Woodlands Cr Pat Toohey accepts his MAV 10 year award at a gala function in Melbourne from MAV President Cr. Bill McArthur (Golden Plains Shire)
Decade of representation
MOORABOOL councillor Pat Toohey was honoured for his

ten-year service to the Moorabool community at a Municipal
Associations of Victoria function last Thursday.
Cr Toohey was one of 28 councillors to be recognised for
ten-years of service to their respective councils, with eight
receiving 15-year service awards, two awarded for 20-years
and five recognised for 30-years of service.

Cr Toohey said he became a councillor because he saw a

need to help to protect the rights of the people of Moorabool
when it came to fair planning outcomes, improved facilities
for all ages, and creating better infrastructure for future
generations.
He said the best thing about being a councillor was the
opportunity to bring about change and improvements for
the community and to help people work through and resolve

difficulties they have with all levels of government.
To have been given the trust by our community to serve for
10 years, and on two occasions to be mayor, has been a great
privilege, Cr Toohey said.

A birdie starts fire
BACCHUS Marsh West Golf Club was

on fire last Tuesday.
Club president Dean Cowan said
he heard a bang just before 2pm on
Tuesday, October 21 and when he
looked around he saw some smoke.
I went and had a look and there was a
grass fire near the 8th hole. A police car
was at a nearby intersection and they
came over and called it in, Mr Cowan

said.
It was in the rough on the boundary
between the pony club and the golf
club.
Bacchus Marsh CFA captain Nathan
Ractliffe said three CFA trucks attended
and contained the fire fairly quickly.
We suspect a magpie or another

bird has landed on the high voltage
powerlines which has caused the arc
and spark and ignited a grass fire, Mr
Ractliffe said.
An area of about one third of a hectare

was burnt and there was no property
damage and nobody was hurt.

A man has died in hospital
after his car crashed into
a tree in Ballan earlier this
month.
Police believe the 20-yearold Ballarat East man was
travelling towards Bacchus
Marsh along the Western
Freeway around 3pm on
Thursday 9 October when
his vehicle veered off the
road.
The male driver was airlifted to the Alfred Hospital with life threatening
injuries.
He passed away on Wednesday 22 October.
Police are still investigating
the crash and urge anyone
who witnessed the incident
or with further information

Water Week celebrations

Lerderderg Preschool was
awarded a grant by Western
Water for a new rainwater
tank, while Bacchus Marsh
Primary School student
Charlie McKinnon won first
prize in the annual Water
Week poster competition.
The $999 grant was one of
14 grants handed out across
the region for tanks, school
and community gardens
and environmental projects,

totalling more than $16,000.

STUDENTS will start their day right

with a nourishing breakfast thanks to
a new School Breakfast Club at Bacchus
Marsh Secondary College and Bacchus
Marsh Primary School.
An initiative of the Rotary Club of Bacchus Marsh, the School Breakfast Club
began in early October at the secondary
college and last week at the primary
school.
Senior Constable Jim Ross was a strong
advocate for the program and said it
not only provided food for students
who otherwise would not eat breakfast,
it also provided an opportunity for students to interact with teachers, police
and Rotarians on an informal basis.
Bacchus Marsh Rotarian and founder

of the breakfast club, Alf Pearson, said:
The benefits to the students and the
community make this a worthy and
important Rotary project.
Rotarians, friends of Rotary and
teachers volunteer their time each
morning to provide a nourishing
breakfast of toast, raisin bread, cereal,
milo and even pancakes for the little
ones. In just a few short weeks 35-45
students attend the School Breakfast
Club each day. At the end of each term,
there will be special menu items to celebrate the achievements of the term,
Mr Pearson said.
This program would not have been
possible without the generous support

of Coles. Store manager Karl Eastlick
has committed to providing the food
for both Breakfast Clubs and this generosity is making a difference in our
community.

