THE CHOICE BASED CREDIT & SEMESTER SYSTEM
(As per the Rules of Legal Education 2008 prescribed by the Bar Council of India)
WITH EFFECT FROM ACADEMIC YEAR 2012-13.

Law 0.1

Eligibility for Admission:

(1) An applicant who has graduated in any discipline of knowledge from a University
established by an Act of Parliament or by a State Legislature or an equivalent national
institution recognized as a Deemed University or Foreign University recognized as
equivalent to the stutus of an Indian University by an authority competant to declare
equivlence, may apply for a three years programme leading to conferment of LL.B.
degree on sucessful completion of the regular programme conducted by a University
whose degree in law is recognized by the Bar Council of India for the purpose of
enrolment.
Provided that applicants who have obtained +2 Higher Secondary Pass
Certificate or First Degree Certificate after prosecuting studies in distance or
correspondence method shall also be considered as eligible for admission in the
three years LL.B. programme.
Explanation: The applicants who have obtained 10+2 or graduation /
post - graduation through open Universities system directly without having any basic
qualification for prosecuting such studies are not eligible for admission in the law

Law 0.2

Minimum marks in qualifying examination


As per the rules stipulated from time to time by the Bar Council of India, the
minimum percentage of marks shall be not below 45% of the total marks in case of
general category of applicants and 40% of the total marks in case of Scheduled
Caste (SC) and Scheduled Tribe (ST) applicants to be obtained for the qualifying
examination i.e. degree course in any discipline for Three Years LL.B. Programme,
for the purpose of applying for and getting admitted in a Law Degree Programme of
this University.
Provided that such a minimum qualifying marks shall not automatically entitle
the applicant to get admission into an affiliated law college but only shall entitle the
applicant concerned to fulfill other institutional criteria notified by the law college
concerned or by the government concerned form time to time to apply for admission.

Law 0.3

Prohibition to register for two regular courses of study


No law student shall be allowed to simultaneously register for a law degree
programme with any other graduate or post - graduate or certificate course run by this
University or any other University or an Institute for academic or professional
learning.
Provided that any short period part time certificate course on language,
computer science or computer application of an Institute or any course run by a
Centre of Distance Learning of a University, however, shall be excepted.

Semester System
The Law Degree Programme shall be conducted in Semester System, in not
less than 30 class-hours per week including tutorials, moot court exercises,
assignments, group discussion, seminars, project works, field reports, clinical training
courses etc. provided that there shall be at least 24 lecture hours per week.

Law 0.5

Conditions for Eligibility to appear in End-Semester University


Examination.

(1) Attendance:
No student of Law Degree Programme shall be allowed to take
End - Semester University Examination in a course / paper / subject and his / her
semester shall not be granted if the student concerned has not attended minimum of
75% of the classes held in the course / paper / subject with all requisite exercises in
the course / paper / subject taken together.

Provided that if a student for any exceptional reasons fail to attend 75% of
the classes held in the course / paper / subject concerned, the Principal of the
affiliated law college may allow the student to take End-Semester University
Examination, if the student concerned has attended 65% of the classes held in the
course / paper / subject concerned taken together.
(2) No student shall be allowed to take End - Semester University Examination if he / she
does not appear in the internal test of any course / paper / subject.
However, the Principal of the affiliated law college may allow the student to
take End - Semester University Examination, provided the student concerned with
written request shall produce adequate supporting documents showing exceptional
reasons. The Principal shall forward the student's written request and its approval
along with enclosed documents to the University.
(3)

Subject to (1) and (2) as above, the student who has secured minimum passing
marks in internal assessment of each course / paper / subject of the respective

semester, shall be allowed to take End-Semester University Examination.


(4) The student
(i)
who falls short of requisite attendance unless excepted, or
(ii)
who fails to appear in internal assessment of any / all, course /paper/
(iii)

subject unless excepted, or


who has not acquired minimum passing marks in internal
assessment of all courses / papers / subject of respective semester.

will not be allowed to fill up End-Semester Exam form for the respective semester. In
case the exam form of respective semester is already submitted to the University, the
exam form of such student shall stand cancelled and withdrawn and the concerned
student will not be allowed to appear in End - Semester University Examination of the
respective semester.

Medium of Instruction
English shall be the medium of instruction in the LL.B. Programme However if
the University allows in full or part instruction in any language other than English or
allows the students to answer internal test / end-semester University examination in
any regional language other than English, the students shall have to take English as
a compulsory course / paper.

Law 0.7

Eligibility for award of LL.B. Degree (General & Special)


The LL.B. Programme shall be of three years duration comprising of six
semesters. The LL.B. (General) Degree shall be awarded to the student upon
successful passing of the first four semesters viz. Semesters I, II, III and IV.

The LL.B. (Special) Degree shall be awarded to the student upon successful
passing of all six semesters of the three years LL.B. Programme.

CHOICE BASED CREDIT & SEMESTER SYSTEM


LL.B. PROGRAMME RULES
Law R.1

Credits and Programme Structure

(i)

The three years LL.B. Programme comprising of six semesters shall be of total 42

(ii)

courses of minimum 144 credits, divided equally into 24 Credits per semester.
Each academic years shall be divided in to two semesters.

