Choosing Albertas Future


April 17, 2015

Thank you for such a wonderful welcome.

And thank you all, for your support.

Thank you to your teams.

And thank you to Greg, for the introduction, and to Tammy both
of whom are such strong voices for Lethbridge.

I have worked with Greg over the past number of months and I
know how strongly he represents his constituency.

I know that Tammy will be the same. Her Southern Alberta roots
and involvement in the community all these years make her such
a great addition to this team.

I would also like to recognize 3 other members of the PC team


before we begin. Ian Donovan, candidate for Little Bow; Brian
Brewin, running in Cardston-Taber Warner; and Evan Berger, who
is looking to take back his seat in Livingstone-McLeod.

All 3 of these candidates have proven track records in their


communities, and will continue to be excellent voices for their
constituents and for southern Alberta, I have no doubts.

Strong local voices.

Community-minded.

Common-sense logic that will round out our entire team.

We need these voices in government.

We are well into this campaign

and we are fighting together for the Alberta we love

for the future we want, for ourselves and for our children.

On May 5th, we are going to make a choice.

A choice between leaders.

a choice between parties

a choice between teams

and a choice between plans.

Albertans deserve their say this is why we called this election.

We are facing a $7 billion gap in our revenues.

And only a fundamental change in how your taxpayer dollars are


spent will make a difference.

We have been very clear about the change we will bring.

We are for protecting and creating jobs.

We are for cutting costs, balancing the budget and living within
our means.

We are for doubling the Heritage Fund and saving for future
generations.

This Progressive Conservative team people like Greg and


Tammy here in Lethbridge - have been out in their communities
and on the doors talking to Albertans

People know that falling oil prices have hit us hard.

Men and women have lost their jobs

Businesses are facing layoffs..

Families are struggling to make ends meet.

Alberta is resilient but we cant take our comeback for granted.

We have a realistic and clear plan that will allow us to meet


immediate challenges, and change our course for the long-term to
ensure that proper supports are always in place for lower- and
middle-income families.

It will put us back in balance in three years even if oil prices


dont recover.

It will guide our planning for a full decade ahead to get us off of
the oil revenue roller coaster.

It includes plans to invest in new roads, hospitals, schools, postsecondary institutions and seniors accommodation, and to protect
valuable infrastructure jobs.

And it will also improve our health system so that it is more


efficient, accessible and more responsive to local communities.

And it ensures that Government leads by eliminating waste and


duplication.

Holding the line on wages until we are back in balance.

Asking front line workers to work with the people we serve to help
us eliminate duplication and red tape.

We know Albertans have been disappointed with the way


government was managed.

I was too.

So were Tammy and Greg and so many of the people who have
joined our team.

Government had strayed from the common sense values that had
made this Province so strong.

We are getting back on track.

We are making government smaller, more responsive and more


efficient.

We are returning to the core principles that defined our party


during its greatest and proudest moments.

But there is more to be done.

We are asking Albertans to compare our plans to those being put


forward by the others.

One party tells us that we should just keep spending. But they
have no plan to keep pace with costs.

The other party thinks we can just cut, but they wont tell us
where.

In fact, several members of our team will be providing more


details on this today, and Albertans will see that their numbers just
dont add up.

Front line jobs; teachers, doctors, nurses would be on the cutting


line.

So too would be the schools and roads Albertans need, and the
jobs involved in creating and maintaining them.

An election means that Albertans get to assess the plans and


choose their future.

We are adapting to be more responsive in the way we provide


services.

Like with the new operational districts in health.

Local voices, and local decisions responding to local conditions.

Like in adapting to support our growing seniors population too.

The number of seniors is expected to double within the next 20


years.

We are ensuring proper care and safe and affordable housing are
available across Alberta.

more supportive living spaces and continuing care beds

Enhanced home care capacity so people can stay at home in


their communities longer..

Better staffing and safety standards, like upgrades to the


sprinkler and fire safety system at Garden View Lodge here in
Lethbridge.

Albertas post-secondary population is growing, as well.

Investment in projects like the Destination Project, at the


University of Lethbridge, and the major upgrades to the
Technology and Trades Facility at Lethbridge College will help
ensure graduates are leaders in their fields and competitive in a
global economy.

We are proud to be partners in these projects.

Our plan will also reduce financial barriers and increase student
access to post-secondary.

Stable funding for institutions enhancing scholarships, grants


and student loans for students and ensuring apprenticeship
training is better aligned with labour market to demands

And our commitments dont end here.

Our budget has asked many Albertans to pay more, but it has
shielded many like seniors on fixed incomes.

Health contributions will only start at 50,000 in taxable income.

Tax increases begin only at 100,000 in taxable income.


So at the time that those who built this province need most to live
in comfort, care and dignity, we are protecting your ability to do
so.

Good government is about more than the services we offer


It is about our relationships with Albertans.

Like with landowners who need to know that Government starts


with a respect for property rights.

Private ownership is a fundamental principle of our democracy


and economy. That is why the first bill we introduced in the fall
was the Respecting Property Rights Act.

It is a solid base for a lasting commitment

built on understanding that Government does not have and


never will have the right to take away land for public purposes
without providing full, fair and proper compensation.

We know there is more to do.

Just this week an issue rose with the Surface Rights Board over a
ruling about whether a landowner should be compensated after
the company accessing his property went bankrupt.

They should.

And we will see this resolved.

And we will not stand on the sidelines while the rights of a


landowner are pushed to the back of the line.

Its time to put things right in Alberta

By returning to our core principles.

By being clear about our plan.

By working with a team that have come forward all across


Alberta.

We will be frugal and practical.

And we will set Alberta on a course toward greater stability and


prosperity.

As we move toward May 5th This is a new way forward


and we need a mandate from Albertans to proceed.

Our plan is clear and realistic. Its on our website. Its in mailboxes
across the province.

Its a plan we are proud of. Its a plan we ask you to read and
compare it against what the other parties propose.

I am proud to be leader of the Progressive Conservative Party


that will bring these changes.

And I couldnt be prouder of the team we have in place here in


southern Alberta, in Lethbridge and across Alberta.
