The Constitution of the United Empire of Earth

His Highness the Prime Citizen of the United Planets of Earth declares an everlasting
sovereign Empire for the protection of the territory of the human race, as well as to
care for the welfare of humanity. This Empire, united under one Imperator ruling
from Earth, bears the name of United Empire of Earth and adopts the following
Constitution.

PREAMBLE
The United Empire of Earth solemnly proclaims its attachment to the Rights of Man
and the principles of liberty and equality as defined by the Universal Declaration of
Human Rights of December 10th, 1948, confirmed and complemented by the Fair
Chance Act of 2795. The language of the Empire shall be English. The emblem of
the Empire shall be the white and blue seal. The anthem of the Empire shall be The
New World. The Empires time shall be aligned on that of the Greenwich Mean Time.
The Constitution of the United Empire of Earth shall be the most important legal text
of the Empire, it shall outmatch Treaties and the Imperial Law Codex in terms of
legal power.

TITLE I : THE IMPERATOR


Article 1.
The Imperator of the United Empire of Earth is the voice and face of
the people of humanity, to hear the arguments but ultimately be the supreme
executive power.
Article 2.
The Imperator of the United Empire of Earth shall be the guardian of
the Constitution of the Empire and the principles it contains.
Article 3.
The Imperator of the United Empire of Earth shall ensure the proper
functioning of the Empire, its Senate, and its institutions.
Article 4.
The Imperator of the United Empire of Earth shall be the guarantor of
the safety of the human race and the integrity of its territory.
Article 5.
The Imperator of the United Empire of Earth shall be the Supreme
Commander of the military forces of the Empire; comprised of the Army, the Navy,
the Advocacy and the Marines.
Article 6.
The Imperator of the United Empire of Earth shall have the power to, in
the name of the Empire and the people of humanity and with advice from the
Imperial Senate, declare war on other entities and sign treaties with said entities.
Article 7.
The Imperator of the United Empire of Earth shall have the power to
appoint the Imperial Council, the Imperial Administration, the High-Secretary, the
Imperial Secretaries, the Judges, the Ambassadors, the High Command, the Branch
Command, and any other military position. He may delegate this power to the
Senate or any other authority. He also has the power to pardon convicted
individuals.

Article 8.
The Imperator of the United Empire of Earth shall have the power to
disband the Imperial Senate of the Empire. He shall also have the power to relieve
any individual of his duties.
Article 9.
The Imperator of the United Empire of Earth, as Prime Citizen and
representative of humanity, shall only step down from his position by his own will.
He shall also have the power to modify the Constitution.

TITLE II : THE IMPERIAL SENATE


Article 10. The Imperator of the United Empire of Earth shall vest all legislative
powers in an Imperial Senate of the United Empire.
Article 11. The Imperial Senate shall be composed of Senators chosen every
month by the citizens of the United Empire of Earth.
Article 12. The Senators of the Imperial Senate shall be appointed by the citizens
of the Empire through an election held monthly.
Article 13. This election shall be held one week before the end of each month and
shall last three days. The results of the elections will be announced by the Imperator
or another individual to whom he delegates this responsibility the day before the
last day of the month. The Senators will end their term on the last day of the month
and be removed from the Imperial Senate on said day. The Senators will start their
term on the first day of the month.
Article 14. Each election will present a certain number of seats determined by the
Imperator with advice from the Imperial Council, the High-Secretary and the
Imperial Senate. Said seats will be given to the Senators with the most votes.
Should twenty seats be presented, the twenty candidates with the most votes will
have one seat each.
Article 15. No person shall be a candidate for the elections who is not a citizen of
the Empire. No person who is a part of the military forces of the Empire shall be a
candidate for the elections. Should a member of the military wish to become a
candidate, he is to leave the military.
Article 16. No person who is not a citizen of the Empire and no person who is a
part of the Marines of the Empire shall have the right to vote.
Article 17. No Senator shall be prosecuted, investigated, arrested, detained or
tried in respect of opinions expressed or votes cast in the performance of his official

