In the Best Special Section category, the staff from
Fayette Publishing picked

awards for its Soil & Water
Conservation District edition and its Bridal issue, respectively. The judges like
the ads designed to work
well with the Soil issue, as
well as the great selection of
ads in the Bridal issue.
The Fayette County
Newspapers staff received
three awards for ads in the
Best Ad Featuring Agriculture category. They were
honored with first and second places for Crop Production Services advertising
and a third place for Viafield. The first-place Crop
Production Services ad also
went on to win a third-place
honor in the Best of Class
category.
The 2016 Better Newspaper Contest was judged by
the New York Press Association. Approximately 4,200
entries in numerous categories were judged in two daily
and three weekly circulation classes. The evening
ended by honoring The Des
Moines Register as the 2016
Newspaper of the Year.

84, of Morgantown, WV,
formerly of Ottawa, died on
Monday, February 1, 2016 at
the Vidant Medical Center,
in Greenville.
Funeral services will
be at 11 a.m. on Wednesday,
February 10, at the Trinity
Lutheran Church in Ottawa,
with Rev. David Ufkes, Pastor, officiating. Burial will
follow at Oakwood Memorial Park with Full Military
Rites conducted. Visitation
will be from 4 to 7 p.m. on
Tuesday, February 9, at the
Mueller Funeral Home in
Ottawa.
Bud was born on May
6, 1931 in Ossian, IA, to Nanfred John and Sylvia (Forde)
Sand. He married Carol
Amundson on December 27,
1958 in Morris. Bud served in
the US Navy during the Korean War as a Petty Officer
Sea Bee, stationed in San Diego and Guam. He received
his Bachelors Degree in
Secondary Education from
Luther College in Decorah,
IA and Masters Degrees in
History and Guidance Counseling from Northern Illinois
University. He taught History, and was a Guidance
Counselor at OTHS for over
30 years, and was also a
wrestling coach. Bud was a
member of Trinity Lutheran
Church, Kiwanis Club, Illinois Teachers Association
and the National Teachers
Association.
He is survived by his
wife, Carol, 3 children, Kari
(Dave) Sand-Jecklin, of Morgantown, WV, Krista (Eric)
Iverson, of Ottawa, and John
(Alyssa) Sand, of Jacksonville, NC, 11 grandchildren, 8
great grandchildren, 2 brothers, Richard Sand, of California, and Jacob Sand of Henderson, NV, and 5 sisters,

February 1, 2016

Absent: None.
Following the Pledge of Allegiance to the
Flag, Mayor Green called the meeting to order at
5:00 p.m.
Chris Wiltgen, Joe Kriener Darin Kleve and
Dave Greve, representing a planning committee
that is proposing to create a joint-community
recreation program, explained how they are
anticipating the proposed program to work: a
full time recreation director would be hired to
manage and organize all youth and adult activities for the communities involved, each city involved would be asked to help fund the position,
facilities in each community would be utilized, a
board with representatives from each community would be established to oversee the program.
Discussion between the groups followed. The
Council will give further thought to the matter at
the March 7th meeting before a decision is made
as to whether or not the City will commit to the
joint-community recreation program.
Officer Ward gave the police report.
Mayor Green reported he attended three
meetings during the month which involved the
County's emergency management, the County
Assessor and the proposed joint-community
recreation program.
Meyer made a motion approving the following consent items, January 4, 2016 council
minutes, clerk's reports and the monthly bills,
seconded by Beckman, carried.
Holthaus made a motion approving a building permit for D&L Properties, seconded by
Lienau, carried.

Agency meeting was called to order by Chairperson Dave Pahlas at 7:00 p.m. on Monday,
January 11, 2016 in the large courtroom at
the Winneshiek County Courthouse. Voting
members present were Floyd Ashbacher, John
Beard, Don DiLaura, Keith Frana, John Logsdon, Rob Ludeking, Dean Thompson, and Dennie Wilkins. A quorum was determined by the
chairperson. Also present were Fillmore County
representative Jon Martin, Engineer Chris Oelkers, Counsel Lee Wilmart, Winneshiek County
Recycling manager Terry Buenzow, and landfill
manager T.J. Schissel.

to approve the meeting minutes of 12/8/15. All

evaluate options for this equipment. All voting

7. Item 6.12-Budget Committee. A budget
committee of Dave Pahlas, Don DiLaura, Denny
Wilkins, and John Logsdon was formed to develop the FY 16-17 budget.
8. Item 6.13-Discussion of Rate & Review
Meeting. The Rate & Review committee met
earlier in the day. No change was recommended
in the $1.00 per ton rate increase to $67.00 per
ton that is set to go into effect on July 1, 2016.
Moved by Ludeking, seconded by Wilkins, to reaffirm the recommendation to set the tipping fee
at $67.00 per ton effective July 1, 2016. All voting
approved.
9. Item 6.14-Future Meeting Time and Location. Moved by Frana, seconded by DiLaura,
to have the future agency meetings at the Winneshiek County Recycling plant and begin them
at 6:30 p.m. All voting approved.

will be held at 6:30 p.m. on Monday, February 8,

NAMI (National Alliance on Mental Illness)
of Northeast Iowa is presenting a free one-day
course, Hope for Recovery,
designed for family members who have a loved one
dealing with mental illness.
The course is also open to
the general public. Participants will learn about types
of mental illnesses, treatments and recovery, coping
strategies, communication
tools, the mental health
system, and local resources.
The course is held from
9 a.m. - 3 p.m. Saturday,

Winneshiek County will be accepting applications for the position
of Engineering Tech III until 4:00 p.m. Friday, Feb. 26, 2016
at the office of the Winneshiek County Engineers Office.
This position will be assigned to the Winneshiek County
Courthouse, Engineers Office, 201 W. Main, Decorah, IA 52101.
Engineer Tech III must possess and maintain a valid drivers
license, attend DOT certification training, testing and recertification.
The starting per-hour age is set by the Collective Bargaining
Agreement between Winneshiek County and the United Electrical,
Radio and Machine Workers of America. New employees must
work a 90-day probationary pay period at 90% of the full base rate.
Job Summary: Perform specialized work in surveying, design
and inspection of roadway projects; oversee construction
of highways, bridges and culverts; interpret blueprints and
specifications for contractors; maintain accurate material and
work logs; laboratory testing; use drafting or CADD instruments
to interpret and plot field survey notes.
Education: Graduation from High School or G.E.D.
equivalent. Associates Degree in a technology field related to
engineering is preferred but not required. Degree of any type
relating to GIS or IT will be beneficial.
Work Experience: Four-years of increasingly responsible
experience in sub-professional engineering work and vocational
training in the technical fields of surveying and construction
inspection; or equivalent combinations or training experience.
