READ Alliance initiative is a partnership programme of 3.2 million US dollars between the
US Agency for International Development (USAID) and the Indian Center for Knowledge Societies
(CKS).
The day of the launch of initiative saw an expert panel discussion and reading exhibition.
During this event, the synopsis of CKSs 7 Steps to Reading report was also released. The 7 Steps
to Reading report provides a plan for improving the reading abilities of Indias children.
Background
In 2005, Japan began a new program called JARPA II. The objectives of the JARPA II are the
following:
(a) Monitoring the Antarctic ecosystem (whale abundance trends and biological parameters;
krill abundance and the feeding ecology of whales; effects of contaminants on cetaceans; cetacean
habitat);
(b) Modeling competition among whale species and future management objectives
(constructing a model of competition among whale species; new management objectives including
the restoration of the cetacean ecosystem);
(c) Elucidation of temporal and spatial changes in stock structure; and
(d) Improving the management procedure for Antarctic minke whale stocks.
India based American Dr. Sumit Chugh chosen for Prestigious Simon Dack
Award
An Indian- American Cardiologist, Dr. Sumit Chugh along with one more researcher has
been chosen for the Prestigious Simon Dack Award for Outstanding Scholarship. This award will be
given to him in recognition of his contributions to the organisations peer-reviewed medical journals.
Apart from being an expert in heart rhythmic disorders, he is also leader of a World Health
Organisation panel. This panel performs a global assessment of heart rhythmic disorders for the
global burden of disease duty. He received his medical degree from Patiala.
Background
Earlier, UN release of fourth week of March has claimed that 2013 was the sixth warmest
year in recorded history. In other separate releases National Oceanic and Atmospheric Administration
(NOAA) and NASA have confirmed that the trend of global warming is continuing.
The Asiatic Wild dog spotted in West Bengal for the first time
Dhole -The Asiatic Wild Dog was spotted for the first time in the Jaldapara National Park
(West Bengal). Three months earlier, they were spotted in the nearby areas such as Buxa and
Mahananda and Neora valley.
Usually they are found throughout in south of River Ganges, southern part of Western Ghats
and Eastern Ghats, Central India Highlands, Assam, Arunachal Pradesh, Meghalaya.
Dhole is listed under endangered category in the IUCN Red list. In a group, Dhole can be
dangerous for the tigers too.
The IUCN data informs that about 2500 mature wild dogs remain in wild and the trend of
declining population will continue. Major factors behind their falling numbers are loss of habitat,
diseases, decreasing preys and increase in competition.
IPCC released the report titled Climate Change 2014: Impacts, Adaptation,
and Vulnerability
The Intergovernmental Panel on Climate Change (IPCC) released its report titledClimate
Change 2014: Impacts, Adaptation, and Vulnerabilityin Yokohama, Japan on 30 March 2014.
The report has identified following eight risks which IPCC feels are identified with high confidence,
span sectors and regions. These 8 risks are:
Risk of death, injury, ill-health, or disrupted livelihoods in low-lying coastal zones and small
island developing states and other small islands, due to storm surges, coastal flooding, and sea-level
rise.
Risk of severe ill-health and disrupted livelihoods for large urban populations due to inland
flooding in some regions.
Systemic risks due to extreme weather events leading to breakdown of infrastructure
networks and critical services such as electricity, water supply, and health and emergency services.
Risk of mortality and morbidity during periods of extreme heat, particularly for vulnerable
urban populations and those working outdoors in urban or rural areas.
Risk of food insecurity and the breakdown of food systems linked to warming, drought,
flooding, and precipitation variability and extremes, particularly for poorer populations in urban and
rural settings.
Risk of loss of rural livelihoods and income due to insufficient access to drinking and
irrigation water and reduced agricultural productivity, particularly for farmers and pastoralists with
minimal capital in semi-arid regions.
Risk of loss of marine and coastal ecosystems, biodiversity, and the ecosystem goods,
functions, and services they provide for coastal livelihoods, especially for fishing communities in
the tropics and the Arctic.
Risk of loss of terrestrial and inland water ecosystems, biodiversity, and the ecosystem
goods, functions, and services they provide for livelihoods.
Union Ministry of Corporate Affairs notified rules for ten more chapters in
the new Company Act
Union Ministry of Corporate Affairs notified rules for ten more chapters in the new Companies
Act, 2013. The new Companies Act, 2013 that was passed by the Parliament in August 2013 came
into effect on 1 April 2014. The new companies act includes 29 chapters, 7 Schedules and 470
Sections.
On 26 March 2014, more than 180 sections were notified. Whereas on 27 March 2014, rules
pertaining to the registration charges, board meetings and its powers, appointment and qualification
of directors, accounts, management and administration, declaration and payment of dividend were
notified.
All the 7 Schedules were notified earlier. In February 2014, the Union Ministry of Corporate
Affairs notified rules for Corporate Social Responsibility. The new rules mandates that
Companies having huge profits would have to spend at least 2 % of profits on the CSR activities
which in turn would be used for the benefits of the society.
Notifications related to National Financial Reporting Authority, sick companies, Investor
and Education Protection Fund, special courts and National Company Law Tribunal will be notified
later.
Policy transmission
RBI have decided to further reduce access to overnight repos under the LAF while
compensating fully with a commensurate expansion of the markets access to term repos from the
Reserve Bank in pursuance of the recommendation of Dr. Urjit R. Patel Committee.
It recommended to de-emphasise overnight guaranteed-access windows for liquidity
management and progressively conduct liquidity management through term repos. The primary
objective is to improve the transmission of policy impulses across the interest rate spectrum.
Disinflation target
The policy of RBI is firmly focused on keeping the economy on a disinflationary glide path
that is intended to hit 8 per cent CPI inflation by January 2015 and 6 per cent by January 2016.
For markets
In order to expand the market for corporate bonds, banks will be allowed to offer partial
credit enhancements to them.
To expand investor demand for Inflation Indexed Bonds, design changes improving their
attractiveness to the general public are being worked out.
Modalities allowing Foreign Portfolio Investors to hedge their currency risks through
exchange traded currency futures are being worked out in consultation with SEBI.
FPIs will be allowed to hedge their coupon receipts falling due during next 12 months.
KYC norms are being simplified for Foreign Portfolio Investors.
To encourage longer-term flows and reduce volatility, FPI investments in G-Secs will
henceforth be permitted only in dated securities of maturity one year and above, and existing
investment in T-bills will be allowed to taper off on maturity/sale.