Technology winners have the solution

Two Bacchus Marsh companies have been recognised
with national awards for
excellence.
Rheology Solutions won
the Australian Technology Awards Manufacturing Technology of the Year
Award at this years event
in Sydney, while Calix Limited won the Water category
award.
Rheology Solutions won
the award for their online
rheometre, a device placed
in production pipes which
measures aspects of fluid
passing through them such
as viscosity and provides
the data in real-time so that
manufacturers can make
fast adjustments to the product when required.
Managing Director Pat
Griffin said the company
is currently exporting the
rheometers to the world and
has held some successful trials in Europe and the United
States having already sold
rheometers to companies in
the United States.
He said he was happy to
have won the award and
keeps the trophy on his desk.
It was pretty unique getting this big award, and there
were two companies from
Bacchus Marsh I thought
that was pretty good.

and we ended up being one
of the six award winners.
Rheology Solutions is planning to construct a new factory in Bacchus Marsh over
the next two years, with local employment opportunities expected to include up
to ten new jobs.

company won its award for
a water additive that is used
in sewerage and waste water
treatment which stops the
smell as well as stopping corrosion in sewerage systems.
In the space of six months
weve captured about 25 per
cent of the market so were
very happy about that.

He said that the companys
facility in Bacchus Marsh
employs eight people and is
capable of processing up to
60,000 tonnes of raw material input.
Its a fairly sizeable facility
weve been going about eight
or nine months now, since
before Christmas last year,
and were just coming up
to weekly production runs
now - were not at full capacity yet but were on our way.
Winning the award was
quite a coup and highlights the success that can be
earned in regional centres.
There were two award
winners
from
Bacchus
Marsh its the technology
capital of Australia now.

For our category there
were over two hundred entrants, from across Australia. To have won one of the
category awards was very
satisfying, the quality of the
competition was very good
this year.
I think weve got to celebrate Australian manufacturing, especially companies
operating in regional areas
doing pretty well - when you
get this sort of success you
really should be celebrating
I think. Its very good for
Australian technology, and
its really good for regional
manufacturing and employment opportunities.
A step up from
grass roots netball

Local netball players may
have a new shot at making
the elite level of the sport
with the formation of a new
team.
The brand new Sovereigns
the Pride of Ballarat team
was officially established
earlier this year after Netball
Victoria granted a license to
the club.
Since formation, the club
has announced the appointments of former Australian Diamonds netballers
Natasha Chokljat and Eloise
Southby to coaching roles for
next years inaugural season,
with player trials underway.

Sovereigns chairman Bill
Mundy said the high-profile
coaches will benefit the team
in its infancy by attracting talented players from
across Victoria including
Moorabool.
Local players will have
the benefit of working with

tennis revival after the announcement of a $160,000
refurbishment of the Gordon
Public Park Tennis Courts.
Last Wednesday Moorabool
Shire and the State Government announced the joint
funding for two new competition tennis courts for
Gordon.
Moorabool Shire mayor
Paul Tatchell said it had
been awhile since the Gordon Tennis Courts had seen
any love.
Tennis is one of those
games where it doesnt matter if youre four-years-old or
90-years-old, you have the
capacity to come and play,
Cr Tatchell said.

to take on something they
can play for the rest of their

older on 26 January next year.

Community Event of the Year presented to the person or group who has

Applications for Moorabool Shire Councils new tourism event grants are now open.
This new tourism event grant program supports new tourism events in Moorabool
shire with high potential to attract signicant visitation from outside the shire.
If you are Moorabool based and have a new event concept to stimulate tourism
and provide economic and community benets for Moorabool Shire, download the
program guidelines and application forms from Councils website www.moorabool.
vic.gov.au and apply.
The assessment process is competitive, criteria based and applications must satisfy the
eligibility criteria outlined in the program guidelines to be considered.

FIRE PREVENTION UPDATE

Council ofcers have been inspecting properties throughout the Shire since late
September and its pleasing to see that there has been considerable effort made to
prepare the Shire for the coming Fire Season. Moorabool Shire has a high number of
extreme and high risk areas within its boundaries and residents need to be aware of
the risk posed by wild re. Emergency authorities have noted that there will be an
above average risk of re in grasslands and forests this season.
Council has issued over 200 Fire Prevention Notices to date to property owners
to clear their blocks for the coming Fire Season. Initial inspections are continuing.
Property owners issued with a Fire Prevention Notice must complete the work by
the date specied on the notice and ensure that their property is maintained for the
Fire Season.
Council will commence re-inspections on 8th December 2014.
Property owners who have failed to carry out the work specied in a Fire Prevention
Notice risk heavy nes and will be required to repay the costs of any work carried
out by council to comply with the directions on the notice. The penalty for failing to
comply with a Fire prevention Notice has increased to $1476.00 this season. Additional
slashing costs will also be charged.

The road will be closed to through trafc, however Council staff will work with
residents to allow local trafc continued property access.
A fully signed detour route will be in place throughout the brief construction period.

