General
1.1 Scope
1) This specification covers the general requirements for extent, application and details of painting
system for carbon steel, alloy steel and austentic stainless steel surfaces.
2) Building paint shall not be covered by this specification.
3) The underground piping shall not be covered by this specification.
4) The work places indicated for various activities in this specification are indicative. The scope of
vendors/contractors and work places shall be as specified in individual specifications and
requisitions, etc.

The requirements contained in the latest editions of the following standards shall form a part of this
specification in the manner and to the extent specified herein.

2) The term inland used in this specification is defined as the landside site bordering a line 30
meters from coastline.
3) The term marine used in this specification is defined as the waterside site bordering a
line 30 meters from coastline. OWNERs export-import facility in Block U and structure/
piping in Block YO are also considered marine for the purpose of this specification.
4) Shop means Site Contractors Shop for pipe and fittings. Shop means Vendors Shop for
remaining items including equipment and valves. Field means At the Construction Site.
2. DESIGN
2.1 Meteorological Data
For meteorological data, refer to current issue of Basic Engineering Design Data (BEDD).
2.2 Extent of Painting
2.2.1 Surface not to be Painted
1) Surface to be in contact with concrete or mortar such as for fireproofing or castable lining
except where otherwise specified.
2) Except as specified, non-ferrous metals or metal coated steel surfaces.
3) Bottom surfaces of base plates in contact with concrete or mortar.
4) Name plate and mechanically finished surfaces.
5) Metallic surfaces of assemblies held together by high-strength bolts.
6) Metal jacketing for insulation. However, lettering and marking on metal jacketing for insulation
shall still be required as shown in Appendix 4-3.
7) Plastic and plastic coated materials.
8) Insulated surfaces which will be over 150oC or below -46oC, unless otherwise specified in this
specification.
9) Uninsulated surfaces which will be over 600oC or below -46oC.

3. APPLICATION
3.1 General
1) The procedures, conditions and precautions to be followed in preparing the surface for painting,
in handling paints, and in applying paint to the prepared surface shall be in accordance with this
specification.
2) Only thinners of the type recommended by the paint manufacturer shall be used.
3) Precautions shall be taken to prevent paint from being applied to name plates, couplings, shafts,
other finished surfaces such as valve stems, bearings, vent openings, instrument windows,
equipment designation markings, adjacent painted surfaces of the interior of equipment. Any
paint spots or streaks which may have formed shall be removed immediately.
4) Painted surfaces shall not be handled until the paint has dried thoroughly except when the
coating is to be heat-cured. Paint film damaged by handling or by other means shall be scraped
off and touched up with the same number of coats and same types of paint as previously
applied. For steel or iron surfaces, if the prime coat has been damaged, the paint film shall be
removed entirely from the effected area, the surface cleaned and be repainted in accordance
with Appendix 4-2.
5) On completion of the work, all paint cans, cloths, blasting abrasives, equipment, etc. shall be
removed from the work site and disposed as directed by OWNER/ CONTRACTOR.
6) The color specimen shall be made by the same method as the actual paint work, except painting
interval.

7) Zinc painted or galvanized components shall not be welded to stainless steel surfaces. Zinc
overspray shall not be permitted to settle on stainless steel surfaces.
8) Painting shall preferably be carried out inside workshops with proper facilities. When this is not
possible and field painting is necessary, then proper sheltering must be provided against sand
storm and dust. The work to be painted shall be kept 1 meter above ground, on stands.
3.2 Surface Preparation
3.2.1 General
1) All steel surfaces shall be thoroughly cleaned prior to painting of any material to avoid premature
failure of the paint coating. The method of surface cleaning or preparation shall be one of, or a
combination of the following:

2) The SSPC Specifications (Volume 1 and 2) and the Swedish Standard SIS 05 59 00 shall be
used as a reference to the procedures and requirements of surface preparation.
3) All crevices, corners and edges of shape steel, joints of steel plates, especially around bolt
heads, weld beads, etc. shall be cleaned with special care.
4) All cleaned surfaces shall be primed in the same day when cleaning is performed. Cleaned
surfaces left unprimed for one night or on which rain fall or dust has settled shall be recleaned
before priming.
5) Cleaning of contaminated surfaces shall be done immediately before application of paint in such
manner that adjacent wet paint surfaces are not marred by the cleaning operation.
6) Power tool cleaning, per SSPC-SP 3, may be used on areas where it is difficult to blast clean as

scraping.
9) SSPC-SP 8 Pickling
a) The complete removal of all mill scale, rust, and rust scale from a steel surface by
chemical reaction, or by electrolysis, or by both (refer to SSPC-SP 8).
b) Prior to pickling, all heavy deposits of oils, greases, soils, or foreign matter, other than
rust, mill scale of oxides, shall be removed by solvent cleaning, scraping or
brushing.