Progressive reduction in access to overnight liquidity under the LAF at the fixed repo rate
A corresponding increase in access to liquidity through term repos, and
Introduction of longer tenor term repos as well as, going forward, term reverse repos.
Quake of 8.2 magnitude raised Tsunami warning for Latin American coast
Tsunami warning was triggered on 1 April2014 for the Latin Americas entire Pacific coastline
after an earthquake of 8.2 magnitude struck off the northern Chile. The US Geological Survey has
said that the quake was very shallow, only 10 kilometers below the seabed, striking 86 kilometer
north-west of the mining area of Iquique.
After the earthquake, some areas of Chile have been struck by waves of up to 2 meter (about
6 feet) leading to power cuts, landslides and fires. The Pacific Tsunami Warning Center (TWC) said
that the coasts of Peru, Ecuador, Colombia, Panama, Costa Rica and Nicaragua are at the risk of
tsunami.
Following the warning, the Chilean authorities have ordered speedy evacuation of coastal
areas. Reports of landslides hitting the highways are also there.
Works of Paz
In 1950 he authored his seminal essay The Labyrinth of Solitude. In this essay he brought
out the history, culture and psyche of Mexico and its people.
He founded the magazines Plural and Vuelta (1976), which became the voice of his struggle.

RBI capped WMA limit for central government at 35000 crore rupees for
2015 first half
RBI in consultation with Union Government on 1 April 2014 capped the Ways and Means
Advances (WMA) limits for the first half of the new financial year 2014-15 (April 2014-Sep 2014) at
35000 crore rupees.
This notification of Reserve Bank of India (RBI) is aimed at triggering fresh flotation of market
loans when the government utilises 75 percent of the WMA limit. The second half of the limit would
be fixed in September 2014.

(b)Overdraft: Two percent above the Repo Rate
Under the notification of the WMA limit, the Reserve Bank had retained the flexibility for
revision of the limits at any time in consultation of the government. The flexibility would be used in
consideration of the prevailing circumstances.
As per the notification, the government will have to maintain a minimum balance of not
less than 100 crore rupees with RBI on Fridays, on the date of closure of governments financial
year and on 30 June i.e. the closure of the annual accounts of the RBI and not less than 10 crore
rupees on other days.

India. On 8 December 2013 some 400 migrant workers from South Asia rioted when an Indian man
was killed in a bus accident.

worst outbreak of violence Singapore has seen in the last four decades.
World Bank to double lending to India, China, Brazil, Mexico and Indonesia
Jim Yong Kim, the President of World Bank on 1 March 2014 announced that the bank would
nearly double its lending capacity to boost support for middle countries like India, Brazil, China,
Mexico and Indonesia. The announcement was made at the Council on Foreign Relations in
Washington because the bank thinks that these countries would provide an insight to poorer ountries
in solving their problems like poverty.
In the announcement, Jim Yong Kim said that these five countries will benefit by being able
to borrow another 2.5 billion dollars a year over and above their current limits. He also said that this
increase in lending capacity will boost annual lending to middle income countries from the current
15 billion dollars a year to 26-28 billion dollars.
The Council on Foreign Relations in Washington was held to outline internal reforms, new
cost savings and possible hydroelectric dam project on the Congo River that could increase Africas
electricity supply by about 50 percent.

About Autism

RBI approved banking licences to IDFC Ltd and Bandhan financial services
The Reserve Bank of India (RBI) on 2 April 2014 granted in-principle approvals to IDFC Ltd
and Bandhan Financial Services Pvt. Ltd to start new banks in India. These approvals have been
granted under the guidelines on licensing of new banks in the private sector. The two have been
granted the permission to set-up banks from a field of 25 aspirants.
The two applicants received the in-principle approval following the recommendation of HighLevel Advisory Committee (HLAC) set up by RBI that claimed these two as suitable. The approvals
would be valid for a period of 18 months and within this period these firms will have to comply with
the rules stipulated by the RBI.
RBI in its statement said that the HLAC had also recommended that in the case of Department
of Posts, which has applied for licence, it would be desirable to consider the application separately in
consultation with the Government of India.
The two entities, Bandhan based in Kolkata and IDFC based in Mumbai that has received
the approvals are non-banking finance companies. Bandhan is a microfinance institution and IDFC
is classified as an infrastructure finance company.
Since 2004, these two entities became the first one to be issued new bank licence. Kotak
Mahindra Bank and YES Bank were given a licence in 2004.