The End - Semester University Examination of Odd Semesters i.e. Semester I, III
and V will ordinarily be held in November / December of the respective academic
year.
The End - Semester University Examination of Even Semesters i.e. Semester

(iv)

II, IV, VI will ordinarily be held in April / May of the respective academic year.
There shall be no provision for ATKT, a student however may claim exemption in a
course / paper where in he / she has secured 50 marks or more, provided he / she
had secured minimum passing marks in both heads of concerned course / paper i.e.
internal assessment and End - Semester University Examination. The minimum
passing marks in internal assessment in a course / paper shall be 12 marks out of 30
marks. The minimum passing marks for End - Semester University Examination shall

be 28 marks out of 70 marks per course / paper.


The University Grading System shall uniformly apply.
The calculation of SGPA and CGPA shall be as per the University Norms.
Class will be awarded on basis of CGPA only.
The prevalent rules of University gracing shall apply.
The student who has passed any semester with more than one attempt will be
declared to have passed the respective semester in pass class only and awarded

respective grade accordingly.


A student who has secured 60% and above will be placed in First Class and awarded
corresponding grade.
A student who has secured 70% and above will be placed in First class with
Distinction and awarded corresponding grade.
A student who has secured 50% and above but less than 60% will be placed
in Second Class and awarded corresponding grade.

Courses and Credits

The LL.B. Programme shall comprise of following types of courses / papers.


Core Compulsory Courses

There shall be Thirty Core Compulsory Courses which shall include all
compulsory subjects and all Compulsory Clinical Courses in legal education
as stipulated under Rules of Legal Education, 2008, prescribed by the Bar
(ii)

Council of India.
Subject Elective Courses
There shall be Six Subject Elective Courses chosen from amongst the pool of
common options as prescribed by the Bar Council of India. The elective

courses intend to nurture professional proficiency and skill of law students.


Compulsory Foundation Courses
There shall be Six Compulsory Foundation Courses. These courses aim at

imparting generic proficiency in law discipline.


Each Core Compulsory Course of 4 Credits per week semester shall
comprise of 3 credits per week [ 1 Credit equals 1 hour class lecture per
week] and 1 Credit of project work / assignment / group discussion / tutorial /
moot court / field work / seminar / library work / clinical training / presentation/

any other exercise relevant to course content.


Each Subject Elective Course shall be of 2 Credits per week per semester [1
Credit equals 1 hour lecture per week ] and shall include any of the exercise
mentioned in (i) above.

(iii)

Each Compulsory Foundation Course shall be of 2 Credits per week per


semester [1 Credit equals 1 hour lecture per week]. The Foundation Course
aims to impart general proficiency in law discipline and shall include any of
the exercises mentioned in (i) above. Any other innovative exercise may be

undertaken to enhance general proficiency of law students.

Minimum Period of Internship

Each law student shall have completed minimum 12 weeks of internship for
three years LL.B. Programme during the entire period of legal studies. Such

internship may be under an NGO, Trial and Appellate Advocates, Judiciary, Legal
Regulatory Authorities, Legislatures and Parliament, other legal functionaries, market
institutions, law firms, companies, local self government and other such bodies which
the University shall stipulate where law is practiced either in action or in dispute
resolution or in management.
The period of internship for each academic year shall be stipulated by the
University but the law student shall at least go through minimum internship period of
12 weeks during his / her Programme.
Each student shall keep internship diary in such form as stipulated by the
University and the same shall be evaluated as directed by the University.
The University shall accordingly stipulate requirements and evaluation of Compulsory
Clinical Courses viz.
Clinical Course - I
Drafting, Pleading and Conveyance
Clinical Course - II
Professional Ethics, Advocates Act, Accountancy for Lawyers and Bar Bench Relations

Clinical Course - III


Alternate Dispute Resolution
Clinical Course - IV
Moot Court and Internship

Passing and Carrying Forward the Semester.

(1) The student shall have requisite attendance, must have appeared in the internal
written test of each course / paper and has secured minimum passing marks in
internal assessment of each course / paper shall be eligible for grant of respective
semester.
(2) A student whose semester - I if granted as provided in (i) above, shall be allowed to
proceed to Semester II.
(3) A student shall be allowed to proceed to Semester III, if he ./ she has fully passed
either Semester - I or Semester II or both Semesters I & II.
(4) A student shall be allowed to proceed to Semester IV, only if he / she has fully passed
Semester I and II and his / her Semester III has been duly granted as provided in (i)
above.
(5) A student shall be allowed to proceed to Semester V, only when he / she has fully

passed Semesters I, II, III and IV.


A student shall be allowed to proceed to Semester VI, if his / her Semester V has
been duly granted as provided in (i) above.

Assessment and Examination.


(1) Each Core Compulsory Course of 4 credits will be assessed on basis of 100 marks.
The marks will be divided under two heads, internal assessment and End- Semester
University Examination.
Each Core Compulsory Course shall have continuous internal assessment of
30 marks. The student shall have to secure minimum 12 marks to pass in the internal
assessment of the respective core compulsory course. The weightage of internal
assessment shall be based on the following.