3.3 Painting Work
3.3.1 Preparation for Use
1) General
A good paint may be completely spoiled by incorrect preparation before use. Most complaints
regarding poor appearance, slow drying, short life of paint, and early rusting of steel surface are
due to paints being insufficiently stirred before use.
2) Skinning and Separation
Skinning and separation of paints shall be prepared in the following manner:
Any skin which has formed in the container shall be cut off and discarded. If soft skin has
formed, it shall be removed and the paint strained before use. The lumpy or stiff paste shall be
broken up preferably with a mechanical agitator, or alternatively with a strong paddle. If it is
found that the pigment has set to a hard mass which does not break, the paint shall be
discarded. When all the liquid portion has been reincorporated and the paint appears smooth

and uniform, it shall be poured into another container, and the bottom of the original container
inspected to see if any paste remains. If paste remains, some of the paint shall be poured back
and mixture again stirred thoroughly and returned to the bulk. If the paint contains small pieces
of skin or any small lumps, it shall be strained through cloth or a fine wire gauze, with a mesh of
approximately 0.15 mm.
3) Special Paints
Special paints, such as Coal Tar Epoxy Paint, Pure Epoxy Paint, etc. which are supplied as
two or more components in separate containers shall be mixed together immediately before use
and applied within the specified time in accordance with manufacturers recommendations
4) Condition of Paints
If paints show a separation of pigments as a stiff and lumpy paste, they shall be prepared as
follows:
The container shall be rolled on its side for several minutes before opening. The paint shall be
thoroughly stirred with a clean paddle until all pigment has been removed from the bottom and
the paint contents shall be poured into an empty clean drum or can to ensure that no heavy
paste remains in the original container. If paste remains, some of the paint shall be poured back
and the mixture again stirred thoroughly and returned to the bulk.
5) Mixing
Paint shall be thoroughly mixed immediately before application. Mixing of quantities of 5 gallons
or more shall be done by power stirrers, paddle mixers, can vibrators, or can shakers. If the
quantity is less than 5 gallons, mixing by hand is acceptable, provided the following procedure is
employed:
a) Remove a portion of liquid from top of the package and transfer it to a clean container
(except in the case of epoxy resins).
b) Mix remaining portion with a clean, broad, strong paddle, using a lifting whirling motion to
thoroughly incorporate the thinner material at the top with the heavier portion which has
settled to the bottom.
c) Replace removed portion a little at a time, mixing thoroughly each time a portion is added,
until the entire contents are of a uniform consistency.
d) As far as it is practicable, quantity to be mixed shall be sufficient to cover the
given
section or the entire surface of a specific color, so as to avoid variation of color.

e) Mixing and thinning shall be done in a well ventilated place where there are no
flames.

6) Thinning
a) Thickening is usually due to a prolonged storage. If thickening prevents proper application
by brush, not more than 5% by weight of the correct thinners may be added. For primers
and enamels which are applied by spraying, specified thinners should be used.
b) Gasoline, kerosene or gas oil shall never be added to paint.
c) Thinning amount shall be in accordance with paint manufacturers standards.
3.3.2 Application
1) General
a) The paint shall be applied evenly to produce a smooth coating of the required uniform
thickness. If conditions are specified as corrosive in the specification, the edges of plates,
corners, crevices, bolts, welds, etc. shall receive an extra first coat of paint before the first
priming coat.
b) Brush marks shall be avoided with priming paints. Thin areas shall be avoided in any coat
of paint. It is essential that the peaks of the surface profile are covered with the required
dry film thickness. However, excessively thick coatings above the specified film thickness
shall be avoided to prevent paint failure by mud-cracking. Each coat of paint shall be
thoroughly dry before the next is applied.
c) The surface preparation should be thorough and the bare metal surface should be primed as
soon as possible. When the prepared surfaces unavoidably need to be left for a longer time,
e.g. overnight, they shall be in inspected before applying primer and, if necessary, prepared
again.
d) Unless special protection is provided, paint shall not be applied in rainy, damp, windy, or
dusty weather, or when such unfavorable weather is predicted.
e) During painting, adjacent surfaces shall be protected from paint splashes and other
blemishes. If blemishes or damage should occur, they should be cleaned or repaired in
agreement with Petrokemyas Engineer.
f) Defective painted surfaces, if any, shall be cleaned and repainted completely.