Background
The in-principle approvals to these entities as a precautionary measure have been granted
by RBI as after consulting the Election Commission. Earlier, the Union Finance Minister in his
budget speech for the year 2010-11 announced that there is a need to extend the geographical
coverage of banks and improve access to banking services. Further, on 22 February 2013, RBI
issued guidelines for licensing new banks. The HLAC was set up on 30 October 2013 under the
chairmanship of former RBI Governor, Dr. Bimal Jalan and the committee comprised other three
members.The other three members were

HLAC was set to screen the applications and recommend licenses only to those applicants
who complied with the guidelines.
The Guidelines for Licensing of New Banks in the Private Sector and its
key features are
(i)Eligible Promoters:Entities / groups in the private sector, entities in public sector and
Non-Banking Financial Companies (NBFCs) shall be eligible to set up a bank through a whollyowned Non-Operative Financial Holding Company (NOFHC).
(ii)Fit and Proper criteria:Entities / groups should have a past record of sound credentials
and integrity, be financially sound with a successful track record of 10 years. For this purpose, RBI
may seek feedback from other regulators and enforcement and investigative agencies.
(iii)Corporate structure of the NOFHC:The NOFHC shall be wholly owned by the Promoter
/ Promoter Group. The NOFHC shall hold the bank as well as all the other financial services entities
of the group.
(iv)Minimum voting equity capital requirements for banks and shareholding by NOFHC:
The initial minimum paid-up voting equity capital for a bank shall be 5 billion. The NOFHC shall
initially hold a minimum of 40 per cent of the paid-up voting equity capital of the bank which shall
be locked in for a period of five years and which shall be brought down to 15 per cent within 12 years.
The bank shall get its shares listed on the stock exchanges within three years of the commencement
of business by the bank.
(v)Regulatory framework:The bank will be governed by the provisions of the relevant Acts,
relevant Statutes and the Directives, Prudential regulations and other Guidelines/Instructions
issued by RBI and other regulators. The NOFHC shall be registered as a non-banking finance company
(NBFC) with the RBI and will be governed by a separate set of directions issued by RBI.
(vi)Foreign shareholding in the bank:The aggregate non-resident shareholding in the
new bank shall not exceed 49% for the first 5 years after which it will be as per the extant policy.
(vii)Corporate governance of NOFHC:At least 50% of the Directors of the NOFHC should be
independent directors. The corporate structure should not impede effective supervision of the bank
and the NOFHC on a consolidated basis by RBI.
(viii)Prudential norms for the NOFHC: The prudential norms will be applied to NOFHC both
on stand-alone as well as on a consolidated basis and the norms would be on similar lines as that of
the bank.
(ix)Exposure norms:The NOFHC and the bank shall not have any exposure to the Promoter
Group. The bank shall not invest in the equity / debt capital instruments of any financial entities
held by the NOFHC.
(x)Business Plan for the bank:The business plan should be realistic and viable and should
address how the bank proposes to achieve financial inclusion.
(xi)Other conditions for the bank:
The Board of the bank should have a majority of independent Directors.
The bank shall open at least 25 per cent of its branches in unbanked rural centres (population
up to 9,999 as per the latest census)
The bank shall comply with the priority sector lending targets and sub-targets as applicable
to the existing domestic banks.
Banks promoted by groups having 40 per cent or more assets/income from non-financial
business will require RBIs prior approval for raising paid-up voting equity capital beyond 10 billion
for every block of 5 billion.
Any non-compliance of terms and conditions will attract penal measures including
cancellation of licence of the bank.
(xii) Additional conditions for NBFCs promoting / converting into a bank: Existing NBFCs,
if considered eligible, may be permitted to promote a new bank or convert themselves into banks.

NATO Foreign Ministers also decided to use their jet planes in air patrols in the region
later. It will be a routine exercise which analysts feel has added significance due to the crisis.

Sea Fleets presence in Crimea
The US House of Representatives voted overwhelmingly to back a bill providing aid to Ukraine
and imposing certain sanctions against Russia over the annexation of Crimea.

