Senate President Villar was charged with conflict of interest, failure to divest interests, and malicious, deliberate, and fraudulent double insertion relating to the C-5 Road Extension project. The charges allege that Villar diverted the project to pass through properties owned by his corporations, which were then bought by the government at inflated prices. Villar also failed to notify the Senate of his conflict of interest and did not divest from his corporations that benefited. He further inserted an additional P200M into the budget for the project despite similar funds already being allocated.
