PTTE is the promoter of the power plant project which was initiated in late 2005. After months of
negotiation the project was eventually approved by the Batam Authority. The Power Purchase
Agreement (PPA) and the Implementation Agreement (IA) were signed on 18th January 2006 and
27th July 2007 respectively.

QUALITY POLICY
PTTE places a very high professional commitment to clients and stakeholders in all project
undertakings. The achievement of this goal is supported by a management system that embraces Quality
Performance and Continual Improvement in all aspects of our project implementation cycles by using
the state-of-art software like Microsoft Project and Primavera Project Planner.
Continual Improvement is always on our top agenda. Our Project Management Office is constantly
monitoring the quality of process via objectively measurable Key Performance Indicators (KPIs) by
using the above mentioned softwares and through video-conferencing. These KPIs allow us to ensure
the highest quality work that is always delivered on-time and on-budget. By practicing an Open Door
concept, the project team is able to address changes in the project environment quickly and adapt the
change process to suit the implementation. Coupled with the best people, a conducive team-work
culture and an in depth technology know-how, PTTE is slated to deliver projects with the most
excellent value and cost effective solutions.

To understand this immense mission, APBiz is closely associated with a consortium of international
consultants and contractors to provide a wide range of related services in the energy and power
industries and to establish strategic alliance with regional and international companies in the energy and
power related industries.
Core activities of APBiz are Power Operation, Property development and Biotechnology.
Current APBiz is negotiating with 3 Universities in Thailand on the proposed development of student
dormitory service apartments and retail spaces and a Government Agency to design, built and lease
(BOT) an office block for the Agency. APBiz has operations in Bangkok, Qatar, Laos, Batam and
Jakarta.
1. Sepangar Bay Power Corporation
Kota Kinabalu, Sabah, MALAYSIA
Our team members participated as partners to the consortium owner to
undertake the development of a 100MW Combined Cycle gas-fired
power plant at Kota Kinabalu Industrial Park, Sabah, Malaysia.
The power generation facility being built consists of a single combinedcycle gas turbine (CCGT) block and will be connected to the West Coast
Grid. Under the 21 years concession period, we will design, construct
and commission the power plant including the 132kV substation within
the premise and the necessary inter-connecting 132kV overhead
transmission lines to the substation.
The Power Purchase Agreement was executed on 26 January 2005.
Phase 1 of the project achieved Commercial Operation Date on 15
November 2006 which consists of net generation capacity of 66MW.
Construction works is currently underway for Phase 2 and the plant is
expected to be on full commercial operation by end 2007.

2. Laos :
APBiz was given the mandate to develop 150MW Hydro Power Plant in Lao Pdr. The Nam Pha Hydro
electric project is located in Luang Wan Tha and Bokeo province in Lao Pdr.

2 x 2 x 135 MW Mine mouth Coal Fired Power Plant at Peranap Riau Province Sumatra Island.
APBiz is a consortium owner 70% of PT TME to develop a
Mine mouth Coal Fired Power Plant in Peranap, Sumatra
Island, Indonesia. PT TME is given mandate to develop
2x2x135MW minemouth Coal Fired Power Plant.

Generated will be sold to PLN.
The Coal mining area for this mine mouth is about 112,500

AsiaPacific Capital Management Sdn Bhd (APC) was incorporated on 18 December 2002 as a
private limited company in Malaysia.
The Company is principally involved in the business of dealing in investment securities, corporate
business services, brokerage services, operation and maintenance of power plants and property
development. APC is also a co-owner of the above mentioned coal mines and has several pieces of land
in Klang Valley for development.

design engineer has to maximize the space utilization while not neglecting the maintainability of the
