SPECIFICATION FOR FIRE FIGHTING PUMPSETS

ELATHUR & IRUGUR DEPOT
1. FIRE PUMPS
Straight centrifugal pump conforming to IS-9137/1520,Horizontal split casing
with glands,inlet and outlet flanges to ASA 150 RF drilled to Ansi B 16.5,
.Performance rating ,material of construction and other relevant data for the
pumps are given under:

The pumps shall be capable of discharging 150% of its rated discharge at


a minimum of 65% of the rated head .The shut-off head shall not exceed
120% of rated head for horizontal centrifugal pump.
NOTE:THE pumps quoted should be NFPA 20 Compliant
2.DIESEL ENGINE
CODES AND STANDARDS
The diesel engine shall be single acting, mechanical injection type and shall be
furnished with at least minimum equipment according to the standard
practice. The horse power rating, auxiliaries, guarantees of fuel consumption,
parallel operation, governor performance and torsional vibration shall be in
accordance with relevant code.
BS : 5919 : Reciprocating IC Engines

BS : 1600 : Type testing of constant speed internal combustion engines for
general purposes.
BS : 1601 : Performance of constant speed internal combustion engines for
general purposes.
BS : 1460 : Specification for diesel fuels
Water cooled diesel engine of rated speed 2100/1500 rpm and conforming to
BS 649/BS 5514 suitable for above pumps . Engine shall be supplied with all
the standard accessories such as Governer,flywheel with housing,vibration
dampener,silencer of industrial type ,sparkarrestor,air cleaner,fuel/lube
filters,starter with battery system and charger,cooling water system,epicoated fuel tank of 8 hours capacity with dial type level indicator and fuel
tubings ,engine instrument panel comprising starter switch,lube oil

temperature/pressure guage,cooling water temp(inlet/outlet) gauges and


pressure guage,ammeter,Tacho-cum-hour meter,fuel guage,Audio-video
signals for low lube.oil pressure,high water temp,engine over-speeding,low
fuel level visual signals for engine running normal,battery charg
ing/discharging,selector switches and trickle/boost battery charging and
auto/manual starting.

LTD/CUMMINS/CATERPILLAR. 3. BASE AND COUPLING The engine and the
pump shall be mounted on a Fabricated MS base plate of sturdy
design,coupled together using a spider coupling and aligned perfectly.
4. AUTOMATIC START CONTROL PANEL. The supplier shall supply necessary
control panels with instruments mounted therein. All the interconnections
between panel and equipment will be carried out by others for which purpose
the supplier shall apply adequate quantities of tubing, wiring, fittings,
terminal boxes etc. For this purpose the distance between panel and diesel
engine can be assumed as 10 M. Details of any requirement and restrictions, if
any should also be indicated. The offer shall include a complete list of
instruments and accessories that would be supplied indicating items to be
sent loose. In particular the pressure switches to control the pump starting
and maintaining the header pressure shall be supplied loose for installations
by others at site. All other instrumentation components shall be supplied
preferably installed. Each set shall be provided with control panel which Will
house the equipment necessary for auto starting Of the engine when pressure
falls, the actuating hydr-ant pressure switch of suitable range with sensors
and circuit wiring etc.The circuit to be designed to give audio/video signals in
case of failure to start. Control Panel / local indications required:
a. Fire water header pressure
b. Diesel Engine Lube oil pressure
c. Cooling water inlet pressure ( as an assurance of cooling water flow )
d. Fuel level
e. Battery voltage

f. Battery current
g. Battery charger status
h. Lube oil level
i. Engine speed

5. SPARES
Supply of all mandatory spares stipulated for the pumps as well as the diesel
engine with a list thereof.
6.The
scope

covers

supply
material,fabrication,testing,packing,delivery
and
assistance
commissioning of the equipment mentuioned in schedule of rate .

7.Characteristic curves of the pump and the drive should be submitted with

8.Date sheets of the pump specifying efficiency and prime mover HP at duty
point and head,efficiency,HP and NPSHr at 1.5 times the rated (duty point)
discharge and other data should be submitted.
9.It will be supplier responsibility to design and provide suitable drive for
pump.
10.Engine shall be capable of starting without the use of cold starting aids at
temperature zero degree Celsius and above
11.Engine shall take full load within 15 seconds from the receipt of the start
signal
12.Supply 3 sets of operation and maintanence manual and spare part book of
the pump and the drive and the following drawings:
a.Outline dimensional drawing with general arrangement.
b.secondary water piping plan for engine cooling incase of engines.
c.Foundations drawings (incl. position of anti-vibration pads etc.)

d.Battery charging systems e.Instrumentation and control schematic drawings


,bill of materials,wiring details with descriptive write-up.
f.The supplier shall submit 4sets of installations ,operating, maintenance and
major overhauling instruction manuals before offering pumpsets for final
inspection.
13.The units shall be provided post office red epoxy finish for main Fire
fighting pumps .
14.The supplier shall give a warranty covering a period of 12 months from the
commissioning of the units or 18months from the date of delivery at
site,whichever is earlier.Any defects noticed during the period shall be
promptly rectified by the supplier free of cost.
15.Inspection/Testing of pump sets. Third party inspection is important and
mandatory .Inspection by one of the following agencies is acceptable
a.LLYODS b.DNV c.EIL. d.IRS
Scope of Third party inspection
Inspection of pumps can be at manufacturer works.A test certificate
along with the results shall be produced before dispatch.Following tests
shall be witnessed by Third party agency for Fire pumps and Diesel
Engine
FIRE PUMPS
a.Hydrostatic testing
b.Performance test as per IS-9137
c.NPSHR test in open circuit at duty point.
d.Dynamic balancing test for impeller at reduced speed as per ISO 1940.
e. The pumps shall be capable of discharging 150% of its rated discharge
at a minimum of 65% of the rated head .The shut-off head shall not
exceed 120% of rated head for horizontal centrifugal pump.Above test
shall also be witnessed by Third party inspection agency.
f.Vibration test and Strip test

g.Sound level test


h.Material test certificates shall also be endorsed by Third party
inspection agency
DIESEL ENGINE A.Performance test for engine as per BS5514.Attached
format as per BS5514 can be used for reference purpose.
B.Pressure test for cylinder head,cylinder block,crank case.
C.Material test(chemical and mechanical analysis) for crankshaft and
connecting rod.
D.Crack test for connecting rod and crankshaft .

Vendor shall submit material compliance certificates as applicable ,and other


type test certificates from manufacturer
In addition to above vendor shall submit all inspection reports duly certified
by Third party inspection agency and obtain consent of HPCL before dispatch.
17. QAP(QUALITY ASSURANCE PLAN)
A.Party to prepare QAP for all the items i.e Centrifugal pumps for
product and Fire water ,Electrical motor for product pumps,IC engine in
accordance to respective codes and specification given in this tender
document.Attached copies of QAP are for reference purpose/sample
purpose only.
B. QAP prepare vide point A above will be vetted by HPCL approved TPI
The norms for vetting will be Tender document.
C.QAP vetted by TPI will be submitted by party to HPCL for final approval
basis which TPI will carry out Inspection and Testing of item quoted by
party for this Tender document vide cl.16
D.Within 15 days from LOI party will submit QAP to Respective location
incharges .

18.All safety and security precautions applicable inside the premises shall be
meticulously complied with.
