing is really banal.

Your book Atitko Poko was


recently released. How have
the reviews been?

The holy festival of Eid

id is a three-day Muslim holiday that


marks the end of Ramadan at the new
moon. Ramadan is celebrated during
the ninth month of the Muslim calendar. It is during this month that
Muslims observe the fast of Ramadan.
They do fasting for one month. Eid is fully
called Eid Al-Fitr. The holiday lasts for
the entire month and Muslims fast during
the daylight hours only eating small meals
after sundown. In the evenings they also
visit with friends and family. It is also a
time of worship and contemplation. The
month of Ramadan is also a time when it is
believed that the Holy Quran, the Muslims
holy text, was sent down from heaven. Eid is
not just a ritual that provides them with an
excuse to enjoy themselves. It represents
important values and participating in them,
they seek to please the almighty and attain
nearness to them.
Eid means the Celebration of Breaking
the Fast and Recurring Happiness. When
the new moon appears people know to end
Ramadan and to begin. With the development of technology, scientists are now able
to predict when the new moon will appear;
still many people rely on watching for the
new moon to officially begin Eid. Eid follows the Islamic Calendar. People watch for
three new moons; this means that Eid may
begin on different days in different countries. The five pillars in Islam are Faith,
Prayer, Zakat, Fasting and Hajj. Eid is a
time to celebrate all the good things in life
and give thanks for all blessings. An important part of Eid is performing acts of charity. During this time each household pays a
small tax, usually in money but occasionally in food, which is given to the poor so that
they may also celebrate Eid. On the morn-

ings of Eid, people wake up very early and


attend prayers. Homes are decorated and
everyone wears new clothes. They mainly
wear white dresses with white round cap,
these prayers are held in mosques and
large open areas. This is a time of giving
and receiving and spending time with
loved ones. After prayers, everyone goes
home to eat breakfast. Once breakfast is
finished, the visiting begins and they
exchanges warm greetings like Eid
Mubarak. The exchange of such kind of
greetings is part of cultural tradition and
not the religious obligation. Families welcome friends and neighbours to wish them
a happy Eid and eat special cakes with
them. Dinner is spent with family. Each
day of Eid is spent with a different branch

of the family. Children receive gifts on Eid,


but they do not receive toys; they are given
money. Children may collect quite a large
sum of money if many family and friends
visit. Eid is also a time of reconciliation.
Feuds and disputes are resolved.
Obligations are fulfilled. Blessings are
acknowledged. It is a time of happiness

I was in class 7 when I started reading religiously.


I began with reading short Nepali and Hindi
essaysand that love for reading has never stopped.
Whenever I get a chance, I retreat into my cocoon
and read.

What was the last book you read and how did you
like it?
I just finished reading Every History of Time, by
Stephen Hawking. Its one of the most complicated
books I have read so far. Hawkings analysis of the Big
Bang Theory and the universe left me mesmerised.

What is your favourite genre?


I read both the genres. I equally read both fiction
and non-fiction. When I feel low and need some
entertainment I read fiction. Otherwise, I mostly
dabble with non-fiction.

How do you select books to read?


There is no process as such. If there is anything that
interests me I just grab and keep it my collection
and read during my free time.

Aahuti, which was an emotional rollercoaster. It
took me about four years to complete the book. I had

three days of Eid, many Muslims join big
parties sponsored either by a community
mosque or by a wealthy Muslim in the
community. All participants enjoy sweet,
spicy and other flavourful delicacies. Many
Muslims also donate money to those less
fortunate. Sometimes, Muslims reserve
amusement parks, skating rinks or other
activity centres for an entire day of fun.
Eid is celebrated with great pomp in Saudi
Arabia. Saudis decorate their homes and
prepare sumptuous meals for family and
friends. Eid festivities in Saudi Arabia may
vary culturally depending on the region,
but one common thread in all celebrations
is of generosity and hospitality.
It is a day of rejoicing and being happy.
But for whom? Is it the day of rejoicing for
those who simply put on new clothes and
wear perfume? Or is it the day of being
happy for those who were eagerly waiting
for the release of the greatest enemy of
mankind, Satan, from his captivity so that
they all revert to committing sins?
Unfortunately, many Muslims abstain
from sins during the month of Ramadhan,
but come Eid, they go back to what they
were before. The forbidden places from
which they had abstained for month long,
are in fact the same places they go to celebrate Eid. Just as, when a person goes to a
college, or a university and at the completion of his course, he receives his award
marking his achievement, they must
understand that, the holy month of
Ramadhan is a spiritual university where
they are being trained to achieve piety.
The day of Eid is when Allah is awarding
them for their achievements.