* The affiliated law College will have the discretion to chose any of the
mentioned exercises for the purpose of appropriate continuous internal assessment.
The minimum passing in each Core Compulsory Course shall be 40 marks
[minimum 12 marks in the internal assessment

+ minimum 28 marks in the

End - Semester University examination = 40 Marks].


(2)

Each Subject Elective Course of 2 Credits shall be of 50 Marks. The assessment of


the Subject Elective Course shall be internal assessment. The weightage for the
continuous internal shall be based on the following.

The student shall have to secure minimum 20 marks in each of the Subject
Elective course to pass the respective course.
(3)

Each Compulsory Foundation Course shall be of 2 Credits. There shall be no marking


for this course. The student shall be eligible to acquire 2 credits in the respective
course provided he / she has fulfilled requirement of attendance and has submitted at
least two course papers from among case comments / law article / legal research
paper / field report / report on ADR mechanisms / para - legal training / legal survey /
analysis of legal problem / such other exercise as appropriate to enhance generic

proficiency of student in discipline of law.


The student failing in internal assessment of any / all courses will be deemed to have
failed in the End - Semester University Examination of the respective course. Such

student shall not be allowed to fill up exam form; the exam form in case submitted to

the university shall stand cancelled and shall be withdrawn.


Appearing in Internal Written Test of all Core Compulsory and Subject Elective
Courses is strictly compulsory. A student may however be exempted in exceptional
circumstances. Such exemption shall be duly granted by the Principal of the
respective law college. The written request of the concerned student along with
requisite documents for exemption and the Principal's approval shall be duly

forwarded to the University.


The internal assessment marks for each semester for all Core Compulsory Courses,
Subject Elective courses along with requisite Credits earned by the student for the
Compulsory Foundation Course shall have to be sent to the University, prior to the
commencement of the respective End - Semester University Examination.
The format of marks for the internal assessment for the Core Compulsory
Courses, Subject Elective courses and for the Foundation Courses shall be stipulated
by the University.
The schedule for continuous internal assessment, however, shall be at the
discretion of the respective affiliated law college, but the Schedule shall conclude

prior to commencement of the respective End - Semester University Examination.


Upon fulfilment of the following, the student will be declared to have fully passed the

respective semester.
Minimum 40 marks in each Core Compulsory paper with minimum passing
marks in each head separately i.e. Internal Assessment and End - Semester
University Examination.

A student who falls short of requisite marks in internal assessment and / or fail to earn
requisite credits for foundation course, may seek readmission, if otherwise eligible, in
the respective semester to fulfill the requirements for passing in internal assessment.

Format of Question Paper


Each question paper of 70 marks of the End - Semester University
Examination of each Core Compulsory Course shall be of 3 hours duration and will
ordinarily comprise of 6 questions. The questions ordinarily will be in nature of
analytical long questions and short questions.

Each question paper of Internal Assessment will be of maximum 1 hour 30


minutes duration and will ordinarily comprise of 3 - 4 questions. The questions
ordinarily will be in nature of short questions and objective questions.

Admission / Validity of Semester / Attempts for the CBCS Mode


and the Non-CBCS Mode.
A student who has registered in the Choice Based Credit and Semester
System Mode shall have maximum of 5 attempts (1 + 4 attempts) to fully pass the
respective semester. The granted semester thereafter shall lapse.
The Choice Based Credit and Semester System with effect from the
academic year 2012-13 in First LL.B. wiil sequentially be implemented in the Second
LL.B. and in the Third LL.B. in academic year 2013-14 and academic year 2014-15
resp.
The admissions, validity of the granted semesters and attempts to appear in
University examination shall accordingly be restricted to the students who are in the
non-CBCS mode, with simultaneous implementation of the CBCS mode.
April 2013 Exams will be the last attempt for the First LL.B. (1st and 2nd
Semester. NON CBCS Mode students, April 2014 accordingly will be the last attempt
for the Second LL.B. (3rd and 4th Semester) NoN-CBCS Mode Student. The final
attempts for the Third LL.B. (5th and 6th Semester) non-CBCS Mode students will be
notified by the University indue course

Syllabi Revision
(1) The Syllabi for each course / paper shall ordinarily be revised every three years.
(2) Revised Syllabi of respective semester shall be implemented in sequential manner.
(3) In a course / paper where in the contents relate to government provisions,
regulations. enactments, judgments etc, such changes will be accommodated
automatically. The changes shall be intimated through the University to the affiliated
law colleges, upon requisite resolutions of the competent Academic Bodies of the
University.
(4) The Rules, Norms, Regulations, Guidelines etc of the Bar Council of India, the
University Grants Commission, the Government, the University, and any other
Competant Authority shall apply and the existing LL.B. Programme to the extent of
changes made shall stand amended.

(5) The Core, Elective and Foundation Courses shall be revised from time to time with
appropriate provisions and requisite credits added for allied, discipline - centric
electives and soft skill courses.