ISRO claimed that there will not be any adverse impact on the users. It has started shifting process
of the INSAT-3E users on to standby capacities on some of its other satellites on 22 March 2014. The
process is still going on.
Now, the ISRO have 189 transponders on its ISRO/GSAT fleet. Other 91 additional
transponders leased on foreign satellites.
In order to prevent collision of the satellite with other working spacecrafts of other countries,
the Master Control Facility at Hasan will move the satellite into a higher orbit.
The satellite was launched in September 2003 and was expected to give 15 years of service.
The third generation satellite had 36 transponders (24 C-band and 12 extended).
During its service span, INSAT-3E performed following functions:
Its C-band supported communication networks of Oil and Natural Gas Corporation, National
Thermal Corporation and BSNL and other organizations.
Its 10 extended C-band transponders supported VSAT operators.
It provided tele-education services to the distant users.
It provided high communication services.
It facilitated efficient TV broadcast services.
EC confirmed Amir Khan as its National Icon for Lok Sabha election 2014
Election Commission (EC) confirmed Amir Khan as its national icon for the Lok Sabha
elections 2014 on 1 April 2014. He IS the fifth national icon selected by the EC. The EC recorded a
video and audio campaign which shows Amir Khan urging people to vote ethically.
EC hopes all the new channels and radio networks will air the campaigns for creating voter
awareness. EC also told state chief electoral officers to ensure that these campaigns are aired by
the regional networks.
The video reminds people how every single vote can make difference AND not to miss their
chance at exercising their franchise. The tagline of the video is Rukey nahin chookey nahin.. Vote
zaroor daalein.
Amir Khan is the fifth National icon selected by EC to campaign for creating awareness
among voters about elections. The other four national icons were President A P J Abdul Kalam,
cricketer M S Dhoni, badminton star Saina Nehwal and boxer Mary Kom.
Union Ministry of Civil Aviation approved the Tata and Singapore airlines
JV
Union Ministry of Civil Aviation on 2 April 2014 approved the Tata and Singapore Airlines
(SIA) joint venture. The Aviation Ministry also issued no-objection certificate (NOC) to the new
airline JV called Tata SIA Airlines Ltd.
The approval given to the Tata SIA Airlines Ltd came in a record time. The joint venture got
the approval within a time period of little more than four months. Tata and SIA first got the clearance
from Foreign Investment Promotion Board (FIPB) in November 2013.
The approval came few days after the Union Home Ministry informed the Aviation Ministry
that it had cleared the start-ups board of directors on security grounds.
The Board of Directors of the Tata SIA Airlines Ltd comprises of Chairman Prasad Menon, a
long-time Tata group executive; Mukund Rajan, Tata Sons brand custodian and chief ethics officer;
and Mak Swee Wah, SIAs executive vice-president (commercial).
Now Tata SIA Airlines Ltd. will apply to the Directorate General of Civil Aviation (DGCA) for
air operators permits (AOP). The AOP process requires the airlines to fulfill all technical specifications
required to launch an airline in India.

It was adopted on the basis of recommendations of Urjit R Patel Committee report on Revising
and Strengthening the Monetary Policy Framework.
Till now the Reserve Bank of India (RBI) was using Wholesale Price Index (WPI) to gauge and
measure indicative inflation projections. This was done essentially because it is the only measure
of prices at a national level and CPIs have traditionally addressed prices facing specific sections of
the society.
Adoption of CPI as a measure of inflation is intended to better gauge inflation expectations
because CPI reflects cost of living. This will make clear that inflation is the RBIs primary objective
and that it expects to be held accountable for its performance in this regard. Besides, it will also
help RBI in better anchoring the monetary policy.
The Urjit Patel Committee was of the view that the nominal anchor or the target for inflation
based on CPI should be set at 4% with a band of +/- 2% around it. But before setting 4% as inflation
anchor, RBI should try and bring down inflation to 8% over a period not exceeding the next 12
months, and to 6% over a period not exceeding the next 24 months.
FIFA rejected US call to ban Russia from World Cup for stand on Ukraine
International Federation of Association Football (FIFA) on 2 April 2014 rejected the call of US
senators to ban Russia from 2014 World Cup in response to Kremlins position on Ukraine.
FIFA was requested by Senators Dan Coats, R-Indiana, and Mark Kirk, R-Illinois in a letter
requesting it to strip Russia from its right to host the World Cup in 2018. It also asked FIFA to ban it
from this years edition of the event that will be hosted by Brazil.
Jerome Valcke, the FIFA Secretary General in its comment said that individual teams cannot
be banned from the competition due to the actions of their parent states.
At present, Russia is building a large scale project of sports facilities and necessary
infrastructure to host the 2018 FIFA World Cup.

Election candidates with assets of over 5 crore rupees without PAN card
under IT scrutiny
Central Board of Direct Taxes (CBDT) and the Election Commission (EC) prepared a joint
charter for scrutinising the poll affidavits of candidates contesting 2014 Lok Sabha elections.
Candidates with assets of over 5 crore rupees without a Permanent Account Number (PAN) card are
set to come under the scanner of tax department and Election Commission.
The two authorities have formulated five core parameters which will be used by the tax department
to check affidavits of candidates from a suspected tax evasion angle. These would include checking
veracity of the PAN cards of candidates.
The EC will provide PAN details of candidates to CBDT to check the financial antecedents of
a candidate through PAN number.
The I-T department will take up all specific cases referred to it by the poll body, including the
cases showing any abnormal rise in wealth.
A red flag mechanism was prepared jointly with the EC as the tax department does not have
the wherewithal to scrutinize each and every case on its own.
Under this mechanism, the I-T department will also compare the declarations made by the candidates
in their poll affidavits with the income tax returns filed by them.

EC has also created an exclusive Election Expenditure Monitoring cell of its own, while the Income
Tax departments investigation and intelligence units had also brought on-board to check illegal
funds and huge cash flows during the elections.