recommend, and why?
Ernest Hemingways Nobel-winning The Old Man
and Sea is one book that I would recommend everyone to read. When I read the book, I felt that I was
literally watching a moviea short movie. Its a
short book and I didnt even realise when I was done
with it. In the end, I was craving for more and I could
empathise with all the characters. The book is simple in itself but gets the reader imagining so vividly.

What is good writing for you? What would you say


makes a good writer?
Dont go after selling huge quantity of books. Focus
on creating new and exciting prose and ideas.

The taste of students has


changed with the time
The tenth India Education and Career Fair 2016 is being held at Hotel Annapurna in the Capital on July 6 and 7, and at
Hotel Namaskar in Biratnagar on July 9 and 10. Organised by SAPE, a Kolkata-based event management company, the
fair is the first of its kind in Nepal that features only Indian academic institutions. The Post caught up with Sanjay Thapa,
founder and managing director of SAPE, to talk about the different facets of fair. Excerpts:
How has the SAPE
Education and Career Fair
evolved in the last decade?
Ten years is a long journey
and a lot has been changed in
this period. A very few fairs
used to happen in Kathmandu
when we started back in 2007.
The main idea of the event
was to bring students and education institutions together so
the former gets first hand
information about the academic institutions they want
to pursue. Over the years, students from the digital world
dont only have to rely on the
information they get in the
fair but they can immediately
verify through the internet.
Similarly, the standard of
interaction between the students and the representatives
from the academic institutions has gone up; they know
what exactly what they are
looking for which was not in
the past. From the very beginning we make sure that the
institutions in the fair have
good reputation and accreditation from the government
agencies.

Has the taste of students


changed in these years?
When we were students the
mark sheet determined our
career path. If you got good
marks you would go to science, if you scored medium
marks you tend to choose commerce while humanities was
the choice of poor students.
But this has changed drastically over the years. Now even
if students get the best marks
they tend to go do English
Honours or take management
courses. What is important
today is whatever course you
choose you excel on it. With
the change in times, there is
so much diversity in the
course that students can do
BTech with LLB. So the traditional ways of choosing

career path is gradually


changing with the passes of
time.

You have been organising


fair in nine different countries. Is the preference of
students from these countries same or its different?
Honestly speaking, Nepalis
are more enthusiastic about
education compared to those
from other countries. I am in
touch with the colleges and
universities across the world
and they give very good feedback about the Nepali students. Nepali students understand why they are in India
and what their objective is.
Being a pioneer fair organiser
this is very encouraging to me
as the largest numbers of foreign students in India are
Nepalis. Out of around 110,000
foreign students from around
50 countries last year, some
20,000 are from Nepal alone.

who come to your fair?
I request all the students to
put 10 years prospect in mind
before choosing a career path.
They have to listen to themselves rather than falling
into the parents or peer
group pressure. If you
plan right you make better career if not you lose.

Education fairs are organised round the year in


Nepal. How is your is this
different from others?
I can proudly say SAPE is a
pioneer in organising education fairs in Nepal and the
first to focus only in Indian
education. It has a history
of successfully conducting
nine different fairs. Unlike
other fairs, we dont run
after the numbers of
students but focus on
quality students who
have high prospect of
taking
an

bill to amend the NRB Act
includes a prohibitory
clause for staff ranging
from the governor to

