Guidelines for Availing Casual Leave
1. Casual leave upto a maximum of 12 days in each calendar year shall be admissible to cover the casual absence of an employee for personal reasons. Provided that in the case of an employee working in any of the work-centres, located in the North-Eastern States, this leave shall be of 15 days in a calendar year. Employees other than those belonging to N.E. States having centralized seniority and transferred / posted to North-Eastern States shall be eligible for 5 days special casual leave. 2. Casual leave cannot be combined with any other type of leave except Special Casual Leave and the period of Casual Leave immediately preceding or following any other type of leave shall be deemed to be a part of such other type of leave. 3. Special Casual Leave may be combined either with casual leave or with other types of leaves, but not with both. For availing special casual a separate application shall be required. 4. The CL Card shall be retained by the employee and maintained with due sincerity. However, in case the card is reported lost by the employee, the available balance CL/ RH shall be proportionately recorded on a new card to be issued. For example if the CL card is reported lost in the fifth month i.e. in May, 4 CL and 1 RH (for first six months of the year) will be treated as consumed and only 8 out of 12 CL and 1 out of 2 RH will be admissible for the remaining period of that year. Notwithstanding the above, Controlling Officer may moderate the number of balance CL/RH based on Attendance Register/ Absentee Statements, if required. 5. On transfer, the individual shall carry the same CL Card to a new place of posting as record of CL/RH balance in credit. For employees moving on transfer from and to NE states: 4. As per present practice when an employee is transferred from and to NE states, CL admissible for part of the year at both the places are calculated on prorata basis. In supersession of the existing practice, henceforth, employees who serve in NE states for more than six months in any calendar year will be entitled for all the 3 incremental CL ( i.e. difference of 15 CL admissible in NE states and 12 CL admissible in other areas ) during that year. Employees who serve in NE states for six months or lesser period in any calendar year will be entitled for 2 incremental CL only during that year. 6. Employees other than those belonging to NE states having centralised seniority and transferred/posted to NE state will be entitled for 5 days Special CL, if they serve in NE states for more than six months during that year or will be entitled for 3 day special casual leave, if they serve in NE states for six months or lesser period during that year