THE Lal Lal wind facility was described as fools

gold at a meeting last
Thursday at Lal Lal Hall.
Lal Lal Environment Association president and local
resident, John McMahon,
said the planned Lal Lal
Wind facility would potentially have more impact
on our area than any other
event since the Gold Rush.
Its like fools gold promising so much, yet delivering so little. Building large
turbines close to homes risks
far too much pain for too little gain, Mr McMahon said.
More than 160 people filled
the Lal Lal Hall to learn
about the latest in a long line
of developments regarding
the planned Lal Lal Wind
facility.
Mr McMahon said it was

an overwhelming response
from a community which for
more than seven years has
been fighting to balance the
rights of people living near
turbines with Governments
desire to roll the wind industry out across rural Victoria.
Were not against wind
turbines as such, but were
against putting them too
close to peoples homes.
There are more than 2000
people living within 5 kms
of the planned Lal Lal turbines alone, he said.
Attending the meeting was
National Party Member for
Western Victoria, David
OBrien, who commended
Nationals candidate Sonia
Smith on championing a
motion, which has since
become National Party policy, that the Environmental

Protection Agency be made
responsible for monitoring
wind turbine noise.
If, as the wind companies

say, their turbines meet current noise regulations, then
its only fair that the EPA is
empowered to check this.
This would then provide
neighbours with an avenue
for complaint should they
disagree, Mr McMahon
said.
In the Ballarat-Ararat area
alone, there are plans to
build 747 new turbines. Add
to this the 229 which already
exist, and we have a total of
976 turbines. This is literally
an industry out of control.

A new summer lunch menu is now available and we use
premium, fresh ingredients. We have kept on some old
favourites such as the Lamb Souvlaki and Chicken Caesar
Wrap and we have added some new gourmet chicken
burgers, a steak sandwich and a BLT. Our all-day breakfast
menu has also just been updated with new additions of
pancakes and a vegetarian breakfast option.
Also back on the menu is fresh store made sushi and rice
paper rolls. We will also have freshly made salads through
the warmer months.
We still have our old fashioned lolly counter where the kids

The 2014 Clunes and District Agricultural
Society will celebrate its 154th Annual
Spring Show next month.
Renowned for producing a traditional
country show, Clunes promises to provide
an action packed day for the whole family.
Held on Saturday, November 15 at the showgrounds, features of the day will include:

Dear Editor,
Re: Energy Minister responds to Mining Lease
issue.
Following a letter I wrote
to Mining and Energy Minister, Russell Northe, asking
for clarification and community consultation on a new
Mt Egerton Mining Lease,
I have received a response
which I include.
I apologise for taking some
time to share the letter. I was
waiting for contact from a
senior Departmental Officer,
as promised in the letter so
that I could provide further
information but that contact
has still not happened.
In his response, Minister
Northe advised that he was
aware of concerns raised by
members of the community
about the applicant for the
Retention Licence RL2018
and of the applicants association with a former mining licence in the Mt Egerton
area.
The Minister advised, with
regard to the former licence,
that compliance issues relating to that mining operation
were resolved, following
directions being given by

to be generating a net economic loss to the world of

September quarter prices in regional Victoria

Rising Melbourne house

prices have prompted many
first homebuyers and families on a budget to consider
the advantages of regional
Victoria.
While prices have increased
in some regional areas, particularly the major centres
and towns within close
commuting distance of
Melbourne, a number of affordable properties can be
found in regions that offer
quality services and lifestyle
attractions.
The latest REIV median
house price data for the
September quarter brought
good news for buyers looking outside of Melbourne.
The regional median house
price now stands at $324,000
around 50 per cent lower
than the current Melbourne
house price median which
makes purchasing a property well within the reach of
buyers on a tighter budget.
Capital growth figures for
the 12 months to September

30 also illustrate that despite
some fluctuations in the
market, property can deliver
a solid long term investment. Homes in regional
Victoria showed an overall
4.5 per cent increase in value
over the year, with growth
at more than 25 per cent in
some parts of the state.
Areas in particular that
experienced
exceptional
growth included the ColacOtway region (with 9.4 per
cent growth in the September quarter) and Wangaratta
(with a rise of 11.5 per cent in
the past three months).
Seasonality also plays a
strong factor in regional
sales, with the median house
price in the Alpine region
up 10.2 per cent in the September quarter coinciding
with the peak ski season
which also represents the
best time of year for sellers.
Areas with good local infrastructure continue to attract
regional buyers who seek

lifestyle opportunities in
well-serviced locations.
Both Benalla and the Indigo
region experienced smaller
growth of around three per

cent in the last quarter, but
grew by double digits in the
past 12 months indicating that Victorias regional
property market still offers

an affordable entry point
while delivering considerable returns over a sustained
period.