Former NRB deputy governor Gopal Kafle said that

Retired staff of Nepal Rastra


Bank (NRB) will be barred
from joining banks and financial institutions (BFIs) for up
to three years after leaving
their jobs.
The parliamentary Finance
Committee on Tuesday inserted the restriction in the bill to
amend the Nepal Rastra Bank
Act in a bid to avoid conflict of
interest.
The governor, deputy governor and executive directors
of the central bank are
already subject to such a provision, and the House panel
has extended the restriction to
junior level staff.
However, the Finance
Committee has reduced the
prohibitory period for deputy
governors and executive
directors to three years from
the proposed seven and
five years respectively in the
original bill.
The governor, however, has
been banned for life from
working in BFIs after leaving
the central bank. Former staff
will need to get NRBs okay to
join any BFI at the end of the
prohibitory period.

on Industry, Commerce and
Consumer Welfare Protection
on Tuesday approved the newbill on Special Economic Zone
(Sez) with a provision that
prohibits workers from holding all forms of protests that
could affect the production of
the factories in the zone.
No matter what the prevailing law states, the factory
workers of Sez will not be
allowed to carry out any sorts
of banda, protest or revolt
that could inflict financial
losses on the production businesses, states the bill. The
provision was earlier removed
from the bill due to political
pressure. The bill, in the
revised form, also talks about
providing Sez workers with
better salary and other benefits than that of those outside.
Chandika Prasad Bhatta,
executive director of Sez
Development Committee, said
such provisions could discourage workers from launching protests that affect the
entire business. This could
draw more firms to operate
their business through Sez,
he said.
The committee has also provisioned for including a representative from workers in the

complaints hearing mechanism, according to Bhatta. It


is expected to resolve the
labour issues, he said.
Similarly, the new bill has
empowered the Sez authority
to let the factories to produce
only those products that are
listed by the government. The
government has identified 17
types of firms as being eligible to operate in Sez. Following
the approval of the bill, the
factories that produce tobacco
products and alcoholic beverages will not be permitted to
operate their businesses
inside Sez.
The new bill has extended
grant period for the factories
in Sez to additional 15 days if
they missed out on the
35-day deadline to renew their
business.
As per the clause, the factories operating their business
for 30 years can renew the
land lease in the next 15 days
by paying the additional
charges, said Bhatta.
Bhairahawa Sez, the countrys first Sez, is now in the
process of hiring the interested firms to operate their business there. Sez has leased out
48 out of its 69 plots so far.
Earlier, the entrepreneurs
were reluctant to move their
industries into Sez, citing
high rental charges and
labour issues, among others.

Big solar is leaving rooftop systems in the dust

Solar power is on pace for the first


time this year to contribute more
new electricity to the grid than will
any other form of energy a feat
driven more by economics than
green mandates.
The cost of electricity from largescale solar installations now is comparable to and sometimes cheaper
than natural gas-fired power, even
without incentives aimed at promoting environmentally friendly power,
according to industry players and
outside cost studies.
Buoyed by appeals to self reliance
and environmental stewardship, as
well as government subsidies, the
early solar industry was dominated
by rooftop panels that powered individual homes and businesses. But
such small-scale installations are
expensive, requiring hefty incentives
to make them attractive to homeowners. Today, large systems that sell
directly to utilities dominate. They
are expected to account for more
than 70 percent of new solar added
to the grid this year, according to
industry research firm GTM
Research.
The success of large-scale solar
has raised questions about the wisdom of continuing incentives for
rooftop installations, which remain
far more expensive than most other
forms of electricity.
Unsubsidized utility-scale solar
power costs $50 to $70 per megawatt-hour (or 5 to 7 cents a kilowatt

hour), compared with $52 to $78 for


the most efficient type of gas plant,
according to a 2015 study by investment bank Lazard.
Generating power from residential
rooftop panels is far more expensive,
ranging from $184 to $300 a MWh
before subsidies, the report said.
If you take a solar panel from
someones rooftop and put it in a
field, the amount you would pay for
that power drops precipitously, said
Matt Freedman, an attorney with
California ratepayer advocate The
Utility Reform Network. Whats the
magic of having it on the rooftop?
Its not clear.
Many trace the tipping point for
utility-scale solar to a 2014
announcement by Austin Energy
that it would buy power from a new