duties. Any Senator committing an offense to the Law may be removed from office
by the Grand Senator.
Article 18. The Imperial Senate shall be overseen by a Speaker. This Speaker will
be elected by the Senators during an internal election held on the third day of the
month. No person shall be a candidate for said election who is not a Senator having
served at least one term prior to his candidacy. Will be given the position of speaker
the candidate with the most votes cast to his name. The Speaker shall start his
month-long term on the first day of the following month and will be removed from
office on the last day of said following month.
Article 19. The Speaker of the Imperial Senate, being a part of the Imperial
Administration, shall not have any political affiliation or preference while fulfilling his
duties. He shall serve as a mediator between Senators and political groups.
Article 20. The Speaker of the Imperial Senate shall have the power to suspend
Senators or remove Senators from office should they misbehave.
Article 21. The Speaker of the Imperial Senate shall be in charge of organizing
voting procedures and Senate Sessions. Starting on the second day of his term he
shall announce the Propositions (as defined in T2 A22) he has received from
Senators to the entirety of the Senate through the Official Journal of the Imperial
Senate. Following this announcement, Senators will be given two full days to define
their stance on the topic. Following these two full days, they will be given two full
days to cast their votes. Following these two full days, they will be given two full
days to submit their Propositions to the Speaker, whom will then announce them
through the Official Journal of the Imperial Senate and repeat the aforementioned
process.
Article 22. Senators shall submit Laws and Amendments to Laws through
Propositions to the Speaker of the Imperial Senate via Private Messaging.
Propositions regarding the finances of the Empire will be disregarded by the
Speaker.
Article 23. Any vote on a Proposition regarding the military forces of the United
Empire of Earth may be vetoed by the military High Command.
Article 24. The Imperial Senate shall have the power to declare war, ratify
treaties, remove the Imperial Secretariat from office, modify the Constitution and
make legislation in any domain except the finances of the Empire. Legislation
regarding the military may be vetoed by the military High Command (T2 A23). The
Imperator of the Empire has the right to veto any decision taken - and any
legislation written - by the Senate. All legislation passed by the Imperial Senate,
except modifications to the Constitution, will be added to the Imperial Law Codex.

Article 25. Senators shall have the right to create Political Parties and be a part of
said Political Parties. In order to be approved by the Imperial Administration, Political
Parties must be founded by a Senator in office, must have a political program, must
have a leader, must have an emblem, must have a name and must exist in the
shape of ROBLOX group.
Article 26. The Speaker of the Imperial Senate and the Imperator of the United
Empire of Earth may organize Extraordinary Sessions which shall be held in the
Imperial Senate building on Earth in the Sol System. Said sessions shall only be held
to discuss and vote on the matter of war and confidence in the Imperial Secretariat.
Extraordinary Sessions will be guarded by Marines.
Article 27.

Senators shall have the right to serve as many terms as they wish.

Article 28. Senators shall have the right to have two Senatorial Staff. Senatorial
Staff nominations must be sent to the Speaker of the Imperial Senate on the first
day of the term of Senators (on the first day of the month). Senatorial Staff may
cast votes in the name of their Senator should said Senator be unable to vote. In
such a case, the Senator in question must notify the Speaker. Senatorial Staff will be
relieved of their functions at the same time as the Senator they work for.
Article 29. Prior to and during the General Senatorial Elections, candidates for
Senate seats may run a political campaign. These campaigns may be funded by
private funds or the funds of Political Parties. Candidates may purchase and place
advertisements in cities around the Empire and may purchase and furbish offices or
other buildings. Candidates may not run their campaign through official channels
such as the Group Wall, Group Shout, moderated sections of the Official Forum and
may not gain votes through intimidation or leverage.
Article 30. The Imperial Senate shall have the right to convene in Extraordinary
Sessions to remove the Imperial Secretariat from Office. Such sessions will be held
by the Speaker if he receives Propositions from at least half of the Senators
demanding the replacement of the Secretariat. During said Extraordinary Session,
the Speaker will start a vote of no confidence in the Secretariat. If two thirds of
Senators vote to remove the Secretariat, the Secretariat will be ousted from power
and will be replaced by a new one.

TITLE III : THE IMPERIAL SECRETARIAT


Article 31. The Imperial Secretariat shall assist the Imperator in determining and
conducting the policy of the United Empire of Earth. It shall be the executive branch
of the Empire.