The club saw four very close
games this week in Ballan
Junior tennis as Napoleons
had to unfortunately forfeit
against C5 in the fifth match.
B grade played Warrenheip
at Ballan where Lachlan
Conlan was up against his
old team. He was able to
have two good wins, with
Juulke Castelijn in their
doubles 6-2 and his singles
6-4. In the singles Lachlan
Furlong won 6-1,Juulke
Castelijn won 6-4 but Joel
Bertoncello was unable to
have a win going down 1-6.
But Ballan were able to take

aspirations.
Martin Sheas and Glenn
Sargents rinks got off to
good starts against their opposition but from the outset
Sebastopol held sway, going
to the tea break with a 12 shot
lead. Avenues teams were
fighting hard but struggled
to apply enough pressure
to turn the scoreboard their
way. After the break a more
desperate Avenue team were
able to fight back with Andrew Myers rink coming
back from a 10 shot early
deficit to take the 2 points 2219 and Glenn Sargents rink
assisted by a fine debut in
the top side by Glenn Davies
going on to win 32-16.
Martin Sheas rink after a
good start, and Sam Shannahans rink, both found the
oppositions hot form hard to
handle.
Towards the final few ends

all rinks continued to fight
hard and reduced the margin to under double figures.
A little luck over the final
few ends may have seen Avenue secure the overall win,
but on the day Sebastopol
deserved their 88-84 win.
Division 3 travelled to Central Wendouree hoping to
keep its unbeaten 2014/15
season intact.

At one stage Bill Hawkens
rink trailed by 8 shots and

with Frank Pomeroy and
Charlie Grant losing their
early domination, whilst Bill
Hawkens rink recovered
to storm home, picking up
5 shots on the last 2 ends to
record another last end
victory by 3 shots. Frank
Pomeroys rink grimly held
on to record a 2 shot win,
whilst Charlie Grants rink
lost 7 shots on the last 3 ends
to go down by 3 shots.

Athletes competed in the Club

Relay Challenge last weekend
at Masons Lane. Athletes made
up teams in the Junior, Intermediate and Senior age groups
to compete against teams from
each of the four Clubs Blues,
Boomerangs, Dolphins and Eagles. The aim of the day was to
ensure that athletes became familiar with participating as part
of a team and correct relay techniques.
Spectators witnessed
many close finishes, while one of
the highlights of the day was the
competitive spirit shown in the
parent races.
This Saturday the Centre will
return to their regular programs
with program 4 scheduled for
the meet.

to seal a 28 shot win over

rink battled hard all day to
salvage a draw, whilst Dave
McKendricks rink, who
were level with their opposition with 4 ends to go,
ultimately went down by 3
shots.

Central Wendouree 80
Division 8 travelled to
Buninyong where conditions can be difficult, but
the afternoon tea is always
something to behold! After a win last week by 137
shots and with a number of
changes to the side due to
player rotation, Avenue had
to back up last weeks performance to prove it will be
a genuine finals contender.
Cherald Sinclair, in her first
weekend pennant game for
the year, scored a handsome
21 shot win, almost equalled
by Ron Millingtons rink (19
shots) and Peter Kays rink

(6 shots). Unfortunately new
Division 8 skip Bob Whitefield could not complete the
quadrella, going down by 8
shots. The win puts the side
3rd on the ladder but they
have yet to play the top 2
teams.

In Midweek Pennant Avenues 2 sides are struggling
in their respective Divisions.
Division 1 went down to
City Oval by 47 shots with
only Glenys Kays rink being successful on the day.
In the 4 rounds so far, the
sides have only managed 1
win, but remain positive of
a turnaround in the remaining 14 games.