Google on 3 April 2014 launched 360 degree online view of Angkor Wat in Cambodia under
Streetview project. The Angkor Wat project was developed with the help of the Apsara Authority of
the Kingdom of Cambodia. APSARA National Authority is an organisation created for the protection
and maintenance of Angkor.
Streetview was used to patch together over 90000 high resolution 360-degree images of the
monument. The project was started in July 2013. About 100 temples in the vast Angkor area were
covered under this project.
The Angkor collection will also include over 300 pieces of art retrieved from the ruins spread
over 400 sq kilometers and often overlooked by the thousands of tourists visiting the Siem Reap
where the monuments are located.
While Streetview is traditionally used to power maps that are rich and three dimensional, of
late Google has been using this technology of its to bring a lot of monuments across the world to life.
Street View is a part of Google Maps which is available in 55 countries and allowed people to

report
Grant Thornton UK LLPs India Tracker 2014 report released in the first week of April 2014
claimed that Indian companies are playing an increasingly important role in the British economy.
The report claimed that the Indian companies contribute to positive GDP and employment growth
in the country.
The report has been developed in collaboration with the Confederation of Indian Industry
and it monitors UK registered businesses with Indian parent companies and identifies, the fastest
growing corporate by measuring their turnover and employment size. The report was launched by
Ranjan Mathai, the High Commissioner of India at an exclusive dinner, which was attended by
some of the fastest growing and largest Indian employers.
In its finding it claimed that at present over 700 Indian-owned small to large-sized business
are available in the UK and is employing over 10000 individuals, collectively. The report has also
claimed that the top 41 fastest-growing Indian companies in the UK generate some 19 billion Pound
() of turnover although this figure is dominated by Tata Motors, which accounts for more than
80% of the total.
In its findings the report had identified 12 Indian corporate, who are employing more than
1000 people in the UK.

Indian cricket team lost number one spot to Sri Lanka in ICC T20 rankings
Indian cricket team on 8 April 2014 lost their number one status in the latest ICC Twenty20
rankings released after the T20 world cup 2014 in Bangladesh. It has been replaced by Sri Lanka
who won the final match of the ICC World Twenty20 Bangladesh 2014 played in Mirpur, Dhaka after
defeating Indian team to emerge as the World T-20 new Champions. To emerge as the top team in
the T20 cricket tournament list, Sri Lanka gained three ratings points to finish on 133, which is
three ahead of India.
On the other hand, in the player rankings list Virat Kohli and Ravichandran Ashwin attained
their career-high positions. Kohli, the highest run scorer of the tournament (with 319 runs at an
average of 106.33 and a strike-rate of 129.14) rose to second spot.
In the list of bowlers rankings, Ashwin rose to the third spot and he shares the position with
Pakistans Saeed Ajmal. To achieve this ranking Ashwin finished the tournament with 11 wickets
at an average of 11.27 and economy rate of 5.35 runs per over. He emerged as the fourth highest

Indias first aircraft carrier, INS Vikrant sold for 60 crore rupees
INS Vikrant, the decommissioned aircraft carrier of the Indian Navy has been sold for 60
crore rupees in first week of April 2014 to a company named IB Commercial Pvt Ltd. INS Vikrant.
The Indian Navys first aircraft carrier played an important role during the 1971 Indo-Pak war.

Earlier, the Bombay High Court in January 2014 was informed by the Union Ministry of

Shompens of A & N islands casted votes for the first time for Lok Sabha
Shompens of Andaman & Nicobar (A&N) islands for the first time casted their votes in Great
Nicobar on 10 April 2014. Shompens - one of the stone-age tribes - casted the votes for the Lok
Sabha constituency of Bay Islands for Lok Sabaha election 2014.
Shompens are one of the six tribes that inhabit the forest in the southern-most tip of the
country. They are classified as primitive tribal group along with the four other tribes Jarawa,
Andamanese, Onge and the Sentinelese.
According to 2011 Census, their population is only 229 and about 60 Shompens cast their
votes at the polling station which is in the interior jungle in Great Nicobar Biosphere reserve.

Mizoram Government refused to repatriate Bru refugees within three months
Mizoram Government on 12 April 2014 refused to repatriate all the Bru refugees lodged in
six Tripura relief camps within three months.
Earlier on 8 April 2014, the state government had agreed to the demand of the NGO
Coordination Committee to repatriate the Bru refugees within three month. It agreed that they
would repatriate all the Bru refugees after the end of the ongoing election process. Apart from this
the state government, also agreed to delete the names of those from the voter lists of Mizoram, who
refused to return back.
The main reasons for the migration of Bru refugees for the migration were:
(i) Resistance to the demand of Bru community for an exclusive Autonomous District Council
by Mizo community
(ii) Traditional rivalry of BRU community with Mizo community

Court
President of India on 11 April 2014 approved the name of Justice G Rohini (58) for appointment
as the Next Chief Justice of Delhi High Court. With this approval, she will become the first women
Chief Justice of the Delhi High Court. At the time of appointment, Rohini was serving as the seniormost judge of the Andhra Pradesh High Court. She will serve the High Court of Delhi as its Chief

Indias Dipika Pallikal on 14 April 2014 was defeated by Egyptian Nour El Sherbini (ranked
13th) in the title clash of the Womens Champion Fiberlass Texas Open squash tournament at
Houston, United States. With this loss, the world number 12, Dipika ended up as the runner-up in
the 50000 US Dollar tournament.

