This standard specification has been prepared by the standards and Research
Directorate of the Design Department (T&G) WAPDA and lays down
requirements for capacitors, racks and allied equipment for outdoor, nonenclosed, high voltage shunt capacitor banks.

For purpose of bid evaluation the bidders shall indicate stabilized losses for each
bank. The capitalized cost of losses shall be worked out at the rates indicated in
clause 3.4.
The No. of spare fuse links and fuse holder in the schedule of prices, shall be
restricted to 20% and 10% of the No. of capacitor units respectively for the
purpose of bid evaluation.

Supply System
2.2.1
The equipment shall be used in three- phase connected AC system having the
following characteristics.

CAPACITORS
3.1
General
The capacitors to be used for these banks shall be single phase, single bushing,
suitable for mounting horizontally on narrow side.
3.2

Permissible Overloads
3.3.1
The equipment shall be new and of standard, first grade quality as to materials,
workmanship and design, in accordance with the best engineering practice.
3.3.2
The capacitor units shall consist of flattened rolls of dead soft, annealed
aluminum foil between sheets of high strength all film dielectric.
3.3.3
3.3.4
The grade of stainless steel shall be such that welding does not cause deterioration
of its rust resistance properties around the weld.
3.3.5
In case of mild steel tanks , the same shall be hot-dip galvanized after fabrication,
in accordance with WAPDA Specification P-82 class A coating. After
galvanizing, the tank shall be suitably treated for painting as required in clause
3.3.15.
3.3.6
The capacitors shall be hermetically sealed and completely filled with a stable,
nontoxic, high dielectric liquid. The liquid shall be no-PCB i.e. shall not contain
any chlorine or mixtures of chlorinated not contain any chlorine or mixtures of
benezenes and shall be easily and safely and safely disposable evidence of safety
and suitability for use in capacitors and instructions for safe disposal shall be
provided.
3.3.7
The capacitors shall be dehydrated under high vacuum and temperature. The
manufacturer shall ensure complete impregnation of the film and the insulation oil
shall be completely refined and degasified not to leave any gas or impurities in the
case which may cause deterioration of the dielectric.
3.3.8
The terminal leads shall be brought out to terminal studs through top mounted
bushings.
3.3.9
The bushings shall be hermetically solder sealed to the tank cover to prevent
ingress of moisture and air rubber or synthetic material, gaskets or washer shall
not be used for sealing.
3.3.10 The bushings shall be made from good commercial grade wet process porcelain.
The entire surface of the bushing with exception of a firing surface shall be
smoothly glazed and shall be free from imperfections. Bushings of fused glass
having equivalent or superior characteristics will also be acceptable subject
approval of WAPDA.
3.3.11 Each terminal shall be provided with a tin-plated parallel groove clamp spring
washer hot dip galvanized nut and covered with neoprene or PVC insulation. The
clamp shall be capable of accommodating two copper conductors of 10-25 mm
dia. The tin-plating shall conform to WAPDA Specification P-84:71 above.
3.3.12 The capacitor shall be fitted with a discharge device inside the tanks. The resistor
of discharge deivice shall be capable of draining the residual of the capacitor
charge to 75 volts or less within 600 seconds after it is disconnected from the
source of supply.
3.3.13 The tank of the capacitor shall have two mounting brackets one on each narrow
side of the tank welded solidly to it, and shall be suitable for mounting in
capacitors rack standardized as per clause 4.0.
3.3.14 The tank of the capacitors shall be provided with lifting lugs indicated in Fig.1.
3.3.15 The tank and bracket shall be painted with a suitable primer and a durable grey
finish coat, resistant to severely corrosive atmospheres and having excellent heat
dissipation. A bounding surface shall be provided on the underside of each
support bracket to electrically bond the case to the cross-arm hanger.
3.4
3.4.1
For purpose of bid evaluation, U.S. $ 800 PER KW of capacitor losses (including
losses in discharge resistor) shall be added to the quoted price.
3.4.2
The average value of losses measured during acceptance test under clause 3.7.4
shall be used for verification of figures declared by the manufacturer for purpose
of clause 3.4.1 and 3.4.2. In cse the measured average losses exceed the
guaranteed losses, a penalty at twice the capitalization rate shall be payable by the
contractor for the losses in excess of guaranteed losses.

The manufacturer shall carry out routine tests on every completed capacitor.
These tests shall br repeated as per clause 3.7 for acceptance of material.
Type tests are intended to prove the soundness of the design of the capacitor and
its suitability jfor operation under the conditions detailed jin this specification.
The manufacturer shall subject the prototype sample to type tests and test reports
detailing the results of these tests shall be subitted to WAPDA for examination
and approval. The type test report may be accepted jin lieu of actual tests.
3.5.5
The prototype sample to which it is intended to apply the type tests shall first have
withstood satisfactorily the application of all the routine tests. It is not necessary
that all type tests be carried out on same sample capacitor unit provided that
samples of identical design are used for the tests.
3.6
Test Methods
3.6.1
Visual Examination
The capacitors shall be examined visually for the defects given in Table-I below:

Verifications of Dimensions
The dimensions shall be measured for verifying conformance to Fig I. Leading
dimensions used be given.
3.6.3
Sealing Tests
Un-energized capacitor units shall be heated throughout so that all parts reach a
temperature of at least the maximum operating internal mean temperature but not
less than 75 deg. C. This temperature shall be maintained for two hours. No
leakage shall occur, when tested with a suitable leakage indicator.
3.6.4
Endurance Test
Endurance test shall be carried out in accordance with IEC Report 871-2 (1987).
3.6.5
Other Tests
All other tests shall be carried out in accordance with IEC 871-1 (1987). The test
voltages shall be accordance with clause 3.2.1 of this specification.
3.7

3.7.2
The unit offered for acceptance shall be grouped into lots upto 500 units each. A
sample of 10 Units shall be drawn from each lot at random.
3.7.3

For other routine tests specified in clause 6.1 five units shall be randomly selected
from each lot containing upto 500 units each. In case more than one unit are found
defective, another five units shall be randomly selected and tests repeated. In case
of any failure from the second sample, the lot shall be rejected.
3.8
Name Plate

The following information shall be given on the name plate of each capacitor unit:

3.8.2
A weather proof label reading as Non PCB or other form the ground shall be
affixed preferably on the side containing the name plate.
3.9
Packing
3.9.1
Each unit shall be sealed in plastic or other suitable moisture proof material and
then 15 to 20 units packed in wooden boxes lined with moisture proof material.
The packing shall be suitable for outdoor storage at site in hot, wet, humid and
dusty conditions and shall be capable of withstanding the rigors of rail, road and

with the bid.

section shall be indicated to clearly show main constructional features. All loading
dimensional including thickness of tank walls, material used in construction,
method of connecting electrodes, thickness and material of insulation between
racks and the tank shall also be indicated.