In Division 2, the newly
promoted side from last
year are also finding the going tough against stronger
opposition. Playing Daylesford the side managed an 8
shot win, thanks to Marlene
Kneebones 8 shot win and

It was the 51st running of

the time honoured (Group
2) Kilmore Pacing Cup on
Sunday October 26, a M0 or
better Discretionary Handicap event over 3050 metres,
with Guaranteed repeating
his Swan Hill Cup victory a
week earlier.
The race favourite Guaranteed was safely away from
inside the second line to possie mid-field in the running
line.
With no changes being
made until the approach to
the bell, Gavin Lang was
first to make a forward move
and comfortably park outside Maximan with a circuit
to travel.
When Maximan and Guaranteed turned together, it
appeared they had the race
to themselves, however the
testing journey started to
tell, with Maximan the first

to crack and Flaming Flutter
and Im Corzin Terror emerging to give chase.
Defying all challengers like
the champion he is, Guaranteed had a half neck to spare
on the wire over Im Corzin
Terror, with Flaming Flutter a further half neck away
third in a new track record
time of 3.55.5, returning a
mile rate of 2-00.3 (last half
66.3 quarter 28.3) obliterating Sting Lika Bees 2007 rate

of 2-01.1.

The Seniors concluded their
Round 2 matches against
Napoleons-Sebastopol with
the first and third elevens
playing at home.
The 1st XI were looking
for their first win of the
season with a chase of 247
at Darley Park, but were
unable to establish any decent partnerships required
to bat out the day and get
the runs required, Darley
finishing up all out in the
58th over for 133. Leg spinner Brian Wheelahans 3-36
off 19 and Hayden Jamiesons two catches and a run
out in week one were the
highlights.
The 2nd XI claimed top
spot with a massive win,
and plenty of much needed
match batting practice in
their run chase of 177. Darley
finishing on 6/329 at stumps
on day two with notable
contributions from many
including opener Ben Longhurst who, at the time individual scores were available,
was on 56 not out.
The 3rd XI secured ten
premiership points with an
outright after starting day
two with a first innings win
already and a 36 run lead in
the bag. Napoleons-Sebastopol provided a sporting
declaration with a score of
7/163 at tea, giving Darley a gettable target of 128.
Darley made the runs with
BALLAN PLUMBING
six wickets and ten overs

to spare. Hamish Wheeler,
Drew Locke, and Jye Stephenson all starred with ball
in the second innings, each
getting two wickets, whilst
youngster Jack Watkins 38,
Trans-Tasman import Craig
McDonald 35, and Daniel
Kypreos 22* were instrumental in securing the outright win with the bat.
The 4th XI were facing the
other side of an outright result and were sent in to bat
at the start of the second
day with a deficit of 187
runs. Opener Darren Hynes
showed some spark and a
chance of Darley redemption, however there were
never any partnerships established, and Darley were
bowled out for just 109 and
still had 27 overs left in the
day.
This week the seniors take
on East Ballarat, with the 1st
XI and 3rd XI at home again
at Darley Park and Civic
Hub Oval respectively.

also concluded Round 2,
whilst the Melton JCA Juniors kicked off Day 1 of
Round 2.
Under 16 Gold were hosting Wendouree on the turf
at Darley Park and were
defending 97 runs from Day
1. Wendouree looked comfortable at 3-63 in their run
chase, however the young
Lions took 4/19 to swing the
match back in their favour,
unfortunately it wasnt to be,
and Wendouree were still
seven wickets down when
they passed the target, and
were then bowled out for

Losing three early wickets
with just 3 runs on the board
didnt help, however Dimitri
Lambris set a great example
with 22 at first drop, and
then Jack Burgess stole the
show with a 50 in the middle
order to restore some pride
as Darley finished in the
34th over with 104 runs.
The Under 14s were in the
box seat with a split innings
total of 1/110 whilst Golden
Point were 2/41 in reply and
begun the second day batting first to end up on 9/126
after 50 overs. Zachary Pead
shone with the ball with
2/10 off 4 overs whilst Sebastian Falcone and Brandan
Foley each had two catches.
Opener Blake Colley retired
not out on 50 and Noah Simmons 18* were the standouts
with the bat.
The first Under 12 Darley
Derby of the season took
place on Friday night on turf
at Darley Park, in what will
be a very close match when
play resumes again this
Friday night. Darley Roar
will resume on 6/106 whilst
Darley Pride will resume on
3/99. Noah Simmons 28* and
Hayden Nash 25* were the
highlights for Darley Roar.
Darley Cubs will be looking
to consolidate an almost certain win when play resumes
this Friday at Mount Carberry, with the Cubs on 2/94

wickets. This meant the boys were left
defending a total of 61 runs with 37
overs to bowl. This enabled all bowlers
to obtain much needed experience in
match conditions. Luke Hodge was the
stand out bowler taking 2 wickets.