Artificial blood made by UK Scientist set for first human trial by 2016
Researchers in the UK on 14 April 2014 for the first time announced to conduct a test on
patient of artificial blood made from human stem cells. The trial was conducted by the team of

Professor Marc Turner, medical director at the Scottish National Blood Transfusion Service (SNBTS)
at the University of Edinburgh.
The trial test would be conducted in 2016. The trial will involve three patients with
thalassaemia, a disorder of the RBCs that requires regular transfusions. They will receive around
5 ml of blood initially to test whether the cells behave normally in the body.
If successful, the trial could pave the way for manufacturing of blood on an industrial scale.
The successful trial could even supersede donated blood as the main supply for patients.
Blood cells freshly made in the laboratory are likely to have a longer life span than those
taken from donors, which typically last no more than 120 days.
They would also be free from infectious agents such as viruses or the rogue prion proteins
that cause Creuzfeldt-Jakob Disease (CJD).
Trial test would aim to produce relatively rare O rhesus negative blood that can safely be
given to 95% of the population, and the skin cell donors will have to belong to this blood group.
The blood cells will be created from ordinary donated skin cells called fibroblasts which are
genetically reprogrammed into a stem cell-like state. The resulting induced pluripotent stem (iPS)
cells have the same ability as embryonic stem cells to develop into virtually any kind of body tissue.
Chemicals will be used to coax the iPS cells to mature into red blood cells suitable for injection
into a living person.
A 5 million pound strategic award from the Wellcome Trust charity have funded the research
being carried out by a consortium that includes blood donation services in England, Scotland and

reviewed.
2.In case of the following site specific projects:
mining;
pit- head thermal power stations;
hydro-power,major irrigation projects and/or their combination including flood control;
ports and harbours;
prospecting and exploration of major minerals in areas above 500 ha.;
The project authorities will intimate the location of the project site to the Central Government
in the MoEF. It will convey a decision regarding suitability of the proposed site within a maximum
period of 30 days. The said site clearance shall be granted for a sanctioned capacity and shall be
valid for a period of five years for commencing the construction, operation or mining.
3. The reports submitted with the application shall be evaluated and assessed by the Impact
Assessment Agency, and if required then by a committee of Experts, having a composition as specified
in Schedule III.
The Impact Assessment Agency shall prepare a set of recommendations. Summary of the
reports, the recommendation and the conditions, shall be made available subject to the public interest
to the concerned parties or environmental groups on request. Comments of the public may be
solicited, if so decided by the Imapact Assessment Agency, within thirty days of receipt of proposal,
in public hearings arranged for the purpose after giving thirty days notice of such hearings in at
least two newspapers. The assessment shall be completed within a period of 90 days from receipt of
the requisite documents and data from the project authorities and completion of public hearing,
where required, and decision conveyed within 30 days thereafter. The clearance granted shall be
valid for a period of 5 years for commencement of the construction or operation. No construction
work,preliminary or otherwise,relating to the setting up of the project may not be undertaken till
the environmental and/or site clearance is obtained.
4. To enable the Impact Assessment Agency to monitor effectively the implementation of
the recommendations and conditions subject to which the environmental clearance has been
given,the project authorities concerned shall submit a half-yearly report to the Impact Assessment
Agency. Subject to the public interest,the IAA,shall make compliance reports publicly available.
5. If no comments from the Impact Assessment Agency are received within the time limit,the
project would be deemed to have been approved as proposed by project authorities.

The trade forecast for 2014 has been upgraded to 4.7 percent from 4.5 percent and 5.3
percent increase in trade is forecasted for 2015.
In 2013, Asia recorded the fastest GDP growth at 4.2 percent, which was almost equal to

Supreme Court
The Supreme Court of India on 15 April 2014 directed that woman employee of the central

issued this directive by setting aside an order of the Calcutta High Court. Earlier, the Calcutta High

Leave) for 730 days.
This bench said that on perusal of circulars and Rule 43-C, it is apparent that a woman
government employee having minor children can avail CCL for a maximum period of 730 days i.e.
during entire service period for taking care of up to two children.
This order was passed by the Apex Court on a petition filed by Kakali Ghosh, which challenged
the decision of the government not to grant her a leave of 730 days for helping her son prepare for

contribute towards the reduction of system-wide contagion risk.
The framework will also contribute to strengthening the oversight and regulation of the
shadow banking system by extending the scope of coverage to exposures to funds, securitisation
structures and collective investment undertakings.
The existing rule leaves it to supervisors to impose a 25 percent cap on exposures,
meaning each exposure cannot be more than a quarter of the banks total regulatory capital holdings.
A tighter limit will apply to exposures between banks that have been designated as global
systemically important banks (G-SIBs). This limit has been set at 15% of Tier 1 capital.
The Committee will by 2016 review the appropriateness of setting a large exposure limit
for exposures to qualifying central counterparties (QCCPs) related to clearing activities, which are
currently exempted.
It will also review the impact of the large exposures framework on monetary policy
implementation.
The committee planned to review whether a limit should be set on a banks exposure to
clearing houses, currently exempted, which meet new tougher operating standards by 2016.
Besides, the final standard has revised its initial proposals related to measuring and
controlling large exposures of banks to customers. These are:
The definition and the reporting thresholds are now 10% of the eligible capital base
(instead of the 5% initially proposed);
the treatment of a limited range of credit default swaps (CDS) used as hedges in the
trading book has been modified so that it is more closely aligned with the risk-based capital
framework;