Article 32.

It shall have at its disposition the military forces of the Empire.

Article 33. It shall be accountable to the Imperial Senate of the United Empire of
Earth in accordance with (T2 A30).
Article 34. The Imperial Secretariat of the United Empire of Earth is composed of
the High-Secretary, the Secretary of Justice, the Secretary of Defense, the Secretary
of Internal Affairs, the Secretary of Diplomacy and the Secretary of Communication.
Article 35. The High-Secretary shall be appointed

Article 36. The Imperator shall have the power to disband the Imperial Secretariat
and veto the nomination of any Secretary.
Article 37. The High-Secretary shall have the power to veto any law passed by the
Imperial Senate within forty eight hours after it has been passed, the power to
appoint secretaries (T3 A35), the power to administer military and civilian reforms
after they have been decided by the Senate, the power to remove secretaries from
office and power over the military forces of the Empire.
Article 38. The Secretary of Justice shall have the power to veto any verdict given
by a Judge, the power to appoint and dismiss Judges, the power to administer
judicial reforms once they have been ratified by the Imperial Senate and the power
to pardon individuals.
Article 39. The Secretary of Defense shall have the power to appoint and dismiss
the military High Command, the power to administer military reforms after they
have been approved by the Imperial Senate, the power to authorize raids and drills
and power over the military forces of the Empire. He shall oversee General
Conscription. He shall not manage the military branches directly; he shall delegate
management of the armed forces to the military High Command. He shall not
oversee the Advocacy.
Article 40. The Secretary of Internal Affairs shall have the power to administer
reforms to the Advocacy after approval by the Imperial Senate and the power to
appoint and dismiss the High-Advocate. He shall not manage the Advocacy directly,
but rather delegate management to the High-Advocate.
Article 41. The Secretary of Diplomacy shall have the power to represent the
Empire and the Imperator abroad and the power to sign and negotiate treaties with
approval from the High-Secretary and Imperator (ratification of the treaty by the
Imperial Senate shall be necessary for it to be in effect in accordance with T2
A24).
Article 42. The Secretary of Communication shall have the power to communicate
reforms and decisions taken by the Imperial Secretariat, the Imperial Office or the

Imperial Senate to the public and the power to run, manage and moderate the
official communication channels of the Empire (website, subreddit, Twitter, YouTube,
ROBLOX Forums, TeamSpeak 3 Server, Official Skype chats).

TITLE IV : THE JUDICIAL BRANCH


Article 43. In accordance with the principles enunciated in the preamble of its
Constitution, the United Empire of Earth gives any Citizen the right to a fair trial.
Article 44. The judicial power of the United Empire of Earth shall be vested in the
judges of the Empire. These judges shall be independent.
Article 45. In accordance with (T3 A38) Judges will be appointed by the
Secretary of Justice and dismissed by the Secretary of Justice should such an action
be necessary.
Article 46. The role of judges shall be to mediate conflicts between two individuals
or entities, and, if necessary, sanction the conflicting parties. Sanctions will not be
given by the Judges themselves, but by the Secretary of Justice.
Article 47. Judges shall not intervene in conflicts unless asked to by one of the
conflicting parties or by the Secretary of Justice.
Article 48. Trials will be public when possible. If not, Judges will talk with the
conflicting parties via Private Messaging or Skype group chat.
Article 49. In trials, both sides shall be allowed one lawyer to help them. Lawyers
must be citizens and are picked by each side.
Article 50. Judges must, if provided, use Advocacy reports of incidents that have
created the conflicts.
Article 51. Sanctions given by the Secretary of Justice can be demotions,
banishments, temporary promotion locks, temporary demotions, warnings and fines
in UEC.

TITLE V : AMENDMENTS TO THE CONSTITUTION


Article 54. No amendment procedure to the Constitution shall be commenced or
continued where the integrity and cohesion of the Empire is placed in jeopardy.
Article 55. No amendment procedure to the Constitution shall be commenced or
continued where the supreme power of the Imperator is placed in jeopardy.
Article 56. Amendments to the Constitution must pass with two thirds of the votes
in the Imperial Senate of the United Empire of Earth.
