AUDIO TAPE TEST 5,SHOTS FIRED

You will hear an audio script concerning a mission-related topic. This script will be followed
by a conversation between two persons. This conversation will relate to the script. You will
hear the tape only once. You will make notes of the script and of the conversation. From
these notes you will be instructed either to answer 10 (ten) questions or complete a written
report of the incident. Good Luck.

PAUSE
At 14.20 hours on 22 June 2009 the National Operations Centre received a phone call from
a male who stated he heard shots being fired from a yacht which was moored in Dili
Harbour. The caller stated his name was Peter Smith and he was walking past the
Government Palace when he heard about five shots coming from a white yacht with blue
writing which was moored about 300 metres in front of the palace.
The Dili Maritime Unit was dispatched and at 14.45 hours they located a white yacht with
the name Queen Lina in blue writing on it. The patrol consisted of 3 officers; 2 UNPOL and
1 PNTL local officer. The team leader was a Canadian officer named Richard Simmons.
UNPOL Simmons pulled the police vessel alongside the yacht and called out for those
aboard to come out.
At that time a Caucasian white male wearing blue shorts and a white shirt appeared from a
cabin underneath. The male was about 30 years old, with short brown hair and a
moustache. He was carrying something in his right hand but UNPOL Simmons couldnt see
what it was. He thought the item may have been a pistol so he directed the male to place
the item on the deck and step away from it and place his hands on his head. The male
complied and the maritime patrol then boarded the yacht.
The patrol handcuffed the male and he was placed face down on the deck. UNPOL
Simmons saw that the item the male had placed on the deck was a flare gun and not a
pistol as he originally thought. The male stated he was a New Zealand national and gave
his name as Mark Robinson. His eyes were bloodshot, his speech was slurred and his
breath smelt of alcohol. He stated that he let the flare gun off twice after consuming a bottle
of whiskey.
As he was speaking with Mr Robinson, UNPOL Simmons saw 4 small plastic bags
containing dried green leafy substance and a large amount of US currency on a stoolchair.
When questioned, Mr Robinson admitted that the substance was cannabis and that the
cash was obtained through the sale of small bags of the substance to local people. He
obtained the cannabis in Australia and brought it to Timor aboard the yacht.
A search of the galley revealed 5 more bags of dried cannabis which were seized by the
Maritime Unit. $10,500 US dollars and the flare gun were also seized by police. Checks
with authorities in New Zealand revealed that Mr Robinson was wanted by police in relation
to several drug related crimes. Mr.Robinson was conveyed to the Dili Watch House.
Enquiries are continuing.