Air pollution over Asian countries strengthened Pacific storms: PNAS Study
A study tittled Assessing the effects of anthropogenic aerosols on Pacific storm track using a
multiscale global climate model was published in the Proceedings of the National Academy of Sciences
(PNAS) in the US. The lead author of the study was Yuan wang
The study identified a link between increased pollution in Asian countries and changes in
weather systems over the Pacific Ocean.
The study noted that air pollution in China and other Asian countries is having far-reaching
impacts on weather patterns across the Northern Hemisphere.
Scientists had utilized the comprehensive emission data gathered by the Intergovernmental
Panel on Climate Change (IPCC) and examined two scenarios: one for an air pollution rate in the
pre-Industrial era 1850 and one from 2000.
The scientists discovered that man-made aerosols conclusively impact cloud formations
and mid-latitude cyclones linked with the Pacific storm track. This caused clouds to grow denser,
resulting in more intense storms above the ocean.
The aerosols formed by human activities from fast-growing Asian economies do impact storm
formation and global air circulation downstream. The particles tend to make storms deeper and
stronger and more intense, and these storms also have more precipitation in them.
The study identifies the most common aerosols as sulfates which predominately come from
coal-fired power plants. Other pollutant particles released by vehicle emissions were also detected.
Once in the atmosphere these particles reflect and absorb sunlight and can have both a cooling and
warming effect on climate zones.
Aerosols over the North Atlantic effect storms over the North Atlantic, and aerosols in the
monsoon region over South Asia can affect circulation around the whole of the world.
The Pacific storm track transports heat and moisture. The transfer of heat and moisture
seems to be elevated over the storm track downstream, signifying that the Pacific storm track has
strengthened because of the Asian air pollution outflow.
China is leading in terms of development in Asia which resulted into the highest air pollution.
Northern cities of China are the leading polluted cities as most of the power plants and steel
manufacturing plants are located in the north of China. The study reported that air quality standards
were only met on 48 days in 2013 in Beijing.

of aerosols include haze, dust, particulate air pollutants and smoke.

Background
In order to promote tourism, Tourist Visa on Arrival (TVOA) scheme was introduced for the
nationals of five countries, namely, Japan, Singapore, Finland, Luxembourg and New Zealand with
effect from 1 January 2010 for one year.
Further, TVOA scheme was introduced for the nationals of Cambodia, Laos, Vietnam and
Philippines with effect from 1 January 2011. For the nationals of Myanmar and Indonesia it was
allowed with effect from 28 January 2011.
TVOA is allowed for a maximum of two times in a calendar year to a foreigner with a minimum
gap of two months between each visit. TVOA shall be non-extendable and non-convertible.
The foreigners of above mentioned countries may also avail of TVOA for up to 30 days for
medical treatment, for casual business or to visit friends/relatives, etc. The TVOA facility is not
applicable to the holders of Diplomatic/Official Passports. Further, TVOA shall not be granted to the
foreigners who have permanent residence or occupation in India. Such persons can visit India on
normal visa, as applicable.

Google bought Drone maker Titan Aerospace to deliver internet across the
globe
Google on 14 April 2014 bought Titan Aerospace, a maker of high-altitude solar-powered
drones. It has acquired the drone making company to bring internet access to the remotest parts of
the world and also to solve problems related to it.
None of the two companies has disclosed the financial term of acquisition.
As per the internet giant, Google the atmospheric satellites could be used in disaster relief
and assessing environmental damage and voice and data communications.

PGCIL & PGCB to conduct joint feasibility study to export 100 MW power
to Bangladesh
Power Grid Corporation of India Ltd. (PCIL) and Power Grid Company of Bangladesh (PGCB) on
16 April 2014 decided to conduct a joint feasibility study for exporting 100 MW power to Bangladesh
from gas-fired Palatana power plant in Tripura.
As per the decision made during the meeting of 7th Joint Steering Committee on Power
held in Dhaka on 3 April 2014, the study will be carried out within next three months. During the
same meet, the 7th Joint Committee also made a decision to establish second grid interconnectivity
between the two countries to take electricity from Indias north-eastern states to western states
transiting Bangladesh, with a long-term capacity of 6000 MW.
The preliminary assessment says that power from Palatana would come to Comilla for getting
connected with Bangladeshs national grid. Bangladesh has a power substation at the border point
under Comilla-North power supply system.
Since October 2013, India exports 500 MW power to Bangladesh through India-Bangladesh
Grid Interconnectivity at the Bahrampur-Behramara.
Analysis

South Korean ferry drowned off the South of the Korean peninsula
South Korean ferry carrying 459 passengers and crew drowned on 16 April 2014 off the south
of the Korean Peninsula. Maritime Ministry had rescued only 164 passengers and as many as 293
people were still missing.
The ferry ran into trouble some 20 kilometres off the island of Byungpoong.
The 6825 tonne ferry was identified as the Sewol. It was carrying about 470 passengers
including the students and teachers towards a route to Jeju Island. Jeju Island is located at about
100 km (60 miles) south of the Korean peninsula.
As reported, the ferry tilted over 45 degrees on the port side with helicopters flying overhead,
and then fully capsized with only its stern visible.