150 megawatt solar plant enough to


light and cool 30,000 homes - for 5
cents a kilowatt hour. At the time, it
was a record low price for solar
power. Since then, projects
have brought the price below
4 cents a kWh.
The Austin Energy contract
opened a market for big solar in
sunny Southeastern states, Jim
Hughes, chief executive of utility-scale solar developer First Solar
told investors in April.
The response has been, quite
honestly, astonishing, Hughes told
them. The utility world suddenly
sat up and took notice and said, I
had no idea thats where the cost of
solar stood.
Large-scale solar is taking off
even in states without policies pro-

moting green power. Georgia, for


example, was the sixth-largest US
solar market last year with very little rooftop solar.
We dont need mandates, said
Lauren Bubba McDonald, a member of the Georgia Public Service
Commission, who is widely credited
with helping jumpstart the states
solar industry.
Utilities in states like North
Carolina, Texas and Alabama also
are building large-scale solar facilities because it makes financial sense.
We are seeing large swaths of
centralized utility scale solar be procured primarily because of how cost
competitive it is, said Cory
Honeyman, who follows the US solar
industry for market research firm
GTM Research. Thats a different
kind of narrative.
Rooftop installers like SolarCity
enjoyed rapid growth thanks in part
to a marketing message that peddles
the romance and freedom of generating emissions-free power at home.
And, for homeowners in states with
favorable policies, rooftop panels can
be a good investment, ultimately
offering savings.
But the math only works in places
with so-called net metering laws,
which require utilities to buy the
electricity rooftop panels generate at
prices far above what they pay for
centralized power.
To what extent governments and
ratepayers should support rooftop
solar is a matter of debate in
several state legislatures and utility
commissions.

FRANKFURT: Chinese appliances giant Midea moved a step


closer to fulfilling its ambition to acquire German industrial robotics firm Kuka with two weekend deals raising
its stake to nearly a majority. Two of Kukas biggest
German shareholderstechnology company Voith and
entrepreneur Friedhelm Lohsaid they had decided to
take up Mideas offer of 115 euros ($128) per share and
sell their stakes. German news agency DPA reported that
Voith had agreed to sell its stake of 25.1 percent for 1.2
billion euros. And Loh told the business daily
Handelsblatt he had decided to sell his stake of 10 percent for nearly 500 million euros. Combined with its
existing holding of 13.5 percent in Kuka, the two purchases mean Midea now holds 48.5 percent, or not far
from the outright majority, in the Augsburg-based robot
builder. Loh, who sits on Kukas supervisory board,
insisted that he had not consulted Voith about his decision beforehand. Every shareholder must decide for

has seen rise in prices due to the

As of July 5, vendors are selling
tomato at Rs100 against Rs75 a

jumped by 100 percent, 14.28 percent and 66.66 percent, respectively, over the past month.
On the other hand, an increase
in supply of green leafy vegetables has led to a drop in their
prices. Almost all green leafy vegetables like mustard greens, spinach, fenugreek leaves and garden
cress saw a 25 precent drop in
retail prices.
The traders said the supply of
locally produced green leafy vegetables has improved.
Farmers around Kathmandu,
Bhaktapur and Lalitpur, among
other places, are supplying more
than enough green leafy vegetables, leading to a drop in the prices, said Durga Lal Shrestha, a
fresh vegetable trader at the
Kalimati market. The prices are
expected to drop further.

Renaults carmaking alliance


with Nissan achieved record
synergies of 4.3 billion euros
($4.8 billion) last year from
closer integration, but savings
growth is set to slow, a senior
executive said.
Renault-Nissan Senior Vice
President Arnaud Deboeuf
also told reporters it was too
early to assess the impact of
Britains vote to leave the
European Union on Nissans
operations in the country.
For sure it will have an
impact, Deboeuf said. But
its very difficult to say today
what that impact will be.
Since the creation of the
Franco-Japanese alliance in
1999, when Renault took a controlling stake in Nissan, it has
combined some vehicle architectures,
manufacturing
assets and corporate functions, but at a pace that has
frustrated some investors.
Prodded by analysts early
last year to set a more ambitious goal for synergies in 2016
than the 4.3 billion euros