Brushing
Roller Coating
Air-spraying
Airless-spraying
Brushing shall be generally applied for all coating which will be carried out in the field.
Spray shall be generally applied at shop.
The method of application shall be governed by the paint manufacturers recommendation for
the particular paint being applied.
SSPC Specification SSPC-PA1 shall be used as a general reference as regards application
techniques, requirements and precautions.
a) Brushing
The brush shall not be dipped deeply into the paint to avoid overloading the bristles and
filling the heel with paint. The brush shall be held at an angle of 45o to the work. The paint
shall be spread to hide the surface and provide a uniform coating. Excessive pressure shall
not be applied to the brush. When the surface has been completely covered with paint, the
wet are shall be brushed cross-wise to ensure uniformity, and finally brushed lightly to
smooth out brush marks and laps. On large areas this final light brushing shall be in a
vertical direction.

The method of applying paint by means of a soft roller dipped into a tray of paint is useful
for large, smooth, flat or slightly curved surfaces. Rollers are satisfactory for applying
emulsion paints and enamels where a high degree of finish is not essential. They work
rapidly and avoid wastage of paint. Rollers can be used satisfactorily for applying paints to
storage tanks. They are also useful for painting of chain link fencing, when it is usual for two
operators to work simultaneously from opposite sides. Rollers are not suitable for painting
in crevices and other small spaces, and for very rough surfaces such as badly plastered
walls, brush or spray painting is preferable.
c) Air-Spraying
Conventional spray painting may be employed for painting large surfaces such as the interior
and exterior of storage tanks, and also for smaller equipment such as motor vehicles, drums,
liquefied petroleum gas bottle, etc.
The use of spray painting out of doors may be limited by considerations of contamination of
other surfaces by overspraying.
d) Airless-Spraying
With an airless spray, there is almost no spray mist, drift or rebound and the paint flow and
spray pattern are adjustable only by changing the spray nozzle tip in the spray gun. Nozzle
tips for capacities from approximately 0.5 liters per minute to 3 liters per minute are
available. Care should be taken to select the correct nozzle tip for the particular application.
For best results, specially formulated paints are necessary. For good results, the gun is held
at right angles to the work and about from 300 to 400 mm away. The speed of the
operating stroke should be much faster than for normal spraying. Trigger movement must
be abrupt and the spray started and stopped just after commencing the stroke, and just
before completion. In view of the high pressure at the gun, caution shall be taken in handling
it. Gun shall never be pointed at any part of the body. Successive passes of the gun shall
overlap only slightly, since the spray pattern is of uniform thickness throughout its width.
Paint shall never be allowed to dry in the gun. Cleaning instructions shall be strictly
followed.
3) Thickness of Painting Films
Dry film thickness of each coat and total dry film thickness shall be kept to the specified
thickness (refer to Appendix 4-2 Painting Systems).

4) Drying
Paint shall be allowed to dry for a time specified by the paint manufacturer before additional
coats are applied.
5) Weather Conditions
Paint shall not be applied on surfaces when:
Under the above conditions, the application work may be performed as and if directed by
the OWNER.
6) Painting over previously painted areas
To repaint an already painted area, the surface must be thoroughly cleaned to remove all
traces of the old paint. If the old paint is in good condition, then it shall be sanded to
remove the gloss, and the new coat of paint may be applied if approved by the Owner.
However, extreme care must be taken to ensure that the new paint is compatible with the
existing paint.
7) Coating Compatibility
In all cases, it shall be ascertained that the base coat, intermediate coats and the top coats
are compatible chemically (i.e. Alkyd, lacquer, epoxy, latex, etc.)
8) After applying the finish coat, if base coat or primer shows through as patches, additional
coats must be applied to show a uniform color.