Avalanche is also known as snow slip or snowslide and is a rapid flow of snow down the

HDFC Bank set World Record for Blood collection in a single day
Housing Development Finance Corporation (HDFC) Bank set World record for Blood collection
in a single day. The blood donation camp organised by HDFC Bank on 6 December 2013 was recorded
in the Guinness Book of Records.
The camp involved 61902 participants with 1115 blood donation camps held across 709
locations in the country. The camp has found a place in Guinness Book of Records as the largest
such drive on a single day.
With this HDFC became the first corporate firm to hold such recognition.
Earlier in 2010 Shiv Sena, a political party of Maharashtra, was entered into the Guinness Book of
Records for organizing the blood donation camps.
HDFC Bank started this initiative in 2007 when over 4000 people volunteered for this cause.
Since then the camp has grown in size and stature. In 2012, the bank collected 61611 units of blood
from 75000 participants.
According to the World Health Organisation (WHO), a country needs a minimum stock of
blood equal to 1% of its population. This means India needs 12 million units of blood. A shortage of
this life-saving resource has a major impact on victims of road accidents and trauma, women with
complicated pregnancies, patients suffering from cancer and various blood disorders such as
thalassemia, and people undergoing major surgeries.

Houbolt was the catalyst in securing US commitment to the science and engineering theory

the film was launched by Adidas on its YouTube Channel on 22 April 2014.
The film has been shot viabrazucamthat involves six HD cameras, placed on the official

degree view of the action.
The film will depict the journey of the ball for seven-week across different countries including
Spain, Germany, England, Russia, Japan, the USA and Mexico. The journey will end in Brazil. This

At present Supreme Court is hearing a plea filed by a NGO, Common Cause. The NGO in its
plea is seeking a stay on the entire selection process of appointment of Chairperson and Members

Umesh Bellur headed GIRO Advisory Group submitted its report to RBI
Government Internal Revenue Order (GIRO) Advisory Group (GAG) under the chairmanship
of Prof. Umesh Bellur on 23 April 2014 has submitted its report to Reserve Bank of India (RBI).
The Reserve Bank of India constituted the GIRO Advisory Group (GAG) in October 2013 to
implement a national GIRO-based Indian Bill Payment System. It is a centralised process that

The Court also appointed a senior IAS officer and former administrator of the Guruvayoor
temple as the executive officer of the temple. These orders were given by the bench of Supreme
Court comprised by Justice RM Lodha and Justice AK Patnaik.
The Court in its decision said that the trustees of the temple had failed badly and there is a
need to change them. It also found that there are certain disturbing features like financial
irregularities and extremely serious issues and there is a requirement of immediate redressal.

Gorillas are generally found in the tropical and subtropical forests in Central Africa. These
are kept in the list of Endangered to Critically Endangered, depending on the subspecies.
In the present world the population of many gorillas has declined or has completely disappeared
over past few decades. The subspecies of lowland are numerous and widespread when compared to
the upland and mountain subspecies. Mountain gorillas are the only gorillas to show an increase in

Two former Popes John XXIII and John Paul II declared as Saints by Pope
Francis
John XXIII and John Paul II were declared as saints of the Roman Catholic Church on 27
April 2014 by Pope Francis. This declaration of the two predecessors was made before hundreds of

This ceremony of declaration became historical by the presence of retired Pope Benedict. As

Salustiano Sanchez. Salustiano Sanchez died in September 2013 at the age of 112 years and 97

The Palestine became an observer state member of the United Nations in 2013 with an

The process
In a first step concentrated simulating sunlight was used to convert carbon dioxide and
water to synthesis gas (syngas) in a high-temperature solar reactor containing metal-oxide based
materials. The syngas is a mixture of hydrogen and carbon monoxide. The syngas was then converted
into kerosene by Shell using the established Fischer-Tropsch process.

Fischer-Tropsch derived fuels are already certified and can be used by existing vehicles and
aircraft without modifications of their engines or of fuel infrastructure.

Increase in extreme wet and dry spells in South Asian monsoon: Stanford
Study
Scientists of Stanford have identified a significant change in the patterns of extreme wet
and dry events in central India. In their study they claimed that this change has increased the risk
of drought and flood. The central India region is one of the most densely populated regions on the
Earth. The study was published on 28 April 2014 in the journal Nature Climate Change.
This study is the result of the new collaboration between statisticians and climate scientists
with a focus on utilizing statistical methods for analyzing rare geophysical events. The approach
adopted for the study has revealed that in recent decades, the intensity of extremely wet spells and
extremely dry spells has increased during South Asian Monsoon season.
The researchers found that though the average total rainfall during the monsoon season
has declined, the variability of rainfall during the peak monsoon months has increased.

In particular, they observed increase in the intensity of wet spells and in the frequency of dry spells,
which have a significant adverse impact on the region, especially on crop yield.
For example, during critical crop growth stages, too many days without rain can reduce
yields or lead to crop failure and short periods of very heavy rainfall can create humanitarian

They also found changes in the atmosphere such as winds and moisture that are likely

A new collaboration of Climate Scientists and Statisticians focused on utilizing statistical

Indian Meteorological Department (IMD) and other sources over a 60-year period. They compared
peak monsoon rainfall patterns during two time periods: from 1951 to 1980, and from 1981 to 2011.