announced, Renault-Nissan
boss Carlos Ghosn, who heads
both
companies,
said:
Obviously 4.3 billion euros is
a conservative number. I think
a reasonable target would be 5
billion euros.
But following a protracted
governance dispute last year
with the French government,
Renaults biggest shareholder,
tentative internal plans to
announce major new areas of
operational convergence early
in 2016 did not materialize.
Renault-Nissan said in
March it would combine quality and costing teams to support integration already
underway in engineering,
manufacturing, supply chain
management, purchasing and
human resources, while preparing initiatives in aftersales. Deboeuf, who leads alliance convergence, did not
repeat the 5 billion-euro objective for 2016, warning instead
that savings may decline with
manufacturing cycles before
resuming their growth to a
promised 5.5 billion euros in
2018.
There might be some years

when we are down because

said. The 2018 target amounts
to average savings growth of
8.6 percent over three years,
compared with gains of 13
percent last year and 31 percent in 2014. Last years figure
of 4.3 billion effectively met

of Mitsubishi Motors, which
is yet to close, or the repercussions of Brexit for operations
such as Nissans plant in
Sunderland,
northeast
England.
Depending on the terms
negotiated, Britains departure from the EU could result
in new trade tariffs that would
penalize the plants vehicle
exports to the EU and beyond.
Concerning Brexit, we are
a little worried because of the
uncertainty caused by the
waiting and the consequences
of the new status of the
United Kingdom and the
European Union, Chief
Executive Ghosn said.

Samsung Electronics set for best quarter in over two years

Tech giant Samsung Electronics


Co Ltd is poised to issue guidance for its best quarterly profit
in more than two years, propelled by a surge in mobile
earnings on the back of robust
sales of its flagship Galaxy S7
smartphones.
The South Korean giant will
disclose its estimates for second-quarter earnings on
Thursday, with analysts predicting a strong mobile division
contributed to a 13 percent jump
in operating profit from the
same period a year earlier.
The average forecast from a
Thomson Reuters survey of 16
analysts tips Samsung to report
April-June operating profit of
7.8 trillion won ($6.8 billion), the
highest since an 8.5 trillion won
profit in January-March of 2014.

The mobile division of the


worlds top maker of smartphones and memory chips was
likely its top earner for the second straight quarter with a 4.3
trillion won profit, according to
the survey. Samsung surprised
many with better-than-expected
first-quarter earnings, and
issued guidance for a further
pickup in April-June.
Galaxy S7 sales are better
than expected in the first half,
and the semiconductor business
is also outperforming rivals,
said KTB Asset Managements
Lee Jin-woo. The fund manager
estimated the firms quarterly
operating profit would also stay
strong in both the third and
fourth quarters at between 7
trillion won and 8 trillion won
in each. Samsungs smartphone
business had been squeezed
before the start of this year
between Apple Inc, at the high

end of the market, and Chinese


rivals like Huawei Technologies
in the budget segment. But the
Galaxy S7 has provided a catalyst for the earnings rebound,
likely putting the mobile busi-

ness on track to record its first


annual profit growth in three
years.
Some analysts say Samsung
shipped around 16 million
Galaxy S7s in April-June, with a

higher-priced curved-screen version outselling its flat-screen


counterpart and boosting margins. Lackluster sales of offerings from rivals such as Apple
and LG Electronics also helped

reduced marketing expenses,


they said. While operating
profit margins for the mobile
phone business will decline in
the third and fourth quarters as
the Galaxy S7 effect fades, operating profit will continue to
grow on an annual basis, Korea
Investment & Securities said in
a report.
As its smartphones thrive,
Samsungs chip business - last
years key profit driver - probably saw quarterly profit sink to
its lowest in nearly two years
due to weak demand from makers of other smartphones and
personal computers.
But signs of some price recovery for DRAM chips starting
last month and Samsungs dominance in the premium solid-state disc drive market with
its 3D NAND chip production
technology suggest a pickup in
coming months, analysts said.