9) When applying the second coat of silver paint, occasionally, there will be a tendency for the
second coat to pull loose the first coat. Manufacturers instructions must be strictly
followed.
3.4 Precautions
1) Wet Paint signs shall be posted around the area where readily visible, until the paint has
complete dried.
2) Open flames, smoking, exposed heating elements or sources of ignition off any kind shall be
prohibited in areas where painting is being performed.
3) During painting operations, welding or open flame work shall be prohibited in adjacent areas.
4) No Smoking and other warning signs, such as Caution, No Open Flames, etc. shall be
posted in all areas where and while painting is being performed. The signs shall remain posted
for a sufficient time after painting has been completed. The said signs shall be removed after the
paints and its necessary apparatus for painting work are taken away from the plant area.
5) Handlamps and flashlight shall be of vapor-proof type.
6) When painting work is performed in a small closed area, adequate ventilation shall be provided
to reduce the concentration of harmful vapors in the atmosphere. Workmen shall be required to
wear vaporproof masks, etc. for protection when working in poorly ventilated places.
7) Certain paint materials such as zinc chromate, hot coal tar enamel, benzene etc. are identified as
carcinogen. Proper personal protective gear such as air line hoods, respirator, chemical
cartridge, etc. shall be worn.
8) Vapors from many solvents can cause mild to quite severe allergic skin irritations. The alkaline
catalysts used in many epoxy paints can cause severe chemical burns, if not washed off
immediately with water.
9) Sand blast nozzles shall be equipped with a remote control shut off of the dead man variety to
reduce the hazard of injury to nearly workmen if the hose dropped. The blast nozzle shall be
electronically grounded. Electrically driven power mixers shall also be grounded.
3.5 Storage of Painting Material
1) All paints and thinners shall be stored in a well ventilated place, free from excessive heat or
direct rays of the sun. Open air storage shall be avoided particularly of heavy paints, such as

primers and undercoats, and of special paints which are supplied as two or more components in
separate containers.
2) The settlement of special paints shall be lessened by rolling the drums every six weeks. Turning
the drums on their end is not allowed.
3) The normal finishing paints do not require rolling during the storage period.
4) The maximum storage time for paints shall be in accordance with the manufacturers
recommendations. Paints shall not be stored in open containers, even for a short time, and the
oldest paint of each kind shall be used first.
5) Paint shall not be used if it has gelled, or if it has thickened to such extent that more than 5% by
volume (10% by volume for priming paints) of the correct thinners is required to bring it to
brushing consistency.
6) All containers of paint shall be clearly marked or labeled to show paint identification, date of
manufacture, batch number, order number, and special instructions, all legible at the time of use.
7) No Smoking and other warning signs, such as No Open Flames, Danger, Storage of
Inflammable Materials, etc., shall be posted around storage shed.

fighting equipment, etc.
1.2 Purpose
The purpose of this specification is to specify the lettering and marking which indicate equipment
number, equipment name, fluid direction, etc.

Background color means the color of the paint to show the lettering or marking more clearly.

4.1 Extent of Lettering for Equipment Number
Unless otherwise specified, all equipment numbers shall be clearly marked for the required equipment in
accordance with this specification.
4.2 Position of Lettering
The equipment number shall be as placed where it can be easily seen from the road and as approved by
OWNER. Lettering shall be a minimum of 1500 mm above the ground.

6.8.2 Languages
The pipeline labels shall be in Arabic and English. The labels shall be placed end to end i.e. not one
above the other with the Arabic label on the right side. The Arabic text will be 50% higher for ease of
readability.
6.8.3 Label Colors
Label numbers and lettering (label components A, B, C, D, and E) shall be in black. In cases where
pipeline color is black or dark, numbers and lettering will be black on a white background.
6.8.4 Label Location and Spacing
Pipeline labels shall be at the following locations: culverts (both sides), where pipe goes underground,
riser (where line leaves pipeway), every structure including every expansion loop; therefore, maximum
spacing of labels will be about 330 meters.
6.8.5 Industry Logo (Component A)
The use of industry logos will be at each industrys option. Industries may decide to add its logo to the
pipeline label at a future date.

Proposed position of symbols is given below, which shall be confirmed by OWNER along with
orientation. Symbols/logos may be required on more than one side.
8.3 Size
The size of the symbol mark is recommended to be approximately 1/5 of the height or diameter of the
tank. This is to be confirmed by the Owner.
8.4 Painting System
The same paint as the finish coat shall be applied in two coats and the color shall be determined for each
case.
9. STYLE OF LETTER
All safety signs must be in both Arabic and English.
9.1 Arabic Figures
The style of Arabic figures shall be in accordance with FIG. 2.
9.2 Alphabet
The style of the Alphabet shall be in accordance with FIG. 1.
