INFORMATION

The Broadcasting Model is based on dissemination or broadcasting of useful


governance information which is in the domain of the government into the wider public
domain through the use of Information and Communications Technology (ICT) and other
convergent media. The main purpose of this model is to develop a more informed and
more empowered citizenry for them to exercise their rights and responsibilities.
The Broadcasting Model is applicable in our study since the models main
function is to provide information services to the citizens and this function is parallel to
the objectives of and some of the services offered in the Quezon City website. The
Quezon City government website focuses on the efficient delivery of services to
citizens, especially in disseminating information. Parallel to the model, the Quezon City
website aims to make is citizens more informed and knowledgeable regarding the
recent activities, projects and programs of the government. These updates on
government activities are encoded into the website, and through the website, the
citizens are able to access these kinds of information. Through the information services
provided, the government becomes transparent to its citizens by disclosing government

information on the website, for instance the downloading of brochures, policy reports
and other official documents.
Thus, in relation of the model to our study, the Quezon City government
broadcasts information to its citizens though the use of its website. With this, the
government becomes transparent and it develops a more informed and empowered
citizens.

The Interactive-Service Model

The Interactive-Service Model opens up avenues for direct participation of


individuals in the governance process. In this model, ICT have the potential to bring in
every individual in a digital network and enable interactive or two-way flow of
information among them. In an Interactive-Service Model, various services offered by
the government become directly available to its citizens. It does so by opening up an
interactive government to consumer/citizen to government through the use of the
website. The main purpose of this model is to encourage and enable the participation of
citizens in government activities. This model promotes a citizen-centered government,

wherein the opinions and interaction of the citizens on government services are what
matters most.
The Interactive-Service Model is applicable in our study since the model
promotes the participation and interaction of the citizens to the government services
provided and this participation services is evident in the Quezon City website. The
Quezon City website promotes citizens participation by providing transaction services
and participation services. These services include the download or application or renew
of permits and licenses, digital tax assessments, audits, year-end reports, render of
subsidies, availability of forums or feedback forms in the website. Furthermore, it
addresses citizens needs and requests and promotes a more responsive and faster
delivery of services.
Thus, in relation of the model to our study, the Quezon City website provides
services that allow for the active participation of its citizens and for a quicker and more
responsive service delivery.

What relates the two models together is that they both mirror the functions of or
the services provided in the Quezon City website. The Quezon City government
disseminates information through encoding it in the website, which enables the citizens
to access those information. The Quezon City government also encourages citizens
participation through the transaction services and participation services provided by the
website.
